The Master of Science in Public Policy and Management (MSPPM)
prepares students to advance the public interest by developing
exceptional analytic, quantitative and technical skills. The program
provides market-oriented training that is applicable to any policy
feld in the public, non-proft and private sectors. All MSPPM students
take core courses emphasizing analytic and quantitative tools,
communication and management skills and how they interrelate with
the feld of public policy. Advanced coursework allows students to
pursue an area of focus and provides the opportunity to integrate
learning in a capstone Systems Synthesis project. Additional
advanced coursework provides depth in important policy and
management areas. Students can design their own concentrations or pursue pre-defned concentrations in policy
anaIysis, nanciaI management and anaIysis, urban and regionaI economic deveIopment, management,
environmentaI poIicy, heaIth poIicy, internationaI trade and deveIopment, or sociaI innovation. The MSPPM
program offers three tracks: 1. a traditional two-year track (both years in Pittsburgh), 2. a three semester (16 month)
track for students with extensive prior experience, 3. a two-year track with the frst year of course work completed in
Pittsburgh and then course work and an apprenticeship in Washington D.C. during the second year (for more details
please refer to our website, admissions offce or the separate information sheet). Through a series of partnerships
the Heinz College has formed with institutions worldwide, MSPPM students can choose to study abroad in Italy,
the Netherlands, ndia, Mexico and at the Heinz College's campus in Adelaide, South Australia. The opportunity for
a global learning experience and professional development in two cultures is especially valuable for students who
intend to pursue a career in consulting, foreign service, international policy or international development.
Systems Synthesis Project
The Heinz College recognizes that classroom instruction only goes so far. The best learning opportunities are those
with a foundation in the real world. That is why the capstone experience at the Heinz College is the systems syn-
thesis project. Working in a group for a real client, students will tackle a real issue that "synthesizes their frst year
coursework. Since the early 1970s, there have been numerous systems synthesis projects developed and imple-
mented by Heinz College students that have made signifcant impacts on local, national and international communi-
ties. These projects have covered a wide range of issues including transportation services for the elderly, studies on
prison populations, neighborhood revitalization, feeding the hungry and sustainable development.
TraditionaI two-year track - students begin the program in the Fall (August) semester and complete the degree in two
academic years (four semesters) at the Pittsburgh campus.

All students applying to the MSPPM program are eligible to be considered for merit-based scholarships. n
addition to scholarships, the program offers a number of opportunities for work-study and teaching assistantships.
Approximately 75 percent of incoming students receive some form of fnancial assistance. Detailed information

Admission Requirements
Undergraduate degree. Candidates must have an undergraduate degree from an accredited university in the United
States or its equivalent abroad.
Quantitative Background. Because of the quantitative nature of the program and because we want you to be prepared
for the curriculum, the faculty of the Heinz College requires that all students complete a college level course in advanced
algebra/pre-calculus prior to enrollment. t is suggested that students interested in enrolling at the Heinz College also
complete college level courses in economics and statistics in preparation for their graduate studies. Students who have
not completed these courses are invited to apply for admission to their program of interest. Students who have not com-
pleted these courses may be required to enroII in and successfuIIy compIete (earn a grade of B or higher) the Heinz
CoIIege's Quantitative SkiIIs Summer Program (QSSP) as a condition of
their offer of admission. QSSP is a four week intensive program offered by
the Heinz College prior to the start of the Fall semester covering applied pre-
calculus and problem application, graphing, basic statistics and probability,
spreadsheets and statistical software skills. You will not be charged tuition for
the program but you will be expected to pay for books, other course materi-
als, and living expenses.
Testing information
GMAT/GRE. All applicants are required to submit standardized test scores
for either the Graduate Management Admissions Test (GMAT) or the Gradu-
ate Records Exam (GRE). f taking the GRE, only the general test is required.
TOEFL/ ELTS. All applicants whose native language (mother tongue) is
NOT English must submit a test score from the TOEFL (100 minimum overall
score on iBT, 25 in each subsection) or ELTS (minimum score of 7). The only
exception is for students who have worked or studied for 5 years or more in
Australia, Canada, New Zealand, the Republic of Ireland, the U.K., the U.S.
or South Africa.
Three Semester track requirements: In order to be considered for the
3-semester MSPPM, applicants must meet at least one of the following
criteria prior to enrolling in the program:
1. Minimum of three years of relevant professional post-
undergraduate work experience
2. Completed the Peace Corps, Coro or Congressional
Hunger Center Fellowship
3. Attained the rank of Captain in the Army, Marines or AirForce
4. Attained the rank of Lieutenant in the Navy or Coast Guard
AppIication DeadIine
January 10 - The application form must be submitted via the online
application system by the deadline. Supporting materials sent by mail (if
any) must be postmarked by the deadline. Our admissions committee
cannot begin reviewing your application until we have received all of your application materials.
If space remains in the class after the deadline we will continue to accept applications. Scholarship
opportunities after the deadline are limited.

of options upon graduation. With this skills-based professional
