Sources Sought Synopsis For Oracle Business Intelligence Enterprise Edition (OBIEE) Analytics

Description
The Air Force Materiel Command, Electronic System Center (ESC), Enterprise Logistics Systems, Contract Division (ESC/HGBK), 4375 Chidlaw Rd, Rm N006.BUS, WrightPatterson Air Force Base, Ohio intends to issue a proposed sole-source, brand-name contract for the renewal of maintenance for certain Oracle OBIEE Analytics products, Oracle CPU Support Identification Number (CSI) 16046053 for which the Government intends to solicit and negotiate with only one source IAW 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies Will Satisfy Agency Requirements. Initial market research has determined that OBIEE Analytics maintenance is available from only one or a limited number of responsible sources and no other type of maintenance renewal will satisfy agency requirements. The Government intends to make an award by November 2010 to Oracle America, Inc., 1910 Oracle Way, Reston, VA 20190-4733. This synopsis announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals. If a firm believes it is capable of meeting the Government's requirement, it may identify their interest and capability to the Contract Specialist within five (5) days of this publication. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or women owned business and whether they are U.S. or foreign owned. As required by FAR Clause 52.219-9, Oracle America, Inc, a large business, shall be required to submit an acceptable subcontracting plan, which will become part of the resulting award. The contractor shall submit periodic subcontract reports as required by the clause, and Enterprise Logistics Systems, Contract Division (ESC/HGBK) will monitor the contractor's compliance with the approved plan throughout the life of the contract. Failure of the Contractor to comply in good faith with the approved plan and also FAR Clause 52.219-8, Utilization of Small Business Concerns, shall be considered a material breach of the contract.

The Air Force subcontracting goals are as follows: Total Small Business: 23% of total contract value (not % of subcontracted amount) Small Disadvantaged Business: 5% Woman-Owned Small Business: 5% Service-disabled Veteran-Owned Small Business: 3% HUBZone Small Business: 3% A determination by the Government not to compete this proposed contract based upon responses received to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. The Government will not pay for any information submitted as a result of this synopsis. This synopsis shall not be construed as an obligation on the part of the Government to acquire any products or services. Foreign participation in this acquisition is excluded at the prime contractor level. An Ombudsman has been appointed for this acquisition. The ESC Ombudsman, located at Hanscom AFB, MA, serves as the Ombudsman for all of ESC, including its GSUs. The Ombudsman hears concerns about specific issues in acquisitions, communicates those concerns to ESC/CC, ESC's Deputy for Acquisition (DC(A)) or ESC's Deputy for Support (DC(S)) from industry or Government personnel, and assists in the resolution of those concerns. The Ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes, nor does the Ombudsman diminish the authority of the program manager, contracting officer, or source selection official. When approached with an issue or query the Ombudsman independently assesses the situation and provides a response or initiates a resolution, and when requested, will maintain confidentiality as to the source of the inquiry.
