CHAPTER 1 THE PROBLEM AND ITS SCOPE

Rationale of the Study

The teaching profession is a demanding career that requires more than the knowledge of subject matter. A teacher must have an innate ability to influence students to achieve their highest level of potential. Teachers have both intrinsic and extrinsic needs. A teacher who is intrinsically motivated may be observed to undertake a task for its own sake, for the satisfaction it provides or for the feeling of accomplishment and self-actualization. On the other hand, an extrinsically motivated teacher may perform the activity/duty in order to obtain some reward such as salary. Extrinsic motivation plays an important part in people's life. It is pre-eminent in influencing a person's behavior. Therefore, the aim of the organization should be to build on and enhance the intrinsic motivation for teachers to teach effectively and at the same time, to supply some extrinsic motivation along the way for school improvement (O'neil, 1995). Teacher motivation is determined by both pecuniary and non-pecuniary factors. Pay levels and other material benefits must be sufficient to meet basic human needs (food, housing, clothing, transport, healthcare, education and training). However, overall job satisfaction among teachers is also strongly determined by higher order emotional and social needs, most notably professional self-esteem, job security, interpersonal relations at work (between teachers, education managers, pupils and parents/communities), opportunities for career progression, the working environment, the workload and productivity/learning outcomes. Another key related issue is the level of accountability of teachers to their school managers, pupils, parents and wider community.

The researcher addresses the issue of teacher motivation as an essential factor for classroom effectiveness and school improvement. Teacher motivation has to do with teachers' desire to participate in the education process. Thus, the challenge to improve the educational provision in our country will require concerted effort from all key planners, especially teachers and school managers, who are at the frontline in the delivery of educational provision. This study tries to find the relationship between the socio-economic profile of heads of complete elementary schools in the Division of Bais City and job performance and job promotion as a response to quality education as mandated in Republic Act 9155 known as Governance of Basic Education Act of 2001, dated August 11, 2001.

THE PROBLEM

Statement of the Problem

This study tries to look into the socio-economic profile of the school heads of complete elementary schools in the District of Bais City South, Division of Bais City, Negros Oriental in relation to their job performance and job promotion. Specifically, it is sought to answer the following question: 1. What is the socio-economic profile of the school heads of complete elementary schools in terms of: 1.1 1.2 1.3 1.4 age; gender; monthly income; civil status;

1.5 1.6 1.7 1.8

no. of children in the family; educational qualification; number of years in teaching; and trainings and seminars attended

2. What is the latest performance rating of the school heads? 3. Is there a relationship between the socio-economic profile of school heads and job

performance? 4. Is there a significant relationship between the socio-economic profile of school heads and job promotion?

Research Hypothesis

The following hypotheses are adopted in order to guide the researcher in undertaking this study: Ho1. There is no relationship between the socio-economic profile of school heads and their

job performance. Ho2. There is no significant relationship between the socio-economic profile of school heads

and job promotion.

Significance of the Study

This work is considered highly useful and viewed on the part of the following:

Department of Education specifically the Division of Bais City. The result of the study will reflect the relationship between the performance of school heads and the overall performance of the school.
