INTRODUCTION Research is defined as the scientific investigation of phenomena which includes collection, presentation, analysis and interpretation of facts

that lines an individuals speculation with reality. Research may also be defined as the application of scientific method in the study of problems. At times, the terms research and scientific method are used interchangeably. Research is a systematic attempt to obtain answers to meaningful question about phenomena or events through the application to scientific procedures. It is an objective, impartial, empirical and logical analysis and recording of controlled observations that may lead to the development of generalization, principles or theories, resulting to some extent in prediction and control of events that may be consequences or causes of specific phenomena. Research is scientific and is such is not satisfied with isolated facts but seeks to integrate and systematize its findings. It is concerned with the objective verification of generalization. An intelligent researcher is honest to collect or gather data or facts in order to arrive at honest results. 5. This type of research involves seeking new applications of scientific knowledge to the solution of a problem, such as a development of a new system or procedure, new device, or new method in order to solve the problem. 3. Developmental Research. This is a decision-oriented research involving the

application of the steps of the scientific method in response to an immediate need to improve existing practices. Classification of Research

Field Research. Here, research is conducted in a natural setting. Laboratory Research. The research is conducted in artificial or controlled conditions

by isolating the study in a thoroughly specified and equipped area. The purposes are: (1) to test hypotheses derived from theory, (2) to control variance under research conditions, and (3) to discover the relations between the dependent and the independent. Information is a crucial factor in national development, and the ability to use information tools is considered a source of power in the 21st century governments must recognize this need for information use and literacy as a means of development "Development" is gradual growth toward advancement and power Development has economical, political, social and cultural aspects. Rapid expansion of knowledge and technology creates complexities in determining which factors have an effect on development. Human resources are particularly crucial for this effort. There is a direct connection between the quality of human resources and the structural evolution of countries knowing qualitative phenomenon, i.e., phenomena relating to or involving quality or kind. For instance, when we are interested in investigating the reasons for human behaviour (i.e., why people think or do certain things), we quite often talk of Motivation Research, an important type of qualitative research. . A technical and modern curriculum is important for national development This kind of education should be supported by higher education and programming administration to implanted in tomorrows leaders For reaching the ideals of national development, curricular should be designed to make students think about fundamental theories and concepts, and think creatively about the changes and challenges that are occurring, and simply to use tools better. Curriculum reform has many advantages. It can have a benefit for human resources and human capital to understand how human beings think and behave. Instructors must have both the knowledge and experience, to train students to handle, manage, and analyze data in the most efficient way. Universities should apply reforms that shape the attitudes that lead to professionalism, and there must be supervision and evaluation for preparing future leaders. Scientific and professional associations can help with teaching methods and curricula for the BA through doctorate levels with the purpose of training professionals and providing continuing education. That includes international seminars and conferences on educational topics for the profession which should be one of the criteria of selecting leaders

The process of advancement depends on knowledgeable, creative, responsible, and self confident people. Progress relies on the power of people. For national development some guide line of research should be used for educating the processed leaders
