These programs come in both remedial and preventative versions to help students with anticipated problems or those experiencing them currently. Typically, literacy intervention needs to be started as soon as a problem is realized, but often parents do not know that there are resources available. School districts are doing a large amount of research and testing to target potential students for intervention programs and implementing them in the classroom and requiring work at home to stay ahead. The most important form of preventative programs are aimed at younger children who are thought be at risk for developing reading problems. These programs include measures that can be taken by classroom teachers, but the most effective programs utilize all possible resources. Kindergarten In Malaysia
In Malaysia, kindergarten is a non-formal and flexible programme for young children aged 4 to 5 years old. The programme runs for a duration of one to two years depending on parents' requirement. These centres are mostly privately-run and cater for children from high and middle-income families. The fees charged by these kindergartens vary and are largely determined by overhead costs and market forces. Kindergarten classes conducted by the MOE (also known as Ministry of Education, Malaysia) and other government agencies enable under-privileged children from lower income families access to kindergarten education for free or at a minimal charge. Priority for admission to these classes is given to those who could not afford to attend privately-run kindergartens. Kindergarten education aims at providing a firm foundation for formal education. All kindergartens have to abide by the curriculum guidelines set by the MOE, except for the International or Expatriate Schools that follow either the Bristish or US curriculum as well as the syllabus of their country. The curriculum which is in line with the NPE (also known as National Private Education, Malaysia) enables kindergarten children to acquire basic communication, social and other positive skills in preparation for primary schooling. Specifically, the aim of kindergarten education is to develop childrens skills in the following aspects: The social skill components focus on childrens interaction with the environment and the people in their surroundings, development of positive self-concept, discipline, social responsibilities, and positive attitudes towards learning. The intellectual skill components emphasise physical environment, the concepts of space, numbers, alphabets, and prerequisites for writing, reading and language competencies. The physical skill components focus on the physical activities that involve co-ordination of the various parts of the body such as the head, hand, leg, eye and fingers. The spiritual skill components emphasise the inculcation of noble values and believe in God. The aesthetical aspects on the other hand, train the children to express themselves through their hand-made creations, drawings, music and movement.

Functional illiteracy affects more than 24 million U.S. citizens and 13% of them being seventeenyear-olds II. Every year at least one million of these functional illiterates graduate from high schools in the U.S. alone. III. From these studies we are able to determine that illiteracy comes from not only people who have never attended school, but also from people who spent their entire adolescence in bad public schools. Parents have usually been focused on how our children are doing in high school and not paying attention to what our cute little children learn in preschool. In conclusion, illiteracy has many interrelated causes and effects. In many countries literacy rates are increasing, notably in India, due to literacy campaigns (EFA, 2000). Economic development of many of these countries is also increasing in a similar fashion. Thus, one could easily argue that the increase in literacy is directly correlated with positive economic growth. In the past, education was not required, but in this day, universal education is becoming a necessity. Therefore, innovative solutions should be implemented to take advantage of this unique time in history. Illiteracy is an ever-increasing issue in our nation, but if we start in the early years of life, we can achieve success. With as little as fifteen minutes a day, we can change the future generations.

Functional illiteracy commonly means the inability of a person to read, write, speak, and use computers in everyday life. When confronted with these issues, individuals without basic literacy skills cannot function effectively. This problem is all too common in the United States. Dealing with illiteracy demands large amounts of resources from city, state, and federal government. This causes taxpayers to use more of their hard-earned money to help alleviate this problem. When students learn to read, they learn to associate a sound with the letter or letters that represent that sound. If this is not taught to school children properly, theyll never know that letters are used to represent sounds; therefore, they will not be able to read or write effectively.
Illiteracy, as a major problem in the United States, is not entirely the responsibility of the teachers or facilitators who are instructing. Many students are at fault themselves for not fully learning to read. The U.S. Department of Education statistics show that the high school dropout rate is 29% in this country, which is significantly higher than many other countries, for example, Russia and Japan. Many students give up trying to learn or believe that school is unimportant. Sometimes, dropping out of school may be a learned trait from their parents. Illiteracy is an inter-generational problem, following a parents/child pattern. Poor school achievement and dropping out before completing school are commonplace among children of illiterate parents. Because they are unable to help their children learn, parents who cannot read are often perpetuated as the inter-generational cycle of illiteracy. Lastly, poverty is one of the common problems of people in todays society. Many people today cannot study because they cannot afford the tuition fee of the school and only few people are given scholarships.
