Commanders Watch
By Capt Elvis Stout Recent activities of Chennault Squadron have given me reason to feel a great sense of pride in our Squadron and its individual members. A few weeks ago, Chennault Squadron was called on to take part in a real- world national emergency operation resulting from the severe flooding of Louisiana and Mississippi lands surrounding the Mississippi River. Our Squadrons aerial involvement ranged from the northern boundaries of both states, to the Morganza Spillway in the New Orleans area. The Louisiana CAP Wing, and thus Chennault Squadron, was alerted to duty to provide emergency assistance to the Federal Emergency Management Agency (FEMA), the Louisiana Army National Guard, the Louisiana Governors Office, and the US Air Forces 601st Air and Space Operations Center (AOC). Our Squadrons assigned duties included service on the Wings Operations Staff, air transportation of personnel, and advanced aerial photography of the rising and threating flood waters. Without hesitation or question, men of our Squadron, such as Dan Chase, Charles Smith, Earl Welch, Mike Tryon and John Benton, took time out of their schedules to volunteer to assist in Wing Staff Operations and to serve as Mission Aircrews. All of the named agencies, as well as the Governor of the State of Louisiana, had nothing but good things to say about our work. Without doubt, the Civil Air Patrol has taken a giant step forward in letting those in authority know how important we are when it comes to national catastrophes and volunteer emergency services. Let me remind everyone, we have our regular business meeting on the second Monday, and specialized training on the Fourth Saturday of every month. We welcome all to visit us.

Real World, said Capt Elvis Stout, Commander of Gen Claire L. Chennault Senior Squadron, thats mission number 11-1-5680. The Chennault Squadron flew multiple missions, including transport and photography, across three states. Great training and great experience, commented Maj C. Dan Chase. I saw the extensive river flooding from the air and my stomach went numb, commented Maj Jon Haddad. The Chennault Squadron was proud to be a part of the operation with the Wing and FEMA.

Fuel for Thought & Savings

The Civil Air Patrol is a Tax-Exempt Organization! By 2d Lt Shaun Joseph A. Kelly As fuel prices are at new highs, we need to stay on top of and be aware of ways to save. After doing some research and talking with the Wing and National, there are some squadrons who end up paying taxes on fuel. Receipts are usually submitted to the Wing for total reimbursement. The Wing then pays these back from the money that the State of Louisiana allocates to the Wing. The Wing encourages squadrons to make arrangements for all possible savings. An example would be a price for avgas set at $6.71 per gallon from JPS Aviation. The state tax is 4%. Using our price of $6.71, 4% is $0.27 per gallon. City and parish taxes are not applicable. There is also a Federal Excise Tax (FET) of $0.194 per gallon. This is a break down of taxes that any general aviation pilot would pay at the pump when refueling at JPS. Our squadron has an account with JPS that is currently set up where the state tax is not charged. Some work and research is needed to be done to address the FET. The desired outcome of this work will be a total savings of $0.464 per gallon every time we refuel our squadron airplane by using the squadron account.

Success Reflects Example is the Best Policy!

Capt Elvis Stout and 2d Lt Earl Welch are serving as an example that hard work, dedication and wholesome lifestyle serves for fulfillment of goals and dreams. All this comes as 2d Lt James Breaux received the Benjamin O. Davis, Jr. Award for successful completion of Level 2 from Capt Stout on 13 June 2011. Lt Earl Welch said, I encouraged James to complete this training level Capt Elvis Stout, 2d Lt James through mentorship and example. I Breaux, & 2d Lt Earl Welch have accomplished a significant lifetime goal to mentor and be an example for those around me that need guidance. Discipline, example, and dedication are my mottos.
