ACHIEVING SOCIAL AND ECONOMIC SUSTAINABILITY THROUGH ENERGY EFFICIENCY ON CENTRAL AND LOCAL LEVEL
The Center for Research and Policy Making supported by the GIZ office in Macedonia on 20.02.2012 in Hotel Continental organized the regional conference Achieving social and economic sustainability through energy efficiency on central and local level. The conference aimed to tackle the issues of energy efficiency, energy poverty, renewable energy resources and the different ways how local communities can be made energy efficient. The conference featured two panels: (1) Making local governments energy efficient (2) Energy poverty. To achieve the aforementioned issues the CRPM invited experts from the region to share their experiences and show best practices in the field. This one day conference had over 100 participants from: local governments, state institutions, civil society, businesses and media. This event is part of the regional project: Public dialogue for the sustainable use of energy. The project aims to establish and maintain a public dialogue between parliament, government, business sector, media and civil society for sustainable energy use, with primary emphasis on energy efficiency. The project is implemented with the cooperation of the School for Public Policy Mother Teresa at the Centre for Research and Policy Making and the Open Regional Fund Energy Efficiency in South-East Europe (EE GIZ ORF) of the German Society for International Cooperation).

During the first phase CRPM assessed the internal needs of the existing structures of the three institutions with questionnaires and face to face interviews with managerial structures in order to determine training needs and assess gaps in their structures in order to improve their performance. For the needs of the second phase CRPM developed a methodology for the field research that was coordinated with each of the three partners accordingly before the field surveying was launched. The survey with for the kindergartens was done from the 5th until the 9th of March with a sample of over 200 parents in all 9 kindergartens in the Municipality of Aerodrom, Skopje. And the survey for the Public transport enterprise (JSP Skopje) was carried out from the 7th until the 19th of March 2012 on 25 buses on the lines number 5 and number 57. During the survey on JSP buses more than 650 passengers were interviewed. Moreover the research teams of CRPM were measuring the time that each bus spent between bus stops, on the bus stop, and the amount of time needed for entry and exit of passengers at each bus stop.
The Macedonian Delegation had meetings with representatives of the Ministry of Labour and Social Policy, Ministry of Health, Commission for Protection against Discrimination, National Council for Cooperation on Ethnic and Demographic Issues, Ombudsman of the Republic of Bulgaria, Open Society Institute, Bulgarian Helsinki Committee, Bulgarian Gender Research Foundation, Center for Independent Living, Bilitis Resource Center Foundation. The aim of the visit was to familiarize the Macedonian Delegation with the legal and institutional framework on antidiscrimination in the Republic of Bulgaria. The launching event of the project was held on 10 April, at the EU Info Centre, Delegation of the European Union in Skopje where the project objectives and activities were presented to the public and all interested parties.
