charter Change also known as "Cha-Cha" in the Philippines refers t o the political and other related processes involved in amending or revising th e current 1987 constitution. The last time it was amended was in 2004 when Glori a Macapagal Arroyo was in power. She stated 3 reasons why she wanted Charter Cha nge. First, she wanted to shift from the existent bicameralism to unicameralism . Bicameralism is the practice of having two legislative or parliamentary chambe rs. Unicameralism is the practice having one legislative or parliamentary chambe r. Unicameralism will help our country progress better because it;s easier and c heaper to maintain a legislature with only one chamber and thus fewer representa tives. Since there are fewer representatives and only one body responsible for l egislation, there is greater transpearancy and accountability. Among the top 10 first world countries 8 of them are unicameral. These countries are Luxembourg, Norway, Bermuda, Iceland, Denmark, San Marino, Canada and Switzerland. Nebraska, which is part of the United States is also unicameral. This is proof that when a country is unicameral it can progress better. Another reason why Arroyo wanted Charter Change is because she wants to change into a federal government system to empower local governments. Federalism means division of powers. Sen. Aquilino Pimentel and other senators sponsored a multi-party resolution for the federali zation of the Philippines. It proposes the creation of states that will establis h 11 centers of finance and development in the archipelago. These states are Nor thern Luzon, Central Luzon, Southern Tagalog, Bicol, Minparom (Mindoro Oriental, Mindoro Occidental, Palawan, Romblon and Marinduque), Eastern Visayas, Central Visayas, Western Visayas, Northern Mindanao, Southern Mindanao and BangsaMoro (L anao del Sur, Maguindanao, Basilan, Sulu, and Tawi-Tawi). There will be one lang uage per state which means that from the 77 languages in the Philippines, they w ould minimize it to 11. Metro-Manila will become a federal administrative region like Washington, D.C., comprising Manila, Quezon, Makati, Mandaluyong, Pasay, P asig, Caloocan, Muntinlupa, Las Pias, Paraaque, Malabon, Marikina, Taguig, Navotas , Valenzuela, San Juan and Pateros. Under a federal Philippines, each state is g iven the opportunity to govern itself and to protect its ethno-linguistic minori ties. Through legislative measures, the lingua franca of the ethno-linguistic mi norities can be legislated as the official language of a state. Federalism is not only followed by first world countries like the United States of America, Austra lia and Canada but also in developing countries like Mexico, India and Brazil. I f developing countries have a federal government doesn't that show that one of t he reason why they're actually developing is because they're following the first world countries that have a federal government. Having a federal government mea ns that the country will be more united. The last reason why Arroyo wanted Chart er Change was to institute economic liberalization. Economic Liberalization refe rs to fewer government regulations and restriction in the economy in exchange fo r greater participation of private entities. Most first world countries have pur sued the path of economic liberalization to encourage economic development. Econ omic Liberalization promotes free trade, deregulation, elimination of subsidies, price controls and rationing systems. Charter Change also proposes modernization of ci ty laws, synchronozation of city laws with state laws fiscal reforms and it give s the citizens control.
