ACHIEVING SOCIAL AND ECONOMIC SUSTAINABILITY THROUGH ENERGY EFFICIENCY ON CENTRAL AND LOCAL LEVEL
The Center for Research and Policy Making supported by the GIZ office in Macedonia on 20.02.2012 in Hotel Continental organized the regional conference Achieving social and economic sustainability through energy efficiency on central and local level. The conference aimed to tackle the issues of energy efficiency, energy poverty, renewable energy resources and the different ways how local communities can be made energy efficient. The conference featured two panels: (1) Making local governments energy efficient (2) Energy poverty. To achieve the aforementioned issues the CRPM invited experts from the region to share their experiences and show best practices in the field. This one day conference had over 100 participants from: local governments, state institutions, civil society, businesses and media. This event is part of the regional project: Public dialogue for the sustainable use of energy. The project aims to establish and maintain a public dialogue between parliament, government, business sector, media and civil society for sustainable energy use, with primary emphasis on energy efficiency. The project is implemented with the cooperation of the School for Public Policy Mother Teresa at the Centre for Research and Policy Making and the Open Regional Fund Energy Efficiency in South-East Europe (EE GIZ ORF) of the German Society for International Cooperation).

Fostering good governance in the public enterprises in the City of Skopje


During this quarter CRPM initiated the good governance pilot project with public enterprises in Skopje which is funded by the Swiss Development Cooperation (SDC). In this phase activities are focused in Skopje i.e. City of Skopje public enterprises - Public transport enterprise (JSP Skopje and City Parking Skopje, and in the Municipality of Aerodrom Sector for social protection (all kindergartens in the municipality). The project aims to foster good governance practices i.e. efficiency, responsiveness and citizen participation in public enterprises and in public institutions.

Experiences from the implementation of the Bologna process


The Center for Research and Policy Making in cooperation with the Ministry of Education of Republic of Macedonia on 12th of March 2012 held a conference entitled Experiences from the implementation of the Bologna process. The conference aimed to reflect on the experiences from the implementation of the Bologna Declaration in the Macedonian higher education system. The conference welcomed renowned bologna experts from Macedonia and abroad. It was opened by the Minister of Education and Science, Mr. Pance Kralev, and the host of the conference Professor Velimir Stojkovski, Rector of the University Ss. Cyril and Methodius. Presenters at the conference included three national Bologna experts from Macedonia: Prof. Elena Dumova- Jovanoska from the University Ss. Cyril and Methodius, Prof. Zamir Dika from the University of South-eastern Europe and Prof. Elizabeta Bahtovska from the University St. Kliment Ohridski. Prof. Andrej Kohont from the Faculty of Social Sciences from Ljubljana presented the experience of the Slovenian universities, and Ms. Annemarie Oteslev from the Danish Agency for Universities and Internationalization presented the Danish experience with the Bologna process. The presentations invigorated a fruitful discussion among the conference participants - students, professors, employers and representatives of the Ministry of Education and Science.

During the first phase CRPM assessed the internal needs of the existing structures of the three institutions with questionnaires and face to face interviews with managerial structures in order to determine training needs and assess gaps in their structures in order to improve their performance. For the needs of the second phase CRPM developed a methodology for the field research that was coordinated with each of the three partners accordingly before the field surveying was launched. The survey with for the kindergartens was done from the 5th until the 9th of March with a sample of over 200 parents in all 9 kindergartens in the Municipality of Aerodrom, Skopje. And the survey for the Public transport enterprise (JSP Skopje) was carried out from the 7th until the 19th of March 2012 on 25 buses on the lines number 5 and number 57. During the survey on JSP buses more than 650 passengers were interviewed. Moreover the research teams of CRPM were measuring the time that each bus spent between bus stops, on the bus stop, and the amount of time needed for entry and exit of passengers at each bus stop.

On the 27th of March the first training session on good governance practices took place in Skopje, at the Law Faculty, in the University Ss. Cyril and Methodius Skopje. 25 participants from mid level management structures of the three institutions participated at the training.

Activities of the School of Public Policy |Mother Theresa|


In 2012 the School of Public Policy |Mother Theresa| continued with the organization of weekly lectures and debates attended by the current students and alumni. Guest speakers in the first quarter of the year were eminent guests and experts from the country and abroad. Lecture topics and lecturers in February were: - Nationalism as an ideology - Artan Sadiku, analyst in the Institute of Social Sciences and Humanities Skopje - Geopolitics of the Balkans and the EU Enlargement process - Kristof Bender, Deputy Chairman at the European Stability Initiative (ESI), Vienna, Austria - Strategy for Integrated Education - Harald Schenker, author of the Integrated Education Strategy Lecture topics and lecturers in March were: - The influence of politics on our everyday life - Aleksandar Rusjakov, columnist, author of the Ednooki show - The lobbing of the United Macedonian Diaspora for the recognition of Macedonia under its constitutional name Metodija. A Koloski, President of the United Macedonian Diaspora - Decentralization and the delivery of primary and secondary education - Aisling Lyon, Dept. of Peace Studies, University of Bradford, Great Britain - Democracy in a Multi-Ethnic Society - Naim Rashiti, Balkans Analyst at International Crisis Group, Prishtina, Kosovo In February 2012 CRPM and the School of Public Policy |Mother Theresa| announced the co-organization of the Future EU Leaders Academy What Europe in 2020? in Prague from 28.07 04.08.2012 http://www.feula. eu/ . The School participants have a task to write short analysis. At the end of April the organization team will select 6 participants with the best analysis that will attend the Leaders Academy in Prague.

Exchange of EU best practices in the area of anti-discrimination


Exchange of EU best practices in the area of anti-discrimination legislation enforcement is a project funded by the European Unions Instrument for Democracy and Human Rights, 2010 Country Based Support Scheme. The project activities started in February 2012 when the kick off meeting was held and the preparations for the activities were planned. The CRPMs team designed semi structured in depth questionnaires and visited two out of the eight regions in the country. In particular, the network coordinator conducted field research in the Northeastern and the Vardar region where she had meetings with representatives of the local administration, judicial organs and nongovernmental organizations. In the period 2-6 April, Macedonian Delegation composed from representatives of the Commission for protection against discrimination, the Office of the Ombudsman, the Ministry for Labor and Social Affairs, Secretariat for European Affairs, Parliamentary Commission for equal opportunities between women and men, the Academy for judges and prosecutors, the Macedonian Bar Association, Macedonian Young Lawyers Association , Civil Society Research Center, and the Coalition: Sexual and Health Rights of Marginalized Communities realized a study visit in Bulgaria.

Francophone and democracy conference


The Center for Research and Policy Making in partnership with the Francophone circle (Organisation Internationale de la Francophonie) and in cooperation with the Municipality of Veles, on 6th of April organized a conference titled Francophone and democracy. This event was part of a joint project between CRPM and the Francophone circle, aimed to introduce the main democratic principles to the Macedonian broader public and to promote the human rights and freedoms through promotion of the Bamako Declaration. The conference was attended by the ambassadors from the European Francophone Countries in Macedonia, professors and academics as well. At the beginning of the conference the welcome speech was addressed by the host of the conference Mr. Goran Petrov, Mayor of the City of Veles. Speakers at the first part of the conference were the ambassadors Blagoj Zashov, former ambassador of the Republic of Macedonia in France and Gerald Delez, deputy chief of mission of the Embassy of Switzerland in Macedonia. In the second part of the event Dr. Zidas Daskalovski and Dr. Marija Risteska from the CRPM give their presentations on Tolerance, minority rights and conflict prevention and Principals of transparency and control of the independent body and public-private partnerships.

The Macedonian Delegation had meetings with representatives of the Ministry of Labour and Social Policy, Ministry of Health, Commission for Protection against Discrimination, National Council for Cooperation on Ethnic and Demographic Issues, Ombudsman of the Republic of Bulgaria, Open Society Institute, Bulgarian Helsinki Committee, Bulgarian Gender Research Foundation, Center for Independent Living, Bilitis Resource Center Foundation. The aim of the visit was to familiarize the Macedonian Delegation with the legal and institutional framework on antidiscrimination in the Republic of Bulgaria. The launching event of the project was held on 10 April, at the EU Info Centre, Delegation of the European Union in Skopje where the project objectives and activities were presented to the public and all interested parties.
