INTRODUCTION

The authorities of the NKRI (Negara Kesatuan Republik
Indonesia The One Nation of the Republic of Indonesia)
since its independence until now are ght



All praises are for Allh , the Owner, the Ruler, and the Manager
and Custodian of all that exists. Prayers and blessings be upon His
Messengers and upon the most trusted Prophet Muammad , upon all
his family, all his companions, and all those servants of Allh who follow
his sunnah until the Day of Judgement. mn. Amm badu

Allh decrees:

Verily, they are but plotting a plot.
And I (too) am planning a plan.
So give a respite to the disbelievers. Deal you gently with them
for a while.

Within these yt, Allh asserts that the disbelievers always plot
(deceitfully) in order to mislead and apostatize the Islmic community,
but Allh ultimately foils their plots. Amongst their deceitful plots,
especially towards the end of this age, are ght movements aimed at

controlling nations with Islmic communities, even the Islmic
community of the nation of Indonesia.

Since its independence (Indonesia), it has been affected by the
disbelievers, so much so, that it has been under the control of
Nationalists, Socialists, Democrats, and Secularists.

They regulate Indonesia by means of ignorant laws and discard the
laws of Allh, and thus they are disbelieving ght who have mislead
and plunged the Islmic community towards darkness in this life (shirk,
abomination, and disbelief) as in the manner explained by Allh in His
decree:

But as for those who disbelieve, their Auliy (supporters and
helpers) are ght [false deities and false leaders, etc.],..

The ght who are in authority throughout the NKRI ostensibly
portray themselves as Muslims by means of practicing alt, aum, zakt,
ajj, etc., so that the Islmic community willingly accepts them as the
ll Amr who are to be obeyed, and even for this purpose the ght
hire ulam s, astidha, and muballigh who hold to extreme creeds in
order to assure the Islmic community that they are not ght.

Amongst the plots of the ght Indonesians now, is the publication
of the book entitled, Mereka Bukan Thaghut (They are not ght)
written by Khairul Ghazali in order to deceive the Islmic community
into believing that the NKRI regime is indeed Muslim and not ght.

In order to counter this extreme danger against taud, a servant of
Allh who follows the ulam of the salaf, that is ustdh Amman
Abdurrahman wrote the book, YesThey are indeed ght.

Within that book he disassembles the fraud of Khairul Ghazali by
explaining the definition of ght. It is clearly evident that Khairul
Ghazali is being manipulated by the ght in order to bring about the
success of their plot. Thus the book They are not ght is a form of
plot from the ght with the aim of destroying the taud and imn of the
Muslim community. So, to Khairul Ghazali I warningly remind that
your position now is that of being included within the group Anru-
ght, so immediately repent and endeavor to become one with the
group that is Anrullh, as commanded by Allh in His decree:

Reply to the manipulation of Khairul Ghazali within his
book, They are not ght.

All praise be to Allh the Lord of all that exists, and it is hoped that
peace and blessings rain down upon our Prophet Muammad , his
family and the companions.

Allh decrees:

And so We have appointed for every Prophet enemies
Shayn (devils) among mankind and jinns, inspiring one
another with adorned speech as a delusion (or by way of
deception). If your Lord had so willed, they would not have
done it, so leave them alone with their fabrications.

This ayh makes it clear that every Prophet possessed enemies
against their dawah, and those enemies disseminated polished, evil
whisperings in the most perfect of forms in order to deceive the
community. Likewise also, the successors to the Prophets in giving
dawah also possessed many adversaries and enemies who hurled
falsehoods packed within attractive wrappings in order to deceive the
community.

That is presumably what was trying to be achieved by the author of
the book They are not ght, by the name of Khairul Ghazali, who
volunteered himself to be a mouthpiece of the ght in order to cover up
their disbelief and tyranny, which is clearly apparent in its aim to slander
most foul the dawah towards taud.

What I have written here highlights two issues:
- Firstly, it highlights the turbidity (confused obscurity) of the
meaning of ght conducted by Khairul Ghazali within his book.
- And secondly, is the refutation of his slander against me that I
accused all of the PNS of disbelief and that I hold the opinion that
all of the PNS are ght.

Firstly, the significance of the meaning of ght.

Khairul Ghazali has defended the ght government by means of
adulterating the colloquial (linguistic) meaning of ght with its legal
meaning (namely, mixed and matched the descriptive with the
prescriptive), and at the conclusion of what he wrote he adhered to the
linguistic meaning and discarded its legal meaning. So much so, that he
has included within that ght blueprint those who are immoral who
have not quite reached the stage of the disbelief of the corruptors, those
who are immoral who expropriate the forests and environment, etc.,
wherein he says in his book, At present, activities of the war against
ght Satan, the satisfaction of desires, the sale of cheap narcotics,
corruption, magic, purveyors of vice, traditional witchcraft, mob justice,
authorities who abuse power, police and military who persecute and
oppress the community, those who destroy the forests and environment,
and others should not be carried out in a harsh manner (pages 70-
71)

Whereas Islm came bearing with it the change from a colloquial
meaning to a legal meaning. For example, the word alt in its colloquial
sense is du (invocation) whilst its legal meaning is the words and
deeds that begin with the takbr and finishing with salm. Likewise also
aum, which colloquially means al imsk (self-restraint, refraining) whilst
its legal meaning is to refrain from food, drink and intercourse from the
beginning of dawn until the onset of sunset with such as its intention.
Furthermore, in like manner, the term ght colloquially means beyond
the limit of whilst its legal meaning is everything that exceeds the limits
by a good, obedient servant or the one who follows or is obedient.

Imm Ibnu Jarr a abar, may Allh have mercy upon him, said:
And that which is true according to me regarding the meaning of ght
is all that is opposed to Allh whereever it is obeyed besides Him, both
whether it is under compulsion by it towards its worship or in obedience
towards it by those who worship it, and that is the same whether that

worship is towards mankind, or Shain, or idols, or statues, or
anything else. (Tafsr A abar 3/21, refer Kitb A ght from Ab
Bashir p. 66).

Shaikh ul Islm Ibnu Taimiyyah, may Allh have mercy upon him,
said: ght is derived from (the word) ughyn, wherein ughyn is to
exceed the limits of, that is suppression, repression, tyranny, and
persecution. Thus, that which is worshipped besides Allh, if its worship
is not hated is ght, and because of that the Prophet called statues
ght; within a a adth he said: And a person who worships
that which is ght follows those ght. And that which is obeyed
in an immoral manner besides Allh, and that which is also obeyed and
followed in error besides the Deen of aqq, both whether it is accepted
as information that differs from the Book of Allh or its commands that
differ from the commands of Allah are obeyed then that is ght, and
because of that a person who refers to laws that add to or detract from
the Book of Allh are known as ght (Majm al Fatw: 28/200,
refer Kitb A ght from Ab Bashir p. 66).

Imm Ibnu Qayyim, may Allh have mercy upon him, said:
ght is everything that exceeds the limits by a servant, both that which
is worshipped or that which is followed or obeyed, thus the ght of
every group is the people who refer to laws besides those of Allh and
His Messenger, or they worship that besides Allh, or they follow
guidance besides that of Allh, or they are obedient in whatever they are
unaware of, that it is obedience towards Allh; that is the ght of the
world, and if it is observed and the condition of mankind is observed
together with it, surely you will see the majority of them having turned
away from the worship of Allh (ibdatullh) towards the worship of
that which is ght (ibdatu-ght), and from obedience towards Him
as well as following His Messenger towards obedience and the
following of ght. (Almul Muwaqqiin: 1/50, refer Kitb A ght
from Ab Bashir p. 67).

Imm Al Qurub, may Allh have mercy upon him, said: ght
is magic, Satan, and every figure upon deviation. (Al Jmi li Akmil
Qurn: 3/282, refer Kitb A ght from Ab Bashir p. 67)

Imm An Nawaw, may Allh have mercy upon him, said: Al
Laith, Ab Ubaidah, Al Kisaiy and the assembly of linguists have said:
ght is everything that is worshipped besides Allh . (Shar a
Muslim: 3/18, refer Kitb A ght from Ab Bashir p. 67).

It needs to be remembered that what is known as ibdah is not
just the ritual acts of alt, du, istighthah, sujd and other such things,
that are already known by many people, but rather reliance on the right to
create laws or obedience to created laws is the observance of worship
towards the creator of those laws in the manner prescribed by the decree
of Allh :

They (Jews and Christians) took their rabbis and their monks
to be their lords besides Allh (by obeying them in things which
they made lawful or unlawful according to their own desires
without being ordered by Allh), and (they also took as their
Lord) Messiah, son of Maryam (Mary), while they (Jews and
Christians) were commanded [in the Taurt (Torah) and the
Injeel (Gospel)) to worship none but one Ilh (God - Allh) L
ilha illa Huwa (none has the right to be worshipped but He).
Praise and Glory be to Him, (far above is He) from having the
partners they associate (with Him).

Within this ayh Allh pronounces that the Christians have five
convictions:

1. They deify their religious scholars and monks.
2. They worship others besides Allh, namely their religious
scholars and monks.
3. They contravene L ilha illallh (none has the right to be
worshipped but Allh).
4. They have become polytheists.
5. Their religious scholars (clergy) and monks have positioned
themselves as lords (besides Allh).

Imm At Tirmidh, may Allh have mercy upon him, relates that at
the time this ayh was recited by the Messenger of Allh in front of
Ad bin tim (a companion who was once Christian and who later
embraced Islm), Ad bin tim heard this ayh with its
pronouncements and said: They (the Christians) do not worship their
religious scholars (clergy) and monks. So it means that what is in the
minds of the Christians is: why does Allh pronounce that we (the
Christians) have deified them, or in what way have we associated partners
with or made gods alongside Him to the point whereby it is stated that we
worship them even though we have never performed alt or prostrated
ourselves before them or beseeched them? The Messenger stated:
Have they (the clergy, monks, rabbis) not made all that which Allh
has declared to be arm and you all followed (accepted) their decision
to make that something all; and have they not made arm that
which Allh has declared to be all and you all followed (accepted)
their decision to make that something arm? Then Ad answered:
Yes, and the Messenger said: That is the form of their (Christians)
worship towards them (clergy and monks).

Thus, the observance of ibdah (worship) here is when the
scholars (clergy and monks and rabbis and scholars) create laws besides
the laws of Allh, and then those laws are followed (observed) and
obeyed by their followers (devotees), and it is in this way that such

clergy, monks, rabbis, and scholars have been labeled by Allh as Arbb -
lords - or as people who have positioned themselves as gods besides
Allh, whereas a person who positions himself as a law maker or as a
god besides Allh, then he is a disbeliever. Another evidence of this is
the decree of Allh :

Or have they partners with Allh (false gods), who have
instituted for them a Deen (religion) which Allh has not
allowed?...

Within this ayh Allh has labeled those who have created a law or
laws besides the laws of Allh shurak (partners), and who have been
elevated by their supporters as a partner or partners with Allh ,
whereas a person or people who position themselves as a partner or
partners with Allh is a/are disbeliever/s.

Shaikh Muammad bin Abdul Wab, may Allh have mercy
upon him, said: Thagut in general encompasses everything that is
worshipped besides Allh, whilst in the process of partaking willingly in
the observance of such worship, whether it is that which is worshipped,
or that which is followed, or that which is obeyed rather than obedience
towards Allh and His Messenger , and that is ght.

ght has many varieties, with five prominent personages:

Firstly: Shain, who invites towards the worship of another besides
Allh, with the proof of that being the decree of Allh:

Did I not ordain for you, O Children of dam, that you should
not worship Shain (Satan). Verily, he is a plain enemy to
you.

Secondly: A tyrannical government that changes the laws of Allh,

the proof for this is His decree:

Have you seen those (hyprocrites) who claim that they believe
in that which has been sent down to you, and that which was
sent down before you, and they wish to go for judgement (in
their disputes) to the ght (false judges, etc.) while they have
been ordered to reject them. But Shain (Satan) wishes to lead
them far astray.

Shaikh ul Islm Ibnu Taimiyyah, may Allh have mercy upon him, states: A person who makes
all something that is agreed upon to be arm, or who changes the already agreed upon sharah, then
that person is a disbelieving apostate according to the consensus of the jurists. (Majm al Majm
3/267).
Take a look: Now gambling is permitted in specific locations, prostitution is permitted in specific
places and moreover, both of those practices are taxed and the practice of usury is given legal
protection. Is this not a form of making all (that which is arm)?
Moreover, did Allh not establish that there is no choice in the acceptance of His doctrines? Yet now
they establish a system that bestows the right upon the society to choose whatever suits their fancy
dependent upon the majority of the society? Is that not a form of changing the sharah? (Publisher).

Thirdly: A person who decides upon law with something that has
not been revealed by Allh,

and the evidence for that is the decree
of Allh:

And whosoever does not judge by what Allh has revealed,
such are the Kfirn (disbelievers).

Fourthly: A person who claims to know unseen matters even though this
issue is specifically the privilege of Allh, and the evidence for that is the
decree of Allh:

(He Alone) the All-Knower of the Ghaib (unseen), and He
reveals to none his Ghaib.
Except to a messenger (from mankind) whom He has chosen
(He informs him of unseen as much as He likes), and then He
makes a band of watching guards (angels) to march before him
and behind him.

And His decree:

Imm Ibnu Kathr, may Allh have mercy upon him, states: Whoever abandons (desists from) a law
(or laws) that is mukam (precise judgement) revealed to Muammad Ibnu Abdillh , the seal of the
Prophets, and he then arbitrates by means of other already removed sources of jurisprudence, then
he is a disbeliever, then what on earth is to be said of a person who makes judgements on the basis of
Al Yasa (Genghis Khan, who laid down for them Al-Yasiq, which is a book comprising laws which he
took from different laws, from Judaism, Christianity, the Islamic religion and others) and gives it
precedence over the Sharah, then whoever does this has become a disbeliever according to the
consensus of the Muslims. (Al Bidyah wan Nihyah 13/119).
When this is the state of a person who arbitrates with manufactured laws, then what is to be said for the
one who punishes by means of those manufactured laws? This is known as ght. They establish
institutions for the formulation of laws and legislation, to modify, add to, change them and so on.

And with Him are the keys of the Ghaib (all that is hidden),
none knows them but He. And He knows whatever there is in
(or on) the earth and in the sea; not a leaf falls, but He knows
it. There is not a grain in the darkness of the earth nor
anything fresh or dry, but is written in a clear record.

Fifthly: Everything that is worshipped besides Allh, and even being
willing to worship such, and the proof of this is the decree of Allh:

And if any of them should say: Verily, I am an Ilh (a god)
besides Him (Allh), such a one We should recompense with
Hell. Thus We recompense the limn (polytheists and wrong-
doers, etc.).

And it must be understood that such a person cannot be considered
to be a person who believes in Allh except that he disbelieves in
ght, and the evidence is the decree of Allh:

Verily, the right path has become distinct from the wrong
path. Whoever disbelieves in ght and believes in Allh,
Then he has grasped the most trustworthy handhold that will
never break...

Ar Rushdu is the religion of Muammad and Al Ghayy is the
religion of Ab Jahl, while Al Urwah al Wuthq is a witness to L ilha
illallh, wherever and whenever this issue involves dissenters (deniers)
and decrees. To deny all forms of worship besides that towards Allh,
and to determine (decree) that all worship is only towards Allh who
holds no partners with Himself. (Majm at-Taud)

Shaikh Muammad bin Hamd al Faq, may Allh have mercy
upon him, said: And what can be inferred from the statements of the
salaf : That ght is everything that distorts and prevents a servant
from the worship of Allh and from the perfection (purification) of
submission and obedience towards Allh and His Messenger , and
encompassed within those issues is Shain from the jinn and Shain
from amongst mankind, as well as tress, rocks, and others. And there is
no longer any further doubt that incorporated within these matters is the
dissolution of laws by means of non-Islmic legislation and non-Islmic
teachings, as well as other matters created by mankind in order to (for
the purpose of) become (to be utilized as) the body of legal
determinations in the matters of blood, sex, and wealth. This means to
topple and be rid of the legislation of Allh by replacing udd, the
prohibition of usury, intoxicants, adultery, and others, with laws that
have been designated all (by the ght) and which will be protected,
enforced, and implemented by their institution(s). The fact is that such
created legislation is ght and the person who created it, as well as

those who implement it within society, are also ght. And likewise also
all books created from the human mind, in order to turn away from the
truth brought by the Messenger of Allh , whether created by their
authors with or without such intention, are ght. (shiyah Kitb
Fatil Majd: p. 282, Drul Kutub Al Ilmiyyah, refer Kitb a ght,
Ab Bashir, p. 70).

And the statements of other scholars about the legal meaning of
ght and mentioned examples from amongst ght are the authorities
who enforce and practice created laws whilst doing away with the laws of
Allh. The emphasis of many writers regarding ght concerns (focuses
upon) discussions of the ght actions of authorities, such as those
mentioned earlier, which have already been stated as not being within a
framework deemed to be a single meaning for ght for them alone, but
however, the conferral of a majority portion because the conditions
require that, where other forms of ght, such as shamans and witches
(or their like) are protected or receive protection from the ght laws.

And even more so, in the sentiment, biased style of the BNPT
(Badan Nasional Penanggulangan Terorisme National Council for
Combating Terrorism), Khairul Ghazali states that the those dawin of
taud who are opposed to the government ght ideology are also
ght, as in the manner in which he states on page 61 (of his book,
Mereka Bukan Thaghut They are Not ght): At this level, those
ideologues who push, agitate and enthuse overwhelmingly for jihad, have
finally and officially become unconsciously ght reconciled to the
meaning of ght, and actions that are beyond the limits and extreme in
the understanding of something and towards radical acts that give rise to
the disruption of the peace and tranquility of other people.

Strangely however, he opines that the government that rules by
means of ght laws and fights against the enforcement of Islmic
Sharah are not the ght and not disbelievers by referring to Shaikh Al
Albn, who in regard to this matter has fallen into an error in
understanding, Ghula ul Murjiah, wherein he is of the opinion that the

actions of these ght governments are only kufrun dna kufrin (a minor
act of disbelief does not expel from Islm). That is a false understanding
in contradiction to the aqdah of the Ahlus Sunnah wal Jamah who are
of the certitude that to rule with created (manmade) laws is disbelief
which expels one from Islm without the need to observe the belief
within the heart.

Al Imm Ibnu Kathr, may Allh have mercy upon him, said:
Whoever abandons (desists from) a law (or laws) that is mukam
(precise judgement) revealed to Muammad Ibnu Abdillh , the seal of
the Prophets, and he then arbitrates by means of other already removed
sources of jurisprudence, then he is a disbeliever; then what on earth is
to be said of a person who makes judgements on the basis of Al Yasa and
gives it precedence over the Sharah, then whoever does this has become
a disbeliever according to the consensus of the Muslims. (Al Bidyah
wan Nihyah, 13/119)

Al Yasa was a book of laws created by Genghis Khan, the ruler of
the Tartars. This book consisted of a collection of teachings, some of
which was taken from the Taurt of the Jews, the Injl of the Christians,
Al Qurn, and innovative teachings added with the result being codified
into a book named Al Yasa or Yasiq. The Muslim scholars unanimously
state that whoever turns to the use of such a book of laws, then he is a
disbeliever according to the consensus of the Muslims. So too also by
means of Yasiq Ar (Modern Yasiq), that is basic laws, KUHP (Kitab
Undang-Undang Hukum Pidana - Book of the Criminal Justice Act), and
others, wherein laws are taken from the Christians (such as the Dutch
with their Wetboek van Strafrecht Penal Code), and also from Islm
such as marriage issues.

Moreover, in actual fact this disbelief of the government is not only
because it does not put into effect (the Sharah of) Islm and replaces it
with created laws only, but that it is disbelief from many other aspects
amongst which are:

A. They Have Become ght

Why is that so? This is because they, by means of their legislative
councils and some of their executive boards have claimed to be law
makers, have claimed the right to make laws and legislation, and even
what they have already made and decided upon, then they themselves are
ght. They have become the law makers whose laws have to be
followed (read: worshipped) by their helpers.

Many within the community or the helpers of ght or
whomsoever amongst them, when they have a case in this nation, do they
submit that case to the laws of Allh or towards laws other than the laws
of Allh? Surely they will submit it to laws other than the laws of Allh,
to laws that were created previously by the ght in their Parliament
building, whether it be from the legislature or the executive or even from
the decision makers of the judicial council.

Wab, may Allh have mercy upon him, within Rislah f Man
ght, that the second most prominent form of ght is A tyrannical
government that changes the laws of Allh. Whilst in this nation, all
of the laws of Allh have been changedstarting with the criminal, civil,
economic, and other laws. All have been tossed aside and they have
agreed not to use the revealed laws of Allh, even whilst a person cannot
be a Muslim unless he disbelieves in ght. How then can they claim to
be Muslim and be free of ght whilst in regards to these matters they
themselves are the ght??!

2. Allh decrees:

They (Jews and Christians) took their rabbis and their monks
to be their lords besides Allh (by obeying them in things which
they made lawful or unlawful according to their own desires
without being ordered by Allh), and (they also took as their
Lord) Messiah, son of Maryam (Mary), while they (Jews and
Christians) were commanded [in the Taurt (Torah) and the
Injeel (Gospel)) to worship none but one Ilh (God - Allh) L
ilha illa Huwa (none has the right to be worshipped but He).
Praise and Glory be to Him, (far above is He) from having the
partners they associate (with Him).

Within this ayah Allh pronounces that the Christians have five

2. They worship others besides Allh, namely their religious
scholars and monks.
3. They contravene L ilha illallh (none has the right to be
worshipped but Allh).
4. They have become polytheists.
5. Their religious scholars (clergy) and monks have positioned
themselves as lords (besides Allh).

Imm At Tirmidh, may Allh have mercy upon him, relates that at
the time this ayh was recited by the Messenger of Allh in front of
Ad bin tim (a companion who was once Christian and who later
embraced Islm); Ad bin tim heard this ayh with its
pronouncements and said: They (the Christians) do not worship their
religious scholars (clergy) and monks. So it means that what is in the
minds of the Christians is: why does Allh pronounce that we (the
Christians) have deified them, or in what way have we associated partners
with or made gods alongside Him to the point whereby it is stated that we
worship them even though we have never performed alt or prostrated
ourselves before them or beseeched them? The Messenger stated:
Have they (the clergy, monks, rabbis) not made all that which Allh
has declared to be arm and you all followed (accepted) their decision
to make that something all; and have they not made arm that
which Allh has declared to be all and you all followed (accepted)
their decision to make that something arm? Then Ad answered:
Yes, and the Messenger said: That is the form of their (Christians)
worship towards them (clergy and monks).

When they lean upon the right to laws and the creation of laws
(tashr) from others besides Allh, then those who acknowledge the right
to make laws are known as arbb, that is those who have posited
themselves as lords of regulations besides Allh. When those laws are
rolled out and followed, then it is the arbb who are worshipped. A
person or people who agree to these laws or who refer to them or who

reconcile issues upon the laws that they have rolled out are people whom
Allh has decreed to be Mushrikn who worship or submit or deify them
as well as already having denied l ilha illallh.

3. Allh decrees:

Eat not (O believers) of that (meat) on which Allhs Name has
not been pronounced, for sure it is Fisq (a sin and
disobedience of Allh). And certainly, the Shayn (devils) do
inspire their friends (from mankind) to dispute with you, and if
you obey them, then you would indeed be Mushrikn
(polytheists).

Within this ayh Allah explains about the prohibition upon
carrion, and Allh also explains about the deceitfulness of Shain. We
know that carrion is arm, yet within the teachings of the Quraish
Mushrikn they declared it to be the slaughter of Allh.

Within a adth with a a sanad, narrated by Imm Al kim,
may Allh have mercy upon him, from Ibnu Abbs : Some mushrikn
came to the Messenger of Allh and asked: O Muammad, who
killed a dead goat? The Messenger of Allh said: Allh killed it
(made it die). Then the mushrikn said: A goat which you slaughter
with your hand, all of you call all, whereas a goat that has been
slaughtered by Allh with His Most Noble Hand with a knife of gold

you call arm, meaning that your slaughter is better than the
slaughter of Allh.

This is the statement of the Mushrikn towards the Muslimn, and
Allh states that it is the whisperings of Shain towards them (And
certainly, the Shayn (devils) do inspire their friends (from mankind) to
dispute with you,..) in order to dispute with the Muslimn into being in
agreement with making carrion all, and after that Allh reminds the
Muslims that if they agree with and obey them, giving authority for laws
to some other besides Allh, albeit in only one law or single case alone
(that is to make carrion all) Allh has decreed: then you would
indeed be Mushrikn (polytheists).

Within this above ayh Allh states that:

1. Laws that are not from Him (Allh) are inspirations of Shain.
2. Those who change them (who proclaim themselves to have the
right to create laws) from amongst mankind are known as the
allies of Shain.
3. Those who are in agreement with them or who obey or reconcile
towards them are known as Mushrikn.

When one law alone is inverted based on the right to do so to
another besides Allh, then on the basis of the previous ayh, the person
or persons who make that (new) law are known as the allies of Shain
(ght) who have received inspiration or revelation from Shain.
Moreover, those who obey that person or persons or are in agreement
with that created law are denounced by Allh as Mushrikn.

Although those that are in the NKRI (Negara Kesatuan Republik
Indonesia The One Nation of the Republic of Indonesia) - and in other
nations do not number one, two, three, ten, or even a hundred laws,
nevertheless all of the laws that are here are not from Allh, but from the
allies of Shain who received their revelation from the Shain of the
jinn, whether it be the previous allies of Shain from Holland (who

bequeathed the KUHP - Kitab Undang-Undang Hukum Pidana - Book of
the Criminal Justice Act from the Wetboek van Strafrecht Penal Code)
or the allies of Shain who now sit in parliamentary chairs, and who
make, design, process, or whatever its name and whoever it is that makes
laws, then they are essentially the allies of Shain and the laws they roll
out are essentially the laws of Shain.

Take note if only the people who simply obey them are
sufficient for Allh to denounce them as Mushrikn, then what is to be
said about those who make them or the person or persons who make
decisions based upon them or those people who compel the community to
submit to them by means of iron and fire (force and weapons)?!!

4. Allh decrees:

Or have they partners with Allh (false gods), who have
instituted for them a Deen (religion) which Allh has not
allowed. And had it not been for a decisive word (gone forth
already), the matter would have been judged between them.
And verily, for the limn (polytheists and wrong-doers),
there is a painful torment.

Within this ayh, whomsoever makes legislation or laws or
regulations or teachings that are not allowed by Allh are called shurak
(partners), because they have posited themselves to be worshipped by
means of determining the laws to be followed. They have deprived the
right to create laws from Allh, they have designed, processed, and
presented them right in the middle of the community. And those people

who obey or follow those laws are known as people who worship those
shurak (partners).

B. They Arbitrate by Means of Laws Other Than Those
of Allh or Make Decisions by Means of ght Laws

They adjudicate with ght laws, because laws other than those of
Allh are merely jhilyah laws or ght laws, based on the decree of
Allh in Srah Al Midah, ayah 44:

And whosoever does not judge by what Allh has revealed,
such are the Kfirn.

And His decree in Srah Al Midah, ayh 50:

Do they then seek the judgement of (the days of) Jhilyah
(ignorance)? And who is better in judgement than Allh for a
people who have firm faith.

Within the above yt, a person or persons who decide upon a
matter by means of other than that which has been revealed by Allh are
Kfirn, and it is the case that the government of this nation does not
decide upon matters by means of that which Allh has revealed, but
rather by means of ght laws. Thus they have been pronounced Kfirn
based upon the above two yt, and moreover, Allh has pronounced
people such as these to be limn and Fsiqn within Srah Al
Midah, yt 45 and 47.

Shaikh Muammad bin Abdul Wab, may Allh have mercy
upon him, explains within his Rislah f Man ght, about Rsu
awght (ght figures) the third category: Those who decide upon law
with something that has not been revealed by Allh.

So, those who decide law with something other than what has been
revealed by Allh, are not just ght, but are also included amongst those
who are the leaders of ght. Even whilst it is the case that belief in
Allh is not sound (valid) unless it upholds and maintains disbelief in
ght. Then how is it possible for this NKRI government to be said to be
the government of the faithful Muslims, whilst they are not merely ght
but also one of the figures of ghtand so they are not merely
disbelievers but seriously extreme disbelievers!

C. They Reconcile Towards ght Laws, both Local,
Regional, and International

Whenever they are faced with problems, whatever they may be,
this government does not refer to the laws of Allh, but towards the
ght local laws (such as basic regulations or laws or other), or regional

laws, or laws that have been established by means of international
tribunals orchestrated by the UN.

Have you seen those (hyprocrites) who claim that they believe
in that which has been sent down to you, and that which was
sent down before you, and they wish to go for judgement (in
their disputes) to the ght (false judges, etc.) while they have
been ordered to reject them. But Shain (Satan) wishes to lead
them far astray.

Really, they do not refer to Al Qurn and As Sunnah, but however
they refer to some other source. This despite within Srah An nis, ayh
60, Allh having articulated the claims of people who acknowledge belief
in Al Qurn and the books of Allh before it; the people who at the time
they have problems just wanted to seek out judgments, regarding their
problems (denounce their concerns), from the ght. Now notice here,
that within that ayh they wish judgment from the ght whilst Allh has
already belied their faith, faith that is held to be merely claims and lies, so
what about those people who truly swear oaths that reconcile them to
ght laws?!

This government, at the time they joined the UN were obligated to
vow to be in agreement with any and all regulations that they were bound
to, and likewise also when the ranks of the government legislature,
executive, judicature were formed, it was obligatory upon each and every
person to swear to a vow to carry out the laws of the nation, and that is
their shahdah! That is their baiat. Is there a baiat in this nation to be

obedient and loyal towards Al Qurn and As Sunnah? Most definitely
the answer is no! Thus after that baiat to the basic laws has been
undertaken, they will always reconcile themselves to it. If, for example, a
President were to deviate from it, then the DPR/MPR (Dewan Perwakilan
Rakyat - House of Representatives; and the Majelis Permusyawaratan
Rakyat - People's Consultative Assembly) would protest and state: The
President has contravened the basic laws or the laws, and not state:
The President has contravened the yt of Al Qurn so Supposing
the entire contents of Al Qurn were contravened, then they will not be
disputed, as long as their pure law books were not contravened, namely
the 1945 Constitution and the laws derived from it.

Al Imm Ibnu Kathr, may Allh have mercy upon him, said:
Whoever abandons (desists from) a law (or laws) that is mukam
(precise judgement) revealed to Muammad Ibnu Abdillh , the seal of
the Prophets, and he then arbitrates by means of other already removed
sources of jurisprudence, then he is a disbeliever, then what on earth is
to be said of a person who makes judgements on the basis of Al Yasa and
gives it precedence over the Sharah, then whoever does this has become
a disbeliever according to the consensus of the Muslims. (Al Bidyah
wan Nihyah, 13/119)

Al Yasa was a book of laws created by Genghis Khan the ruler of
the Tartars. This book consisted of a collection, some of which was taken
from the Taurt of the Jews, the Injl of the Christians, Al Qurn, and
innovative teachings added with the result being codified into a book
named Al Yasa or Yasiq. The Muslim scholars unanimously state that
whoever turns to and uses such a book of laws, then he is a disbeliever
according to the consensus of the Muslims. So too also by means of
Yasiq Ar (Modern Yasiq), that is basic laws, KUHP (Kitab Undang-
Undang Hukum Pidana - Book of the Criminal Justice Act), and others,
wherein laws are taken from the Christians (such as the Dutch with their
Wetboek van Strafrecht Penal Code), and also from Islm such as
marriage issues.

So it turns out to be the same in form, so anyone who reconciles
themselves to this modern Yasiq, then he is a disbeliever by virtue of
the consensus of the Muslim community, and the case is that such
reconciliations are already being carried out by the government of the
NKRI!!

D. They Embrace (Submit to) the Democratic System

Democracy originates from the words demos (people) and kratos
(sovereignty/power). This system transfers (delivers) legal rights or
sovereignty to the people. The system of representation that is contained
within it bestows the right of divinity upon the representatives of the
people who sit in parliament in order to create, define, and decide laws.

Democracy constitutes one form of the expropriation of privileges
specific to Allh alone within At Tashr (the creation, establishment, and
termination of laws or regulations). This right is exclusive to Allh ,
rights specific to His Lordship and Divinty, specific rights that must be
dependent upon by His creation only from Allh. However, democracy
has taken that away and precisely bestowed those rights upon created
beings. Allh decrees:

Indeed the command (or the Judgement) is for none but
Allh. He has commanded that you worship none but Him, that
is the (true) straight Deen (religion), but most men know not.

Him, means: All are commanded not to seek laws except from Allh,

because it is Allh, who has the right to create, establish, and terminate
them. And within this ayh the seeking of laws from Allh is worship.
Whereas it is the case that within democracy, laws are sought from the
people by means of their representatives, and thus democracy is a system
of shirk, because it diverts the worship of seeking laws from
another/others besides Allh.

Democracy is a system of shirk that establishes its pillars upon
secularism, upon unlimitedness; free to believe whatever despite its being
shirk or disbelief. Democracy does not obligate mankind to be obedient
towards the teachings of Allh, but they must be obedient towards the
agreement of the people, legislative orders that are in process, wherever
in fact, there are man-made laws.

E. They Possess the
Ideology/Philosophy/Principles/Guidelines/Life
Instructions/Nations Breath, namely Pancasila

Pancasila is a deen (dn), because a deen is a way of life, religion,
rules and instructions for life, philosophy or whatever a person is pleased
to call itbut what is clear is that Pancasila is a deen. This is merely a
brief review that we present.

Within Pancasila is stated Ketuhanan Yang Maha Esa (Belief in
God Almighty), yet we do not know who it is that is being referred to,
because Pancasila acknowledges various religions with a variety of
diverse gods. Thus, it is sufficient to know that this philosophy is
something that is confusing for a reasonable person.

F. Tawalliy (Full Loyalty) Towards the Mushrikn

They are loyal to the United Nations, submit towards international
laws and other regulations that exist within the body of the UN. Whatever
has been designated they automatically follow. Allh forbids the
Muslims to be loyal towards the disbelievers. Allh has stated within
Srah Al Midah, ayh 51:

And if any amongst you takes them as Auliy (tawallahum),
then surely he is one of them

G. They Mock the Teachings of Allh

Allh prohibits all forms of abomination, whereas this nations
government specifically gives permission (allows) the operations of
places of abomination under the guise of entertainment -, allows the
media to grow and spread shirk, disbelief, destruction, and depravity
under the pretext of freedom of the press and freedom of expression etc.
That is blatant mockery of the teachings of Allh, and mockery of the
teachings of Allh is disbelief. Allh has decreed:

If you ask them (about this), they declare: We were only

Make no excuse; You have disbelieved after you had believed.
If We pardon some of you, We will punish others amongst you
because they were Mujrimn (disbelievers, polytheists, sinners,
criminals, etc.).

The point is, that clearly this nation and its government are
repeatedly in disbelief. Each and every nation that does not rule with the
laws of Allh and does not submit to the regulations of Allh, then such a
nation/nations are nations of kfir (disbelief), lim (tyrannical), fsiq
(rebellious/iniquitous), and jhilyah (ignorant) based on the decrees of
Allh.

Khairul Ghazali has related the tafsr (exegetic interpretations) of
the ulam about ght, yet however he has not understood and more
precisely has thrown them aside and instead has insisted upon the
colloquial meaning alone even whilst the tafsr of the ulam are
singularly clear that amongst those who are labeled ght are those who
create laws and leave aside (reject) the laws of Allh (please refer to his
book, pages 23-70). However, he considers the various tafsr as ght
with the diversities amongst them as disputes amongst the ulam, even
though they are not disputes, but rather the giving of examples of the
diverse forms of ght, all of which are true and amongst them are
authorities who impose created laws such as those of the NKRI
government wherein Khairul Ghazali is desperately endeavoring to
obscure their disbelief.

Secondly, the refutation of his slander against me that I have
labeled all PNS (Pegawai Negeri Sipil Civil servants) to be
disbelievers and that all PNS are ght.

Khairul Ghazali is lying and fabricating the accusation that I have
pronounced all of the PNS to be disbelievers and that I am of the opinion
that all of them are ght. This he has stated in various places within his
book including:

1. On page 21, within a footnote: Abu Sulaiman Aman
Abdurrahman, a perpetrator of terrorism sentenced to 9 years,
within his article entitled Hukum Menjadi PNS (Civil Service as
Law), states that the basis of the government and the PNS as ght
is the Oath of the Civil Servants of the Republic of Indonesia
2. On pages 158-159, he states: Now, the takfr (charging with
disbelief) movement is echoing in the homeland. A number of
dawah movements with the brand Islmic Radicalism has
openly stated that all PNS are apostates in other words, they have
invalidated their Islm. And more so, that all people who work
for the government, all civil servants, including teachers are
ght worshipers. In order to be clear about this statement, it
is better for us to firstly read the thinking of one of the front
men of radicalism, Abu Sulaiman Aman Abdurrahman,
within his article entitled Pegawai Negeri Sipil Pemerintahan
Thaghut. (Civil Servants of the ght Government). He goes
on to say: The PNS is deemed to be ght by Abu Sulaiman
Aman Abdurrahman.

So I say: Glory be to You O Allh, truly these are the lies and
falsehoods of Khairul Ghazali towards me, because firstly, I have never
accused the entire PNS of disbelief in the manner alleged by Khairul
Ghazali, and I have never called the PNS ght and that is only the
imaginations of Khairul Ghazali alone in order that the community
becomes antipathetic towards the dawah of taud. Also, I have never

presented an article entitled Hukum Menjadi PNS nor an article entitled
Pegawai Negeri Sipil Pemerintahan Thaghut, as stated above, but I
have however written an article entitled Status Bekerja Di
Dinas Pemerintah Thaghut (the Status of Working in a ght
Government Department) and an article entitled Rincian Bekerja Di
Dinas Pemerintahan Thaghut (the Specifics of Working in a ght
Government Department). Now, if it is the case that some people have
portrayed those articles with other titles that differ to the titles written by
myself then that matter is outside of my knowledge and responsibility.
And within my two stated articles there are no accusations of disbelief
towards all of the PNS or a statement that all of the PNS are ght.
Moreover, Khairul Ghazali himself has publically displayed my articles
detailing the status of employment in these ght government
departments, in which there are work characteristics that are kfir in
nature, and also work processes that are arm in nature, and those that
are permissible. But why does he come to a conclusion by means of a
summary, that is far removed from what has already been described in a
manner in which even a layman can understand the details of the
description in my articles? So, on his part, it was either because of an
order from the BNPT (Badan Nasional Penanggulangan Terorisme -
National Council for Combating Terrorism) or because of an act of
imbecility wherein he cannot understand what even a layman is capable
of understanding. In order that it is clearer and able to be understood by a
reasonable person, I will present both of my mentioned articles and add
an article by Shaikh Ab Muammad im Al Maqdis that I have
translated, concerning Details of the Status of Work in Saudi ght
Government Departments.

First Section:
The status of work in a ght civil service.

Ikhwn fllh (My brothers in Allh)this material concerns the
status of people or departments that exist within this ght government.
Are the activities of working within these ght departments acts of
disbelief, or is there another explanation?

Within this issue, there are jobs whose attributes constitute
disbelief, and there are jobs with the attributes of major sins, and also
there are jobs whose attributes do not belong in either of those two
categories. We will elaborate and cite examples of them.

I. Work With Attributes of Disbelief

Amongst the jobs or services that constitute disbelief are services
that contain one of the following faults:

1. Services that encompass the making of laws.

A person who makes laws or is part of an institution that makes
laws, then his work and the people who are incorporated within it are
kfirn - disbelievers. Such as, those people who are in legislative
institutions from amongst members of parliament, because amongst the
duties of parliament is the making of laws, and so this work constitutes
disbelief and its people are kfirn. As for proof of this, there is the
decree of Allh :

Thus, the observance of worship here is when the scholars (clergy
and monks and rabbis and scholars) create laws besides the laws of Allh,
and then those laws are followed (observed) and obeyed by their
followers (devotees), and it is in this way that such clergy, monks, rabbis,
and scholars have been labeled by Allh as Arbb - lords - or as people
who have positioned themselves as gods besides Allh, whereas a
person aswho positions himself as a law maker or as a god besides
Allh, then he is a disbeliever.

And a further proof is the decree of Allh :

Within this ayh Allh has labeled those who have created a law or
laws besides the laws of Allh shurak (partners), and who have been
elevated by their supporters as a partner or partners with Allh ,
whereas a person or people who position themselves as a partner or
partners with Allh is/are disbeliever/s.

This is the first service/job that constitutes disbelief; namely,
people whose work is the creation of laws or that promotes or processes
laws, like the members of the house of representatives and those similar
to them or whomever (they are called in such jobs).

2. Services/jobs whose duties are to make decisions by means other
than the laws of Allh

A person or persons whose job is to convict and prosecute with
means other than the laws of Allh, such as prosecutors and judges. They
prosecute and make decisions in trials, and the prosecutor and the judge
make the decisions, even whilst both of them make decisions with means
other than the laws of Allh.

This kind of job, making decisions by means other than the laws of
Allh, constitutes a service/job that is disbelief and the person or persons
who carry it out have been expressly and clearly stamped as Kfirn,
limn, Fsiqn within one Srah:

And whosoever does not judge by what Allh has revealed,
such are the Kfirn.

making or at the time of their prosecutions make decisions and
prosecutions by means of that which is not the laws of Allh, namely with
jhilyah laws (ght laws), then their jobs are the jobs of the
disbelievers.

3. A service/job that is nurah (support/assists) for the ght system

This is as already described in material about the Anru- ght,
such as the military, the police, or intelligence agencies. Thus, the
essence of this kind of work is disbelief because they provide nurah for
the ght and for their own systems. So, this means services/jobs that are
posited in disbelief and their people are disbelievers, as in the manner
stated within His decree:

Those who believe, fight in the Cause of Allh, and those who
disbelieve, fight in the Cause of ght (Satan, etc.). So fight

Allh has denounced them as disbelievers because they fight in
the Cause of ght. And within another Srah, Allh states:

attacked (in fight), we shall indeed help you. But Allh is
witness, that they verily, are liars.

Within this ayh, Allh defines the ukhuwyah kufryah (the
brotherhood of disbelief) between the munfiqn (hypocrites) and the
Jews, even though we know that the munfiqn are judged by the world
as Muslims (appear to be, superficially), yet however, when disbelief is
revealed as a result of being seen to be helping the Jews, then they are
denounced as disbelievers. The munfiqn in this ayh are judged to be
disbelievers because of their agreement to help the Jews in fighting
against the Messenger of Allh , whereas their agreement in front of the
Jews is a lie, yet Allh pronounces them to be disbelievers because of
their promise to carry out disbelief, that is, to defend the Jews within their
fight against the Messenger of Allh . Likewise also, a person or
persons who agree to undertake disbelief yet their undertaking is a lie,
then assuredly they are disbelievers.

This is proof that to help the disbelievers in disbelief constitutes
disbelief and the person or persons are disbelievers. Because of that, a
service or a job that in essence defends or protects the ght system
constitutes disbelief and such a service or job makes the doer of the work
a disbeliever.

4. Every service/job that holds alliances with ght laws

A person or persons whose jobs are in essence tawalliy (full
loyalty) towards a ght system, that is, immediately undertakes and
carries out ght laws, such as a ght agency that works in the justice
department, where their jobs are immediately tawalliy with ght laws.
Services such as these are services of disbelief.

And a service/job like that is a prosecutor. Or a person who works
in the secretariat building of the DPR/MPR, wherein he is in control of

programs or various agendas or ght assembly sessions. He is
completely allied (fully loyal) towards this system because the activities
of the DPR/MPR members cannot be accomplished without arrangements
from them. Allh decrees:

Verily, those who have turned back (have apostated) as
disbelievers after the guidance has been manifested to them,
Shain (Satan) has beautified for them (their false hopes), and
(Allh) prolonged their term (age).
This is because they said to those who hate what Allh has sent
down: We will obey you in part of the matter, but Allh
knows their secrets.

A person or persons who pronounces before those who are
disbelievers and/or ght, we will obey you all in some matters of
disbelief, have been denounced by Allh as kfirn. And those people
earlier mentioned as tawalliy, it turns out that they completely follow this
disbelief, following completely in the implementation of kfir laws
(ght laws).

5. A person who swears an oath to be loyal towards the ght
(system/laws/legislation)

Every person who swears an oath of loyalty towards legislation or
laws, regardless of his service or job, even though he works in the
education department for example, or the department of agriculture, or
the forestry service, yet he has sworn an oath to be loyal to the
legislation, regulations, or laws of the ght, then whatever his form of
work if he carried out such an oath he is a kfir by virtue of that oath,
not because of his work.

This differs from the previous kind of work, wherein the reason for
disbelief was the essence of the work itself, such as members of the
DPR/MPR, whether or not an oath was sworn they are still kfirn, and
likewise also judges, prosecutors, military or police personnel, whether
they swore oaths or not, they remain kfirn.

Whereas here, the person or persons have become disbelievers not
as a result of their work per say, but rather because of their swearing of
oaths, whatever form their work entails as long as it involves oaths
towards ght laws, then they are kfirn. If Allh Himself denounces as
apostates a person or persons who state that they will be obedient and
loyal, and follow only aspects of disbelief, then what is to be said for
people who state within their oaths that we will be completely loyal and
obedient to the Constitution or Pancasila or to the Kfir State of the
Republic of Indonesia?! This is far more an act of disbelief that the
person or persons whom Allh has denounced as apostates within the yt
of Srah Muammad earlier. If only following some of them (laws,
legislation, etc.) has been denounced by Allh as acts of apostasy, then
what of people who have stated that they will be loyal and follow them
completely?!

These are amongst the jobs or services that Allh has denounced to
be disbelief for those who engage in them, and these services or jobs
constitute disbelieving roles in the service of the ght.

II. Services or Jobs that are arm

If there is a job that is not included amongst those five above
mentioned kinds; not making laws, not deciding on that besides the laws
of Allh, no protection or no alliances, no agreements to be loyal to
ght laws, then services or jobs not included amongst those five kinds
must be seen (in the light of) as to whether they are limn services and
jobs that are arm or not (mubah neither forbidden nor commended -
services/jobs).

When such a service/job is a arm servive/job and it is not one of
the aforementioned five kinds, such as taxation or customs or
immigration, which constitute lim (transgressive) services/jobs, or in
banks that make use of usury, then they are arm services/jobs.

People who work as PNS (civil servants) in customs, their work is
in essence arm because of its transgresses, and if it involves swearing
oaths then it is disbelief from its aspect of its oath-taking, so that kind of
work is arm in regards to its work aspect only.

III. Services or Jobs that are Mubah

Supposing the service or job was neither from amongst the five
kinds mentioned earlier nor from a service or job that was arm, then it
is (classified as) mubah (may undertake it) such as health services,
agriculture, marine, or services that are not disbelieving or arm.

The ulam have stated that such services/jobs possessed by the
ght are at the least makrh (abhorrent, reprehensible), and are not
classified as mubah because leastwise they are close to ght. By law
they are makrh but with the proviso that they display their conviction.
Evidence regarding this matter is a adth narrated by Al Bukhr within
his a in the Book of Ijrah (hire contract) in the chapter concerning:
May someone hire themselves for work to a hypocrite in a non-Muslim

land. From Khabbb who said: I was a blacksmith and did some
work for Al ibn Wail. When he owed me some money for my work, I
went to him to ask for that amount. He said, I will not pay you unless
you disbelieve in Muammad. I said, By Allh! I will never do that till
you die and be resurrected. He said, Will I be dead and then
resurrected after my death? I said, Yes. He said, There I will have
property and offspring and then I will pay you your due.

Here Khabbb () reveals his conviction. So, within services/jobs
like those associated with health and others that are mubah in quality
alone, by means of requisites that reveal their conviction in the midst of
them, because if unrevealed, then he would have sinned because he
would have left aside obligatory issues, namely Ihr-ud Dn only
because of seeking work of a worldly nature. However, if supposing these
mubah services entailed within them oaths, then they would be disbelief
because those oaths are not an essential aspect of those services/jobs.

Furthermore, something that must also be known is if they had
worked in mubah services/jobs earlier and then before that they had made
oaths, then they are disbelievers because of their oaths, because they were
legally ght at the time of appointment as civil servants; then they took
those oaths in accordance with the regulations in force for service
personnel, that is that all civil servants in Indonesia must swear pledges
of loyalty.

On the basis of ght laws, the PNS must swear oaths, yet
however between being practically sworn in or not, that is their affair
with Allh. If we do not know whether a person has pronounced his
oath or not, then he cannot be pronounced a disbeliever, because the
essence of his work is not kfir work, except if we hear testimony from
two just Muslim men or hear from himself directly, then we give him
advice in order that he releases himself from that oath.

This is different to the military or the police or any other agency
that we can directly pronounce as disbelievers, like the members of the
DPR/MPR because the essence of their work constitutes disbelief. We
cannot judge such a person as a Muslim until he abandons that work
and all attributes of that work.

If a person had worked in those arm services or jobs that were
mubah as mentioned earlier, and he had once sworn an oath and we had
given him advice, and then he stated that he had disengaged himself
from that oath, and he had asked for forgiveness from his oath of
disbelief, and he had declared the two clauses of shahdat, then he can
be judged as a Muslim, even though he was not out from that service or
job, because the disbelief is from the oath and not because of his service
or job.

So, there is a distinction between disbelief as a result of the
characteristics of the service or job and disbelief as a result of an oath of
faithfulness and loyalty to the ght.

In the reality of society there are many civil servants, but we do not
know on an individual basis whether so and so has taken an oath or not,
so we cannot declare them to be disbelievers even though the reality may
be that he is a disbeliever; because the one who knows whether or not
he swore an oath is Allh alone, and we do not know. If we see that the
essence of his work is not disbelief, then we cannot pronounce him to

be a disbeliever, because we judge externally whereas the internal matters
are the affairs of Allh.

Then, as for those who have worked in the service of disbelief yet
however he has been pensioned or already finished from his work,
whether that cessation was because of being fired or because of
resignation or because of the completion of his position, then for people
of this kind; so long as they stood forth as Muslims, then there did not
arise from their characteristics or speech any matters that indicated that
they still wanted to undertake those matters or were still proud of or were
permissive to them or recommended people to become like them, then
people like that in the world we judge to be Muslim, while their internal
affairs are the concern of Allh .

Therefore, how to address people like that, because when we
consider those people who work in the services of the disbelievers to be
disbelievers, it is because of their work, and if they stop and cease their
work for whatever factor makes them stop, then whenever there does not
arise from their speech or actions issues that indicate that they are still
desirous of or proud of or what they did, then they are recognized as
Muslims, and they are judged as Muslims to all intents and purposes in
this world, with their internal matters being reckoned by Allh. This is as
in a adth from Imm Muslim who narrated from Ab Mlik Al Ashja:
Whoever testifies that L ilha illallh and disbelieves in everything that
is worshipped besides Allh, then their property and blood are inviolable,
and their affairs rest with Allh , because at the least they have
desisted from it.

This is material about the status of work that exists in the services
of this ght government. Amongst them are services/jobs with attributes
that constitute disbelief, and services/jobs with attributes of major sins,
and services/jobs whose characteristics are not encompassed by those two
categories or these are attributes that are mubah.

And finally, when the companions handled the families or wives
and children of the anru- ght, such as the group lead by
Musailamah Al Kadhdhb, they were treated as kfirn. Possibly there is
the question as to why we do not now treat the wives and children of the
anru- ght as kfirn? This is because the wives and children of
the anru- ght can be stated to be kfirn if it is in the context of
muwjahah (confrontation) between an Islmic group and a kfir group,
and that too is on the basis of two conditions: Firstly, the Muslims are in
possession of full power and domination against the mentioned kfirn.
Secondly, there is the possibility of them merging together with the
mentioned Muslim group.

Because at that time the power of the Muslims was most dominant,
and supposing they (the families of the anru- ght) were to revert,
then they could be merged with the Muslims, and when they did not want
to undertake such at that time in the context of muwjahah, then they
would be classified as apostate kfirn. In the same manner as the
Messenger of Allh had before at the time of the conquest of Makkah,
the people who were in the city of Makkah were all regarded as kfirn.
At that time the power of the Muslims was greater than that of the
kfirn, and those people who acknowledged themselves as Muslim
amongst them would be joined together with the Muslims if they desired.
And when they did not want to merge together with the Muslims then
they were classified as kfirn by the Messenger of Allh .

By contrast if those two conditions or even one of those two
conditions are not fulfilled, like today wherein the Muslims do not
possess power and dominance, then from that we cannot classify as
kfirn the wives and children of the anru- ght, and this is similar
to the wife of Firan where Allh stated about her in Srah At Tarm
that the wife of Firan was a muminah. Why a muminah? Why not
classify and convict her in the same manner as the wife of Musailamah
for example? Because the Muslims at that time (under the leadership of
the Propeht Ms ) did not possess dr (territory) and were not the

dominate power and so she could not runaway or join with the group of
the Prophet Ms .

So, if these two conditions are not fulfilled, then we treat people
who appear to be Muslim amongst the kfirn as Muslims. A Muslim
wherever he is is a Muslim, whether it be in the Drul arb or the Drul
Islm.

Second Section:
The details of working in a ght civil service.

In truth, working in services possessed by the ght government
are as detailed in the following:

1. Each and every service or job that constitutes the making of laws,
determines by means of created laws, protects the ght or its system,
follows or agrees with the ght system, provides terms of oaths or
agreements of loyalty towards the ght or its system, then all of
these are kufr.

A. WORK WHICH CONSTITUTES MAKING LAWS

Creating laws is the specific right of the Lordship of Allh alone
because He is the Creator and so only He alone has the right to determine
laws for His creation. Allh decrees:

legal decisions whether they be kauniy laws (universal) or shar laws
(legal) are the exclusive right of Allh and which if some of them are
dependent upon or altered to others besides His, then that means that a
partnership has been set up with Him, in the form of another god
besides Him and that constitutes the setting up of a rival for Him, and that
is kufr.

When a person depends upon laws that are in addition to those of
Allh he is pronounced a POLYTHEIST and DISBELIEVER, and so
what about the matter of a person who acknowledges the right to create
those laws for himself or a group or an institution, then can there be any
further doubt that such a person is even MORE DISBELIEVING because
of his self acknowledgement as a god? Even though he did not create
laws, in the manner claimed in legislative institutions at all levels and its
members within them who authorized the creation of the basic laws or
regulation like those set out in the Constitution of 1945.

And if any of them should say: Verily, I am an Ilh (a god)
besides Him (Allh), such a one We should recompense with
Hell. Thus We recompense the limn (polytheists and wrong-

create laws means we are gods besides Allh. People like that are more
disbelieving than false prophets like Musailamah Al Kadhdhb and
others.

The creators of law and regulations have already been denounced
by means of various condemnations: arbb, allies of Shain, partners in
worship, ght and their allies in digression, as well as those people who
are fools.

Christians) were commanded [in the Taurt (Torah) and the
Injeel (Gospel)) to worship none but one Ilh (God - Allh) L
ilha illa Huwa (none has the right to be worshipped but He).
Praise and Glory be to Him, (far above is He) from having the
partners they associate (with Him).

The form of self-prescription as gods is carried out herein by
their rabbis and their monks who make the laws which they carry out, as
clarified by the Messenger of Allh who said in a asan adth
concerning the interpretation of this ayh to Ad bin tim Have
they (the clergy, monks, rabbis) not made all that which Allh has
declared to be arm and you all followed (accepted) their decision to
make that something all; and have they not made arm that which
Allh has declared to be all and you all followed (accepted) their
decision to make that something arm? Then Ad answered: Yes,
and the Messenger said: That is the form of their (Christians) worship
towards them (clergy and monks)

And that is what is carried out by those who legislate and specific
officials who are given the authority to create laws and regulations. So
every person who is a member of the legislature is a POLYTHEIST
KFIR who deifies himself beside Allh , and an APOSTATE if he is

a Muslim and if there are teachings on behalf of his name then he is a
person who lies against Allh .

Allh or denies the truth, when it comes to him? Is there not a
dwelling in Hell for disbelievers?

They are also denounced as allies of Shain, as in the decree from
Allh :

Eat not (O believers) of that (meat) on which Allhs Name has
not been pronounced. And certainly, the Shayn (devils) do

This ayh amongst others deals with the difference between the
Walyur Ramn and the Walyush Shain (the kfir Quraish), wherein
the kfirn made carrion all and debated with the Muslims for them to
follow in their having made it all. Al kim, may Allh have mercy
upon him, nartaed with a a sanad from Ibnu Abbs that they said:

What has been slaughtered in the name of Allh you all do not eat it, yet
what you have slaughtered then you all eat it; so Allh revelaed And
certainly, the Shayn (devils) do inspire their friends (from mankind) to
dispute with you Here it was only one law alone, that is to make
carrion all, yet Allh denounces people who obeyed the mushrikn,
and those who made it (were denounced) as Walyush Shain, and that
law as Wayush Shain (inspiration of Satan).

In the meantime what is carried out by legislative members is much
more than that; the process of making something all (to allow or
rescind sanctions) that which is arm, and the process of making arm
(decreeing as criminal and criminal offences or decreeing sanctions) that
which is all, and creating provisions that countermand the Sharah of
Allh, and so thereby they are the Walyush Shain. Shaikh ul Islm
Ibnu Taiymiyah, may Allh have mercy upon him, said: A person who
when he makes all something which is arm and which has already
been agreed upon or makes arm something which is all and which
has already been agreed upon or changes already agreed upon rules,
then he is kfir and an apostate by the consensus of the jurists.
(Majm al Fatw).

They are also shurak (partners) who are worshipped besides
Allh as in His decree:

So the creators of law and regulations are those who are
worshipped besides Allh by means of the obedience of law
enforcement officials to their created laws. and if you obey them, then
you would indeed be Mushrikn (polytheists). (Srah At Taubah (9),
ayh 31) together with the adth interpretation that worship of them is
obedience to their created laws, whilst obedience of reconciliation to the
commitment of laws besides the laws of Allh is worship towards the
creators of those laws.

Shaikh Muammad Al Amn Ash Shinqt, may Allh have mercy
upon him, said: That every person who follows rules, laws and
regulations that differ with what Allh has declared and decided upon
by means of the tongue of the Messenger of Allh , then he is
performing as a mushrikn before Allh, and kfir for those who follow
him as a god (Rislah Al kimyah F Tafsr Aail Bayn), and
he also said: Partnership in law is the same as partnership in worship.

Shaikh amd ibn Atq, may Allh have mercy upon him, said:
The ulam are already of the consensus that whomsoever changes
something from the two forms of du to some other besides Allh and
the one who does so is a mushrik even when he pronounces L ilha ill
Allh, he performs alt and aum as well as acknowledges himself to
be Muslim. (Ibtal-t Tandd: 76). The two du here are the du of
ibdah and the du of musalah (appeal), whereas reliance upon
obedience is within du ibdah. That is in reference to a person who is
reliant, so what of the issue of a person who approves of reliance upon
ibdah and invites people towards that such as the members of the
legislature?! Indeed they are even more disbelieving than Musailamah
and Mirza Ghulam Ahmad as well as the acknowledgers of other

Prophets (false Prophets). They are also ght as in the decree of Allh

laws. Shaikh Muammad At Tamm, may Allh have mercy upon him,
said that as for figure of the second of the ght (they are): Authorities
that are unjust and change the laws of Allh (Rislah F Man ght
within Majmah At Taud). So all members of the legislature are ght
in ibdah, in the same manner as the statues on display at the temple of
Borobudur, whereby those statues are worshipped with du, offerings,
and other rituals, and thus idolatry is accommodated in parliament and
council buildings and worshipped by means of obedience to their created

Which one is better, the laws revealed by Allh that understand

What has been laid down by the members of legislature is clearly
not what Allh has revealed, to the point whereby they are the leaders of
deviation and disbelief who invite mankind to their laws (their Dn), all
of which are unjust even though they declare them to be just, because
shirk is the greatest trespass, as in His decree:

members of the legislature (MPR, DPR, DPRD and those like them) and
for those who create laws or regulations, and for those who claim to
possess such authority even whilst they do not do it. Thus, are there still
those who are in doubt regarding their disbelief? Or are there still some
people who are of the opinion that innocence should be applied to them

or some of them, by means of the application of interpretation or
independent judgments of their innocence and such methods like that,
even though they are not innocent from their kufr beneath the disbelief of
those who acknowledge them as gods?

Actually, there is no one who doubts their disbelief except the
kfirn like themselves or the followers of innovative understandings
who stand on dubiousness, or like a toad in a hole which doesnt
understand the reality of what is occurring around him.

B. DETERMINATION OF WORK BY MEANS OF
CREATED LAWS

Work that determines by means of laws besides the laws of Allh
which constitute the work of the judicature and executive, that is like
judges, prosecutors and officials are the works of disbelief in themselves.
Besides them deciding by means of ght laws, they are already certainly
taakkum (reconcile laws) towards the ght laws which become their
basis, whilst each of the two constitute major kufr.

These yt with the sequence of yt before them are related to
people who desist from the laws of Allh and instead prefer laws
counter to them and which they are agreed to reconcile to. Al Imm
Amd and Muslim have narrated from Al Bar ibn zib, may Allh
have mercy upon him, said: A Jew (together with other Jews) passed by
the Prophet whose face was blackened with charcoal and who had
been flogged and he called them and asked: Is this the way you punish
an adulterer from within your book? They answered: Yes, and he
called a scholar from amongst them and asked: I adjure you by Allh
who revealed the Taurt to Ms, do you find this prescribed punishment
for an adulterer in your book? Then he replied: By Allh, no. if you had
not adjured me about this, I would not have informed you. We find
stoning to be the prescribed punishment for an adulterer within out book,
but it (adultery, fornication) has become common amongst our people, so
if a noble person commits adultery we leave him be, but if a weak
person from amongst us (poor in status) commits adultery we carry out
the prescribed punishment (stoning). And then we decided: Come let us
agree on something which may be enforced equally on people of noble
and poor status. So we agreed to blacken the face of the perpetrator with
charcoal, flog them and abandoned stoning.

Here they (the Jews) do not completely remove the laws of Allh
that exist within the Taurt and they also do not make zin (adultery)
all, yet however, they agree upon another law that they apply amongst
themselves. And the people who decided upon created laws at that time
were also like them, so that the denunciation, the verdict concerning
them, that is applied to those people is the same as that which is applied
to them, such are the Kfirn, and the ulam agree that the

illustration is the same as the cause of the revelation of ayh and it is
qi (irrefutable) within the laws that are in that ayh.

Imm Ibnu Kathr, may Allh have mercy upon him, said:
Whoever abandons (desists from) a law (or laws) that is mukam
(precise judgement) revealed to Muammad Ibnu Abdillh , the seal of
the Prophets, and he then arbitrates by means of other already removed
sources of jurisprudence, then he is a disbeliever, then what on earth is
to be said of a person who makes judgements on the basis of Al Yasa and
gives it precedence over the Sharah, then whoever does this has become
a disbeliever according to the consensus of the Muslims. (Al Bidyah
wan Nihyah, 13/119).

Al Yasa was a book of laws compiled by Genghis Khan and taken
from a combination of the laws of Islm, Judaism, Christianity,
innovators and from his own thoughts, the same as that cerated by the
ght government of this State wherein they have summarized from
Islm (used by the Religious Courts and which they call akhwl
shakhiyyah related to marriage, divorce, and inheritance), from Judaism
and Christianity (such as KUHP [Kitab Undang-Undang Hukum Pidana -
Book of the Criminal Justice Act] and others left over from Dutch
colonialism and now used by local occupiers) and from the fruits of the
thoughts of the arbb in parliament or in other institutions, all of which
cannot be separated from the restrictions of their largest Al Yasa, that is
the 1945 Constitution which often laden with updates.

The government, the officials, the judges, and the prosecutors all
leave aside the teachings of Allh and instead make decisions and
referrals to the modern Al Yasa, and so they are kfirn by the agreement
of the Muslims, and moreover they are one of the figures of ght, as in
the manner stated by Shaikh Muammad bin Abdul Wab, may Allh
have mercy upon him, that amongst the third kind of ght figures is:
Those who decide upon law with something that has not been revealed by
Allh, and the proof for this is His decree: Whosoever does not make
decisions with what has been revealed by Allh, then they are people who

are kfirn. (Rislah f Man ght, Majmah At Taud). This
verdict even though it is within one law only, is like it is within the nuzl
(descent) of that ayh.

C. WORK WHOSE ATTRIBUTES ARE PROTECTIVE
OF THE GHT OR THEIR SYSTEMS

And this is usually those perpetrators known as the Anru-
ght like the military, the Police, Intelligence and others who are in
charge of cementing the position of the ght or their system or both of
them whether by verbal means or physically with weapons. ght or its
systems cannot be strong and cannot do anything without the anr which
defend them, protect them, and are always ready on standby to fight for
them. Because of that, Allh has called them the Anru- ght (their
armies) like pegs, as in the manner of His decree:

And (with) Firaun (Pharaoh), who had pegs (who used to
torture men by binding them to pegs)?
Who did transgress beyond bounds in the lands (in the
disobedience of Allh).
And made therein much mischief.

ght, were sanctioned both in this world and the Hereafter as in His

The Anru- ght are two:

1. A person or persons, or a service or services that provide material
support for the ght by means of physical presence and weapons,

like the military, the police, intelligence, and others that are formed
and prepared for that.
2. A person or persons, or a service or services that provide for the
ght or its systems by verbal or written means, whether that be
from journalists or intellectuals and also those ulam or the duh
s who serve to establish the validity of this ght government
and label those Muslims who undertake jihad (or promote jihd) as
dissidents or khawrij. And the stance of these ulam and duh
s is more dangerous to the community than the military or the
police, because they speak in the Name of Allh in order to
defend the ght before the community, whereas the military and
the police act upon worldly matters (pay and pensions). The
evidence for the kfirn of the Anru- ght are from Al
Qurn. Sunnah and ijm.

Allh decrees:

Those who believe, fight in the Cause of Allh, and those who
disbelieve, fight in the Cause of ght (Satan, etc.). So fight

has brought it (this Qurn) down to your heart by Allhs
Permission, confirming what came before it [i.e. the Taurt
(Torah) and the Injeel (Gospel)] and guidance and glad tidings
for the believers.
Whoever is an enemy to Allh, His angels, His Messengers,
Jibrl (Gabriel) and Mkl (Michael), then verily, Allh is an
enemy to the disbelievers.

Al Imm Amad, At Tirmidh, and An Nas, may Allh have
mercy on them, have narrated from Ibnu Abbs that some Jews asked
the Messenger of Allh : Inform us who your friend is?, and he
answered: Jibrl. They said: The Jibrl who came down with (bearing)
battles, war and doom, our enemy? It is better when you state that it was
Mikil who came down with mercy, plants and rain, and so the yt
above were revealed.

People who hold enmity towards Jibrl , who is one of the
Messengers of Allh from amongst the angels, are the enemies of
Allh, His angels, and all of His Messengers, and they are denounced as
kfirn by Allh . And likewise also those people who hold enmity
towards Muammad , then they are the enemies of Allh, all the angels
and all of the Messengers, and they are kfirn.

Whereas, hostility towards Allh and His Messenger in
whatever form is worse than the stance of the ght and their anr who
discard the laws of Allh , hold up high the laws of Shain, elevate in
status the kfirn and the apostates as well as depraved people and
instead they cause difficulties for the muwaidn those people upon

taud, imprison and kill them, making way for each and every destroyer
of Allhs teachings and constraining the movements of those who call
to taud, killing off taud and bestowing life upon shirk and
destruction?!!

And the Anru- ght are prepared to maintain and guard the
security of the system of kfirn and protect the nation of kfirn from
any attempts to replace them with the system that was revealed by Allh
, and because of that they are kfirn whether they fight against the
muwaidn or not, because their stance is one of tawalliy towards shirk
(full loyalty towards it that takes them out of Islm), and when they wage
war against the muwaidn then they amalgamate together those who are
tawalliy towards shirk and those who are tawalliy towards the mushrikn.

Have you not observed the hypocrites who say to their friends
among the people of the Scripture who disbelieve: (By Allh)
if you are expelled, we (too) indeed will go out with you, and
we shall never obey any one against you, and if you are
attacked (in fight), we shall indeed help you. But Allh is
witness, that they verily, are liars.

Allh joined the ukhwah kufriyyah (brotherhood of disbelief)
amongst the munfiqn who externally appeared as Muslims together
with the Jews, that is, Allh denounced them as kfirn, because of
their agreement to help the Jews at the time they were under attack by the
Muslims. Whereas their agreements were lies, and so what is to be said of
the issue of people who routinely pledge agreements and oaths to defend

the ght and their systems when undermining the enemy (amongst
whom are the mujhidn muwaidn), and they are always ready at any
time to be called and they beforehand vied to gain entry into those ranks?
Is that not the reality of the similarity of the military and the police in this
nation? Do not have any doubt about the tayn (determination) of their
kufr? If there was no agreement or oath, they would still be kfirn
because the essence of their service and duties from the beginning is to
maintain ght and its systems, with the agreements and oaths being
additions to their kufr. They are kfirn at the time of war, or alt or ajj
or sleep for as long as they do not remove themselves from their kufr.

What about the military, the police as well as intelligence and the
anr-ul qnn (protectors of laws) who are of service in the ght
prisons, can they be called Muslims whilst they do not disbelieve in
taghut (Pancasila, the Constitution and the laws that come from them),
which constitutes one of the two pillars of L ilha illallh.

Shaikh Sulaimn bin Abdullh l Ash Shaikh, may Allh have
mercy upon him, said: Simply declaring the phrase that constitutes the
shahdat without knowing its meaning and without putting into practice
its commitments is an establishment towards taud, and the
abandonment of major shirk and disbelief towards ght, and so actually
(its physical declaration) is of no benefit on the basis of ijm. (Tafsr Al
Azz Al amd, excerpted from Al Haqaiq, Sheikh Al Al Khuair).

The above ayh also indicates that a person who makes statements
of disbelief is a kfir, even if lying, so what is he called if he is serious?

The Messenger of Allh within a well-known adth in a Al
Bukhr concerning Al Abbs who was in the ranks of the Anru-
ght of the Quraish and was treated in the same manner as a kfir,
wherein he captured him and called upon him to redeem himself, even
though he acknowledged himself to be Muslim and that he was forced to
take part in the Battle of Badr. Howver, he did not recognize that
acknowledgement or his claim and he said: You were apparent

amongst the ranks of the mushrikn was to fight against us, and your
inner affairs are with Allh, redeem yourself and your two nephews!
(Fatul Br).

Therein it is clearly takfr muayyan (stipulated declaration of
disbelief) from the Messenger of Allh towards an individual of the
Anru- ght who acknowledged that he was forced. He judged him
to be an apparent disbeliever, and his inner self was surrendered to Allh
because of his acknowledgement of being forced.

So what is to be said for the military, the police, intelligence, and
the other Anru- ght of their laws (prison guards) who are not
forced and they compete to sign, and are proud of their corps and their
uniforms, feeling themselves to be in a strong position by becoming
worshippers of those ght?!!

And they have taken (for worship) liha (gods) besides Allh,
that they might give them honour, power and glory.

That is because they loved and preferred the life of this world
over that of the Hereafter. And Allh guides not the people who
disbelieve.

And they are always prepared at any time to be called upon by the
other kfirn. So have no doubts about their tayn (stipulated) disbelief.
Remember, the Messenger of Allh was more wary and cautious than

you, yet he personally proclaimed the disbelief of a person from
amongst the ranks of the Anru- ght of the Quraish despite that
person having acknowledged himself to be Muslim and having been
forced to do what he did, yet you are wary of declaring the personal
disbelief of the military and police of those ght? What is that?!!

The companions, at the time Ab Bakr , were in consensus
regarding the disbelief of the Anru- ght Musailamah Al Kadhdhb
and other false prophets personally, like the time a messenger at (the
Battle of) Buzakha requested peace and forgiveness from Ab Bakr , so
he (Ab Bakr ) presented a number of terms, agreed upon by the
companions, amongst which were that the former apostates must bear
witness that the people amongst them that had been killed would enter
hell. Even though those people amongst them that had been killed were
specific people and this whereas those who certainly enter hell according
to the aqdah of the Ahlus Sunnah wal Jamah are only those people
who have died in a state of disbelief, and Muslims even though from
amongst the Ahli Maiyah cannot be certain of enter hell. This is the
meaning of the ijm of the companions regarding the disbelief of the
personal (individual) Anru- ght. (This ijm can be seen in Rislah
Al Mufd Al Mustafd and Shara Shittat Mawd Minas Srah, point 6,
by Shaikh Muammad bin Abdul Wab and Al Jam discussing the
Anru- ght by Shaikh Abdul Qdir ibnu Abdil Azz).

Shaikh Muammad bin Abdul Wab, may Allh have mercy
upon him, said about the people who were declared kfirn because of
shirk akbar: and so also (we call kfirn) the person who stands with
his sword protecting all graves they consider to be sacred and he
fights against those who deny them and seeks to eliminate them.
Meanwhile the military, the police and other such shirk taskforces are the
keepers and guardians of the shirk that is Pancasila, the kufr that is
democracy, and the ght laws, wherein their tongues always echo out
loud chanting the national song Garuda Pancasila, Akulah
Pendukungmu, Patriot Proklamasi, Rela Berkorban Untukmu O Eagle

of Pancasila, I am your supporter, a patriot of proclamation, willing to
sacrifice for you.

Shaikh Muammad bin Abdul Wab, may Allh have mercy
upon him, about the anr of Musailamah Al Kadhdhb who was
deceived by false witnesses and the fraudulent duh who endorsed the
claim of Musailamah: however like the ulam ijm (who state that)
they were apostates even though they were ignorant about that issue, and
whoever is in doubt about their apostasy then he is a kfir. (Shara
Shittat Mawd Minas Srah, point 6, Majmah At Taud), and even
among those who bore witness to the validity of Musailamah was Ibnu
Unfuah, a messenger of the Messenger of Allh to the Ban unaifah
(Musailamahs tribe) and who actually defected to Musailamah and
mislead them. Likewise also many people are fooled into becoming
Anru- ght (military, police, intelligence, the head of prisons and his
sidekicks, and others) by the ulam s and duh who call from above
the doors of hell their endorsements of this disbelieving apostate
government, its system, its philosophy, and its laws (government of the
Republic of Indonesia). And amongst them are those who sit as ght in
parliament, and who have become ministers of religion for Pancasila, and
who have become duh in the ght religious department, and who act
as Bintal (Pembinaan Mental Mental Developers) within the military
and other positions that deceive the community.

Within the principles of fiqh it is stated that the status of personnel
who are ifah mumtaniah (a group which stands by itself or protects
itself by means of the power it possesses) is dependent upon their leaders.
If the ifah is bught (Muslim insurgents, rebels) then its personnel are
bagh (Muslim insurgents), and if khawrij then its personnel are khrij,
and if the ifah is an apostate government then its anr personnel are
disbelieving apostates (if they acknowledge themselves as Muslims).

D. WORK WHICH IS IN AGREEMENT WITH AND
FOLLOWS THE GHT SYSTEM

This is work such as that which is in the service of the prosecutors
office, the judiciary, KPU (Komisi Pemilihan Umum Public Election
Commission), the secretariat of the MPR/DPR/DPRD and those like them
whose essence is to approve of and follow the system or laws of the
kfirn. For example, a person who is an officer for the prosecutors
office (not a prosecutor) at the time of the handcuffing or putting behind
bars or picking up a detainee is in the role of following and implementing
the laws of the ght. An officer (prison guard) whose duties are to guard
prisoners in order that they do not escape is in the role of following and
implementing the laws of ght, and so on.

These jobs are the same as the jobs before them and are kufr,
whether there is an oath or not, because of agreeing or following laws of
disbelief without being forced to do so are tawalliy kubra (full loyalty
that takes them out of Islm).

Verily, those who have turned back (have apostated) as
disbelievers after the guidance has been manifested to them,
Shain (Satan) has beautified for them (their false hopes), and
(Allh) prolonged their term (age).

This is because they said to those who hate what Allh has sent
down: We will obey you in part of the matter, but Allh
knows their secrets.
Then how (will it be) when the angels will take their souls at
death, smiting their faces and their backs?
That is because they followed that which angered Allh, and
hated that which pleased Him. So He made their deeds
fruitless.

Within these yt Allh denounces as apostates those people
who make agreements with the kfirn who will submit to them or follow
them in a single matter of disbelief, so what about those people who
actually submit to and follow the endeavors of the kfirn? And what
about those people whose duties are to carry out the rules of the kfirn
and if one of them protests he answers: I am only carrying out duties or
orders, or I am only carrying out or following the law? It is clear that
they are following what gives rise to the anger of Allh and as a result
of those actions they hate whatever comes from His will.

Allh decrees:

Never will the Jews nor the Christians be pleased with you till

Qurn), then you would have against Allh neither any Waly
(protector or guardian) nor any helper.

Those yt explain and clarify that supposing a Muslim was to
follow the teachings of the kfirn without being forced to do so then he
would be a kfir even though in his heart he did not like it or he
hated it or his heart was still faithful, because the conviction of this
heart is not considered at the time the tongue utters disbelief or the parts
of the body carry out disbelief except when under conditions of ikrh
(compulsion) alone, as in His decree:

and theirs will be a great torment.
That is because they loved and preferred the life of this world
over that of the Hereafter. And Allh guides not the people who
disbelieve.

These yt point out that kufr cannot be excused just because of
ikrh alone, and these yt also point out that a person who utters or
carries out disbelief without being in a state of ikrh has already made
room in his breast for disbelief even though he claims otherwise or
claims to love Islm yet he is still denounced as a kfir and Allh has
stated that that disbelief is not because of desire for disbelief or hatred
towards Islm, but however, because they loved and preferred the life
of this world over that of the Hereafter, that is money, benefits, luxuries
of life, and guarantee of pensions when old.

Shaikh ul Islm Ibnu Taiymiyah, may Allh have mercy upon him,
said: And in general whoever utters or carries out something that
constitutes disbelief then he is a kfir because of that even though he
did not mean to disbelieve, because there is no meaning for the disbelief
of a person except what Allh wills. (A rimul Musll).

Shaikh Sulaimn bin Abdullh l Ash Shaikh, may Allh have
mercy upon him, said: The ulam are of ijm that whoever utters or
carries out disbelief then he is kfir, whether he was serious or joking
or fooling around, except if the person was forced to.

Moreover, Allh decrees that people who utter disbelief within
the reason that they were only fooling around and joking

E. WORK THAT HAS BEEN DETERMINED
BEFOREHAND TO SWEAR TO OR AGREE TO
LOYALTY TOWARDS GHT AND ITS LAWS

Each and every job in the service of this ght government despite
the origin of those jobs being mubah or arm and which have not
reached disbelief, yet however before being appointed as an
employee/worker are required to utter the oath/pledge of allegiance to the
ght, then this is disbelief because of that oath/pledge and not because
of the essence of the work. For example, to become a paramedic or a
doctor in a local government clinic or a hospital is mubah, yet if he
swears an oath of loyalty to the ght beforehand then he is a kfir. To
become a civil servant in customs or immigration or taxation are jobs that
are arm because all of them are lim, yet not to the point of disbelief.
However, if before accepting them there is an oath or pledge of allegiance
to the ght then they become disbelief because of those oaths or
pledges.

disbelievers after the guidance has been manifested to them,
Shain (Satan) has beautified for them (their false hopes), and
(Allh) prolonged their term (age).
This is because they said to those who hate what Allh has sent
down: We will obey you in part of the matter, but Allh
knows their secrets.
Then how (will it be) when the angels will take their souls at
death, smiting their faces and their backs?
That is because they followed that which angered Allh, and
hated that which pleased Him. So He made their deeds
fruitless.

Besides Allh denouncing apostates who make agreements with
the kfirn in order to comply with some of the affairs of those kfirn,
then what is to be said about people who agree to be loyal to the
philosophies of the kfirn, the laws of the kfirn, and the nation of the
kfirn, and to submit to all the rules of the ght??? And what is to
be said about a person who utters an agreement and an oath to them in the
name of Allh??? Whereas it is the case that according to the rules and
laws of the ght, a person who formally becomes a civil servant must
utter the oath of the civil service within the presence of a religious
representative and an official from the environment of his service, and the
content of his oath is to swear in the name of Allh to be loyal to
Pancasila, the Constitution of 1945, and the Negara Kafir Republic
Indonesia (NKRI Kafir Nation of the Republic of Indonesia) and in
order to comply with all the laws and regulations that are applied as well
as to maintain state secrets and to put the interests of the nation before the
interests of groups (that is, Islm amongst them). The Essence of the oath

If a person claims that he had spoken a lie and within his heart
there was no intention to be faithful and submitting, then we state that
you are a kfir! Even if it was only a sham at the time of uttering that
oath, because Allh has already labeled a person kfir who lies in order to
carry out disbelief (that is, to help the Jews against the Messenger of
Allh ) as in His decree:

among the people of the Scripture who disbelieve: (By Allh)
if you are expelled, we (too) indeed will go out with you, and
we shall never obey any one against you, and if you are
attacked (in fight), we shall indeed help you. But Allh is
witness, that they verily, are liars.

The reason why Islm is accepted is only ikrh (compulsion),
whereas all of you were not forced or compelled and instead were in
competition to become employees and even by means of bribery in order
to pass, but

These are the forms of work that are major disbelief in the service
of this ght government, and points A, B, C, and D are jobs wherein
there is major disbelief by themselves alone, that is, the essence of those
jobs is major disbelief and major shirk to the point whereby an individual
person (in those jobs) we call kfir by virtue of its kufr before us. Now,
with point E, that is, disbelief by virtue of an oath or pledge of loyalty it
is not because of the essence of the service or of the work and so we
cannot label an individual person kfir except when we know without any
doubt that he has sworn an oath, or that the person himself admits
having made an oath, or that there are two just male witnesses who swear
before us that both of them have seen or heard him making an oath or

that there is information that is istifalh (well known throughout the
community) that he swore an oath.

If one of those issues is present, then the individual may be
determined to be a disbeliever (tayn), however if there isnt, then the
determination of disbelief cannot take place even though substantively
he performed an oath (disbelief), whereby in front of Allh he is
kfir yet in front of us he is judged to be Muslim, because of his
apparent Islm. And it can be that A knows he is a kfir because of
his having sworn an oath resulting in him behaving like a kfir, yet
however B does not know that he is and considers him to be Muslim,
and that is not a problem and A cannot force B to follow his
convictions, but B may follow A if he is, just in the same manner as
Umar followed udhaifah in the manner of not performing the
alt of janzah (funeral) for a munfiq, which is only known by
udhaifah from the Messenger of Allh .

2. Work that is arm which is not quite Kufr.

That is, each and every kind of work that does not contain a single
element of the above kufr yet however, it is engaged in the field of what
is arm, such as rib (usury), inequity, helping in inequity, invalidly
consuming the wealth of mankind, or muwlh ughra (everything that
accompanies the admiration and ceremony of the kfirn by means of
hating, opposing, and considering them as disbelievers), and other arm
matters.

3. Work that is Makrh

Namely, that which does not have elements of disbelief or arm,
by means of emergency conditions or being urgently required and
continues to show belief (dn). It is said to be makrh because what is
strived for from a Muslim is to be distanced from the kfirn. And as for
requirements to show dn then he has taken from the context of the

adth or athar which show that some of the companions worked for
some mushrikn whilst still appearing to follow their adopted dn, as in
Al Bukhr and Muslim who narrate that Khabbb said: I was a
blacksmith and did some work for Al ibn Wail. When he owed me
some money for my work, I went to him to ask for that amount. He said,
I will not pay you unless you disbelieve in Muammad. I said, By
Allh! I will never do that till you die and be resurrected.

If he did not make his dn apparent at the time he worked in a
service
possessed by a ght then he would have sinned because of having
pulled away from his worldly obligation.

A person whose disbelief is only because of an oath of loyalty
towards the ght, yet in essence his work is not kufr, such as the forms
of work in model E, then he becomes a Muslim by releasing himself
from that oath and ikrr (pronouncing) the two clauses of the shahdat
again, even though he has not desisted from that work, but the best
would be that he got out from that work. Whereas a person whose
essence of work is disbelief such as the forms of the work models A, B,
C, and D, then he does not become a Muslim except by leaving that
work and ikrr the two clauses of shahdat again.

The following questions have been raised and presented to me
from a group of the brothers of muwaidn from amongst those in the
Arabian peninsula,

1. What are the laws regarding work within the government services
of the kfirn?
2. What are the laws regarding work as a member of the military and
police of such kfir governments?
3. What are the laws regarding the following of and participation
amongst UN troops for the purposes of maintaining peace and the
resolution of the many disputes throughout the world?

Indeed I am pleased and I praise Allh for the emergence of
such questions from that nation, because in general what we know of the

majority of their citizens except those people whom Allh has blessed
and they are but a few is that they do not care about matters such as
these and moreover, they are incredibly allergic to being disturbed by
them, as well as they consider that the speech involved therein is to be
classified as that of the Khawrij, Takfr, and others like them, and
furthermore, some of them view these matters as hardening hearts and
having absolutely no benefit. And this by Allh is classified as the most
invalidating of the invalid, because all of it is associated with the Millah
(religion) of Ibrhm and with authaqu ur-l mn (the bonds of
faith that are the strongest) whereas matters such as these are considered
the core teachings of this dn, as well as (coming under) the foundations
of the dawah of the Prophets and Messengers. And the answers towards
these questions must first be preceded by an explanation of the reality of
governments that have a stranglehold around the necks of the Muslims.

Be mindful that hopefully Allh has mercy on you, that there is no-
one who doubts the disbelief of the Jabryah (tyrannically forceful)
governments that grip the nations of the Muslims today except those
people whose hearts are closed by Allh and He has blinded them from
the light of revelation, because their disbelief is of many kinds and has a
wide variety of different gateways, amongst which are:

1. They are kfirn from the gateway of creating laws and legislation in
addition to those of Allh for which Allh has not given permission, in
which their basic laws are national and even international, both at a local
level and to the level of the UN or the Arab League (such as: OIC,
ASEAN, etc.

) and others, which assert that the making of laws and
legislation is in their hands and the representatives of the people.

And this is the standard matter also known and classified as the
basis of the laws of the kfirn. There is no debate about this except from
people who are ignorant and who do not know or who pretend not to
know and do not want to know. Allh decrees:

2. They are kfirn from the gateway of their obedience towards the
creators of laws both local and international and others and the
gateway of ittib (following) them towards their kfir laws. Allh

This is for people who say. We will submit to you in some
affairs, and what of people who say to them (the kfirn and the ght):
We will submit to you in (your) many affairs or in all (your)
affairs,

and then they surrender their control to the creators of
laws/regulations/legislation and they approvingly accept their creations
fully.

3. And they are kfirn from the gateway of their tawwaliy (full loyalty)
towards the kfirn from the groups of the Narn, Yahd, Mushrikn,
and Murtaddn (Christians, Jews, Polytheists, and Apostates). And the
care as well as protection they offer towards the kfirn is by means of
the military, weapons, wealth, and economy, and they have even
established relationships with the societies of the kfirn in the form of
personal and aid agreements by means of personnel, wealth, verbally, and
with weapons, and they are complete in their tawwaliy towards those
kfirn, even though Allh decrees:

4. And they are kfirn from the gateway of the brotherhood that they

composed and fostered together with the kfirn from the east and the
west, their love for them, and their sympathy for them. Allh decrees:

Day, making friendship with those who oppose Allh and His

internal matters and acts of the heart, but however, because of these
affections they confirm and reveal at every opportunity, by means of acts
and utterances that are apparent and clear, and the vehicles of their
information is filled with those matters.

of Allh, supporting the mushrikn and helping them against the
auliy of Allh. Allh decrees:

Take heed of the manner in which Allh denounces as kfirn
those people who promise to help the mushrikn against the muwaidn
and promise them that they too are a part of the brotherhood of the
mushrikn merely with false promises,

those people who have together established agreements of assistance and
support to clamp down on the muwaidn, as well as really helping the
mushrikn against the muwaidn by means of pursuing them, killing
them, bringing them to trials, and imprisoning them.

6. They are kfirn from the gateway of making all that which is

by granting permission for it, protecting it, guarding it, agreeing to it, and
compromising towards it, like the institutions and buildings of rib,
depravity, adultery, as well as other arm matters. Allh decrees:

Indeed the postponing (of a sacred Month) is indeed an
addition to disbelief: thereby the disbelievers are led astray, for
they make it lawful one year and forbid it another year in order
to adjust the number of months forbidden by Allh, and make
such forbidden ones lawful. The evil of their deeds seems
pleasing to them. And Allh guides not the people, who
disbelieve.

7. They are kfirn from the gateway of making games of and ridiculing
the teachings of Allh. The granting of licenses for people who ridicule,
protecting them and making laws that grant permissions for them and
make those matters easy for them, whether in the printed media,
television, radio, , or some other way. Allh decrees:

And the gateways of kufr that they enter into and are mired in, they
do so in crowds or individually. And each and every gateway from these
gateways possesses hundreds and moreover thousands of proofs from the
Book of Allh and the Sunnah of His Messenger that point out that
they are gateways that lead to disbelief. So it is recognized as more than
just a debate for those people who argue, and this is not the place to
oblige them. However, what is meant by those matters is that there are
sufficient requirements for people who understand and confer their
knowledge that these governments are ght who follow and are
obedient towards others besides Allh .

If these matters are already known, then the answers to these
questions are that we say: That those matters are contained within the
decrees of Allh and within them He has clarified the prime purpose of
sending all of the Messengers. Allh decrees:

And verily, We have sent among every ummah a Messenger
(proclaiming): Worship Allh (Alone), and avoid
ght.

The purpose for which Allh created beings and sent the
Messengers, and a person will not to be saved except by means of this, is
that he acknowledge the Oneness of Allh alone by means of ibdah
(towards Him) and avoiding ibdah towards others besides Him.
However, therein is a most wonderful fidah (benefit), that is, that at the

time Allh speaks of Himself, the Most Almighty, He states that what
He demands is ibdah and acknowledgement of His Oneness as in His
decree within another ayh:

And I (Allh) created not the jinns and humans except they
should worship Me (Alone).

As for when Allh makes decrees about ght, then indeed He
pronounces and urges for its absolute avoidance and to remove the
restrictions of it by means of ibdah, so much so that within that matter
are found dallt (indications) that Allh loves for us to avoid ght
within all matters of ibdah and in all other matters, whether those
matters are small or large. And amongst them are not to work for the
ght even though within that work there may be nothing objectionable
therein. This is the best, the most important, and the most perfect for a
muwaid who invites mankind to disbelieve in those who are ght
and to be bar (free of, exempt) from them as well as avoiding them.

As for the laws of sharah concerning working in all instances of
these kfir governments, then we do not state that all of them are kfirn
and that all of them are arm, but that there are sections within them,
and in regards to those matters there is the adth narrated by Al Bukhr
within his a in the Book of Ijrah (hire contract) in the chapter
concerning: May someone hire themselves for work to a hypocrite in a
non-Muslim land. From Khabbb who said: I was a blacksmith and
did some work for Al ibn Wail. When he owed me some money for
my work, I went to him to ask for that amount. He said, I will not pay
you unless you disbelieve in Muammad. I said, By Allh! I will never
do that till you die and be resurrected. He said, Will I be dead and then
resurrected after my death? I said, Yes. He said, There I will have

property and offspring and then I will pay you your due. Then Allh
revealed His decree:

Have you seen him who disbelieved in Our yt and (yet) says:
I shall certainly be given wealth and children [if I will be alive
(again)],

This issue occurred in Makkah at the time when it was Drul
arby and this ayh came down concerning it, and the Prophet knew
about it and acknowledged it.

Ibnu ajar said within Fatul Br: The muannif (writer) is not
certain about the laws of permissibility, because there is the possibility
that that matter may occur in an emergency, or because its occurrence
took place before there was permission given to fight against the
mushrikn and strike them as well as before there was the command for
the muminn not to degrade themselves. Afterwards he quotes the
statement of Al Muhallab: [The ulam have designated this matter to be
makrh (detestable but allowed) that is, working amongst the
mushrikn except because of an emergency under two conditions:

1. The work occurs within what is all for a Muslim to undertake.
2. That it does not help the mushrikn in a matter that will cause
danger for the Muslims. (Fatul Br: 4/452)]

Then he quotes the permissibility of work for the kfir dhim in
their shops, wherein those people who are kfir dhim are disbelievers
who live in Drul Islm whilst being subject to the laws of Islm and
providing jizyah directly from their hands, whilst they are despicable.

And in conclusion what is said is: Actually work for the mushrikn
has been deemed makrh except when necessary or in an emergency, and
by means of those requirements there is no kind of maiyat
(disobedience, insubordination, rebellion) towards Allh .

And it cannot be said: that we have classified as arm each and
every form of work or service, but something that contains within it
nurah (help. support) or strengthening of their legislation and laws that
are invalid as well as in agreement together with them, then that is
disbelief (such as the police, the military, members of parliament, etc).
And work that contains maiyat within it is arm, whilst work that is
not classified thus, then we do not say that it is anything but just makrh.

And because we have said makrh there is concern that their
attitude will be to grab hold of the Muslims and restrain their rights
except if they desire to follow the kfirn in whatever they love and
desire, in the manner of the kfir who requested such from the companion
Khabbb about this matter and kept his wages. And furthermore,
because of concern from the emergence of kinds of familiarity and
affection because of the reason that they had consorted with the kfirn
for too long and often sat with them, to the point where the issues of Al
Wal wal Bar have been weakened and also those of love and hate in
the way of Allh. And you have seen how Khabbb , at the time he
worked for a kfir within a state of feeling noble (in his dn) and showing
his dn and not merely being mudhanah (paying lip service) to the kfir
even though under conditions of oppression. And whoever makes use of
ujjah (evidence, authoritative source) by means of narratives then he
will surely consider the state of the companion Khabbb .

This is our statement within this matter, and it is Allh who
straightens and guides to the truth. Whoever wants more then please refer
to our book: Kashfun Niqb An Sharat il Ghb.

And from the previous matter there emerges a connection as an
answer to the second matter, that is, the laws regarding following as well

as safe-guarding by the military, the police of this government, and the
institutions of intelligence, because services such as these constitute the
anr (helpers) of the government, its auliy (agencies) that support it,
protect as well as establish its throne. Because of that Allh has already
enclosed them within evil, guilt, and torment together with the ght and
its ministers. Allh decrees:

Have you not observed the hypocrites who say to their friends
among the people of the Scripture who disbelieve: (By Allh)
if you are expelled, we (too) indeed will go out with you, and
we shall never obey any one against you, and if you are
attacked (in fight), we shall indeed help you. But Allh is
witness, that they verily, are liars.

Look at how Allh intertwines brotherhood between those
people who appear to be Muslim with the mushrikn at the time those
people who appear to be Muslim whisper promises to them in order to
help them against the muwaidn. Nevertheless, Allh knows and bears
witness that they are liars in their promises to them.

So then, what
about those people who openly state that they are a part of the ght
army, are its agents, its troops, and its intelligence, as well as swear oaths
to be loyal to them, protect their kfir laws, spend late nights maintaining
and fortifying them, and moreover, may die in their way. There is no
doubt that people such as these have already relinquished themselves
from this religion (Islm), and they do not have any sense whatsoever of
the scent of taud nor are aware of the beauty of its color.

So the laws that originate for the army, intelligence, and those like
them, are that they are troops loyal to the ght, their auliy, and the
agencies that protect them. Thus, for people like that the basis of their
laws is that they have the same status as the ght, because without them
(the army, police, intelligence, and those like them) the taghut would
assuredly not be able to command and be maintained.

And because of that Shaikhul Islm Ibnu Taiymiyah, may Allh
have mercy upon him, has passed a fatw about the servants of the
limn that their status is the same as the status of the people who
commit that alim, and that it is the same within this matter for people
who, albeit slightly, help people who directly commits it according to the
consensus of the ulam (Majm al Fatw: 3/61).

So, whoever helps them in the committance of their disbelief then
their status is the same as them.

And likewise also he denounces as apostates those people who
gather together with armies who are slaves to the laws or the Yasq of the
Tartars, wherein he says in his fatw: And every person who defects to
them from amongst the commanders of the troops and the others, then
his status is the same as theirs. In the midst of them are many forms of
riddah (apostasy) from the sharat of Islm as far as can be hurled
from this sharat of Islm. If the salaf alone named people who
refuse to pay zakt as apostates, even though they carried out alt
and aum, and even though they did not fight against the jamah
of the Muslims, then what is to be said for those people who gather
together with the enemies of Allh and His Messenger and even
fight against the Muslims? (Majm al Fatw: 28/530).

Likewise also Shaikhul Islm Muammad ibnu Abdul
Wab, may Allh have mercy upon him, who classified in what
invalidates Islm those who practice disbelief: Helping the mushrikn
and working together with them against the Muslims. And he also said:
And likewise also we denounce as disbelievers those people who
beautify shirk in front of mankind and who establish and maintain
invalid doubts in order to legalize them, and likewise also people who
protect places of shirk by means of their swords, fighting by means of
their weapons to defend them, and who denounce and fight against those
people who attempt to eliminate them. (Majmat Rasil Ash
Shakhyah: 60).

Likewise also each and every person who guards ght and its
lairs, they work in order to establish the government of the kfirn, and
denounce people who seek to remove them from amongst the mujhidn
of the muwaidn, because the laws governing each and every person
who fights in the way of the ght is that they are included within the
kfirn. Allh decrees:

However, even so, we do not deny that there may be amongst the
ranks of those ght armies, people who are concealing their disbeliefs
from the ght and who are concealing their enmity towards their
invalidation, and are searching for opportunities to be out of and flee
from the ght troops and armies, in order to strive for the religion of
Allh and defend Him. Amongst them are those who are honest, who are
given guidance from Allh when they are in the service of the army,
wherein they know the truth and taud. They pronounce their disbelief
towards the ght as well as bear enmity towards the invalidity (of the
ght) by means of certain major acts that help Islm and its followers,
as well as showing enmity towards the ght, and disavowal of all their
invalidness. Or by means of getting out from those places of service and
immediately distancing themselves therefrom after Allh has bestowed
upon them guidance to the truth, and guidance to the light.

And amongst them are people who lie and claim that what they do
is for the religion of Allh, even though they are essentially and in actual
fact working in order to pocket and drive them to wherever they can sell
taud and the strongest bonds of belief for a cheap price, that is for a few
dirhams only. And how similar they are to the people in Allhs decree:

That is because they loved and preferred the life of this world
over that of the Hereafter. And Allh guides not the people who
disbelieve.

And amongst the last of these kinds are those people who lived in
Makkah after the hijrah of the Prophet , and they were absent from the
hijrah and absent from leaving the ranks of the kfirn to the ranks of the
muwaidn. This was because of their love for their homeland, their
place of living and wealth, and because that matter was more important
(to them) than religion, even though Allhs earth is expansive and they
possessed the capabilities to leave and gather together with the ranks of
the muwaidn if they desired, yet they remained quiet and stayed at
home. They felt a heaviness at the prospect of leaving their land, and
afterwards when they were at the day of determination, that is the day of
the meeting of the two armies (at Badr), then the mushrikn forced them
to leave and made those people into the most forward of their ranks, so
that when the Muslims shot their arrows, they killed some of those
people, and because of that Allh decreed:

Verily! As for those whom the angels take (in death) while they
are wronging themselves (as they stayed among the

they (angels) say (to them): In what (condition) were you?
They reply: We were weak and oppressed on earth. They
(angels) say: Was not the earth of Allh spacious enough for
you to emigrate therein? Such men will find their abode in
Hell - what an evil destination!

Allh pronounces them to be people who are lim to themselves,
because amongst the greatest of oppressions or tyrannical acts to oneself
is to prevent accompanying the muwaidn, defending them, and
gathering together in their ranks, and they instead dwell in the middle
between the mushrikn and the ranks of the apostates. It was then that
Allh revealed to us the question from the angel to us, In what
(condition) were you?, that is, in whose ranks were you and in whose
army?, as well as whose troops are you, whether the army and troops
of the ght or the army and troops of the muwaidn? They were not
in the ranks of the muwaidn, did not gather together with their troops
and also did not obstruct their troops, yet however they use as ujjah
(evidence), in the same manner as usually carried out by many people
who are misguided today, the excuse of istiaf (weak, oppressed), the
emergence and compulsion to lie. They state: We were weak and
oppressed on earth (in Makkah).

And that is the answer of every deviated person from amongst the
circle of those who have placed themselves within the army (the
apparatus) of the ght, and livelihoods, places of dwelling, wives,
parents, or children and others form the material of the life of this world
and deceit, whereas in truth Allh is the Bestower of Provisions (the
Provider) and the Nourisher. And the doors of His provisions are very
wide and whoever maintains taqw towards Allh, then He provides for
him a way out, and because of that the angel answered that their ujjah
was weak by saying: Was not the earth of Allh spacious enough for you
to emigrate therein? Such men will find their abode in Hell - what an
evil destination!.

Take note my brothersthis debate that frightens here in this vast
place, and take note of the end of this trying journey, we seek refuge with
Allh from them. Watch out for your taud all of you, and hold firmly to
that matter and do not any of you loosen that grip for money, work, or
materials and the knick-knacks of this mortal world, and any of you do
not become part of the army of the ght and the army of Ibls. Allh
decrees:

(As they denied Allhs Message) they will be a defeated host
like the confederates of the old times (who were defeated).

Then they will be thrown on their faces into the (Fire), they and
the Ghwn (devils, and those who were in error).
And the whole hosts of Ibls (Satan) together.

But rather all of you run towards Allh, bearing with you the
religion and taud of you all from each and every work and service like
that, and all of you become part of the army of Allh on taud as in the
manner of His decree:

The evidence here is that Allh does not udhur (excuse, absolve
from guilt) those people who claimed Islm at the time they died within
the ranks (of the armies) of the mushrikn, except those amongst them
who are truly oppressed from amongst the women and children who did
not have the power and did not know the way (to perform hijrah), and
Allh also does not consider to have sinned those people who killed them
and fought against them from amongst the muwaidn, but rather He
bestowed many rewards and recompense for them, whereby each and
every person who followed at the Battle of Badr possessed special
treatment and virtues. And this is similar to the destruction of Allh
towards the troops who desired to fully invade the Kabah, even whilst in
their midst there were people who did not go out with them to fight, but
only made up their numbers and others besides.

Shaikhul Islm Ibnu Taiyimah, may Allh have mercy upon him,
said within Majm al Fatw: 28/537: Allh has already destroyed
troops who wanted to render dirty His courtesies (holy land) those who
were forced amongst them and those who were not forced even whilst
He is capable of sorting amongst them, and even whilst also He raised
them above their intentions, so in what way is it obligatory for the
mujhidn of the muminn to distinguish between those people who are
forced and those people who are not forced while it is the case that they
do not know this matter?

Within this issue there is a benefit that must be considered, that is,
that those people who are amongst the ranks of the troops of the ght
army then in truth the muwaidn are excused, and moreover receive
blessings by killing those people, fighting and subjecting them as kfirn
even though they claim that they were hiding their taud and imn,
because we are commanded within the laws of this world to judge upon
what is external, and as for the internal matters then we have no way to
know that after the discontinuation of revelation.

Because of that some ulam have divided the armies of the ght
or the mushrikn into two kinds:

1. The kfirn, that is those people who fight against the muwaidn
in the form of helpers to the mushrikn/ght.
2. People who are regarded as kfirn, that is people who increase the
numbers of the kfirn alone.

With regards to that matter Shaikh Muammad Ibnu l Ash
Shaikh, may Allh have mercy upon him, said: Do not say that those
who simply gather and live together with the mushrikn will become
kfirn, but what is meant is that people who are incapable of getting out
of the midst of the mushrikn and then they are forced to go out with them
by being forced together with them (in order to fight against the
Muslims), then the status of such people is the same as their status in the
matter of killing them and taking their wealth, but not in their disbelief.
Now if they go out together with them to fight against the Muslims
voluntarily of their own accord, and they help them by means of their
physical power and wealth then there is no further doubt that the status of
those people is the same as the status of them in disbelief. (Majmat
Rasil wal Masil: 2/135).

So then beware of the places that are rushed into, and hurry to
detach oneself from the enemies of Allh, disbelieve in them and distance
oneself (steer clear of) from them. In actual fact, those people who do not
realize that in this world, then they will daydream at the time of regret
and be at a complete loss as to how to return to the world, not to perform
alt, not to pay zakt, and also not to perform aum, but rather to realize
firstly this noble fundament, that is, barah (innocent of) from the
enemies of Allh , because without that matter there is no benefit from
alt, zakt, and aum as in the decree of Allh :

for kfir authorities, mushrikn and apostates?? And amongst those
adth are:

What was narrated by Muslim in his a: (We were sitting
together with udhaifah in the masjid, and then there came a
man and he sat close to us, and it was said to udhaifah :
Actually this man likes to report many issues to the authorities,
and udhaifah said in order that it be heard: The Qattt will not
enter paradise. And also it is narrated by Bukhr - And Qattt is
in the manner as in Fatul Br: A person who looks to hear
without it being known and then conveys what it is that he has
heard. This was stated during the Khilfat (Caliphate) of Uthmn
, and if it is a person who delivered information about the
muwaidn to the Khalfah (Caliph) of the Muslims in order to
cause destruction amongst the Muslims, he will not enter
paradise, then what is to be said of a person who spies on the
muwaidn for the interests of the mushrikn in order to cement
their throne (authority) and protect their invalid laws??! There
can be no doubt anymore that this comes under helping the
mushrikn and working together with them against the
muwaidn, whilst you acknowledge their laws. And when
considering people like that in this world, please refer to what was
narrated by Bukhr and others from Salmah Ibnu Al Aqw
about the spies/informers/espionage agents of the mushrikn.

What was narrated by Ibnu ibbn, Ab Yal, and A abarn,
may Allh have mercy upon them, in Al Mujam A aghr and
others, and also Al Khab Al Baghdd,

matters from them, then do not become arf, police, collectors of
zakt, and guards (treasury). (And it is a a adth within its
sanad).

In adth from A abarn and others from Ibnu Abbs , that
the Prophet said: There will be leaders whom you will all know
and deny, and whoever opposes them they will be successful, and
whoever avoids them will be saved, and whoever associates and
mixes with them will be destroyed.

Be careful that you do not end up belonging to those people who
were destroyed and perished!

Likewise also what was narrated by Al Imm Amad, may Allh
have mercy upon him, within his Musnad and Muslim within his
a from Ummu Salmah

: Indeed later you will all be ruled
by leaders whom you all know and whom you all reject, and
whoever disavows the he has freed himself, and whoever hates
them then he will be saved, yet (those who are destroyed) are
people who have committed apostasy and followed them.

So do not any of you fall within the ranks of those people who
followcareful, do not be like that!

abarn, may Allh have mercy upon them, from Abis Al Ghifr
in a marfu adth: Hasten to die within one narration
Hasten to carry out deeds before the arrival of six matters: The
leaderships of idiots, many police, sales of laws,

Pay attention to how the Prophet has already deemed high
numbers of police as a part of fitnah (havoc) which he feared for his
community. And within the origins of this adth in actual fact the
companion (who narrated this adth) regarded that this fitnah had
already been proven in his time, and because of that contemplated death,
then what of these times wherein there is much evil and little goodness?
So all of you beware of the ways and the various deceptions of the
enemies of Allh.

Al Imm Amad, Al kim, and A abarn, may Allh have
mercy upon them, within Al Ausa Al Kabr from Ab Ummah
, that the Messenger of Allh said: There will be later at the
end of time police who will depart early in the anger of Allh, and
return in the hatred of Allh, and A abarn added: So dont
ever any of you become part of the people close to them.

This discussion has some long conversations within it, yet within
these levels are found sufficiencys for people who yearn for guidance.

And from the earlier analyses it is clear that the answer to the third
question is in front of you, because the teachings of the kfirn are one,
whether it is local or international, wherein the UN (PBB Perserikatan
Bangsa Bangsa (United Nations) or Persekongkolan Bajingan Bajingan
[Conspiracy of Rogues]) is an institute of kufr controlled by the Jews who
do not stand except to protect the interests of the kfirn, whether Jewish,
Christian, or even the mulidn (apostates, heretics). If only we did not
allow for ourselves and for our muwaidn brothers to become the army
and anr of one nation from those kfir nations and we consider it to be a
part of disbelief, then how can they accomplish such a matter for all the

other united nations? Those wherein those armies assist their resolutions,
their politics, and their decisions that arise from their kfir courts, that is,
the International Court of Justice, wherein they become troops loyal to
them and towards those kfir international laws. They set out to protect
their resolutions and defend their laws by means of force of arms and
they could be die in that way. We seek salvation and fiyah (well-being)
from Allh . This is totally unacceptable by people who possess even
the slightest of sense, let alone by people who have already smelt the
scent of taud.

Within a Bukhr, the Book of Afflictions: People who hate
the increasing numbers of people in slander and tyranny: From Abl
Aswad who said: It was prescribed necessary to dispatch troops who
were experts on Madinah, so I enrolled myself amongst them, and later I
met Ikrimah (), and I informed him of that matter, and he forbade it,
and then said: Ibnu Abbs () informed me that a number of the
Muslims before increased their numbers amongst the mushrikn against
the Messenger of Allh , and then an arrow came which hit one of the
people amongst them and killed him, and so Allh revealed His decree:

Now pay attention and it is hoped Allh has mercy on you their
prohibition was from them becoming envoys within the increasing
numbers of the people who were lim, then how about those people who
become envoys amongst troops and thereby increase the numbers of the
kfirn , the mushrikn, and the murtaddn? So be very careful that you
do not abandon your religion because it is the most expensive possession
you have, whereas besides that is heading for destruction.

This can be presented within this brief opportunity, and I ask for
Allh to make me and my brothers become amongst those who are
muwaidn, a part of those people who hear the call and follow the best
among them, in order that He strengthens us on the basis of Al aqq Al
Mubn, as well as making us part of His anr-ud dn and the people who
He has chosen, and to end our lives by means of shuhad in His way.
Indeed He is the All-Hearing, the All-Granting.

And finally our call is all praises belong to Allh, Ar Rrabbil
lamn, and prayers and blessings be upon His Propehet Muammad ,
his family, and his companions .

SUPPLEMENT

This is the third title of the material concerning the details of the
status of service within the ght government, and if it pleases, the
reader will draw their own conclusions and not be deceived by the fitnah
made up by Khairul Ghazali.

Some of the people who are ghulw (excessive, exceeding bounds)
have already denounced all of the PNS as kfirn, by claiming that all of
them have sworn oaths of loyalty to the laws of the ght, by virtue of
the provisions of law relating to the oath undertaken by the PNS, and this
opinion is wrong. Because in Islm there is the provision for
substantiation according to what is shariy (lawful, legitimate,
legal), that must be held to by a person who intends to condemn
another person, wherein at the time we explained that the oath of
loyalty to the ght laws is major kufr and those people who carry
it out are kfirn, then this (such a statement) is in relation to the
context of dawah and tadhr (warning, cautioning) from falling into
kufr, whilst the context of takfr (charge of disbelief) is to individuals and
so it is necessary to have proof that is shariy against him; while the
uruqul ithbt (establishment or verification of proof) in order to
denounce such a perpetrator as kfir, is dependent upon two
matters. Firstly, ikrr (pronouncement, recognition by the
perpetrator that he indeed had sworn loyalty towards the ght
laws) or secondly, the witness (testimony) of two just male
Muslims who directly saw (eyewitnessed) or heard that person
giving his oath of allegiance to the ght laws. Now if either one
of these two matters is not present then it is not all for us to
denounce so-and-so from the PNS as a kfir, and even while he is

outwardly Muslim yet his true essence was to swear an oath of
allegiance to ght laws. However, his kufr cannot be proven
before us by means of shariy proof (that is, his
acknowledgement or the testimony of two just Muslim males), so
he is a kfir before Allh but has the status of a Muslim
according to worldly laws (that is, before us). As an example of
this: Within Islm the penalty for a person who commits zin
muan (Adultery whilst married - Muan is when the person who
has had intercourse (has copulated) is within a legitimate marriage,
that is, hafah (by entering into a judgement [contractual
acceptance]) or by qadar (that which is commensurate with) in
qabl (acceptance, willingness)) is to stone him, if the person is
already married and then carries out adultery. Yet however, it (the
act of adultery) is only witnessed by three male Muslims, and at
the time it is brought before a Muslim Q (judge), and the
accused man does not acknowledge his adultery and the witnesses
are only three in number, then he is free from the accusation of
adultery and from its penalty. This is because there are only three
witnesses and there must (by law) have been four male Muslims who
witnessed it. Here he is freed from the charge of adultery and his
penalty is in accordance with the earthly laws that Allh has put into
effect in this world, but he has in essence in front of Allh committed
adultery for which he will receive punishment for in the Hereafter if
Allh does not forgive him. So then also, are the laws for accusation of
disbelief. Shaikh Abdul Qdir Ibn Abdil Azz may Allh free him
and return to us and with him is the truth said: My remarks on the
rules of takfr - : Which has been proven against him (in accordance
with) shariy proof. That is, whatsoever words or deeds that causes
him to be considered a disbeliever because they are disbelief. And the
explanation for that is that it falls within rules that cover enforcement of
earthly laws that are based upon what is hir (manifest, apparent,
external), that is, that the mukallaf (the one charged) is not to be
penalized because of something from his words or actions under earthly
laws, except if proof against him for that matter is tantamount in the
manner already exemplified within the sharah, by means of shariy

proof amongst which is ikrr (self acknowledgement) and the testimony
of witnesses and the number of witnesses varies depending upon the
matter. If the words or deeds are not proven against the mukallaf by
means of a (sound) shariy proof, then the words or deeds that would
condemn him as a disbeliever must legally be considered non-
existent, even though in essence they exist. Whoever performs adultery
but that adultery is not proven by means of the correct methodologies for
ascertaining proof, then he is considered not to have committed adultery
according to shariy laws but he has committed adultery in truth and
Allh will confer punishment upon him for his actions, except if he
is forgiven through repentance or by comparison (goodness and badness)
or by means of shafat (mediation, intercession).

Now riddah (apostasy) that is to promote words of disbelief or
perform actions of disbelief can be proven with either one of these
two methods: by means of ikrr, that is self-acknowledgement from
the perpetrator or by means of two just male Muslim witnesses. This
is the format for the jumhr madhhab (assembly of scholastic orientation)
of the ulam, and there are none of them who are in disagreement
except Al asan wherein he requires four witnesses for proof of riddah,
because the penalty for it is death, and so he has undertaken qiys
(analogized) with zin and Ibn Qudmah has argued that the reason for
witnesses (4 rather than 2) in the case to zin and not for the laws of
death which to be based upon it, is because the nib (minimum) number
of witnesses (4) is itself required within proving zin ghair muan
(adultery committed by an unmarried person), whilst there is no law of
death within it and so it is clearly different. (refer: Al Mughniy Maash
Sharil Kabr 10/99).

Within the fulfillment of witness testimony for riddah there must
be details as stated by Al Qdiy Burhn ad Dn ibnu Farhn Al
Malki: And do not accept the testimony regarding the general concept
(mujmal) of riddah, like the statement of the witnesses: So-and-so is a
kfir or murtadd, as there must be some details of what they heard and

what they saw from him because of disputes concerning takfr (the
pronouncement of disbelief). It could be that they are convinced of the
disbelief of something that is not disbelief. (Tabiratul ukkm,
2/277).

Is riddah proven by means of istifat, that is, the testimonies of a
number of people without directly having heard or seen from the
accused? Within it there is disagreement, Ibnul Qayyim, may Allh have
mercy upon him, said: The legal verdict by means of istifat is ranked
as mutawtir (successive) by ad. Istifat is best known as that speech
of mankind and which is circulated amongst them. until he said that
it (istifat) is stronger than having received the testimony of two
people. (A urq Al ukmyah, Ibn Al Qayyim, published by
Madniy, p.212) and can also be referenced in Fatul Br 5/254 and
Majm al Fatw, Ibn Taimiyyah, 35/412-414.

Amongst the examples of riddah by means of istifat is the event
narrated by Ibnu Kathr, may Allh have mercy upon him, within his
tarikh of the trajedies in 741 H, wherein he said: Later on Tuesday the

of Dh-al Qadah, Uthmn Ad Dakkiy was invited to Dr As
Sadah and he was confronted in front by the umar and the quh
(chiefs and judges) and he was asked about flaws in testimonies, and he
was unable to and unauthorized in regard to that issue, and so the verdict
was upon him. Later Al Qdiy Al Mlikiy was asked about the verdict in
front of him, and he praised and lauded Allh and made blessings upon
His Messenger , then he passed the verdict that he be killed even though
he had repented. So that person was taken and decapitated in the horse
market in Damascus and publicized. This is the recompense for a person
who follows the understandings of ittidyah (unionists - belief that one
is in union with Allh) and that day was witnessed (by many people) at
Dar As Sa'adah and attended by many government figures and shuykh
and also our teachers, Jamlud Dn Al Mizziy Al fi, Al fi Shamsud
Dn Dhahabiy and both of them spoke and were very encouraged by this
matter and both of them witnessed the heresy of that person by means of
istifat. And likewise also Shaikh Zain-ud Dn the brother of Shaikh Ibn

Taimiyyah and also three qdiy of Al Mlikiy, Al anafiy, and Al
anbaliy issued and implemented that verdict within their assemblies and
they attended the beheading of that man, and I witnessed this directly
from start to finish. (Al Bidyah wan Nihyah, 14/190).

This is the manner in which to prove riddah within the earthly laws
and sometimes a particular person (muayyan) who is in essence truly a
kfir, yet that disbelief of his cannot be proven within the earthly
laws, then this is his reckoning to Allh (on the Day when all secrets are
revealed, and all at once for mankind there is no strength whatsoever
and also no helper) and later if he dies in a state of disbelief without
repentance, then he will assuredly enter Hell and remain there forever
because Allh does not forgive the holding of partners with Him (shirk).
And not every kfir is by law in truth able to be proven to be a disbeliever
within the laws of justice upon this earth. This issue is explained within
the following four illustrations:

A. If a person conceals the conviction of his disbelief, which he does
not display (make evident) within actions or speech, that alone is
disbelief with conviction like denying the Day of Resurrection, so
he is extrinsically Muslim, but however, he is in truth essentially a
disbeliever. He falls within the ranks of the munfiqn by virtue of
major hypocrisy. And regarding these Ibnu Taimiyyah said: If they
conceal their hypocrisy and do not say it then they are munfiqn as
in Allhs decree:

The hypocrites fear lest a Srah should be revealed about
them, showing them what is in their hearts. Say (to them): (Go
ahead and) mock! (towards Allh and His Messenger ) But

This ayh illustrates that such hypocrisy is within their hearts and
is not the least bit visible via extrinsic words and deeds.

B. If a person indicates his words and deeds of disbelief but there is
no-one who sees them, then he is by law extrinsically Muslim yet
he is in truth essentially a disbeliever. And he falls within the ranks
of the munfiqn by virtue of major hypocrisy. And this and the
previous entry are encompassed by the decree of Allh :

And among the bedouins round about you, some are
hypocrites, and so are some among the people of Al-Madinah,
they exaggerate and persist in hypocrisy, You (O Muammad
) know them not, We know them. We shall punish them twice,
and thereafter they shall be brought back to a great (horrible)
torment.

C. If a person indicates his words and deeds of disbelief and this is
known by many people, but it is not witnessed by them except by a
single male or small child or a woman, then the actions of this
disbeliever are not proven about him, because the nib of
witnesses was unfulfilled regarding the riddah of that person, with the
result that he is Muslim according to external laws but in fact a
disbeliever in essence. However, it is permissible for a judge to

bestow sanctions upon the accused (to penalize him with laws that
are less than add [fixed punishments] such as imprisonment or a
lashing or some other form) dependent upon the strength of testimony,
for example if the only witness is an ulam who is just and a.
(refer: Tabiratul ukkm, Ibn Farhn 2/281).

And this third illustration was the majority of the munfiqn in
the time of the Prophet , whereby in actual fact they pronounced their
disbeliefs amongst themselves yet each of them did not bear witness
against another regarding those matters, as in the manner stated by Ibnu
Taimiyyah: They continued to uphold a demeanour of nifq within their
hearts and did not display their riddah, but they uttered hypocrisy when
together with specific people. (Majm al Fatw 13/54).

Sometimes they were overheard by a male Muslim and he testified
as to what he had heard, but that was insufficient as proof. In the manner
of Zaid ibn Arqam who testified that Abdullh ibn Ubay had said:
Surely if we return to Madinah in truth the people who are strong will
drive out the people who are weak therefrom, as confirmed within his
A a. Even though in actual fact, inspiration justified Zaid but the
Prophet did not punish them on the basis of inspiration but by means of
shariy proofs and because many of the utterances of the munfiqn were
mutamal (tolerable) by Allhs will and unclear as in the decree of Allh

Had We willed, We could have shown them to you, and you
should have known them by their marks, but surely, you will

While the words tone of their speech were what was known
about their meaning and they were not explicit, as told by Al Qurubiy.
And by these means do the ulam answer as to why the Prophet did
not kill the munfiqn? So Ibnu Taimiyyah answered: That the majority
of them did not utter disbelief which can be proven of them by proof, yet
however, they displayed Islm (in appearance were Muslim), whereas
their hypocrisy could sometimes be known by utterances that were heard
by a male Muslim who would convey what he had heard to the Prophet
, and they would swear by Allh that they did not say or they did not
swear that they had said that. And sometimes it was known from what
was visibly absent from their attitudes in alt (in jamah) and jihad, as
well as their objections to zakt and their displays of dislikes towards the
laws of Allh, even though the majority of them can be known from the
metaphors of words until he said then those munfiqn always
display and swear that they are Muslims, and they always make their
oaths into shields. And if this is their situation, then it is impossible for
the Prophet to apply udd on the basis of knowledge, nor with the
news (from) someone, nor from inspiration and nor by means of dalil
(proofs) and shawhid (evidence) until what is required for add is
proven by means of the testimonies or acknowledgements - until he said
so he did not kill them even though they were kfirn because they did
not display their disbelief according to the requirements of sharah. And
this was proven by the reality that he never condemned (istibat) them in
a tayn (specific, stipulated) manner, even though he had already been
informed that the best position (to be taken) for people proven to be
munfiqn and zandiqa (atheists) was that they be ordered to repent in
like manner to those who were proven to be apostates. Then if he
repented (it would be accepted) and if he did not repent, then he was to
be killed even though it did not materialize itself to us that he had
condemned a specific person from them, and it was unknown that that

disbelief and apostasy were not proven towards a specific person by
means of proof that required him to be killed like a murtadd, and
because of that their extrinsic issues were accepted and we submit their
secrets to Allh. If this is the situation of a person whose hypocrisy is
apparent without there being legitimate proof, then what of the situation
of a person whose hypocrisy is not evident? (As rimul Masll: 355-
357).

Al Qdiy ya, may Allh have mercy upon him, said: And the
inner matters of the munfiqn are hidden whilst his decision is based
upon what is extrinsic and the majority of their utterances are only the
secret utterances of a person amongst them together with his friends
and they swear towards him that if their utterances are reported they
will deny them and swear that they did not say that, even though they
have already uttered utterances and words of disbelief even in speech
and with this our Imm, may Allh have mercy upon him, answered this
question. And he said: Possibly it is unproven to him from their
comments what was already reported and only quoted from a person and
not enough to be raised as testimony within this matter, like that of a
child or a slave or a woman, since blood cannot flow without there being
the testimonies of 2 just male Muslims till he said and likewise also it
was said by our companions (same madhhab) in Baghdd: Indeed the
Prophet did not kill the munfiqn on the basis of his knowledge about
them and there did not come (one single proof that indicated this) that
already was proof against those munfiqn, and so because of that he left
them alone. (Ash Shif, Al Qdiy ya 2/961-963, published by Al
Halabiy).
And also with that, Ibnu Taimiyyah, may Allh have mercy upon
him, answered concerning the saying of the Prophet , Let (him be), so
that people do not say that Muammad killed their companion, at the
time Ibnul Khab was about to kill Abdullh Ibnu Ubay because of
what had been witnessed by Ibnu Zaid Ibnu Arqam (Narrated by Bukhr
No. 4905), then Ibnu Taimiyyah said: And that which caused the
Prophet to prevent killing them was what he stated, that is, the talk of
people who would say that he had killed his companions, because their

hypocrisy was not proven to him by means of legitimate proof and they
also swore that they did not utter such, but rather its is only known from
inspiration and the information of Ibnu Zaid Ibnu Arqam. (As rimul
Masll: 354).

Al Qdiy ya, may Allh have mercy upon him, said: If
supposing the Prophet had killed them because of their hypocrisy and
whatever was apparent from them as well as because of jis knowledge
about what it was they kept hidden amongst themselves then surely that
would have been an opportunity to obtain the subject of (their) speech
and surely the doubters who sat on the fence and surely the dissidents
would spread the issue and surely many who felt fear from accompanying
the Prophet and from embracing Islm as well as surely making claims
and external enemies expected to be killed only because they were
enemies until he said and this is the different to extrinsic laws against
them such as for zin, murder and the like because these matters are
evident and mankind is the same in terms of their knowledge. (Ash
Shif 2/964, published by Al Halaby).

D. If someone outwardly pronounced their words and deeds of disbelief
mukaffir and he himself confessed to it or two or more just
male Mulsims witnessed it or the issue was well-known within the
community, then these acts of mukaffir are proof against him in
accordance with legitimate a lines of proof, but still it is not
enough to be able to denounce him as kfir until it is reviewed
alongside legal hurdles.


These are the four situations for people who are in truth
extrinsically disbelievers, but their acts of mukaffir are not proven
against them in terms of earthly laws, except in the course of one
situation.

This is that which is related to legitimate proof and here are its
benefits:

What about a person who knows of the disbelief of someone, can
he be considered a disbeliever as in the illustration of C earlier
notwithstanding disbelief cannot be established against him by legal
means?

The answer: Yes, and it is even obligatory on him to denounce
that person as a kfir but with two conditions:

Firstly: The stated person possesses the wealth to denounce by
himself or by means of requesting a fatwa from another person in order
that between what is disbelief and belief can be differentiated and in order
that the position of law (regarding this matter) be seen.

Secondly: He did not sanction by means of sanctions that were
thw right of Allh such as what is permissible of blood and wealth so
that it does not become liable by law for this reason because there is no
legitimate proof or otherwise. And supposing this matter was permissible,
then surely it would give rise to confusion or disorder in the matter of the
permissibility of the blood or wealth by mere allegations. However, he
is punished by penalties under that, such as being distanced from, not
marrying him, not performing alt for him when he dies and others.
Shaikh al Islm Ibnu Taimiyyah, may Allh have mercy upon him, has
already stated this in Majm al Fatw 24/285-287. And Ibnu
Taimiyyah, may Allh have mercy upon him, said - about the munfiqn:
At first, the Prophet performed alt for them and asked forgiveness
for them until Allh forbade him from those matters. He decreed:

And never (O Muammad ) pray (funeral prayer) for any of
them (hypocrites) who dies, nor stand at his grave. Certainly
they disbelieved in Allh and His Messenger, and died while
they were Fsiqn.

Whether you ask torgiveness for them (hypocrites) or ask not
forgiveness for them ... (and even) if you ask seventy times for
their forgiveness ... Allh will not forgive them, because they
have disbelieved in Allh and His Messenger. And Allh guides
not those people who are Fsiqn.

He after that did not perform alt for them and also did not
aske forgiveness for them yet their blood and wealth were
safeguarded (mam - sacrosanct), and what is not all from them
does not justify what he has made all for the kfirn who do not
make apparent that they are muminn but rather make apparent
disbelief and not faith. (Majm al Fatw 7/212-213).

Whereas the proof for denouncing an individual as a kfir towards
others is if he acknowledges his own disbelief. Allhs decree:

And put forward to them the example of two men; unto one of
them We had given two gardens of grapes, and We had
surrounded both with date-palms; and had put between them
green crops (cultivated fields etc.).
Each of those two gardens brought forth its produce, and failed
not in the least therein, and We caused a river to gush forth in
the midst of them.
And he had property (or fruit) and he said to his companion, in
the course of mutual talk: I am more than you in wealth and
stronger in respect of men.
And he went into his garden while in a state (of pride and
disbelief) unjust to himself. He said: I think not that this will
ever perish.
And I think not the Hour will ever come, and if indeed I am
brought back to my Lord, (on the Day of Resurrection), I surely
shall find better than this when I return to Him.

His companion said to him, during the talk with him: Do you
disbelieve in Him who created you out of dust, then out of
Nufah, then fashioned you into a man?

The first person who disbelieves because of doubt in the Day of
Resurrection (And I think not the Hour will ever come), whilst the
other person considers him a disbeliever because for that reason even
though there are only two of them as Allh has decreed. And
examples such as this amongst the salaf are many and amongst them is
the pronouncement of disbelief by Ash Shfiiy upon af Al Fard in
a council discussion (debate) please refer to Ash Sharah the work of
Al Ajiriy: 81 and Shara Ul Itiqd Ahlis Sunnah wal Jamah by
Abl Qsim al Lalikiy 1/252/253. And Ibnu Taimiyyah, may Allh
have mercy upon him, was of the opinion that Ash Shfiiy did not
declare af Al Fard to be a disbeliever, but only that of absolute
disbelief towards his statement but that proved to be true from the
information they both had was different to what was said by the Shaikh
ul Islm. Please refer to the statement in Majm al Fatw 23/349.

People who call others disbelievers are not permitted to force or
compel other Muslims by denouncing them whilst there is no proof of
such about them and whilst there is no legitimately acceptable, a
proof of the disbelief of a disbeliever.

However, a person who declares another person to be kfir is
permitted by other Muslims to be followed if he is a person who
understands and is thiqah (reliable, trustworthy). And an example of
this is the taqld (unquestioning adoption, acceptance) of Umar ibn Al
Khab to udhaifah Ibn al Yamn in the matter of not performing
alt for a person who udhaifah knew of their hypocrisy with the
notification of the Prophet towards him. (Refer Majm al Fatw
7/213 and Kitb al Umm from Ash Shfiiy 6/166).

And is it permissible for a person who knows of the disbelief of
a person (previously, ed) and he disseminates this (information)
amongst mankind (throughout the community) if that kfir (in
question) hides his disbelief?

The answer: Yes, moreover it is obligatory because of the fear of
its danger, primarily if the kfir in question calls to bidah or belongs to
people from whom knowledge is obtained or he desires to marry a
Muslimah and other such reasons because religion is advice
(admonition). And in regard to this matter Al Qdiy ya, may Allh
have mercy upon him, said: If the person(s) to whom these matters are
leveled falls within the ranks of people who appear to have knowledge
taken from them or are narrators of adth or give fatw on various
matters, then it is obligatory on people who hear of this to disseminate
what he has heard from him and to warn mankind of him as well as
bear witness against him about what he has said and it is also
obligatory for a person who receives that information from amongst the
Imms of the Muslims to denounce him, explain his disbelief and to
explain the damage and danger of his words for the Muslims as well as
a form of fulfilling the rights of the leaders in the steps of the Messengers.
And likewise also, if such a person is from amongst people who like to
give lectures to the community or teach children. Because this kind of
person by his nature, more than likely will deliver those matters into
their hearts, and so it is obligatory to be ever vigilant regarding those
matters, because of the rights of the Prophet and the rights of his
sharah. (Ash Shiif 2/997-998).

This is what is related to the legitimacy of shariy namely:
proving the occurrence of disbelief from the perpetrator by means of
proof that is a. (From Kitb Al Jam, juz 8 at the beginning of
chapter 7 which I translated with the title Al Iman Wal Kufr, Thawbit
Takfr, pp. 49-58).

So do not in any way declare as a disbeliever a person from the
PNS who is not proven to be a disbeliever by means of legitimate proof

(that is, self acknowledgement or the testimonies of two just male
Muslims). It is hoped that you distinguish the context of dawah and
tar (preparing) from that of declaring disbelief as in the context of
takfr (to declare an individual as a perpetrator of disbelief).

And it is hoped that those activists of taud and jihad possess the
zeal and militancy for the highest dawah, and do not let it be that that
zeal is limited to declaring as kfirn those perpetrators of shirk without
continuing on to give dawah to those people who have alreay fallen into
that shirk in order that they can return to taud and Islm.

It is good for the Mulsims to study this knowledge, so that they do
not become stuck in the portals leading to ghulw (exceeding the proper
bounds, excess), that denounce as kfirn those people who according to
sharah have been pronounced Muslim or are trapped in the portals of
tafr (neglect, negligence) or irj (attribution) that punish the Islm of a
person who in a shariy manner has been denounced as a kfir. And it is
hoped that it is known that that disbelief has many forms and its various
levels have stipulations that are different to each other in terms of
requirements and conditions of their disbelief, which if they are confused
with each other then there will arise lame and erroneous conclusions.

CLOSING

When, in truth, this ght government feels incapable of facing
and breaking the proofs of Allh that expose their disbelief before
mankind as carried out by the callers to the dawah of tau, then they
flee from the resistance of proof upon proof to the foul treason and fitnah
that they address to the those callers to the dawah of tau. Those
ght by making use of their paid slaves, who seek out the world and
popularity at the expense of the honor of Islm and the callers to taud,
always associate improper and indecent events to the dawah of taud
and its callers. They accuse and charge that the dawah of taud is
always behind the incidents of bombing and robbery that occur.

For example, Nasir Abbas (a stooge for the Detachment 88, anti-
Islm and jihd) slandered me in the case of the robbery of CIMB Bank
in Medan on TV ONE, even though the head of Densus 88 at the time
(Tito Karnavian) knew that Nasir Abbas was lying and falsely accusing,
because the one who was handling my case in 2004 was the AKBP (Ajun
Komisaris Besar Polisi Adjunct High Commisioner of Police) Tito
Karnavian who certainly knew the names of people connected with me by
Nasir in the case of the CIMB was only the cheap slader of Nasir Abbas.
Until now Nasir Abbas does not want to ask forgiveness for his slander
and from his other crimes towards Islm and the Muslims.

Also at the time there was the case of the book bomb and now it is
known who its perpetrator was, with courage a person by the name of

Farihin, with the accusation at that time leveled at me in Detik.com,
which after I protested they apologized to me.

Furthermore, at the time of the occurrence of the bomb in Cirebon
at the police headquarters of this ght government, it was stated that I
had a connection with that, whereas that was only lies. And so on and so
on with every event having a connection to me, with the reason that the
fruit of the understanding of taud is to denounce as kfir the ght and
its police. The purpose of this fitnah is in order that antipathy is
inculcated within the Muslim community towards the dawah of taud
and those who call to it seek to dismantle and destroy the disbelief and
polytheism of this government. Wherein this ght government is
incapable of distancing the community from the dawah of taud that
continues to spread amongst the younger generation who desire glory for
this Islm except by means of fitnah and false accusations.

Because of that it is obligatory for the entire Islmic community to
disbelieve whatever accusations are made by the ght government and
its lackeys towards the callers to Islm, because Allh has decreed:

O you who believe! If a rebellious evil person comes to you
with a news, verify it, lest you harm people in ignorance, and
afterwards you become regretful to what you have done.

If its the case that information obtained from a mufsiq alone
cannot be accepted or believed and what is more it is obligatory to
examine it beforehand, then what is to be said about the information that
emanates from a ght government and its kfirn henchmen relating to
the honor of the dawah of taud and its callersthen it is even more of

an obligation not to believe it. However, unfortunately, many of the
Muslims or even figures from within Islmic organisations swallow what
is conveyed by the apparatus of the disbelieving ght regarding the
honor of Muslim brothers and sisters, even to the point where more than a
few of them follow in the accusations of brothers and sisters in Islm
only on the basis of reports from the kfir police and the idle boasting of
the observers who seek popularity at the expense of other people.

The Messenger of Allh once forbade the Muslims from
accepting the reports and testimonies of opponents against opponents in
this saying:


The testimonies of men and women who are treasonous is
unacceptable, and also the testimonies of people who are
spiteful towards their brothers. (Narrated by Amad and
Ab Dwd)

If its the case that people who are mutually spiteful towards each
other from amongst the Muslims, and the testimonies of those who
oppose each other are not accepted, then what of the issue with the
reports and testimonies of the apparatus of the kfir ght towards those
who call to Islm? This despite the fact that the yt of Al Qurn have
emphasized that the kfirn are the enemies of the Muslims, as in the
decree of Allh :

Because of that it is arm for the Muslims to believe the reports
and expklanations of the ght apparatus in matters related to brothers
and sisters in Islm.

When some of the people whose thinking is shallow or superficial
hear the dawah of taud that pronounces disbelief in ght and in that
of the supporters of such a system, allege that this kind of thinking is
automatically connected to suicide killings or bombings of the kfirn,
even though that is not the problem, because there are so many
consequences in denouncing as kfir this government that is obligatory to
be effectuated by every Muslim regarding this matter. Wherein after the
Muslims know that this government is kfir and that the military as well as
the police are kfir, then it is arm for the Muslims to be loyal towards
them, arm to give salms to the ght and their helpers, arm to
marry them, arm to praise them, arm to eat of their sacrifices, arm
and not proper to perform alt in congregation with them, arm to seek
judgements from their institutes of law as well as other consequences
therefrom that can be carried out by every Muslim person. Leave aside
the charges of murder or suicide bombings as the reason for denouncing
as kfir the ght and their helpers, because those matters have and
involve strict conditions and considerations and other issues to be taken
into account, and wherein these charges are always touted by the ght
against the dawah of this taud. Whereas in reality, it is specifically the
ght and its henchmen who more to the point and mor often carry out
the killings of the Muslim brothers please, ask Densus (Detachment)
88, anti Islm and jihad, how many brothers of taud they have killed?
And how many people they have tortured until death? Assuredly thye
would present thousands of reasons for those acts because they feel that
they as rulers of the nation should not be under suspicion or questioned,
and because their deeds of persecution will always be legitimate because
it is they who possess the law. This is in contrast to the activists of taud
and jihd who indeed have been branded as enemies of their government,
and so all of their actions will always be held to be wrong and
blameworthy, and even those who do not contravene or break the law will
be connected with people who breal the law if they have it in their minds

the importance it is to arrest them or to tarnish their names. That is the
philosophy of jungle law and the logic of dominance la Niccol di
Bernardo dei Machiavelli,

wherein the actions of the ruler will always
be considered (deemed as, designated as) to be vaild regardless of
whether they are wrong or not, and the actions of their enemies will
always be considered wrong and faults will always be sought after in
order to attach blame to them, and is that not unlike the police?

Niccol di Bernardo dei Machiavelli was a kfir from Italy who was born in 1469 M, and he got involved in
politics for some 14 years and then he left his political position. He then remained alone in his house located on a
farm and specialized in history. Afterwards he poured forth a summary of his poliotical experiences and
observations in a book entiled, Il Principe (The Prince). He died in 1527 M leaving behind his book which is
considered by modern politicians as their greatest guidance. And critical scholars and students are of the opinion
that that book is the school from which the majority of the modern day leaders pass through as well as the source
of their commitment and methodologies, even though in actual fact it brought nothing new within it, but rather its
undertakings were to gather together what formed the smatterings of the individual actions of western leaders and
their commanders from the Middle Ages. He wrote down and displayed the secrets of their souls as well as the
representations of their politics. Within it he describes what he considers to be the major rules that contribute to the
success of a leader in authority, as well as what affirms the pillars of their authority without binding themselves to
considerations of morality or any form of religion because he had truly separated politics from the norms of
morality.
And amongst its principles and foundations were:
Suspicion towards the community
Desistance from the nobility of morality and ethics
Disconcern for contempt, whether it be tyranny or treasonable conspiracies or the shedding of blood or
the strangulation of freedom
Hypocrisy, because this quality guarantees for them (leaders) the continuance of authority
Breaking promises that are unfit for the leader in order to maintain agreements if they collide with their
interests
Behaving badly
Being miserly
Creating a pretext from a number of people to guard him (the leader) from trhe anger of the community
by means of implementing upon them obligation(s) that are hated and detested by the community, and
when there is any good from it then it is claimed for himself and when there is bad from it it is blamed
upon the community. And he must make this pretext popular by means of making allowances for them
and facilitating for them ways of luxury and wealth. And there are no obstacles when there is danger and
emergency conditions and he plays the role of the savior to his community, by replacing those
pretexts or removing them if needs be, and that is the peak of perspicacity.
And amongst the most important of all of those issues was heedlessness or looking at the ends and
means, noble or otherwise, because once the leader has carried them out he will become noble, and
whatever way the peak of his badness was still mankind will clap their hands for him as long as he
is the leader who continues to sit cross legged upon the throne. And everything that is used by the leader
forms ways to achieve his purpose and so he is only ever valid even though essentially in truth he
is contemptible and denigrated. And this is commonly pronounced with the expression the ends justify
the means. (Translation of Al Qaulun Nafs by Shaikh Ab Muammad im Al Maqdis, which I

ADVICE

I also advise those activists of taud and jihd not to carry out
actions that are counterproductive for the call to taud and jihd itself,
and that consideration for all actions should be upon the scales of
legitimacy and heed to the reality of our lives within that legitimacy.

I advise those observers who like to make cooments without proof
but only on the basis of supposition and presumption that they fear Allh,
the Lord of the Universe, and it is hoped that they guard their tongues
from carrying out presumptions of accusation in the event of a specific
person or group without facts and proof, because such accusations harm
other people without basis, and would yoo personally desire to be accused
without clear cut facts or proof? The Messenger of Allh said:

.

And whoever accuses a mumin of that which is not of him,
then Allh will certainly place him within radghatul khabl
until he is bale to get out of what it is that he said. (Narrated
by Al Imm Amad and Ab Dwd)

Radghatul khabl is the fluids and pus that emanate from the
inhabitants of Hell.

My advice to Khairul Ghazali and people like him, is that they fear
Allh and always remember that there will be a Day of Recompense
wherein the ght and those who they care for will free themselves from
their protectors, and let them remember that their actions will bring about
the wrath of Allh by means of proof that the ght allowed their actions
and vended them to humanity by distributing them all around, and
disseminating their works everywhere. This despite the impossibility of
will of Allh lining up with the will of the ght, and it is hoped that it is
remembered always that what is invalid will soon disappear despite it
becoming popular because of the role of ght, and as for Al aqq it will
penetrate and reside permanently on the earth despite all the efforts
against this happening. So please Khairul Ghazali can enjoy the moments
he attained from the role of that ght, because after that will come
recompense for that from Allh , if they do not ask for forgiveness
before death arrives.

And finally my advice to all of the apparatuses of the ght is for
them to immediately seek the forgiveness of Allh and desist from their
kfir services and agencies that fight against Allh and His Dn. Do not
be deceived by those ulam s who recognize your Islm, because they
are sycophants and deceivers of the community and fraudsters towards
you all. Do not fear the absence of worldy fortune if you leave the
employ of the kfirn, because the blessings of Allh are many fold.

not its own provision! Allh provides for it and for you. And He
is the All-Hearer, the All-Knower.
