INFORMATION AND INSTRUCTION TO CANDIDATES

PREAMBLE:

The Tamil Nadu Dr. Ambedkar Law University was established by the Tamil Nadu Dr. Ambedkar
Law University Act, 1996 and was inaugurated by His Excellency Shri. K.R. Narayanan, the then
President of India, on September 9, 1997. The University is the full-fledged sui generis Law
University in the country which offers legal education at its campus as well as through eight
affiliated colleges. The School of Excellence in Law at its campus since 2002, is modeled on the
lines of other National Law Schools in the country and offers three year as well as five year
integrated under-graduate courses in Law. The Law University has a Post-Graduate and Research
Cntre which offers Master of Law Degree Courses in six different specializations, Doctoral
Programme as well as organizing research in diverse areas of law. Apart from these, there is also
a Distance Education Unit as well as a few evening college prorammes for various Post Graduate
Diploma Courses.
The present main campus of the University is locatedin an area of five acres at No. 5, Dr. D.G.S.
Dinakaran Salai, Raja Annamalaipuram, Chennai - 600 028 and on the banks of Adayar river. The
University has been recognized by the UGC under Section 2(f) and 12(b) of the UGC Act. The
University is a member of the Association of Indian Universities, a member of the Association of
Commonwealth Universities and a member of the Indian Institute of Public Administration, New
Delhi,
The University is offering full-time and part-time Ph.D. programmes. There are about 50 scholars
working on various aspects of Law. As per the objectives and academic policies of the UGC,
the University has introduced inter-disciplinary research making it possible for researchers of
various disciplines to carry forward their research linking with the legal aspects as well.

University.

Although the Central Law College, Salem (Private) is affiliated to the Tamil Nadu Dr. Ambedkar
Law University, the admission process in that Law College is totally administered by its
Management.

The Tamil Nadu Dr. Ambedkar Law University is the Nodal Agency of the Government for
selection of candidates for admission to Three Year B.L. Degree Course (Regular) at the
Government Law Colleges located in the state of Tamil Nadu. Common application form will be
issued to all the candidates who seek admission to B.L. degree course in the affiliated Government
Law Colleges under the unified Single Window Admission System.

I. DURATION OF THE PROGRAMME:

The duration of the B.L. Degree Course offered in the Government Law Colleges affiliated to the
Law University is three academic years. Non-semester system will be followed during the first
academic year of the course and semester system will be followed from the second to final year of
the course.

III. ELIGIBILITY CRITERIA FOR ADMISSION TO 3 YEAR B.L. DEGREE COURSE:
[As per the Bar Council of India Regulations-2009 and State Government Norms as approved by the Syndicate of
the University]
(i) A pass in the Bachelors Degree Course of any University recognized by The Tamil Nadu Dr.
Ambedkar Law University with not less than 45% of marks in aggregate.
(ii) Candidates belonging to SC/ST communities should have secured 40% of marks in
aggregate in the qualifying Degree Course.
However, for purpose of ranking of candidates for selection and admission, marks
obtained in the subjects excluding languages in Parts I & II, shall alone be taken
into consideration.
Note: Candidates shall produce the photo copy of the Consolidated Mark Statement of
his/her qualifying Degree Course obtained from the University or from the Institution
where he/she studied along with the application.
(iii) Employed candidates are not eligible to apply.
(iv) Age limit for admission: A candidate should not have completed 30 years of age as
on 1

June 2011, that is the candidate must have born on or after 01.06.1981.
In case of candidates belonging to SC/ST communities the maximum age limit is 35
years that is the candidate must have born on or after 01.06.1976.
(v) The applicants who have obtained 10+2 or Graduation/Post Graduation through
Open University system directly without having any basic qualification are not
eligible for admission to the law courses.

(vi) Candidates who have not passed the qualifying examination and have not received the
Degree/Provisional certificate on the date of counselling are not eligible for admission to 3
year degree course.
(vii) No candidate will be admitted to the law courses having any degree contrary to the UGC
Act., and Regulations as well as Bar Council of India Rules of Legal Educaiton, 2008 as
notified from time to time.
(viii) The University is not responsible for the students who are unable to apply for the law
admission during this academic year due to belated degree results being published by certain
Universities. The University shall abide by the decision of the Supreme Court and Bar
Council of India rules in this regard.

Application forms obtained at concessional rates, if submitted by the candidates who do not
belong to SC/ST category will be summarily rejected.

The fee only in the form of Demand draft payable at Chennai branches alone will be accepted.

Money Orders/Cheque/Bank Pay Orders etc. will not be accepted under any circumstances.

V. SUBMISSION OF FILLED-IN APPLICATION FORM:

(i) Duly filled in applications for admission along with the enclosures shall be addressed only to

Duly filled in applications for admission along with the enclosures shall also be submitted in
person only to the Principal of the Law College where it was purchased.

(ii) Application forms will not be received after the last date stipulated for submission. Any postal
delay will not be taken into account. If the candidates choose to send their filled application forms
by post, they are advised to send them well in advance.

Application form for SC/ST candidates: The application forms issued for the SC/ST candidates
should be used only by the SC/ST candidates, if it is used by candidates belonging to other
communities, such applications will be summarily rejected on verification.

(iii) ENCLOSURES:

The attested xerox copies of the following certificates should be enclosed along with the
application for admission.

(a) Degree/Provisional Certificate alongwith the Mark Statements including consolidated mark statement for
all the 3 years of the course must be enclosed. In case a candidate has not obtained the Degree or Provisional
Certificate, he/she should obtain a certificate of pass in the qualifying examinations from the Principal of the
College or Head of the Department of the College where he/she studied and submit the same at the time of
Counselling.

(b) In case where grades have been awarded in lieu of marks, the exact marks secured should be
obtained from the University concerned and to be furnished. Failure to produce the exact marks
secured by a candidate will disentitle him/her from participation in the counseling and he/she
shall have to forfeit his/her right of selection.

(c) Recently obtained Community Certificate [for ST, SC (Arunthathiar), SC(Others), BC (including
BC Muslims) and MBC/DNC candidates only].

(d) Copy of the S.S.L.C. mark sheet showing date of birth.

(e) Copy of H.Sc or its equivalent.

(f) Special Category Certificate: (if applicable) Children of Ex-Servicemen should obtain the
certificate from the appropriate Authority in the prescribed format see Annexure No. V which is
enclosed in the application. Grand-children of Ex-Servicemen are not eligible to avail the quota
under the Children of Ex-Servicemen Category.

nature and extent of disability in percentage. The Certificates obtained from an

(v) Candidates are advised to furnish the Marks obtained in the Qualifying Degree in the
format printed in the last page.

Note: Original certificates should not be enclosed with the admission application. Only
attested Xerox copies should be enclosed.

VI. MODE OF SELECTION:

(i) Candidates applying for admission to the above mentioned Government Law Colleges
will be ranked according to the marks obtained by them in the qualifying examination as
prescribed in the prospectus and on the basis of communal and special reservations and
selection will be made accordingly.
(ii) Selection will be based on the percentage of marks obtained by the candidates in their
qualifying examination excluding languages in Parts I & II (G.O.Ms.No.83 Law (LS)
Department dt.19.04.2007).

(iii) Application Number printed on the OMR sheet is the Registration Number for Law
Admission 2011. All the enclosures in the application should bear the registration

VII. RE-ALLOTMENT:

Once a candidate is allotted to a Law College in the course of the counselling session based on
his/her rank, communal/special reservation, his/her choice and availability of seats in the Law
Colleges, the candidate cannot seek re-allotment to any other Law Colleges.

VIII. COMMUNAL RESERVATION AND ALLOCATION OF SEATS:

Communal reservations and reservations for various special categories as prescribed by the
Government of Tamil Nadu from time to time will be followed for selection of candidates. (Refer
Annexure I for List of Community and Codes; & Annexure II for Special Category and its

Note: Tamil Nadu native candidates alone will be considered for communal reservations. The list
of communities eligible to compete against the reserved quota is appended (Annexure - I).
Candidates seeking admission against ST/ SC/SC-Arunth / MBC & DNC / BC / BCM (BC Muslim)
quota should obtain the certificates of social status issued by the competent authority in the

prescribed Permanent Community Card in Tamil Nadu and enclose an attested xerox copy of the
same along with the application.
The applicants from Tamil Nadu State should have a valid permanent community certificate in the
card format issued by the competent authority (for ST/SC/MBC & DNC and BC in the format
prescribed by the Government of Tamil Nadu in G.O. Ms. No. 781 (Revenue Department) dated:
02.05.1988. This is applicable for BCM (BC Muslim) also. In the case of ST candidates, the
community certificate should have been issued by the Revenue Divisional Officer / P.A. (General)
to the Collector of Chennai / Sub-Collector of the District concerned (except Chennai) vide Govt.
Lr. No. 32061/ADWII/89-2, dt: 27.12.1989 and Lr. No. 21424/ADWII/94-4, dt: 15.11.1994 from the
Secretary to Government, Adi Dravidar and Tribal Welfare Department, Chennai 600 009. The
Permanent Community Certificate Card issued to ST candidates by Tahsildars upto 11.11.1989 is
valid.
Community Certificate obtained from other states will not be considered for communal
reservation.
In respect of MBC candidates whose family migrated from one district to another in the State of
Tamil Nadu, the community certificate shall be in accordance with the G.O. issued by the
Government in G.O. Ms. No. 95 BC, MBC/DNC welfare Dept. dated 28.10.2009.
If a candidate belongs to any one of Code in Col. No. 6 in the application he/she should furnish an
attested xerox copy of Permanent Community Card Certificate. Candidates who have not
furnished an attested xerox copy of the Permanent Community Card Certificate at the time of
submission of the application will be treated as belonging to General Category (OC). They are
further informed that in the event of such a decision, the eligibility conditions & rules prescribed
for General Category will be applicable for such candidates and if such candidates do not satisfy
the rules of General Category (OC), their applications are liable to be rejected. No correspondence
in this connection will be entertained.
ST / SC / MBC & DNC / BC / BCM (BC Muslim) candidates are eligible for selection under Open
Competition in addition to the reservations provided for them.
The community recorded in the certificate of Tamil Nadu native candidate should figure in the list
of communities approved by the Government of Tamil Nadu (Annexure I).
In the case of Thottia Naicker including Rajakambalam, Gollavar, Silavar, Thockalavar and
Thozhuva Naicker, the Community Certificate should have been issued by the Taluk Headquarters

Deputy Tahsildars vide G.O.Ms.No.26, Backward Classes and Most Backward Classes Welfare
Department, dated 07.06.1996.

IX. ADMISSION FOR OTHER STATE CANDIDATES:

The candidates from other states will be considered under Open Competition only for admission.
The eligibility rules for them are as follows:
a) Nativity Applicant should be a citizen of India but not belonging to Tamil Nadu.
b) Minimum Qualification - As prescribed for the Tamil Nadu candidates.
c) Minimum mark rules Marks prescribed for the Tamil Nadu candidates under General
Category.

X PUBLICATION OF RANK LIST AND COUNSELLING SESSIONS:

+ After the last date for submission of filled-in application are over, the applications will be
scrutinized and the rank list will be published in the notice boards of the University and its
affiliated Government Law Colleges and also on the Universitys website www.tndalu.ac.in
+ Counselling Sessions will be held on different dates for different category of candidates
eligible for selection to the Law Colleges mentioned above in the premises of the Tamil
Nadu Dr. Ambedkar Law University, Chennai. [Located near to Sathya studio Govt. Music
College [in between Adyar and MRC Nagar], Raja Annamalaipuram, Chennai - 600 028].
The call letters for eligible candidates will be sent by post. The dates for counselling session
will be notified in the leading news papers/media/University website.
+ ELIGIBILITY FOR ADMISSION: Only those candidates who have passed with the minimum
prescribed percentage of marks shall be eligible for counselling. In the Counselling Session
the candidate shall produce all the Original Certificates for verification otherwise they will
lose their right for admission.
+ Recognition of Degrees of other Universities: [i] Candidates who have passed the
qualifying degree examinations of Universities other than the Universities in Tamil Nadu and
have been selected and allotted will be admitted to the course only on production of Eligibility
Certificate obtained from the Tamil Nadu Dr. Ambedkar Law University, Chennai. Eligibility
certificate can be obtained from The Registrar, The Tamil Nadu Dr. Ambedkar Law University
on the production of (i) a requisition letter addressed to the Registrar, (ii) copy of selection &
allotment letter and (iii) Demand Draft for Rs. 500/- (Rupees Five Hundred only) drawn in favour of
The Registrar, The Tamil Nadu Dr. Ambedkar Law University, payable at Chennai.

+ Allotment of candidates to the Government Law Colleges will be based on their marks
secured in the qualifying examination.
+ Candidates eligible for selection will be individually intimated and for securing allotment
and admission to the Law Colleges, they have to attend the Counselling Session on the
date and time given for them without fail. At the time of counselling, if the candidate fails
to produce the required certificates in original, along with the fees specified in the
intimation letter, they will not be permitted to take part in the counselling and they will lose
the right of admission.
+ Allotment and Admission: Allotment will be made at the time of counselling session,
which will be conducted by the Tamil Nadu Dr. Ambedkar Law University.
+ Candidates provisionally selected and allotted to any one of the Government Law
Colleges should pay the entire fee on the date of counselling. Extension of time for
payment of fees will not be granted.
+ Candidates provisionally selected will be admitted only after verification of all the original
documents mentioned above. Original documents shall be surrendered at the time of
counselling.
+ If any discrepancy between the marks entered and any information furnished in the
application with the original documents produced is found and proved as incorrect,
selection will be cancelled and the candidate will also be liable for prosecution.
+ If a candidate who claims to belong to SC(Arunthathiar), SC(Others), ST, BC (including B.C.
Muslims), MBC/DNC community fails to produce the recent Community Certificate in
original, from the competent authority at the time of counselling, the selection of such
candidate will be cancelled.
+ Admission to the Law Course will be strictly provisional and subject to the approval of the
Tamil Nadu Dr. Ambedkar Law University, Chennai.

XII. RESOLVING TIE:
In case of a TIE (where more than one candidate score same marks in the qualifying
examination) the following order of priority may be followed to determine the rank of the
candidates according to G.O.Ms.No.83 Law (LS) Department dated 19.04.2007.

Note : Canvassing in any form with regard to admission is strictly prohibited. Anybody who tries to bring
influence on the members of the faculty or Professors in-charge of the admission or other officers of the
University will automatically lose the chance of getting admission.

XIII. FEES:

1. The fee payable at the time of counselling to the UNIVERSITY is Rs. 1520/- (Rupees One
thousand five hundred and twenty only), the fee can be paid by cash at the Bank cash counter to
be arranged by the University in its premises at the time of counselling.
2. The Fee payable to GOVERNMENT LAW COLLEGE after counselling and at the time of
admission to FIRST YEAR in the college where allotted is Rs. 1205/- (Rupees One Thousand Two
hundred and Five only)
NOTE:
Fees once paid will not be refunded.
Candidates belonging to SC/ST community are eligible for Tuition fee concession subject to
the conditions prescribed by the Government of Tamil Nadu.
Candidates belonging to Physically challenged category are eligible for Tuition fee concession

XIV. PROHIBITION OF RAGGING:
As per the directions of the Honble Supreme Court of India, UGC and Tamil Nadu Prohibition of
Ragging Act 1997, Ragging is an offence, and is banned in the Institution. Anyone indulging in
ragging is liable to be punished and may result in expulsion from the Institution and / or rigorous

imprisonment up to 3 years, and / or fine up to Rs.25,000/-. Anti-Ragging committee has been
functioning in all the law colleges to monitor the situation.

XVII. IMPORTANT INSTRUCTIONS

Applications received after the due date, not in the prescribed form, not correctly
filled up, or the prescribed certificates and documents are not enclosed or do not
otherwise fulfill the terms of the instructions will be considered as defective and are
liable for rejection without notice. The Chairman/Coordinator, 3 year B.L degree

admission will not be responsible for any delay in post or otherwise in respect of
the receipt of the application after due date. No correspondence will be entertained
in this respect.
All the relevant columns in the OMR sheet must be filled and shaded without fail.
Candidates are encouraged to refer the format printed in the booklet before filling
application.
The candidates have to join the colleges to which they are allotted within the time
notified in the provisional allotment order failing which the seats will be deemed to
have fallen vacant. No request for reconsideration of admission shall be entertained.
Detailed information regarding the facilities available in the college, other details like
Scholarship, fee concession & Hostel facilities etc. can be obtained from the Principals
of the Government Law Colleges.
Selected candidates and their Parents/Guardians will have to sign a Joint
Declaration in the form to be given. This declaration should be given to the
respective College at the time of admission.
Candidate should ensure that correct marks are furnished by him/her in the
application.
If it is found that the marks furnished by him/her in the application are not correct,
then he/she will forfeit the admission at any stage of admission/study.
The candidates are informed that the admission given at the time of counseling will
be only provisional. In accordance with the rule prescribed for admission, if they are
found ineligible on actual verification of original Degree certificate/Mark sheets or
other particulars by the Principal/Director of Legal Studies/University, they cannot
claim any right of admission or continuation of study at any stage they may be.
The confirmation of admission is subject to the verification of marks sheets/Degree
certificates with the concerned University where it was obtained. If the mark
sheets/Degree is found to be BOGUS,
1. The admission is liable for cancellation at any stage of study.
