TERMS & CONDITIONS: 1. The period of contract is one year which can be extended further by 3 months at the sole discretion of the PSPCL at the same rates, terms & conditions. 2. Tender specifications shall be issued only to those firms who have already been registered with this office for this job or shall get themselves registered now. Furthermore, firms already registered but whose registration was done more than two years ago from the date of issue of the enquiry, shall have to get registered afresh. 3. The firms having valid registration shall submit the following documents for obtaining tender specification i. EPF clearance certificate from the office of EPF Commissioner /proof of submission of returns with EPF Department for the year 2010-2011. ii. The tender must submit an affidavit duly attested by an Executive Magistrate/ Notary public to the effect that he had not been defaulter for the last 5 years in respect of deposit of EPF to the concerned EPF Commissioner for the workers deployed against work orders placed by PSPCL on him. In any case the responsibility for deposition of EPF of the workers engaged by him shall rest with the tenderer only. In case he is found defaulter at any stage, his contract shall be cancelled without any notice.

The bidder should have valid A Class Electrical Contractor License issued by Chief Electrical Inspector of Punjab Govt. The bidders not registered with this office but want to take part in the bid may send their applications for registration to the undersigned along with details of the following pre-requisites: i. The bidder should have minimum of one year experience in the last five years in similar works on 132kV Sub-Station or above of value not less than Rs.10.00 lacs. ii. The bidder should be financially sound and must have a minimum turnover of Rs.15.00 Lac per annum and must submit the copy of Income Tax Return filed with the Income Tax Department for the year 2010-11. iii. The bidder should have valid A Class Electrical Contractor License issued by Chief Electrical Inspector of Punjab Govt. iv. The bidder should have independent EPF A/C Number issued from the Regional Provident Fund Commissioner. v. The bidder must submit an affidavit duly attested by an Executive Magistrate/ Notary public to the effect that he had not been defaulter for the last 5 years in respect of deposit of EPF to the concerned EPF Commissioner for the workers deployed against work orders placed by PSPCL. In any case the responsibility for deposition of EPF amount of the workers engaged by him shall rest with the bidder only. vi. The bidders must submit bank solvency certificate from a reputed bank where his firms account is being maintained (issued after 31-03-2011). vii. Details of plant, equipment, machinery available with bidder in working order for deployment on work shall be submitted to assess the capability of bidder Mandatory test certificates of the testing and lifting equipment from a reputed test house should be attached. viii. Registration fee of Rs.1000/- in cash or Demand Draft in favour of A.O. / (O&M), GHTP, Lehra Mohabbat payable at Rampura Phul or Demand Draft of State Bank of Patiala payable at Lehra Mohabbat/ Rampura Phul is required to be submitted with the request. The bidders registered with this office can purchase a set of tender documents (non- transferable) containing technical specifications, general instructions, terms & conditions from the office of SE/ DY.CE/ EMC, O&M, GHTP, Lehra Mohabbat, on payment of Rs.1000/- in cash or through Demand Draft/in favour of Accounts Officer/ O&M, GHTP, Lehra Mohabbat payable at Rampura Phul or Demand Draft of State Bank of Patiala payable at Lehra Mohabbat/Rampura Phul (Distt. Bathinda) on any working day. Tenders of the firms who do not purchase set of tender documents in advance shall not be accepted. This office reserves the right to cancel any or all the tenders without assigning any reason and no claim on this account shall be accepted. In case of any dispute regarding issue of tender documents, Chief Engineer/ O&M, GHTP Lehra Mohabbat will be the final authority. Tenders must be kept valid for a period of at least 120 days from the date of opening of tender. All tenders must be accompanied by Earnest Money except in case of those tenderers who are specifically exempted, at the following rates in form of Demand Draft in favour of A.O. / O&M, GHTP, Lehra Mohabbat payable at Rampura Phul or Demand Draft of State Bank of Patiala payable at Lehra Mohabbat/ Rampura Phul Distt.-Bathinda. i. Tender valuing up to Rs. 50,000/-: NIL ii. Tender valuing above Rs. 50,000/-: @ 2% of the tender value subject to minimum of Rs. 5,000/iii. Public Sector Undertakings fully owned by Punjab Govt./ Centre Govt./ other State Govts. shall be exempted from depositing the earnest money provided that a certificate of Govt. ownership shall be submitted in the envelope for earnest money. iv. Contractors having Permanent Earnest Money Deposit of Rs. 1.0 lac with the Board provided that a certificate to this effect issued by the concerned Accounts Officer of the Board during three months immediately preceding the due date for tender opening and

showing the Serial No./ Account No. allotted in the Permanent Earnest Money Deposit Register shall be submitted by the tenderers in the envelope for earnest money. 10. Tenders in duplicate shall be submitted in two separate envelopes, one containing the tender documents and the other containing earnest money. The covers should be marked separately as Envelope containing Tender & Envelope containing Earnest Money. The following words shall be super scribed on the envelopes containing tender and earnest money: i. TENDER AGAINST ENQUIRY NO. 342/GHTP/EMC /SSMC/2011 DATED: 28-072011 DUE ON 29-08-2011. ii. EARNEST MONEY AGAINST TENDER ENQUIRY NO. 342/GHTP/EMC /SSMC/2011 DATED: 28-07-2011 DUE ON 29-08-2011. iii. The envelope containing earnest money shall be opened first and if the earnest money is not found as per prescribed amount, the tender shall be resealed and not considered. 11. The rates quoted by the tenderers should be inclusive of all types of taxes including Work Contract Tax, Labour Welfare Fund, Thermal Allowance, Cycle Allowance, ESI etc. but exclusive of Service Tax which shall be payable extra as applicable subject to submission of documentary proof. 12. The successful tenderer shall implement the provisions of Factory Act, Payment of Wages Act and Workmens Compensation Act-1923 and also maintain record thereof, for inspection by the respective authorities under the said Acts, under intimation to concerned PSPCL authorities. 13. If at any time competent authority desires, the contract can be short closed at any time by giving one month notice. No claim on this account shall be entertained. 14. Tenders received telegraphically, through telex or fax shall not be accepted. 15. Conditional or incomplete tenders shall not be accepted. 16. In case of any dispute regarding issue of tender documents or any other dispute, Chief Engineer /O&M, GHTP, Lehra Mohabbat shall be final authority and no claims on this account will be accepted. 17. In case last date of registration, request for issue, Bid opening date falls on holiday, the next working day shall be applicable. 18.
