0 Introduction The necessitate to have a proper guide toward a good practice in Engineering discipline has become necessity due to the rapidly pace and wide extend of Malaysian national development over the past decade and for the future. The

development has resulted in extensive increase in the content and importance of engineering systems and installation. So the professional guide has to be implementing toward a good engineering profession. This report is written due on the visiting speaker 2 that title engineering profession in Malaysia. The objective of this seminar is to give an exposure to student about a journey towards of professional engineer. The introduction of this seminar is highlighted about IEM and BEM and their importance in Engineering. Furthermore, it is to encouraged student to be registered as a member in IEM and explain about the ways of professional engineer career also their responsibility of their professional ethics to people surroundings. IEM and BEM are two boards that have their certain functionality but remain same. The board of engineer Malaysia (BEM) is a statutory body constituted under the engineers act (1967). BEM falls within the ambit of responsibility of the minister of works. This board formed in 23rd August 1972. It has primary role to facilitate the registration of engineers and regulate the professional conduct and practice of registered engineers in order to safeguard the safety and interest of the public there a few functions of BEM which is maintaining the register, processing applications for registration, assessment of academic qualifications , regulating the conduct and ethics of the engineering profession, fixing the scales of fees, publication promotions of continued learning and education. Board of Engineering (BEM) is a coordinating body for engineering practices in Malaysia. It was incorporated under the Registration of Engineers Act 1967. All graduates must register with BEM within 6 months of practice courses. Based on the functionality of BEM, it had been identified that engineer that had registered with BEM will be maintained and monitor the register in term of names, address and particular professional engineers. So that, this will help to detect whether the registrar is still exist or not in BEM. By referring to the functionality of BEM it

indicate that BEM provides guidelines for ethical codes amongst the engineering field in Malaysia. The ethics of engineering is different from common ethics, which is the ethics of professional ethics have to be consider a few term which are ,The relationship between practicing professionals and their customers ,The relationship between the profession and the public , relations among professionals ,the relationship between employees and employers ,the specific technical details. For this reason a professional engineering society places a special code of ethics for its members. Institutions of Engineers Malaysia (IEM), the Board of Engineers Malaysia (BEM) and the institute of Electrical and Electronics (IEEE) each have their code of ethics that apply for professionals in the community. Towards to excellence engineering profession in Malaysia BEM and IEM highlighted a few principle and conditions to have a better engineering profession in Malaysia.

Discussion

2.01 What is a code of ethics? Code of ethics provides a full frame work for a consideration of professional ethics. There are few fundamental principles that consist in code of ethics. Engineer uphold and advance the integrity, honor and dignity of engineering profession by using their knowledge and skill for the enhancement of human welfare, being honest and impartial , and serving with fidelity the public, their employers and client. Another fundamental are striving to increase the competence and prestige of the engineering profession and supporting the professional and technical societies of their disciplines. Despite the code ethic provides a framework, the code of ethics does not cover all the condition that engineer may posses faces. But this code of ethics becomes a starting point to make a decision in ethical manner. The importance of that it has to be ensuring that the code of ethics does not create a new ethics. They just repeat the same principle and standard which had been receive as a responsibility of engineering practices. The code explained about the functionality and the responsibility of professional group.

However, this code is not a recipe to be an ethic person, as been telling before, it only a platform of a frame works to develop a good ethics. The code of ethics is not just law documentation. A person shall not be arrested for violating the provisions, even if removed from the professional community may be caused by a breach of the code. With the current state of professional engineering societies, is removed from the engineering community in general does not lead to an inability to practice engineering, so it's not necessarily any direct effect of violating the code of engineering ethics. Finally, the code of ethics does not create new ethical principles, but these principles have been established in the community, and the foundations of ethics and moral principles of our back several centuries. Instead, the code of ethics states ways in which moral principles and ethics that applies to professional practice. In other words, the code to help engineers to apply moral principles to the unique situations encountered in professional practice. How the code of ethics is this achieved? First, the code of ethics of the profession to help create an environment in which ethical behavior is the norm. it also serves as a guide or a reminder about how to act in certain circumstances. Code of ethics can also be used to support the individual position in respect of specific activities: the code to provide some backup for individuals who are pressured by superiors to behave unethically. Code of ethics can strengthen individuals by showing that there is a collective sense of correct behavior; have strength in number. Finally, the code of ethics can be shown to others who are serious professionals concerned about the professionals in charge. A code of ethics, however, should not be used as "window dressing", an attempt by an organization to appear committed to ethical when it is really not work.

2.1The importance of code of ethics Code of ethics is valuable as a general guide to professional conduct and as an educational tool. They are also valuable for court proceedings, official support and enforcement procedures and also useful in justifying the code of ethical behavior to another. Code of ethics designed to install trust and confidence in the

profession. The public is protected from abuse by a professional knowledge for personal gain. Code of ethics is to ensure that all professional advice could be to the best of the knowledge of engineer ', that is a one-sided, sound and objective of ethics code. Code also requires member shall not recklessly or maliciously injure the reputation and prospects of other engineer. To refrain from doing so, the profession can work together toward advancement of the profession. Indeed, human greed and without a proper code of ethics, he tends to exploit the special and ordinary people use knowledge to achieve personal interests.

2.2 Comparison of two different codes of ethics After seeing a few ideas about what the code of ethics and how they work, let us look more closely at the two codes of ethics of the Board of Engineers Malaysia (BEM) and the Institute of Electrical and Electronics Engineers (IEEE). Although these codes have the same content, the structure is very different. IEEE code of ethics is relatively short while the BEM code is longer and more detailed. Explanation of this difference is rooted in the philosophy of the author of this code. A short code below in detail is more likely to be read by members of the community from the older code. One of the short codes is also more easily understood. It articulates the general principles and has functionality in really good framework for ethical decision making, as described before this. Another code again, as BEM code, has the advantage of being clearer and more cover all the area. It leaves less imaginative individual and therefore it is more useful for application to specific cases. The length of the code, however, makes it less may read and thoroughly understood by the most of engineers. 2.3 Resolve internal conflicts in codes One of the objections to the code of ethics is an internal conflict that can exist in them selves, without instructions on how to resolve this conflict. Examples of this problem will be circumstances where an order of the employer an engineer to perform design engineers will feel insecure. It made clear that the engineers

working at stake if he fails to do as instructed. What is the BEM code to tell us

about this situation? BEM code indicates that the engineer has a responsibility to their employer, which indicates that design engineers need to continue safe and well liked by his employer. However, the same clause also makes clear that public safety is also an important concern for an engineer. In fact, it is said that engineers should give

full attention to public safety. How can resolve this conflict? There is no implication in this or any other code that all the clauses of equal importance. On the other hand, there is a hierarchy in the code. several clauses over others, although there is usually no clear There are that

in the hierarchy. The dilemma presented above is easily completed in the context of this hierarchy. Duty to protect public safety is important and priority is greater than the obligation to the employer. In this case, the code of ethics provides a very clear support to the engineers, who must convince the supervisor that he could not design such a product in demand. Unfortunately, not all of the internal conflict in the code of ethics so easily resolved. 2.4 Worker protection and the codes of ethics One of the important functions of a professional engineering society is as a protector of workers' rights when they are pressed by their employers to do something unethical behavior. In this case, the employee can use the code of professional engineering community as a reference against employers who prevent them from showing unethical behavior. The same code can be used in cases when employees are asked to engage in unethical act An example of this action on behalf of three IEEE electrical engineer who has been sacked from their jobs in the Bay Area Rapid Transit (Bart) organization when they show deficiencies in the way of the Bart train was designed and tested. Once removed, the engineer charged with Bart, quoting the code of ethics IEEE, stressing them to hold a priority. IEEE intervenes on their behalf in court, although the engineers finally lost the case. If the code of ethics of professional societies is to have any meaning, the type of intervention is important when ethical violations occurred. However, because not all engineers are members

of professional associations and professional engineering society is relatively weak, the pressure can be imposed by these societies is limited. 3.0 Conclusion As the conclusion BEM and IEM provides a guide lines for a prevent engineer from behave under full of manner and ethics in their profession. It is critical for an engineer to maintain an ethical reputation within his or her engineering career. The main principle that an engineer should work and live by are to hold paramount the safety, health and the welfare of the public, perform services only in areas of their competencies , act for employer and clients as faithful agents or trustees , avoid deceptive acts, and conduct themselves honorably , responsibly , ethically , and lawfully so as to enhance the honor , reputation, and usefulness of the profession. It is an engineer upholds their profession and position fullest in taking everything into account before making a critical decision. As an engineer the expectation is to exhibit the highest standards of honesty and integrity. Engineering has a direct and fundamental impact on the quality of life for all people. BEM and IEM that provides the frame work are fully to emphasizing an engineers role and responsibility to the employer and the clients, to fellow professional and to the community surrounding. Furthermore it serves as a guidance to engineer to apply moral principles to the unique situation encountered in professional practice.
