Some research news Romania Today March 29, 2012 US oil firm Chevron will spend at least USD

65mn to seek shale gas in south-eastern Romania, close to the Black Sea, after the government published in the Official Journal the exploration agreements, daily Ziarul Financiar reported, quoting the head of the country's mineral resource agency ANRE, Adrian Patruti, as saying. Chevron will search three perimeters with a total area of 4,500 sq km. The three perimeters are Costinesti, Vama Veche and Adamclisi. However, Chevron holds since 2010 exploration rights in north-east Romania and plans to drill the first well close to Barlad in the second half of the year. This already prompted activist protests. In the new perimeters Costinesti, Vama Veche and Adamclisi preliminary explorations will take some two years before the first wells are drilled. The complete exploration works will take 4-10 years. Within two years, eight conventional (not hydraulically fractured) wells will be drilled and after another two years the further steps will be decided, ANRE's Patruti explained. The USD 65mn will be invested in the first four years. American Halliburton, Chevrons partner in Poland, leases space for production unit in Romania, plans expansion
American oilfield products and services provider Halliburton leased 2,700 sqm for a production unit in Ploiesti, close to Romanian capital Bucharest, and a 5,000 sqm platform in West Park Ploiesti, according to CBRE, which brokered the lease. This was the first step in Halliburtons expansion in Romania. It plans to add more space in Ploieti West Park in the next three years. The announcement came soon after oil and gas company Chevron received the green light to explore and exploit shale gas on three perimeters in Constanta county, at Vama Veche, Adamclisi and Costinesti all on the coast. Halliburton is working with Chevron on the exploration of shale gas in Poland, where it has been providing services including drilling services, mud logging, cementing, coiled tubing, slickline services, well testing, completion and hydraulic fracturing, as well as project management since July 2011. Halliburton Energy Services Romania has been active in Romania since 1999. In 2010, it posted a loss of EUR 195,000. Halliburton was one of the contenders in the privatization of Romanias OMV Petrom. Together with Regal Petroleum and local investor Ovidiu Tender, Halliburton was disqualified from the race back in 2003. Founded in 1919, Halliburton has around 70,000 employees in 80 countries, serving the upstream oil and gas industry. The company had revenues of USD 24.8 billion in 2011, and an operating income of USD 4.7 billion. Ploiesti West Park, developed by Alinso group, attracted tenants like the Toro company, Schlumberger, Honeywell, Unilever, OTZ Logistics and British American Tobacco. 10th Romanian Bidding Round results


On 1 July 2010, the National Agency for Mineral Resources (NAMR) announced the results of their 10th Bidding Round, with blocks being awarded to MOL, Chevron, Lukoil and Melrose Resources

amongst others. These awards are the first following the International Court of Justices decision in February 2009 regrading the new maritime border between the Ukraine and Romania. Experts suggest that this area could hold up to 100 billion cubic metres of natural gas and 10 million tonnes of oil. Bids were made for the offshore blocks by Exxon Mobil, OMV Petrom, Romgaz and Repsol but were awarded to two separate consortiums of Lukoil and Vanco, and Melrose Resources and Petromar. All the licences up for bid in the Pannonian Depression were awarded, going to Avere Energrz, Clara Petroleum, Universal Premium, Moesia Oil & Gas, Audax Resources and a consortium between Mol and Expert Petroleum. Only three of the licences available in the Dobrogea region were awarded with Chevron Romania E&P successful having outbid Total. Within the 10th Bidding Round, 20 out of the 30 exploration blocks offered were awarded to 13 different companies. The companies will now be in negotiation with the NAMR who estimate that the contracts will be signed in up to six months. The licences are for a period of 30 years with the option to extend by 15 years if hydrocarbons are discovered. Royalties ranging from 7-13.5% of production will be paid, depending on the concession.
