ScaffoldSpecificationWorkingGrouptoimprovethequalityofthescaffoldstructureserectedon
constructionsitesandotherworksofengineeringmaintenanceandwithinaccordancewith
currentlegislation,guidanceandprotocolandinturnminimisetheriskofaccidentorinjuryto
operativesworkingonornearthescaffoldandthegeneralpublic.

Thisdocumentisintendedforusebyanyundertakingthathasresponsibilityforthe
management,use,monitoringandprovisionofscaffolding.

Thisdocumentisformattedinatemplatestylethatwillallowsuchbusinessestoeasilyadopt
thisformat.Werecognisethatsomebusinessesmayhavetheirownpreferredmethodfor
distributionofthecontentandassuchthisdocumentisdeliberatelyinaneditableformatto
allowforlocalvariationsofdistribution,e.g.hardcopy,digital,onlinesoftwareetc.

Theguidehasbeenwrittenontheassumptionthattheexecutionofitsprovisionsisentrustedto

1. APPLICATION

Thisspecificationidentifiestheminimumrequirementsandstandardsforallscaffolding
andedgeprotectiondesigned,erected,altered,inspected,usedand/ordismantled.
Thisspecificationmaybeenhancedbyanindividualcompanysspecificscaffolding
policyandbranding.

Hoists,Ladders,StepladdersandPodiumStepsarenotincludedaspartofthis
standard.

1.1. TubeandFittingScaffolding

Thisappliestotraditionalsteeltubeandfittingscaffoldsandincludestheuseof
systemtypecomponentssuchasReadylokorEasifixtransoms,extending
transoms,steelandaluminiumladderbeamsandunitbeams.Allsuch
componentsmustbeusedinstrictaccordancewiththemanufacturers
instructions/designguidance,andtheinformationsuppliedtositeupon
request.

1.2. SystemScaffolding

Alltypes/brandsofSystemsScaffoldingusedonsitemustconformtothe
relevantBritishandEuropeanStandardsBSEN12810/12811.Theleadhandofa
scaffoldgangusingsystemsscaffoldingmusthavesuccessfullycompletedthe
relevantCISRSSystemsproducttraining.CISRSScaffoldersorTraineeoperatives
willbeable,asamemberofthissquadtoerect,alterordismantlethis
equipmentunderthedirectsupervisionoftheCISRSsystemsqualifiedoperative
priortothemcarryingouttherequisiteCISRStraining.

1.3. LightweightMobileTower

Anominatedpersonispermittedtoerect,inspect,use,move,alterand/or
dismantlealightweightMobileToweriftheyarecompetentandholda
recognisedqualificationspecificallyincludesmobiletowers.

Mobiletowersmustbeinspectedasoftenasisnecessarytoensuresafety.
Recommendedbestpracticeisthattheybeinspectedandareportmadebya
competentpersonafterassembly,orsignificantalteration,andbeforeuse.
Thereafter,theyshouldbeinspectedasoftenasnecessarybutatleastevery7
days,orafteranyeventlikelytohaveaffectedstabilityorstructuralintegrity,
suchasadverseweatherconditions.But,thereisnoneedtoinspectand
reporteverytimethemobiletowerismovedatthesamelocation.

3. COMPETENCE
3.1. ScaffoldingCompanies
3.1.1. ShouldbefullandregulatedmembersoftheNASC.
3.1.2. Theymustmaintaincurrentinsurancesofaminimumof10millionfor
EmployersLiabilityand5millionforPublicLiability.
3.1.3. Theymustbeabletodemonstratethattheyhavecompetentsupervision
(e.g.CISRS5dayScaffoldSupervisortrainingcourseandholdaCISRS
ScaffoldSupervisorcard).
3.1.4. AqualifiedCISRSScaffolderorCISRSAdvancedScaffolderworkingwithin
hiscapabilityissuitablyqualifiedtoleadthescaffoldoperationswithina
gang/squadofscaffoldersandtodirectthepracticaloperationsonsite.
3.1.5. Theymustemploycompetentscaffoldersforthetypeofscaffoldingto
beundertakenonsiteasdefinedinitem3.2below.
3.1.6. Management,Supervisionandoperativesmusthavereceivedrelevant
trainingonTG20andSG4(LatestEditions)
3.1.7. Thecompanymusthaveaccesstocompetentscaffolddesigners.

3.1.9. Alldeliverieswherepoweredliftingisused(e.g.:HIAB)willrequireproof

4.5. AllliftingoperationsmustbeundertakenwithinthescopeoftheLifting
Operations&LiftingEquipmentRegulations(LOLER)

5. SCAFFOLDINGDESIGN

5.1Whereadditionalscaffoldingdesigninputisrequired(i.e.:thosescaffoldsthat
arenotdesignatedasaBasicScaffoldinNASCTG20LatestEdition)thedesign
shallbeprovidedbyacompetentscaffolddesignerandtheappropriatedesign
standardfollowed.Thecostsofproducingandamendingdesignschemes
(whererequired)willbereflectedwithinthescaffoldcontractorsquotationetc.

5.2Allsystemscaffoldingistobeerectedinaccordancewiththemanufacturers
designmanual/erectionguideorbesubjecttoaspecificdesign.

5.3 Wheredesigndrawingsareproduced,theyshallincludeanelevationofthe
scaffoldwithalltiepositionsmarkedonthedrawingclearlystatingtherequired
tieclassificationlightduty(3.5KN),standard(6.1KN)orheavyduty(12.2KN).

5.4 Whereappropriate,standardscaffolddesignsolutionsmaybepermittedto
determinedesigninputofcertainscaffoldstructures(Stairtowersetc)

5.5 Asystemforthemanagementofdesignvariationsshallbeinplace.

5.6 Copiesofscaffolddesigndrawingsshallbeissuedto/heldonsite.

6. MINIMUMSCAFFOLDREQUIREMENTS
Thefollowingminimumscaffoldrequirementsshallbeinplaceonallsites:

6.1. ScaffoldTube
AllscaffoldtubemustbegalvanisedandcomplywithBSEN39:2001orBSEN
1021012006andtobemarkedinsuchawayastoidentifythescaffolding
companywhoownit.

6.2. ScaffoldBoards
6.2.1. AllscaffoldboardsmustcomplywithBS2482:2009

6.2.2. Shortboards(lessthan2.14metreslong)aretobesecuredtoprevent
displacementasareinternalboardsthatareconsideredlikelytobe
displacedaccidently.

6.2.3. Otherthanatreturnsofscaffoldslappedboardstobeavoidedsofaras
reasonablypractical.

6.3. ScaffoldFittings
6.3.1. AllscaffoldfittingsmustcomplywithcurrentUKindustrystandards.
(BSEN74etc)

6.4. Brickguards,SheetingandDebrisnetting
6.4.1. Inaccordancewiththecontractspecifications,(whichshouldincludea
suitableriskassessmentbythemaincontractor)scaffoldsmayrequire
brickguards,sheetingordebrisnettingfitted

6.5. ScaffoldLoadingBays
6.5.1. AllScaffoldloadingbays(exceptwherecranesareused)shallbefitted
withscaffoldloadingbaygatesthatprotectoperativesfromtheexposed
edgewheninanopenpositionandpreventfallsofoperativesand/or
materialswheninaclosedposition.

requiresahigherdegreeofassessmentforaccessandegress).

6.8. ScaffoldTies
6.8.1. Allconcrete/masonryanchorsthatareusedfortheinstallationof

6.8.2. Whenworkingondomesticpremisestheoccupiermustbeinformed
priortoanydrillingtakingplaceformasonryanchors,orwhereitmaybe
necessarytorakeoutbrickworkjointstosupportaputlogscaffold.

6.9. HopUp/StageBrackets
6.9.1 Hopup/stagebracketsshallbeusedinaccordancewithNASCGuidanceNote
SG32GuidanceontheProvisionofInsideBoardBrackets(Hopup/Stepdown)
(LatestEdition).

7. SCAFFOLDHANDOVERSANDSTATUTORYINSPECTIONS

7.1. AllScaffoldingshoulduseaDONOTUSEnoticeforrestrictingaccesstothe
scaffolduntilthescaffoldinghasbeeninspectedandhandedoverforuse.

ScaffoldHandover

7.2. Wheneachscaffoldiscompleted,acompetentemployeeoftheScaffolding
Contractorwillinspectthescaffoldforcompliancewithregulations,codesof
practiceandthispolicyandthencompleteaScaffoldHandovercertificate.This
shouldconformtothecurrentNASCtemplateSG35HandoverofScaffold
Structures(LatestEdition)asaminimumandensurethattheclients
representativereceivesacopy.Whereapplicable,thegreeninsertofatagtype
inspectionsystem(ifused)shallbecompletedandlocatedattheaccesspoint
ofthescaffold,andthefirstentrymadeinthestatutoryscaffoldinspection
registerbythecompetentperson.

ScaffoldInspection

7.3. Regularstatutoryinspectionsofthescaffoldingshalltakeplaceatleastevery7
daysorafteranyeventlikelytohaveaffectedthescaffoldsstabilityand
recordedinthescaffoldregister(SeeappendixC).Thetagtypesysteminsert(if
used)willalsobeupdatedtorecordtheinspection.(Whereapplicable).
Note:Anytagsystemisasupplementarycheckonlyanddoesnotreplacethe
statutoryinspectionandreportasrequiredwithintheWorkatHeight
Regulations2005.

7.4. Allinitialandweeklyscaffoldinspectionsmustbeundertakenbyacompetent
personwhohasattendedanationallyrecognisedscaffoldinspectiontraining
course.(e.g.CISRSScaffoldInspectionTrainingScheme(SITS)Basicor
Advanced),alternativelyaCISRSScaffolderorAdvancedcardholdercanbe
deemedcompetenttoinspectstructuresuptothegradeoftheircardi.e.CISRS
ScaffolderBasicStructures,andAdvancedScaffolderallstructures.

8. RISKASSESSMENTANDMETHODSTATEMENT

8.1. Eachindividualscaffoldstructuremusthaveajobandsitespecificrisk
assessmentrecordedinwritingwhichisacceptedbytheContractorthatthe
ScaffoldingContractorisworkingforbeforeworkcommencestoerect,alteror
dismantleascaffold.
8.1.1. AllriskassessmentwillbecarriedoutinlinewiththeScaffold
ContractorsHealthandSafetyPolicywhichasaminimumstandard
followNASCSG7:(LatestEdition)GuidetoRiskAssessments.

8.1.2. Allmethodstatementswillincludeafulldescriptionofthescaffold
includingsize,location,numberofboardedlifts,numberofworkinglifts,
sheetingstatusandloadingclassificationinlinewithTG20(Latest
Edition)table1andbeinlinewithNASCSG24(LatestEdition)AGuide
toScaffoldPlans(MethodStatements)

8.1.3. RiskAssessmentandMethodStatementsshallbecommunicatedto
operatives.CopiesofallRiskAssessmentsandMethodStatements
shouldbeheldasaminimumforthedurationofthecontract.
