Introductory Leaflet

This leaflet is for ship staff and all those involved in MNTB approved education and training programmes November 2008

Who this leaflet is aimed at This leaflet provides a basic introduction to, and overview of, the MNTB Deck, Engineering (and Electro Technical Officer when introduced) Training Record Books (TRBs). All those on OOW/EOOW programmes are referred to within the TRBs as officer trainees. This leaflet should be read by: all dedicated training officers and on-board staff that have any involvement in training with officer trainees or any other supervisory activities with them; those for whom a basic knowledge will be useful about what the TRB covers and how it is used. The purpose of the TRBs and who will be using them The TRBs are used by officer trainees who are following MNTB Approved Programmes for obtaining UK Officer of the Watch (OOW) and Engineering Officer of the Watch Certification (EOOW). When fully and correctly completed, they provide evidence to the Maritime and Coastguard Agency (MCA) of a planned and structured on-board training programme and enable them to evaluate competence for the issue of a first Certificate of Competency. It is very important that officer trainees are provided with every opportunity to complete the set tasks.

It must be completed by the officer trainee and signed by the on-board company training officer (referred to as the Designated Shipboard Training Officer (DSTO) and who may be the Master). Other on-board supervisory officers will also need to sign or initial specified aspects to provide the required confirmation. Section 3 this section includes: the priority, familiarisation and safety tasks to be undertaken on joining the ship; the particulars of the ship and its voyage details. It must be completed by the officer trainee to provide information about each ship they have sailed on. Section 4 this section covers the training tasks that the officer trainee must complete during his/her total sea service during training. This will be submitted to the MCA for evaluation as evidence that all STCW requirements have been properly undertaken by the officer trainee. The tasks must be signed off by the DSTO and/or other officers supervising the officer trainee on specific tasks. The tasks are grouped under broad areas of activity as follows: Deck Safety Safety Operational management Maintenance Engineering watchkeeping Engineering

Not all UK officer trainees will be using the TRBs prior to 2009, as presently it depends on the particular programme they are taking. However, as from about 2010 the vast majority of officer trainees will be using them, with a small number completing their programmes using existing MNTB Training Portfolios. The structure of the TRBs and what they cover The TRBs are divided into sections as follows: Section 1 this provides detailed guidance on the use and completion of the TRB and on MCA requirements. It has specific information covering: the TRB and on-board training; guidance for the officer trainee; guidance for the Master/Chief Engineer Officers, Officers and Company Training Officers; MCA requirements. It is vitally important that all the ships staff who are directly involved in training and supervisory activities with officer trainees read the detailed guidance in Section 1. Section 2 this covers the officer trainees contact details and records of progress and assessment, including: personal details; company details; ancillary or additional training certificates achieved; sea service record; task summary sheet.

Engineering operation

Section 5 this section covers the Marine National Occupational Standards (NOS) and relate to the training tasks in Section 4. They are included in the TRB for information and reference and should be used by those signing off the tasks (DSTO and other officers) to help them decide when they should sign the tasks off. The NOS describe how well officer trainees are expected to perform each specific task and activity and include useful statements with descriptions of effective workplace performance. Section 6 this section provides guidance on how to complete either a Navigation and Operations workbook or an Engineering and Operations workbook. The officer trainee will use a workbook to record calculations, observations, events and other miscellaneous activities resulting from performing various duties on board the vessel, along with the date, time and context in which they were made.
