RELATIONSHIPS AND RESPONSIBILITIES


1. Works under the direction of and reports to the Permanent Secretary, Ministry

of Communications, Works, Transport and Public Utilities B. DUTIES AND TASKS:

(a) Summary The Chief Engineer will direct and coordinate the engineering staff in formulating plans, designs and cost estimates of special building projects. The Chief Engineer will also provide instructions on estimated labor, equipment requirements and materials. The Chief Engineer will approve most vendor and contractor agreements associated with the projects or plans. The Chief Engineer will be involved in the projects from beginning to end. (b) Detailed Duties
1. Advises and assists the Permanent Secretary in the formulation of overall policies

to be followed in respect of the activities of the Department, and to direct the implementation of such policies. 2. Plans and directs engineering activities of the MCWTPU in respect of construction and maintenance of roads, bridges ,river works ,culverts ,drains, walls, jetties ,government buildings and drainage systems: Formulates programs for developing and maintaining all civil engineering infrastructure falling under the jurisdiction of the MCWTPU. 3. Coordinates projected activities with civil, electrical, and other engineering departments. Directs, through subordinate workers the selection, installation, use, and repair of all civil engineering structures. Directs Civil Engineers in engineering work associated with government civil infrastructure. Directs laboratory and field research to develop new or to improve old methods in respect of civil engineering construction. Keeps abreast of new developments in civil engineering construction. Selects, trains, and promotes engineering personnel. May direct mechanical, civil, electrical, and other engineering activities.

4. The Chief Engineer will approve engineering work orders and make sure that the

work done by team members complies with applicable codes, building regulations and standard operation procedures. The Chief Engineer may help design, plan and review blueprints for the remodel or new construction of sites. The Chief Engineer will assist with the works budget and delegate workloads to the engineering staff. The Chief Engineer will also collaborate with various third-party vendors or contractors in the development of products for their plans and project.
5. The Chief Engineer oversees all engineers, engineering assistants and technicians.

Supervision requires understanding personnel administration and how to coordinate engineering teams to achieve the Ministrys goals such as safety and quality assurance.
6. The Chief Engineer develops plans and coordinates projects for the Ministry. After

projects are approved by senior management, the chief engineer then assigns the roles in the project to appropriate staff members. This duty also includes making sure roles are completed on time and within the project budget.
7. In addition to supervising personnel, the Chief Engineer oversees policies,

procedures, protocols and controls that govern operations. This type of professional consultation with all lower-level employees who develop standards ensures that routines and controls keep the organization operating safely and effectively. This duty requires understanding how all parts in a complex work system function together. The Chief Engineer is expected to manage procedures of diverse functions, such as research and development, planning, project implementation and maintenance.
8. In addition to project management, the Chief Engineer sets goals and objectives--

short-term and long-term--for regular staff. To plan for the achievement of these goals and objectives, the Chief Engineer is required to develop a departmental budget and allocate employees, dollars, materials, equipment and other resources to day-to-day operations. As the chief manager of resources, the Chief Engineer justifies all budget and resource allocation decisions to senior management. For example, he/she must be able to demonstrate how items in a budget align with the goals and objectives of the Ministry.
9. The Chief Engineer oversees preparation of reports, such as statistical and data

analysis reports, for all engineering works. Because engineering deals with people, resources, and important business factors such as safety and quality, the Chief Engineer must automate the collection, analysis and publishing of these reports. These reports may be used to respond to requests for information from inside the Ministry and from external agencies (for example, suppliers, contractors, public interest groups and government agencies). This reporting duty may also include

professionally communicating information to parties in person, over the phone, via email and via postal correspondence.
10. Performs such other duties as may be assigned from time to time by the Permanent

Secretary. C. CONDITIONS 1. Congenial administrative office accommodation is provided. 2. Institutional support provided through appropriate Civil Service Regulations, Statutory Instruments and Departmental Guidelines. 3. Opportunities exist for personal development and career advancement through general and specialized in-service and external training.
4. Required to attend regular Heads of Department meetings and to report on the

administration of the Technical Department. 5. Required to maintain a motor vehicle for the proper performance of duties. 6. Required to function in a scheduled travelling post and will receive basic travelling and mileage allowances in accordance with approved rates. 7. Salary is in accordance with the terms stipulated by the Government in the Estimates of Expenditure. 8. Effective implementation of duties and responsibilities as defined in the job description. D. EVALUATION METHOD Work performance will be evaluated on the basis of: 1. Demonstrated supervisory capabilities and interpersonal skills; 2. Timely completion of reports and meeting of task deadlines; 3. Report quality as reflected by their clarity and accuracy; 4. Proven knowledge, understanding of, and the effective application of Civil Service rules and regulations; 5. Administrative problems handled and the effectiveness of solutions implemented to resolve them;

6. Compliance with Departmental Guidelines and Standard Operating Procedures. E. SKILLS, KNOWLEDGE AND ABILITIES:
1. Have a working knowledge of and ability to interpret Civil Service Rules and

Regulations and Operating Procedures, Staff Order, Financial Regulations, Collective Agreements, etc.
2. Be familiar with the standard operating procedures contained in the

Departments Operating Manual. 3. Be familiar with the International Federation of Consulting Engineers (FIDIC) Conditions of Contract. 4. Have potential for leadership and scholarship.
5. Be decisive, of sound judgment and demonstrate clarity in issuing directives. 6. Be able to manage relationships towards dispute resolution.

Qualifications: A Masters Degree in Civil Engineering from an approved University. Or Minimum of five (5) years post qualifying experience in posts providing appropriate experience to the duties required of engineers in the Technical Services Department of the Ministry of Communications, Works, Transport and Public Utilities. Project Management experience is an asset.
