CHAPTER - A TECHNICAL SPECIFICATION FOR 24kV SWITCHGEAR

2.1 2.1.1 SCOPE OF WORK This part of specification covers the design, manufacture, assembly, testing at manufacturer's works before dispatch, packing, forwarding, erection, testing and commissioning of 24 kV indoor switchgear panel boards with SF6/Vacuum circuit breaker (draw out type) relays, measuring and indicating instruments as specified hereunder and in the schedule of requirements for site located at an altitude of 1061 m above from mean sea level at Jhakri . The switchgear should be complete in all respect with metallic connectors, interrupting chambers, operating mechanism, control cabinet, interlocks, protective relays, auxiliary switches, indicating devices, supporting system, metering cubicle with sufficient space for current, voltage transformers, etc. The scope of the supply also includes necessary special tools and plants required for erection and maintenance. The bidder shall also list out the details of tools & plants being covered under the scope of supply. The bidder shall recommend necessary spares required for normal operation and maintenance of the switchgear for a period of five years. The bidder shall co-ordinate with his sub-vendors, if any, of sub-station transformer & station transformer on all matters of common concern in order to ensure correct installation and operation of the switchgear system. In addition to above, the bidder shall offer the following services:a) b) c) d) Over land transportation covering freight and insurances for delivery at site. Complete erection, testing and commissioning at site. All other works incidental and connected with above services from delivery up to the handing over the equipments and the system after commissioning.

2.2 2.2.1

STANDARDS The switchgear panels with its accessories shall conform in all respects to the requirements of latest edition of IS/IEC specifications except for modifications specified herein. The equipment manufactured according to any other National/International standards, which ensure an equal or better quality than the provision of IS/IEC specifications, shall also be acceptable. The salient point of difference between the proposed standards and provision of the specifications shall be clearly brought out in the tender. A copy of English Version of such standards shall be enclosed with the tender.

GENERAL REQUIREMENTS OF SWITCHGEAR PANELS Switchboard Cubicle Type and Details The 24 kV totally metal clad SF6 switchgear shall be housed in a cubicle along with its control and relay panel in a separate compartment. The switchgear shall be horizontally with drawable extensible modular construction type, suitable for indoor installation. Each switchgear cubicle shall be complete with SF6 type circuit breakers, bus-bars, instrument transformers, instruments, protective relays, control cables and 24 kV cable boxes, glands, all necessary control wiring and auxiliary devices required to perform its function. The cubicle shall be of dust, vermin proof construction and shall be provided with degree of protection not less than IP-46 as per IS-2147. Each unit shall have its own flush type instruments panel. All instruments, control switches, indicating devices and relays shall be mounted on the front of panel. The design and arrangement of equipment shall be such that an adequate space and access is provided for inspection and maintenance of wiring terminal switches, cable and cables boxes etc. The general arrangement of placement of the various components of the switchgear shall be as under: a) b) The instrument and protective relays shall be placed in a compartment on the front of the cubicle. The truck mounted SF6 circuit breaker including interrupter shall be placed in such a way that the trolley can be withdrawn from the front side of the cubicle.

The voltage transformer shall be mounted on the bus bars and the bus chamber shall be located on right half top part of the cubicle. C.T. and cable termination chamber shall be located below the bus bar at the rear of the panel so that ready access is available by opening the back cover. It should be spacious enough to accommodate three numbers epoxy CTs with 95 sq.mm. aluminium conductor 22kV power cable (XLPE TYPE).

CONTROL RELAY PANEL Composite Panels Control board and relay panels shall be of composite type consisting of vertical stationary front panels with equipment mounted thereon and having wiring access. Height of each cubicle shall not exceed 2450mm.

2.3.2.2 2.3.2.2.1

Constructional Features The panels shall not be less than 2mm thick of cold rolled sheet with angle or channel edge bent to 6mm radius, seam welded at corners and ground smooth. Panels shall be bolted at the bottom to a suitable steel channel base which with necessary framing and cross-bracing will hold the structure rigidly together to form a self-supporting dead front type of structure. Suitable grouting anchor bolt holes shall be provided in the channel base. Anchor bolts and grouting bolts shall also form the part of supply. Butt joints on outside surfaces will be permitted. Outside panels shall not be drilled or welded for attaching wire, resistors, or switchboard devices where such holes or fastening will be visible from the front of the panel. All screws and bolts used for assembling switchboard members and panels also for mounting wire cleats and switchboard devices shall be provided with lock washers or other locking devices. Vertical edges of panels shall be so formed and bolted together that no part of edge exposed to view will pass a 0.8mm gauge. Flat surfaces on the face of any panel shall not deviate more than 1.6mm from a true plane. Sides, tops and doors shall be stiffened where necessary to prevent noticeable deflection and twisting when removing, opening or resisting an external load of 23 kg(50 pounds) applied perpendicular to any point on the surface. To prevent wrapping of panels, all heavy devices shall be supported by means of rear-mounted brackets or straps. The panels, trim doors and frames shall match and shall present a neat appearance. Electrical clearance shall conform to applicable standards and shall be provided without cutting away the adjacent steel framework. All side and top/rear or bottom edges of cable cutout shall be provided with splitpipe sleeves to provide protection. The supporting structure enclosures shall be capable of withstanding the tropical climatic condition, change of ambient temperature, severe dust storm, very high relative humidity that are prevailing at the site. It shall be capable to withstand seismic acceleration of 0.5g in horizontal as well as in vertical direction. Necessary arrangement shall be provided for bolting together the adjacent panels. The panels shall be completely enclosed to ensure dust, moisture and vermin proof atmosphere. The degree of protection for main enclosure and within the cubicle should be as per the IS-2147.

The doors, removable covers and panels shall be fitted with gaskets. Metal sills in the form of metal channels properly drilled shall be furnished by the tenderer along with anchor bolts and necessary hardware for mounting the panels. These shall be dispatched in advance with reference to the dispatch of the respective panels so that these may be installed and leveled when concrete foundations are poured. Panels shall have additional rolled channel plinth at the bottom with smooth bearing surface. The panels shall be fixed on the embedded foundation channels with intervening layers of anti-vibration strips made of shock absorbing materials which shall also be supplied by the tenderer. Power & control cable entries to the panels shall be made either from the bottom, back or from the top of panels, decision to this effect shall be taken at the time of final engineering of the drawings of equipments and its layout, keeping in view of the space and blockout already left. The blanking plates of the panels shall be fitted with removable gland plates for fixing the cable glands, the sizes of which shall suit the external cables to the panel. Cable glands shall be screened type, made of brass and shall be suitable for XLPE, PVC and screened cables. Necessary foundation drawings showing cables entry positions and foundation bolt location shall be supplied by the bidder. Painting All sheet steel shall be phosphated in accordance with IS-6005 "code of practice for phosphating iron and steel". Final colour of the panels shall be pebble grey as per RAL-7032 or equivalent as per colour code IS-5. Relay and Instruments: EGG Shell/Bright black Circuit Label: White letter on black label.

Mounting All equipment on and in panels shall be mounted and completely wired to the terminal blocks ready for external connections. All equipment on front of the panel shall be mounted flush or semi flush. In case of semi flush mounting only flange or bezel shall be visible from the front. The equipment shall be mounted such that removal and replacement can be accomplished individually without interruption of service to adjacent devices and are readily accessible without the use of special tools. Terminal marking shall be clearly visible. Cut outs and wiring for loose supply items shall be according to the corresponding equipment manufacturers drawings. Cut outs provided for future mounting of equipment shall be properly blanked off. The center line of switches, push buttons and indicating lamps shall match to give a neat and uniform appearance. Their center line shall not be located less than 750mm from the bottom of the panel. Likewise the center lines of relays, meters and recorders shall not be less than 450mm from the

bottom of the panel. No equipment shall be mounted on the doors without prior approval of the purchaser. All the equipment connections and cabling shall be designed and arranged to minimize the risk of fire and damage which may be caused by fire. 2.3.5 Mimic Diagram Coloured mimic diagram with symbols showing the exact representation of the system complete with symbols and colour strips to represent the buses, feeders, transformers and semaphore indicators for breakers shall be provided in the front of the control panels in accordance with the provision of respective standards. Mimic diagram shall be screwed on the panels and shall be made of anodized aluminum or plastic of approved fast colour material which shall be screwed on the panel and can be easily cleaned. Alternatively mimic diagram may also be painted on the panels. The width of the mimic bus shall not be less than 10mm and shall be painted in live green colour as per IS:220. The semaphore indicators for breaker positions shall be so positioned in the mimic such that the breaker closed position shall complete the continuity of the mimic. Similarly for control switches of stay put type when mounted in the mimic, the close position of the switch shall complete the mimic. 2.3.6 2.3.6.1 Panel Wiring The panels shall be supplied completely wired internally to equipment and terminal blocks and ready for the external cable connections at the terminal blocks. When panels are arranged to be located adjacent to each other all inter-panel wiring and connection between the panels shall be furnished and the wiring shall be carried out internally. All wiring shall be carried out with 1100 Volts grade, single core, stranded copper conductor wires with PVC insulation and shall be flame proof, vermin and rodent proof. Wiring ducts bundles and supports A suitable wiring duct system shall be installed for all inter panel wiring and shall provide for easy access for inspection and replacement. All wiring shall be installed in wiring channels and ducts as far as possible. The wire duct system shall have space available for 30% additional wires to be added in future. Exposed wiring shall be kept to a minimum and where used, shall be formed into compact wire bundles, bound together and supported. Binding and support shall not cause damage or cold flow to the insulation. Groups of exposed wires shall be run straight horizontally or vertically with short radius right angle bends. Each wire shall be protected

where it leaves a channel or a duct. Wiring supports shall be of heavy gauge rust proof material or steel with rust resisting finish equivalent to sherardizing or cadmium-zinc plating. Hinge wire shall be used between stationary panels and hinged or swinging panels, and shall be formed in wire loops or bundles at least two feet long which shall provide rotation around the longitudinal axis of the conductors. 2.3.6.4 Auxiliary bus wiring for AC and DC supplies, voltage transformer circuits, annunciation circuits and other common services shall be provided suitably in the panels running throughout the entire length of the panels. These buses shall have a nominal cross section copper equivalent of 4 mm2 and shall be suitably insulated along their run. Wire terminations shall be made with solderless crimping type of tinned copper lugs which firmly grip the conductor. Insulated sleeves shall be provided at all the wire terminations. Engraved core identification plastic ferrule marked to correspond with panel wiring diagram shall be fitted tightly at both ends of each wire and shall not fall off when the wire is disconnected from the terminal blocks of each wire. The numbers shown in the wiring diagram shall be in accordance with IS-345. All wires directly connected to trip circuit breaker or device shall be distinguished by the addition of a red coloured or lettered ferrule. Numbers 6 and 9 shall not be included for ferrules purposes. The colours for auxiliary wiring shall be as per IS-375. 2.3.6.5 Supplier shall be solely responsible for the completeness and correctness of internal wiring and for the proper functioning of the connected equipment. Terminal Blocks All internal wiring to be connected to the external equipment shall terminate on terminal blocks, preferably vertically mounted on the side of each panel. Terminal blocks shall be 1100 V grade and have 10 amps. continuous rating, one piece moulded complete with insulated barriers, stud type terminals, washers, nuts locking nuts and identification strips. Terminal block design shall include a white fibre marking strip with clear plastic, slip on/clipon terminal covers. Marking on the terminal strip shall correspond to wire number on the wiring diagrams. Not more than two wire shall be connected to any terminal. Provision shall be made for training and supporting incoming cables from the point of entrance to the termination on the terminal blocks. Short circuiting terminal blocks shall be furnished for all current transformer circuits and shall have in addition to above features, provision for shorting together all leads from each C.T. without first opening any circuit. Necessary test links isolating facilities and earthing facilities shall also be provided. At least 30% spare terminals shall be provided on each panel and these spare terminals shall be uniformly distributed on all terminal blocks. Unless otherwise specified, terminal blocks shall be suitable connecting the following conductors or purchaser's cables. for

There shall be a minimum clearance of 250 mm between the first row of terminal blocks and the associated cable gland plate. Also the clearance between two rows of terminal blocks shall be a minimum of 150mm. Arrangement of the terminal block assemblies and the wiring channels within the enclosure shall be such that a row of terminal blocks is run parallel and in close proximity along each side of the wiring duct to provide for convenient attachment of internal panel wiring. The side of the terminal block opposite to the wiring duct shall be reserved for the external cable connection. A steel strip shall be connected between adjacent terminal block row at 50mm interval for support of incoming cables. Drawings showing proposed arrangement of terminal block and supports for incoming cables shall be subject to approval. All necessary cable terminating accessories such as gland plates, packing glands, crimp type tinned copper lugs supporting clamps and bracket wiring troughs and gutters etc. for cable shall be included in the scope of supply of the bidder. Phase Arrangement The standard phase and poles arrangement when facing the front of the equipment shall be R-Y-B and plus-minus, from Left to Right, from top to bottom, from front to back. Front and rear panels of the switch board shall be considered separately for purpose of phase and pole arrangement. All relays, instruments other devices, buses and equipment involving 3 phase circuits shall be arranged and connected in accordance with the standard phase arrangement where possible. Similar device, shall be wired alike.

Earthing All panels shall be equipped with an earth bus securely fixed along with the inside of rear of panels. The materials and the sizes of the bus bar shall be at least 25x6mm copper unless specified otherwise. The buses shall be bolted to the frame of each panel in such a way as to make good electrical contact with each panel or section. The bolted contact surfaces between copper and aluminum shall be silver plated. When several panels are mounted adjoining each other, the earth bus shall be made continuous and necessary connectors and clamps for this purpose shall be included in the scope of supply of the bidder. Provision shall be made for extending the earth bus bars to future adjoining panels on either side.

Name Plates and Markings All equipment mounted on front and rear side as well as equipment mounted inside the panels shall be provided with individual name plates with equipment designation engraved. Also on the top of each panel on front as well as rear side large and bold name plates shall be provided for

circuit/feeder designation. These circuit labels shall be larger than the other name plates. 2.3.10.2 All front mounted equipment shall also be provided at the rear with individual name plates engraved with tag numbers corresponding to the one shown in the panel internal wiring to facilitate easy tracing of the wiring. The name plates shall be mounted directly by the side of the respective equipment wiring and shall not be hidden by the equipment wiring. Name plates shall be made of non-rusting metal or plastic material. Name plates shall have black back ground and white engraving lettering in English. It should be fastened to the panels with black finished screws. The name plate inscription and size of name plates and letter shall be submitted to the purchaser for approval. Each instrument and meter shall be prominently marked with the quantity to be measured (e.g. kV, A, MW, etc.) All relays and other devices shall be clearly marked with manufacturer's name, serial numbers and electrical rating data. Each switch shall have clear inscription identifying its function e.g. "BREAKER" "52" "AMMETER" etc. Similar inscription shall also be provided on each device whose function is not otherwise identified. If any switch device does not bear this inscription, separate name plate giving its function shall be provided for it. Switch shall also have clear inscription for each position indication e.g. Trip-Neutral-Close, "ON-OFF", "R-Y-B-OFF" etc. Switches Control and instrument switches shall be of rotary operated type preferably with silver to silver faced contacts of adequate making, carrying and breaking current ratings and shall be provided with easily removable protective terminal covers and escutcheon plates clearly marked to show operating position and shall be suitable for flush mounting with only switch front plates and operating handle projecting out. The connections shall be from the back. The contact assembly at the back of the switch shall be enclosed in dust proof removable covers. Circuit breaker control switches shall be of three position, spring return to neutral type, and shall be provided with target which shall indicate the last operation of the switch. The control springs, shall be strong and robust enough to prevent inadvertent operation due to light touch.

Adequate number of spare contacts shall be provided on breaker control switch for control interlocking, annunciation and discrepancy indication. Instrument selection switches shall be of maintained contact (Stay-put) type. Ammeter selector switches shall have make before break type contacts so as to prevent open circuiting of CT secondary when changing the position of the switch. Voltmeter selector switch for AC shall be suitable for reading all line to line voltage for effectively earthed system. Lockable type of switches which can be locked in particular position shall be provided when specified. The key locks shall be fitted on the operating handles. R _______________________________________________________ 2.3.12 2.3.12.1 Indicating Lamps Indicating lamps shall be of miniature switch board type suitable for panel mounting with rear terminal connections. Lamps shall be provided with series connected resistors preferably built in the lamp assembly to avoid short circuiting of control supply in the event of short circuiting of lamp. The supply for these lamps shall be from 220 V DC station battery unless stated otherwise. Lamps covers shall be of screwed on type, unbreakable, and moulded from heat resisting material. They shall be translucent to diffuse light. Unless otherwise stated the lamp covers shall be coloured as: a) "Red" for indicating closed position of breakers. b) "Green" for indicating open position of breakers. c) "White" for control supply monitoring. d) "Amber" for miscellaneous indications. 2.3.12.2 Colour caps shall be screwed into the front of lamp body so that colour caps and lamps shall be replaceable from the front of the panel. Two sets of special tools, if required for replacing bulbs and covers shall also be included in the scope of supply. All colour covers shall be similar and interchangeable and all lamps be of same type and ratings. Lamps and colour caps shall be furnished 20% in excess of the actual numbers required. The corresponding red green breaker position indicating lamps shall flash for condition of discrepancy between the last operation of the circuit

breaker (ON or OFF) and become steady when the switch is operated to correspond with the position of the circuit breaker. The discrepancy signal when the breaker is tripped shall also be followed by the sound signal. 2.3.12.4 The wattage and resistance of lamps shall be as follows: a) 220V, 5 to 10 W, 4000 to 8000 Ohms. with series resistor. The indicating lamps with resistors shall with-stand 20% of rated voltage on a continuous basis. 2.3.13 Annunciators On each control panel, 6 way" Annunciator shall be provided. The annunciation scheme shall be of solid state type Lamp test/Accept/Reset push buttons shall be provided for each "Annunciator". 2.3.14 Space Heaters Tubular space heaters of adequate capacity and suitable for connection to single phase, 240 V, 50 Hz A.C. supply shall be provided inside each panel to prevent condensation of moisture on the wiring and panel mounted equipment when the panel is not in operation. These shall not be mounted close to the wiring or any panel mounted equipment. Heaters shall be complete with isolating switches, HRC fuse on phase and link on the neutral of the heater supply and its switching shall be controlled by a thermostat. Minimum size of the cable used for heating circuit shall be 4 mm. sq. 2.3.15 Test Blocks Test blocks shall be provided on the panels. These shall be of the back connected, semi-flush-mounted, switch board type with removable covers. All test blocks shall be provided with suitable circuit identification. The cases shall be dust tight and shall have a black finish. Test blocks shall be rated not less than 250V,10 amperes, and shall be capable of withstanding a dielectric test of 2500 V, 50 Hz for 1 minute. All test blocks shall be arranged to isolate completely the instruments from the instrument transformers and other external circuits so that no other device will be affected. Means shall be provided for testing either from an external source of energy or from the instrument transformers by means of multiple test plugs. The test blocks and plugs shall be arranged so that the current transformer secondary circuits cannot be open circuited in any position while the test plug or cover plugs are in place, being inserted, or being removed. 6 Number each of test plugs which are to be used with the test studs shall be supplied free with the main equipment. 2.3.16 Push Buttons Push buttons shall be momentary contact type with rear terminal connection. These shall be suitably shrouded to prevent inadvertent operation. Integral inscription plates engraved with their functions shall be provided.

All push buttons shall have two normally closed and two normally open contacts comprising rivets of pure silver. The contacts shall be able to make and carry 5 Amp. and break one ampere inductive load at 220 V D.C. 10% spare push button shall be supplied with the panels. A red filter shall be provided in each reset push button to provide an intense red colour when illuminated. 2.3.17 Interior Lighting and Receptacles Each panel shall be provided with a 40W fluorescent lighting fixture rated for 240 volts, single phase, 50 Hz supply for the interior illumination of the panel during maintenance. The fittings shall be complete with switch fuse unit and switching of the fittings shall be controlled by the respective panel door switch. Ballast shall be rated at not less than 0.9 power factor. A single pole 20 Amp. "T" rated lighting switch shall be provided for each panel, flush mounted on the left end. One duplex 240 V, 5A convenience outlet along with switch shall also be provided inside each door or pairs of doors inside each cubicle. The lighting and convenience outlet circuit shall be completely wired in conduit and terminated on cubicle terminal block. 2.3.18 Fuses and Switches Each control panel shall be provided with necessary arrangement for receiving, distributing, isolating and fusing of D.C. and A.C. supplies for various control, signaling, lighting and space heater circuits. The incoming and sub-circuits shall be separately provided with switch fuse units. Selection of the main and sub-circuits fuse ratings shall be such as to ensure selective clearance of sub-circuits faults. All fuses shall be HRC cartridge type conforming to IS-2208 mounted on plug in type fuse bases. All accessible line connection to fuse bases shall be adequately shrouded. Fuses shall have operation indicators for indicating blown fuse condition. Fuse carrier base shall have imprints of the fuse rating and voltage. 2.3.19 Equipment Earthing All metallic cases of relays, instruments and other panel mounted equipment shall be connected to the earth bus by independent copper wires of size not less than 2.5 sq.mm. The colour of earthing wires shall be green. Earthing wire shall be connected on terminals with suitable clamps connections and soldering shall not be permitted. VT and CT secondary neutral or common lead shall be earthed at one place at the terminal blocks where they enter the panel. such earthing shall be made through links so that earthing may be removed from the group without disturbing continuity of earthing system for other groups. 2.3.20 Supporting Steel All necessary embedded leveling steel, sills, anchor bolts, channels and other parts of supporting and fastening of the panels and vibration damping pads shall be supplied by the bidder. Embedded parts with

detailed instructions shall be delivered in time to meet the schedule for insertion in the building structure. 2.3.21 Earthquake Condition Under the seismic conditions, 24kV switchgear panels and other control panels shall be expected to behave as below: i) The physical alignment of 24kV switchgear panels along with incoming and outgoing feeder connection supporting insulators and structures of bus bars shall not get disturbed and there shall not be any internal flashover and or electrical fault. All relays, transducers, indicating instruments, devices in switchgear panels shall not maloperate. Current carrying parts, supporting structures, earth connection etc. shall not get dislocated and or shall not break or distort.

24 kV SF6 CIRCUIT BREAKERS General Requirements The circuit breaker shall be of SF6 type suitable for indoor installation. The breaker shall be best and modern in design and shall be supplied with all the associated equipments including fittings and wiring etc. The breaker shall be suitable for three phase auto re-closing operation. The breaker compartment of the cubicle shall be designed to have fully draw out self contained truck arrangement with breaker mounted on the same. The circuit breaker shall be provided with rapid and smooth interruption of current under all conditions completely suppressing all undesirable phenomenon even under the most severe and persistent short circuit conditions or when interrupting small leading and lagging currents. The detail of any device or special feature incorporated to limit or control the rate of rise of re-striking voltage across the circuit breaker contact shall be stated. The over-voltage caused by the circuit breaker switching on inductive and capacitive load shall not exceed 2.5 times the normal phase to neutral voltage. The total break time for the circuit breaker throughout the range of its operation duty shall be stated in the tender and it shall be guaranteed. All parts of the circuit breaker unit shall be mechanically designed to withstand all mechanical, electrical and other stresses which may be experienced in the operation of the unit including those under short circuit conditions. The circuit breaker shall be practically maintenance free over: a period of at least 10 years 100 switching operation at full breaking capacity 30,000 switching operation at no load

The breaker shall be reasonably quiet in operation. The interrupter shall be sealed for life with fluarc sealing as per IEC study group 17A Dec.1981, Type-III. Vacuum Circuit Breaker The circuit breaker shall comprise of three vacuum interrupters, one for each phase, each housed in separate ceramic enclosure for better electrical and mechanical properties. The three identical poles shall be mounted on a common base frame and contact system of these poles shall be mechanically linked to provide three pole gang opening/closing for all types of electrical faults. Each pole of the breaker shall be provided with vacuum interrupter sealed for life encapsulated by ceramic insulator and shall be interchangeable. The mechanical parts and linkage shall be robust and maintenance free over at least 30,000 operation except lubrication of pins/articulated joints at intervals of 5 years or 5,000 operations. Parts requiring maintenance shall be easily accessible without requiring extensive dismantling of adjacent parts.

2.4.1.9

Sulphur Hexaflouride(SF-6)Circuit Breakers The circuit breakers shall be of Sulphur Hexafluride (SF-6) gas filled, single pressure puffer sealed tank type suitable for indoor duties. Each pole of the circuit breaker shall have an interrupting chamber filled with SF-6 gas encapsulated in porcelain insulator housing independent of the other two poles. The gas pressure shall be monitored and regulated by suitable pressure switches. The design and construction of the circuit breaker shall be such that there is minimum possibility of gas leakage and ingress of moisture, there should not be any condensation of SF-6 gas on internal insulating surfaces of circuit breaker. Suitable sealing arrangement shall be provided on each static joint to have proper sealing of SF-6 gas. An alarm shall be given if the gas density fails to a pre-set value and if it falls further to a specified minimum the breaker shall be blocked. The material used in the construction of circuit breaker shall be fully compatible with SF-6 gas. All similar parts including poles of the circuit breaker shall be interchangeable.

2.4.1.10

Sulphur Hexaflouride Gas(SF-6) Sulphur Hexaflouride(SF-6) should be gaseous at normal room temperature and pressure with a density of 6.16 g/litre at 20 degree C and 760 torr. It should be pure, colourless and non toxic. It should have good arc quenching property with high di-electric strength. The SF-6 gas should be inactive to material and upto 180 degree C temperature its compatibility with materials used in electric construction should be similar to that of nitrogen. Breakdown products caused due to discharge in equipment should be compatible with constructional materials. Moisture contents of the gas should not be more that 15 ppm by mass. The SF-6 gas should generally conform to IEC publication 376-1971 or the latest amendment and shall meet the requirement as per IEC.

2.4.2

Operating Mechanism The operating mechanism shall be capable of giving specified duty of the breaker (sequence of opening and closing) as specified under clause 2.17 (O-0.3-Sec-CO-3-min-CO). The breaker shall also pass the operational test which ascertain the capabilities of operating mechanism. The motor compressed spring mechanism shall consist of a closing spring which is wound or compressed by an electric motor immediately after the breaker closes. The closing action shall also wind or compress a tripping spring and shortly after the breaker is closed both springs shall be wound. After the breaker has tripped, the tripping spring shall remain in the released position as long as the breaker is open, but the closing spring shall remain wound and ready for closing operation. The operating mechanism shall have all the necessary auxiliaries, apparatus for operation and supervision, like motor starter with thermal overload release, one closing coil, two trip coils, push button for local electrical operation, push button for direct mechanical tripping auxiliary switches, anti pumping contactors, operation counter, socket for inspection, lamp and heater with switch. In addition mechanical interlocking system for interlocking with other associated breaker shall be provided. Details of operation logic and other interlocking scheme is given under Clause No.2.10.2. Spring charging motor shall be standard single phase motor suitable for operation on 240 V A.C. supply. Provision shall also exist for one detachable handle for manual charging in the event of failure of auxiliary supply. The mechanism shall be suitable for remote operations. In addition auxiliary local operating mechanism shall be trip free. i) ii) Operating voltage for closing/tripping coils shall be 220 VDC. The D.C. supply shall be available in the sub-station. Operating voltages for spring charging motor and heater elements shall be 240 VAC, 50 Hz. A.C. supply which shall be made available at site.

2.4.3 2.4.3.1

Fixed and Moving Contacts The fixed and moving contacts of the breaker shall ensure full contact during closing. The contact metallurgy and geometry shall be such as to enable it to conduct the rated current and short circuit current with minimum of contact burning and wear. Main contact shall have ample area and contact pressure for carrying rated current and rated short time current without excessive temperature rise. The contact material should be either chromium, or some other suitable material. The main contact should have low contact resistance and the mili-volt drop across the breaker contact should also be furnished along with the bid. The breaker contact shall be designed such that diameter of the contacts and their stems are optimally matched to those of arc chamber and insulator. Contacts shall be such that arc does not remain stationary but keeps travelling by its own magnetic field. Interrupter Each pole of circuit breaker shall be provided with a SF6 interrupter sealed for life and encapsulated by ceramic insulators. The interrupter shall be

provided with steel chromium arc chamber to prevent vaporized contact material being deposited on the insulating body. A further shield giving protection to the metal bellow shall be provided. The metal bellows shall follow the travel of the moving contacts to seal the interrupter against the surrounding atmosphere. 2.4.5 Recovery Voltage and Power Factor The circuit breaker shall be capable of interrupting rated power with power frequency recovery voltage equal to the rated maximum line to line service voltage at rated frequency and at a power factor "equal to or not exceeding 0.15" as per IEC 56-1987. In case of multiple break circuit breaker, devices/method adopted to all the breaks shall be indicated and actual voltage distribution recorded during interruption tests shall be furnished with the bid. 2.4.6 Restriking Voltage The breaker shall be suitable to withstand required Rate of Rise of Recovery Voltage (RRRV) & Transient Recovery Voltage (TRV) peak. The complete data for the phase factor, amplitude factor, etc. for the rate of rise of re-striking voltage shall be furnished in the tender. 2.4.7 Transformer Charging Circuit Breaking Capacity The breaker shall be capable of interrupting inductive currents, such as those occurring while switching off unloaded transformers, without giving rise to undue over voltage and without re-strikes. The maximum over voltage value, which will not be exceeded under such conditions shall be stated in the tender. 2.4.8 Shunt Capacitor Switching Capacity The maximum rating of single bank of shunt capacitors which can be switched by the circuit breaker without re-strikes shall be stated in the tender along with over voltage occurring during such switching. 2.4.9 Automatic Rapid Re-closing The circuit breaker shall be suitable for three phase rapid auto re-closing duties. The dead time of the breaker shall be adjustable and the limits of adjustment shall be stated in the tender. 2.4.10 Out of Phase Switching The circuit breaker shall be capable of satisfactory operation even under conditions of phase opposition that may arise due to faulty synchronisation. The maximum power that the breaker can satisfactorily interrupt under "Phase Opposition" shall be stated in the bid. 2.5 TEMPERATURE RISE The maximum temperature attained by any part of the equipment when in service under full load condition should not exceed the maximum specified value in the IS/IEC.

2.6

INSULATORS AND HOUSING The basic insulation level of insulating supports shall be as specified in the general technical particulars in this specification. The porcelain used shall be homogeneous, free from cavitations and other flaws. The insulators shall be designed to have ample insulation, mechanically strong and rigid for satisfactory operation under climatic conditions of the site. Minimum clearance between phases, between live parts and ground object shall be as per IS-3072-1975 and should conform to Indian Electricity Rule-1956. The clearances etc. should be corrected for altitudes as per IEC/IS. In order to avoid break down at extremely low pressure the support insulators should not be covered by moisture and dust. Insulators should therefore, be extremely clean, free from sharp contours in conducting parts to avoid breakdown of the insulator and should have antitracking properties. The insulators shall be capable of withstanding seismic acceleration of 0.5g in horizontal direction and 0.5g in vertical direction.

2.7

TRIPPING COILS The circuit breakers shall be provided with two trip coils and one closing coil. First trip coil shall be utilized for tripping the breaker on fault detection, whereas second trip coil shall be used to trip the breaker when first trip coil fails to trip the breaker and backup protection comes into operation. Moreover, second trip coil shall be used to trip the breaker on command. The trip coils shall be suitable for pre-closing and after closing trip circuit supervision.

2.7.1

TRIP FREE FEATURES When the breaker has been instructed to close by manual instructions by pushing of push button, the operating mechanism will start operating for closing operations, if in the meantime a fault has taken place and relay closes the trip circuit of the breaker. The trip free mechanism shall permit the circuit breaker to be tripped by the protective relay even if it is under the process of closing. An anti-pumping device to prevent the circuit breaker from re-closing after an automatic opening when the device initially closing is maintained in the position for closing should be provided.

2.8 2.8.1

ACCESSORIES Each circuit breaker assembly shall be accessories. i) ii) Line and earthing terminals. Not only the main insulator, connections, joints etc. shall be accessible but also adequate access shall be there for the auxiliary equipment like secondary plugs, sockets, switches, and release coil and terminal boards. 2.8.2 Complete set of robust mechanical interlocks shall be provided to safeguard against incorrect operation of the breaker. The minimum interlocks will be as follows:a) b) c) d) e) The truck cannot be moved from either test to Service position or vice versa, when the circuit Breaker is "ON". The circuit breaker cannot be switched "ON when the truck is in any position between test and Service position. Front part of the truck cannot be removed when the Breaker is in "ON" position. Self locking shutters should be provided which should close automatically when the truck is withdrawn to "TEST POSITION".

POWER CABLE TERMINATIONS All cables, incoming and outgoing shall enter the equipment either through rear/bottom or top of the Panels, decision to this effect shall be taken at the time of final engineering of the drawings of equipments and its layout. Construction drawings for cable entry showing cutouts to be provided in the floor shall be supplied by the bidder. Upto one number three core, 22kV aluminium conductor XLPE power cable of 95 mm2 with their stress cones are envisaged to be connected to the lower CT bus connector in case of incoming and out going cables from 22kV switchgear. Provision shall be made in the CT and cable termination chamber for connecting these cables. All necessary cable terminating accessories such as Epoxy/Heat shrinkable cable jointing kits, gland plates, supporting clamps and brackets hardware shall be provided for cable. Tenderer shall ensure that sufficient space is provided for entry and exit of all cables. The gland plates shall be of removable type and shall cover the entire cable alley. Glands shall be insulated where required.

2.9.2

Each group of bus bars and feeders spouts should be fitted with automatically operated safety shutters. The appropriate shutter shall be positively opened or lowered, for testing and inspection, each shutter should be separately hand operated from the front of the unit and should be latched either in open or in closed position but should be padlocked/closed for maintenance purpose. CONTROLS The 24 kV, 6 No. Switchgear Panel Boards shall be controlled locally from the sub-station where the switchgear is housed. Provision shall also be made for remote operation from the main control room. Provision for remote "ON/OFF" operation and indications shall also be provided. Local control devices, selector switch and position indicator shall be located in the panel. The circuit breaker control scheme shall incorporate trip circuit supervision arrangement. Local/remote selector switch shall be provided for all the breakers for selection of Local control/Remote control Mechanical indicator, to show the "open" and "close" position of the breaker shall be provided in a position where it will be visible to a man standing on the ground. OPERATION LOGIC AND INTERLOCKING The operation logic of the 24 kV breakers housed in sub-station is as follows and necessary interlocking between these breakers are to be provided by the bidder. Necessary interlocking details/drawings should be got approved from the purchaser's before manufacturing as per single line diagram. (i) The breaker 52 HT-1 and 52 HT-3 will remain in "ON" conditions if they are getting continuous supply from respective 22 kV line feeder and keep 52 HT-2 in "OFF" position.

In case 22kV supply from Kotla sub-station fails then breaker 52 HT-1 will be in open condition i.e. "OFF" and all other breaker i.e. 52 HT-2, 52 HT-3 will be in "ON" position. If in case supply from 22 kV local feeder fails then its associated breaker 52 HT-3 will be in open condition i.e. "OFF" and remaining breakers i.e. 52 HT-1 and 52 HT-2 will be closed i.e. in "ON" condition.

BUSBARS All the switchgear panels shall be provided with high electrical grade aluminium bus bar having continuous current rating of 630 Amps. The three phase bus bars shall be fixed in suitable configuration to minimise electro-mechanical stresses under short circuit conditions. All the bus bar joints shall preferably be silver plated. Inter panel insulating barriers shall be provided between bus bars of different units. The arrangement of bus bars shall be such as to provide facility for ready extension to additional units on either side. All bus bar and jumper connection shall be of high conductivity alluminium alloy of adequate size. The bus bar shall be rated as below: 1. System voltage rating of bus bar 2. Continuous current rating 3. Symmetrical breaking current rating for 3 seconds 4. Rated peak short time current in kA 24 kV 630 A 12.5 kA 2.5 times symmetrical breaking current

The cross section of the bus bar shall be uniform throughout its run and shall be adequately supported and braced to withstand stresses caused at the time of short circuit. Each phase shall be provided with separate support of non-hygroscopic, non-combustible, track resistant and high strength epoxy/fibre glass insulators. Where a common support is provided anti-tracking barrier shall be provided between the supports. All bus bar joints shall be provided with high tensile steel bolts, spring washer and nuts to ensure good contact at the joint. All the bus bars shall be colour coded as per IS:375. The tenderer shall furnish calculations along with the bid, specified current ratings. The minimum clearance in air between phases and phase to earth for entire run of horizontal and vertical bus bar shall be sufficient to withstand power frequency and impulse voltage withstand tests taking into consideration of the altitude correction factor. The temperature rise of bus bar when carrying 90% of the rated current along its full run shall in no case exceed 55 degree C (above ambient) with silver plated joints and 40 degrees C with all other type of joints over and outside ambient temperature of 45 degree C.

2.12 2.12.1 2.12.1.1

INSTRUMENT TRANSFORMERS Current Transformer The epoxy current transformers shall be mounted within the cubicles and shall conform in all respects to the latest edition of IS 2705 (Part-I, II, III) or the relevant IEC standards. Necessary structural steel brackets for mounting these CTs shall be furnished. The technical particulars of CTs are given in clause 2.17 and in the single line diagram no. NJD(E)-528/06. The current transformers shall have output and accuracy suitable for the instruments and protection equipment provided. The accuracy class of the CTs shall preferably be 1.0 for the purpose of metering, for the purpose of protection the accuracy class shall be 5P10 and PS. The instrument security factor for metering cores shall be less than 5. The requirement of number of cores of CTs, their ratio burden and accuracy class shall be as brought out in the schedule of requirement. Additionally, the supplied CTs shall have the following rating also. a) b) Rated continuous current. thermal current shall be 1.2 times the rated

The current transformer must be capable of withstanding with secondary short circuited on full ratio a full off-set current having A.C. (symmetrical) component with an rms value of 12.5kA and crest value of 31.25kA. 2.12.1.3 2.132.1.4 The rated short time current of the CTs shall not be less than 12.5 kA for 3 seconds. The secondary winding of CTs shall be fully distributed around the core at all nominal taps. The actual exciting current upto the knee point voltage shall not vary beyond the permissible standard from the normal exciting current. To avoid development of very high and dangerous over voltage in the secondary windings of CTs due to inadvertent open circuiting of CT secondary while normal current is flowing in primary winding, measures shall be adopted to afford protection against this hazard by incorporating some device in the secondary circuit. The tenderer shall bring out in details, the method proposed to be adopted to avert this eventuality. All the routine test, type tests and tests at site shall be carried out on current transformers in accordance with IS with upto date amendments thereof. The test to be carried out by the contractor shall clearly be stated in the tender in details. The bidder shall submit the magnetizing characteristics of current transformer along with the bid.

2.12.1.5

Voltage Transformer Voltage transformers shall conform to IS-3156 amended upto date or the relevant IEC standards. Each transformer shall be complete with its own high and low voltage HRC fuses and current limiting resistance, if required. The fuses shall be so arranged that they can be readily accessible and can easily be replaced without shutting down any equipment or dismantling the voltage transformer. Provision shall be made such that the primary fuses can be handled only in draw out position when line is dead. The class of insulation shall be of "Class E". The other technical particulars of V.T. is given in clause 2.17. The voltage transformer shall be arranged for connection to the incoming side and these shall be housed suitably in switchboard itself. The output and accuracy of the instrument transformers shall satisfy the protection and metering requirements. The bidder should indicate in his offer, the actual burden imposed by relay meters, so that change if any required in the rated burden of instrument transformer can be done at the time of placing of orders. All the routine test, type test and test after installation given in relevant Indian Standard shall be carried and tenderers are to give details of the tests which shall be carried out, with their offer. INDICATING INSTRUMENTS Indicating instruments shall be as called for in the schedule of requirement. All instruments shall be mounted on the top of the cubicle in a separate compartment, suitably flush mounted type. The instrument case shall be dust proof, water tight, vermin proof and specially constructed to adequately protect the instrument against damage or deterioration due to high ambient temperature and humidity. The instruments shall be provided with all the auxiliary appliances and any special tools required for their maintenance. All the instruments shall have dials pointers etc., designed to facilitate accurate reading by minimizing parallax and glare from the instrument window and by providing clear and bold dial marking. All instruments shall be designed for accurate measurement of the quantity or state under all conditions of operation and any error due to change in ambient condition shall be kept to minimum. Spring control instruments shall be provided with zero adjustment at the front of the board capable of being safely handled while the instrument is in service. The instrument shall be damped to comply with the requirement of clause 10.5 of IS-1248 or equivalent. All the instruments shall comply with the requirement of first grade instrument of switch board type vide IS-1248 or equivalent standard. All instruments and meters shall be accurately adjustable and calibrated before shipment and shall have means for calibration, check and adjustment at site.

The metric unit shall be used for marking the instrument dial. The instrument shall be capable of withstanding overall loads applied in accordance with IS-1248. The instrument shall be capable of withstanding the following test, viz: effect of shock, vibration and humidity. 2.14 RELAYS The relays shall be provided as called for in the schedule of requirement. Relay shall be of the static/electromagnetic type. All the relays shall be suitable for operation over the range +10%/-20% of the nominal D.C. voltage of 220 V. The relays shall be designed to have the minimum possible acquiescent drain on the batteries. The relay should be designed to be secure against mal-operation for D.C. voltage dips, switch on, switch off and intermittent interruption of the power supply. All the relays shall have different contacts for alarm and tripping. All the relays should conform to IS-3231, IS-8714 and to IS-142 with upto date amendments. 2.15 2.15.1 DRAWINGS Successful tenderer shall submit the following drawings for approval:a) b) c) d) e) f) The general arrangements, overall dimensions and sectional views of each type of equipment and circuit breakers. Mistake in Drawings The contractor shall be responsible for any discrepancies, errors or omission in the drawings or other particulars supplied by them whether such drawings, or other particulars supplied by them have been approved by the Engineer-in-Charge or not, provided such discrepancies, errors or omissions be not due to inaccurate information or particulars furnished to the contractor by the Engineer, but the purchaser shall be responsible for the drawings and information supplied by the Engineer and the purchaser shall pay for any alterations of the material or work necessitated by reason of inaccurate information supplied by the Engineer to the contractor. However, liability of contractor would exclude payments towards any consequential losses/expenses incurred by the purchaser arising from any incorrect information supplied by the contractor. If any dimensions figured upon a drawing or plan differ from those obtained by scaling the drawing or plan, the dimension as figured upon the drawing or plan shall be taken as correct. All mistakes in drawings supplied by the contractor will be set right by the contractor after obtaining approval of the purchaser.

TESTS General Standard Type test certificates as per the relevant standards to ensure the quality and capability of the tendered equipments must be supplied with the bid documents. The bidder shall specify the details of measurements and independent agency conducting these tests along with the bid by Govt./NABL (National Accreditation Board for Laboratories) approved. In case the test certificates are not available actual tests will have to be carried out on the equipments to be supplied in the presence of purchasers representative to his satisfaction. All the tests to be carried out on all the equipment shall conform to relevant IEC, BS and Indian Standards.

Equipment shall not be dispatched unless all the required tests are carried out in the presence of purchaser's representative. However, some of the tests which are to be carried out, are listed below: The 24kV switchgear panel board shall be tested in the presence of purchaser's representative, for higher power frequency and lightning impulse voltage values after applying altitude correction factor as per IEC-694. 2.16.1 Circuit Breaker Type Test Circuit breaker shall comply with requirements of type tests prescribed in IEC publication 56.
