Senior Program Associate, Fresno Boys and Men of Color Project (Position located in Fresno, California-18 month position)

Position & Project Overview The successful candidate will work with a PolicyLink team dedicated to building a Boys and Men of Color (BMoC) Network that strives to improve the health and success of Californias boys and young men of color in 10 years. Made up of leaders in three of the California Endowment (TCE)s Building Healthy Community (BHC) Sites, the BMoC Network harnesses organizing and advocacy, communications, and partnership strategies to ensure: Strategic alignment between BMoC activities and BHC efforts Policy and systems change is implemented on behalf of BMoC Capacity of youth and community leaders to undertake civic engagement and build public will to support policy change on behalf of BMoC and their communities Under the supervision of the Deputy Director, who is responsible for the success of the overall effort, the Senior Associate will play a lead role in an 18-month capacity-building project PolicyLink is undertaking in partnership with the Fresno TCE Program Office. The goals of the project are twofold. The first goal is to develop and launch an effective Policy & Systems Change Strategy/Plan to improve the health outcomes of BMoC in Fresno. The priority focus of the campaign will be on moving the dial on key health indicators among BMoC in the BHC site and other vulnerable neighborhoods in the city and region. The second objective is to build permanent organizational capacity to ensure effectiveness and sustainability for the BMoC strategy. A key strategy is to build on the outcomes of projects and leadership initiatives that are already underway in the Fresno BHC Site, in other neighborhoods, and within the citys various public systems. Therefore, the successful candidate must have track record building successful partnerships with diverse constituencies and between community and public system leaders.

Responsibilities Working collaboratively with other PolicyLink team members and TCE Program Directors and the BHC Hub Director, the Senior Program Associate will play a lead role in the following project activities:

Development of a unified assessment document that proposes a clear direction for BMOC policy work in Fresno that is directly linked to the BHC Fresno Logic Model and Plan. Facilitation of collaborative planning among BMoC Advisory Committee members and partners to develop a draft BMoC Campaign Strategy. This collaborative planning process will include: a. Development and management of Work Groups charged with developing desired outcomes for BMoC in health and safety, K-12 education and beyond, and community development and economic opportunity; and strategies to achieve these. The policy and systems change proposals developed by these Work Groups will form the basis of the Draft Plan the BMoC Advisory Committee will review and adopt. b. Planning and facilitation of a two-day retreat to review, strengthen, and adopt strategies developed by the Work Groups. The objective of the retreat will be to arrive at a consensus on the objectives, strategies, and steps needed to advance the comprehensive BMoC work. PolicyLink and TCE will work together to identify a set of BMoC partners that will be invited to provide strategic advice and feedback on the proposal. Plan and manage a series of training and capacity-building activities that are key to building a permanent local organizational vehicle to lead and sustain the BMoC work plan for the long haul. These activities will include: facilitating collaborative meetings; establishing collaborative governance models; advancing equity-based policy/systems change strategies; effective communications strategies; organizational advocacy campaign models. Work with the PolicyLink BMoC Team to facilitate the Fresno BMoC leaderships active and mutually beneficial participation in the statewide BMoC Network.

Experience & Qualifications 5-7 years of professional experience in policy advocacy and equity-based systems reform, preferably in one or more of the following areashealth, education, violence prevention, youth development, workforce training, and community development. A history of developing and implementing successful policy and advocacy campaigns and partnerships with diverse constituencies and interests.

Comfort and efficacy in communicating with and partnering with grassroots leaders and system players alike. In-depth knowledge of the local and state policy process and advocacy strategy. Proven capacity to work independently and also to build consensus and work effectively within a cross-departmental team. Ability to work efficiently in a fast-paced environment that requires adaptability to shifting priorities, a keen sense of urgency, and a commitment to excellence. Strong written and verbal communication skills and analytical skills. Organized and flexible. Commitment to the goal of advancing equity and inclusion. Graduate degree preferred.
