Philippine History Interview GoodMorning Everyone, we are from De Lasalle Araneta University and we are here at Baranggay Karuhatan

Municipal Hall, we are going to have our interview regarding with the abusement against women and children. So lets proceed to the hearing room to have our interview, Thank you! Introduction - GoodMorning po, I am Anne Christine Labaco, from De Lasalle Araneta University, I am May Ann Elao from De Lasalle, I am Paul William Cipriano and I am Khaila Rose Villamor ( cameraman Frances Anne Veluz) Cipriano- Mam, first what is you name? Officer- I am Angelita Padrilao. Cipriano- What is your position here in your Baranggay? Officer- I am the Government Head Officer. Cipriano- What is the name of your Barrangay Captain? Officer- Captain Niccomedes Boy Caco. Cipriano- How many years have you been here in service? Officer- almost more than one year.

Labaco- So mam, let us start our interview, this is regarding with the abusement against women and children. This is our first questions, What are some cases minimum of five regarding with the abusement against women and children that happend in your Baranggay? Officer- Minimun of five? Most of the time we have physical abuse, emotional , psychological abuse and verbal abuse. Something like that. Labaco- What do you think is the most probably reasons why these cases happend? Some reasons? Officer- Mainly reason is for example, the fight between married couples. If the man has vices, its the start of their fight, and encounter some physical abuse. Because of that, it could also lead to some emotional abuse, and some trauma or physchological abuse. So with that, it could lead to some mix abused feelings towards women. And that is the start of the abusement cases. Labaco- How about the percentage of these cases? How many percent are being resolved or lead to agreement, and how many could lead to imprisonment cases? Officer- Most of the time, the cases are being resolved. It depends on the situation. If they are married couples they could have some settlement, but if they are not married, just living together with a child, they could also have some agreement, depends on them if they agreen on both parties. Labaco- So almost 80% are being resolved? And 20% are imprisonment cases? Officer-Yes! Elao- So for those cases, about the abused women, what are your first moves or actions with that? Officer- If abused women, it depends on the case. For example, lets say if someone called us or report to us that there is some cases of abusement in some place, right away we will go ahead and do some actions with the baranggay Tanod, police authority, together with Womens Desk, if the case is abused women. They will go the hearing room and try to resolved. But if the woman doesnt agreed, and she wants to imprisoned the man. We will imprisoned him, so she needs to have the

medico legal, that is the first requirements to do, to have the evidence that she was really abused. Then proceed to the Headquarters and Womens Desk Office. So that is the procedures of the case. Elao- So mam, How about for those abused children, what will happend for those abused children with accordance by law? Officer- If abused children, we have counselling. We have rehabilitation, they need to have the psychological test, they have rehabilitation program there. Because here in Valenzuela, we didnt have program now, so we are trying to request and coordinate for the SK, on what they can do to resolved some abused cases. So for now, we can turn over them to the PGH. Even if it is not abused children, or women, they will be turn over to PGH, with reccomendation by the Womens Desk. Cipriano- So next mam, for those abused, what are their punishment? Officer- If proven guilty, Imprisonment Elao- For how many years mam? Officer- 6years. Cipriano- Next mam, are these punishment really happening nowadays? Or just end up with bailance or agreement? Officer- Nowadays it could happend, depends on the case or intensity of abused. Villamor- For being particular, what is the specific value or amount of the bailance for the accused. Officer- I do not know that, because I am not responsible for that. The headquarters will handle that, I dont have idea about the amount. Villamor- When the fight is happening inside the home, are the authority allowed to take over? Officer- Of course yes, even though you are just a concern citizen, you are allowed to help inside the home. Labaco- Here in your baranggay, are your resolutions are not delayed or too slow? Officer- For me, I think were not delayed, because right away we do some actions and some reccomendations. So we never neglect or set aside their reports. Labaco- When someone is running for help here at you office, reclaiming about abusement, who are you sending towards them? What office or authority? Officer- Me, Right away I go with them with the Womens Desk to resolved the cases. Nomatter what time is it morning, afternoon we are always there at service. Of course with police. Labaco- In ranking, what is the most numerous cases in your baranggay with the case of abusement in children. Please rank the following: Rape Exposing the minors to sexual contact Exposing them to beg in the corners of the street Neglected by parents Hurting them physically and brutally

Officer- In our baranggay, maybe neglected by parents is the number one. Because their parents neglected them, specially the poor ones, financially. As you can see the minors, they are intendet to beg, sometimes they steal because they are not taken care of by the pearents. No matter what counselling we try to do, they are still neglected by parents. So we cant make it that easily, because the real solution should be act by the parents. Labaco- Do you have some seminars that you offer to the parents? Officer- No, we dont have that. I am not sure with the livilihood project. But for those children, most of the time we lead them to the counselling office, and turn-over to the DSWD, they will make some counselling and inform the parents involved and then they will counselling the parents and have some agreements. Second in the rank, physical abuse, because if the child do something wrong or commit mistake the parents will beat them. Labaco- What is the most abusive or brutal physical abused that are reported here? Officer- So far, the beating or smashing the children. So far, there is no report of stabbing knife, we didnt experience it nowadays. Next is, sexual contact, there are some minors who enter early marriage or sexual intercourse in which they experienced some abusement. Next is, the street children who beg in the street. For the rape cases it is very rare here in our baranggay. Cipriano- For those children, are they going to send in DSWD or to their relatives first? Officer- No because, it is case to case basis. For example, if the child is caught to steal or shoplifting, we will call his parents and inform that there is the temptation that your son steal something. So after that, after counselling we turn-over to parents. But if they do it again once again and again, turn over to DSWD and do some counselling. Cipriano- Next question, to avoid these cases, what is your advice for the parents involved? Officer- Most of the time, I advice mainly the parents. Because the parents have the control towards their child, not him or somebody else, the whole responsible and has the control is the parents. Mother and father, the both parents are needed. Like the way they taken care of their baby, they should take care of them as they go matured. The mother should know the hobbies or whats his son is doing. Like in Television, we have the Parental guidance, so in watching TV, you should give importance on guiding them in watching television. Same guide, as he go outside your home, you should always give importance and care to your child. No matter what busy you are in work, you still need have the intense care to give for your child. Cipriano- What are some problems or challenges that you encounter here in your baranggay? Officer- Our only challenge is if the child is so naughty. I they commit mistakes again and again. Because sometimes they are involved in fraternity. It is hard to resolved, if you caught him everyday and repeat it again the next day, so that it is the hard part for us to resolved the cases. The child is getting matured, and we can observe his adolescence in the street, neglected by parents, no matter what counselling we intend to offer, they are still the same. So that is the problem of us and the DSWD.

Villamor- Next question,what are some achievements that you achieved in these cases? Officer- If we saw the child changed, we consider that as our achievement. As we can see them, as a whole family, going to church, eat together, going to market. That is the achievement for us. Villamor- As a member of the authority, what is your responsibility that you promise to perform at service? Officer- I did my best, as long as I am here,and I serve them, I will do my best to resolved their problems, counselling, best reccomendations and give advice to the families. Something like that. Elao- For our last question. To avoid these abusement cases, if you are given an opportunity to add some law or rules to be passed in our National Government. What would it be and Why? Officer- The latest talks nowadays, the Juvinail Act, it will lessen the age of the minors that can be imprisoned. Right now, at the age of 15 and 18 down can be imprisoned. So I think it will be lower age as 12 or 14 I think...then at that age they can be imprisoned already. Elao- So we are not going to wait for the child to turn 15, before they are going to be imprisoned? So authomatically, at the age of 14, they can now be imprisoned...? Officer- Yes, Because now they are talking about it, and I hope that it will be passed. Because many minors are really changing. Not as the generation before in the generation nowadays. In generation now, the teenagers already knows what is right and wrong on their actions, on their early child, they are awakened on what is wrong from right things. So if that law will be passed, it can help to avoid or lessen the cases in which children are involved. Because we have some illegal sindicate that used the minors in their own intentions and purposes which is very illegal. So thats it. All- So mam, thank you po for your time and for accommodating us!
