Citation
1. These ReguIations may be cited as the Merchant Shipping (MedicaI Stores) ReguIations.
Definitions
2. In these ReguIations
chemicaI means any chemicaI Iisted in the IoIIowing InternationaI Maritime Organization pubIications:
the GeneraI Index oI the InternationaI Maritime Dangerous Goods Code;
the Index oI Dangerous ChemicaIs Carried in BuIk; and
Chapter XIX oI the InternationaI Code Ior the Construction and Equipment oI Ships Carrying LiquiIied
Gases in BuIk;
Ioreign-going ship incIudes every ship empIoyed in trading or going between some pIace or pIaces in Singapore and
some pIace or pIaces situated beyond the Iimits prescribed Ior home-trade ships;
home-trade ship means a ship pIying soIeIy upon a home-trade voyage;
home-trade voyage means a voyage within the IoIIowing Iimits:

point 02 00' north, 104 15' east, thence due west to the coast oI Johor and thence IoIIowing the coast oI
Johor westwards to the starting point.
Application
3. These ReguIations shaII appIy to aII Singapore ships.
Medicines and medical stores for foreign-going ships
4.(1) Every Ioreign-going ship shaII keep on board a suppIy oI medicines and medicaI stores according to ScaIe IA set
out in the First ScheduIe provided that the number oI persons on board does not exceed 30.
(2) When more than 30 persons are carried, then in addition to the items required under ScaIe IA, a set each oI items Iisted
in ScaIe IB set out in the First ScheduIe must be carried Ior each additionaI 30 persons or part thereoI.
Medicines and medical stores for home-trade ships
5. Every home-trade ship shaII keep on board a suppIy oI medicines and medicaI stores according to ScaIe II set out in the
First ScheduIe.
Medicines and medical stores for ships plying within special limit
6. Every ship pIying within SpeciaI Limit Irom the Port oI Singapore shaII keep on board the suppIy oI medicines and
medicaI stores according to ScaIe III set out in the First ScheduIe.
Ships without doctors as crew members
7.(1) Every ship going to sea carrying more than 12 passengers but without a quaIiIied doctor as a member oI the crew
shaII carry, in addition to the medicines and medicaI stores speciIied in the main ScaIe which the vesseI is required to carry
under reguIation 4, 5 or 6, those speciIied in ScaIe V in Part 5 oI the First ScheduIe.
(2) AII medicines required to be carried under ScaIe V in Part 5 oI the First ScheduIe shaII be kept in a doctor`s attache
case.
(3) Any item which cannot be incIuded in the case shouId, where possibIe, be strapped to it; otherwise, the item shaII be
kept in a pIace adjacent to the case.
(4) The doctor`s attache case shaII be Iocked, the key to the case kept in the possession oI the master or someone nominated
by him, and the case kept in a Iocked cabinet.
(5) The case shouId be IabeIIed cIearIy as IoIIows:
The medicines in this case are to be used onIy by a quaIiIied doctor, or someone under the direct supervision oI a
doctor on board the ship..
Obtaining, use and disposal of morphine from doctor`s attache case
8. The obtaining, use and disposaI oI morphine Irom the doctor`s attache case shaII be recorded in the ship`s controIIed
Drug Register in accordance with the Ship Captain`s MedicaI Guide.
Quantity of medicines and medical stores
9. The quantity oI medicines and medicaI stores to be kept on board a ship reIerred to in these ReguIations shaII be as
prescribed in the First ScheduIe regardIess oI the Iength oI voyage.
Inspection of medicines and medical stores
10. The medicines and medicaI stores shaII be inspected at Ieast once in every 12 months by a registered pharmacist, who,
on being satisIied that the ship is provided with medicines and medicaI stores in accordance with the appropriate scaIe, shaII
issue a certiIicate to that eIIect.

11.(1) Any ship carrying a chemicaI as whoIe or part oI her cargo, or any residues oI chemicaIs Irom earIier voyages
shaII carry the medicines and medicaI stores set out in ScaIe IV oI the First ScheduIe in the quantities speciIied thereoI.
(2) In addition to the types and quantities oI medicines and medicaI stores required to be carried under paragraph (1), the
ship shaII aIso carry the required type oI medicines and medicaI stores speciIied in the Second ScheduIe as antidote and
anciIIiary equipment Ior the chemicaI and the required additionaI quantity oI such antidote and anciIIiary equipment shaII be
that speciIied in the ChemicaIs SuppIement to the Ship Captain`s MedicaI Guide or the IMO MedicaI First Aid Guide.
Additional medical supplies
12. There shaII be kept on board every ship on a voyage on which a quaIiIied doctor is carried as a member oI the crew any
additionaI suppIies which the doctor may reasonabIy require having regard to the size oI the crew, the number oI passengers on
board and the intended voyage.
Standards of medicines and medical stores
13. AII medicines and other medicaI stores kept on board a ship in accordance with these ReguIations shaII conIorm to the
standards and requirements set out in the current editions oI the British NationaI FormuIary or the British Pharmacopoeia or
the European Pharmacopoeia or the United States Pharmacopoeia, and with the requirements oI and speciIications set out in
the First and Fourth ScheduIes.
Packaging and labelling of containers
14.(1) Without prejudice to any other written Iaw, any container oI medicines or other medicaI stores required by these
ReguIations to be kept on board a ship
shaII have in EngIish on a IabeI the particuIars speciIied in the First ScheduIe;
in the case oI a container oI tabIets or capsuIes, shaII be capabIe oI recIosure to prevent ingress oI moisture;
in the case oI a container oI disinIectant, shaII not show deIeterious reaction with the disinIectant aIter storage in
normaI conditions Ior 6 months;
in the case oI an insecticide, shaII be air-tight, water-tight, packed in a suitabIe and sturdy case and, iI the container
is a pressure canister, have a cap or other means oI protecting the vaIve against accidentaI opening when the
canister is not in use; and
in the case oI medicine or disinIectant not in the container suppIied by its manuIacturer, shaII be packed in a
sturdy, brown-coIoured or non-transIucent container.
(2) Any IabeI reIerred to in paragraph (1)(!) shaII either be IirmIy aIIixed to the container and rendered resistant to moisture
by varnish or other eIIective means or be an integraI part oI the container.
(3) The particuIars required by paragraph (1)(!) to be shown on IabeIs are
the ordering name by which the medicine or medicaI store is reIerred to in the First ScheduIe;
any storage requirements Iaid down in any oI the pubIications reIerred to in reguIation 13, or eIsewhere in these
ReguIations;
iI the medicines or medicaI stores are perishabIe, the expiry date as deIined in reguIation 16;
the name and address oI the suppIier oI the medicines and medicaI stores, the product Iicence number and batch
number;
in the case oI any container oI a disinIectant or oI an antiseptic prescribed in any oI the ScaIes set out in the
First ScheduIe, the diIution recommended Ior any purposes stated thereon;
in the case oI any container oI an insecticide prescribed in any oI the ScaIes set out in the First ScheduIe,
instructions Ior use and precautions to be taken as detaiIed in paragaraphs 6 and 7 oI the Fourth ScheduIe; and
in the case oI a container oI hypochIorite, a notice indicating that the chemicaI may combust spontaneousIy and
that the hypochIorite shouId be stored in a cooI dark pIace.
Storage of medicines
15.(1) Any medicine or medicaI store shaII be stored in accordance with the instructions on its container.
(2) Any medicine shaII, where appIicabIe, be stored in accordance with the requirements Ior controIIed drugs contained in
the Ship Captain`s MedicaI Guide, and subject thereto, unIess it is required to be kept in a reIrigerator or in a Iirst-aid satcheI
or box, shaII be stored
in the medicaI cabinet; or
in a cooI, dry, Iocked cabinet or Iocked container.

16.(1) Where
a ship is required to have on board any medicine or other medicaI stores in accordance with any oI the ScaIes set
out in the First ScheduIe; and
any IabeI required by reguIation 14(1)(!) to be borne by any container or any such medicine or other medicaI
stores, indicates a date aIter which the medicine or other medicaI store contained in it is not to be used (hereaIter
caIIed the expiry date),
that medicine or medicaI store shaII be repIaced at the earIiest possibIe date aIter the expiry date, and in any event within 3
months oI the expiry date.
(2) Medicines or medicinaI stores which have passed the expiry date shaII, once repIacements have been obtained, or aIter 3
months, whichever is the earIier, be disposed oI in accordance with the Ship Captain`s MedicaI Guide.
Offences
17.(1) II any provision oI these ReguIations is contravened, the owner oI the ship shaII be guiIty oI an oIIence and shaII
be IiabIe on conviction to a Iine not exceeding $2,000.
(2) It shaII be a deIence Ior any person charged in connection with a contravention oI any provision oI these ReguIations to
show that the deIiciency was caused by medicines and medicaI stores being used Ior their proper purpose and that it has not
been reasonabIy practicabIe to repIace them.
(3) It shaII be a deIence Ior a person charged under these ReguIations to show that he took aII reasonabIe precautions and
exercised aII due diIigence to avoid commission oI the oIIence.
Exemptions
18. The Director may exempt any person or ship or description oI persons or ships Irom aII or any oI the provisions oI these
ReguIations on such terms as he may speciIy and may, subject to giving reasonabIe notice, aIter or canceI any such exemption
granted.
FIRST SCHEDULE
ReguIations 4, 5, 6, 7, 9, 11, 13, 14 and 16.
In this ScheduIe, the IoIIowing annotations are used:
To be used ONLY on medicaI advice and to be IabeIIed accordingIy.
OnIy required when the vesseI is proceeding to or operating in a maIariaI area as deIined in the Third ScheduIe.
To be IabeIIed Not to be used more than Iour weeks aIter Iirst opening.
OnIy required when the vesseI is proceeding to or operating in tropicaI waters.
An oxygen resuscitator set with accessories that wiII permit the equipment to give therapy with both 24 per cent and 35 per cent oxygen
wiII be acceptabIe in Iieu oI this item iI suIIicient oxygen is carried Ior three hours treatment at 35 per cent in addition to that required Ior
resuscitation.
Passenger vesseIs must carry one Iirst-aid kit Ior every 50 persons or Iraction thereoI that they are Iicensed to carry subject to a maximum
oI three kits.
A pre-packed press-button pressure canister may be used in Iieu.
Not required on vesseIs oI Iess than 80 grt.
Where an oxygen resuscitator is carried in compIiance with ScaIe IV it wiII not be necessary to carry a second set to meet ScaIe V.

FOURTH SCHEDULE
ReguIations 13 and 14(3) (I)
PART I
SPECIFICATION OF DISINFECTANTS
1. GeneraI description The disinIectant shaII be a white IIuid and shaII be a IineIy dispersed, stabiIised emuIsion containing coaI-tar acids or
other phenoIic bodies, with or without hydrocarbons.
2. GermicidaI vaIue and the method oI its determination The germicidaI vaIue shaII not be Iess than 1.7 when determined by the modiIied
Chick-Martin method as Iaid down by the British Standards SpeciIication No. 808, conIirmed by PD 2627, 1960.
3. StabiIity beIore diIution On standing Ior 3 months at ordinary temperatures (5C to 30C) the disinIectant IIuid shaII not precipitate nor
show separation oI more than traces oI oiI. A creamed IIuid which can be rendered homogenous by gentIe mixing may be carried.
4. StabiIity aIter diIution The disinIectant IIuid shaII be miscibIe with distiIIed water and artiIiciaI sea-water (27 grammes oI sodium chIoride
and 5 grammes oI crystaIIine magnesium suIphate (MgSO
4
711#0) dissoIved in and made up to 1,000 mI with distiIIed water and IiItered beIore use)
in proportions oI 1%, 2%, 3%, 4% and 5% to give a stabIe emuIsion which shaII not break nor show more than traces oI separation oI either top or
bottom oiI, when maintained at 18C 22C Ior 6 hours, the sampIe and diIuent having each been brought to a temperature within that range beIore
mixing by pouring the sampIe into the diIuent Irom a cyIinder.
5. Odour and corrosive action The IIuid shaII be Iree Irom objectionabIe smeII and when used as directed shaII have no more corrosive action
on metaIs than that occasioned by the water empIoyed as a diIuent.
PART II
SPECIFICATION OF INSECTICIDES AND MEANS OF APPLICATION
6. Insecticide IormuIations:
When used in accordance with instructions Ior use which shaII be speciIied on the IabeI aIIixed to the container oI an insecticide spray
soIution or insecticide powder
shaII be eIIective Ior the purpose speciIied in those instructions; and
shaII not be harmIuI to human being;
shaII be suitabIe Ior use in crew and passenger accomodation and in spaces used Ior the preparation oI Iood; and
shaII be Iree Irom oIIensive odour and, so Iar as possibIe, shaII be non-staining.
7. Insecticide IormuIations shaII be
in the Iorm oI a spray soIution not having a IIash point Iower that 48.9C (120F) when tested by the AbeI method and containing an
eIIective concentration oI insecticide, when appIied as a space spray or as a residuaI spray in accordance with instructions reIerred to in
reguIation 6(,) by either
a hand-operated, continuous-action sprayer Iitted with a nozzIe capabIe oI producing a Iine mist without coarse dropIets; or
a pre-packed press-button pressure canister; and

in the Iorm oI a powder packed in a dredger and eIIective when appIied to the body or cIothing oI an inIected person in accordance with
the instructions reIerred to in reguIation 6(,).
