PROCEDURE FOR DISTRICT/CITY CRICKET ASSOCIATIONS ELECTIONS

1. Elections to the three following posts of Districts and City Cricket Associations will be held as per schedule released by the PCB Election Commissioner: a. President b. Secretary c. Treasurer 2. Desirous candidates may apply direct to PCB Election Commissioner. Nomination forms will be available from PCB Secretariat Lahore and also from respective offices of District/City Cricket Association during working hours. 3. The nomination papers can be filed with PCB Election Commissioner at Lahore by stipulated date. A candidate can file the nomination papers for President, Secretary and Treasurer however he will contest for one post only. He will have to withdraw from other post/posts (if applied) before the start of polling. Once any candidate withdraws his candidature, he will not be eligible to file nomination paper again for any post and his nomination paper will not be acceptable. 4. Any objection regarding the eligibility of the candidates should be filed by stipulated date. 5. Candidates nomination form will be scrutinized and the names of the candidates will be announced on the day of polling. However all eligible candidates can withdraw their candidature before the start of polling. 6. Objections to the candidatures will be heard as per programme in a summary manner. 7. The Presidents of the Active clubs with voting rights will not be changed after the publication of the schedule of the election and till the polling day. However after the polling the matter may be raised. In case of scrutiny conducted by the PCB Scrutiny Committee, cricket clubs are only allowed to change their office bearers during the scrutiny process which should be duly signed by the Chairman Scrutiny Committee PCB. After that they will not be allowed to do so till elections are completed under the supervision of PCB.

8. Elections shall be held on the basis of electoral list exhibiting the active clubs. 9. A table will be laid out with 3 Ballot Boxes marked for the President, Secretary and Treasurer in Green, Yellow and White colours, same as the colours of the Ballot Papers for those appointments. 10. Each voter i.e. President of the Active Club will be given three Ballot Papers one each for three posts being contested. There is no provision of proxy vote. Each voter will represent one club and cast only one vote for each post. Each voter will be required to bring original ID card for his identity. 11. Repolling for a post will be held on the day of election, if both candidates obtain equal votes each that round will be treated as a tie. 12. If both candidates obtain equal votes again in repolling then both of them will hold the office for half term each. Both candidates will decide that who will hold the office for the first half term. In case of disagreement among the candidates, spin of coin will decide as to who shall hold the office for the first half term. 13. Polling and counting shall be carried out in the presence of candidates, voters and media (if any). 14. As and when fresh scrutiny will be conducted, the club aggrieved of the decision of the Scrutiny Committee may file an objection before the Election Commissioner who shall decide the status of the club, after hearing both the parties in summary manner. The clubs who have been declared as Absent by the Scrutiny Committee are not required to file appeals before Election Commission and as such their appeals will not be entertained.

Note
1. The tenure of office bearers shall be two consecutive terms thereafter he shall be ineligible to hold any office (President, Secretary, and Treasurer) for one term, where after he may contest again. If any person elects for one term (i.e. for three years) and he do not file his candidature for the next term (i.e. for next three years) for any reason, that term will not be considered and he will be eligible to contest the elections for the next term.

2. Only that term of the office bearers of DCA/CCA will be counted where elections have been held under PCBs supervision. Other term/terms will not be counted. 3. PCB will not recognize those elections which are conducted by the District/City Cricket Association themselves. 4. During elections which are held under the supervision of Election Commission PCB, rule of simple majority will be considered. 5. Motion for Vote of No Confidence shall not be initiated before the expiry of 18 months from the date of election of the Association (s), with minimum of 2/3rd majority to pass the motion. Once a resolution for Vote of No Confidence fails, it cannot be reinitiated earlier than a period of 12 months. 6. Voting for the vote of no confidence motion will be carried out by the President of Active Cricket Clubs and will be monitored by RGMs/RDMs or any nominee appointed by PCB and rule of 2/3rd majority will be applied. 7. Postal balloting shall not be entertained in any case. 8. The Elections (after the first scrutiny and elections) for the second time i.e. after three years, will be conducted by the RGMs/RDMs. The President/Secretary of the respective region may monitor the election process. Be that as it may, in sensitive districts/cities where problems are likely to be faced the Election Commissioner shall himself conduct and supervise the electoral process. 9. The Election Commissioner PCB himself will hold the elections of District/City Cricket Association as and when the Scrutiny of Districts/Cities will be carried out after six years. 10. Any eventuality or situation not contemplated or covered by these rules shall be referred to the Election Commissioner whose decision thereon shall be final.

Undertaking by Office Bearers 1) All Associations (members or non-members), managed, monitored, controlled,
affiliated, supervised by the Pakistan Cricket Board, shall obtain from their office bearers and members and any individual who opts to contest election or stands elected to any office of the Association, the following undertaking and forward it to the Director Domestic Cricket Operations, Pakistan Cricket Board, immediately: i) That he/she shall strive to achieve the objectives and purpose of the Board. ii) That he/she shall abide by the regulations of the Board and bring into consonance the constitution of the Association he is representing, with the instructions/directions of the Board and participate in all tournaments or matches organized by the Board and fulfill all obligations as contained in Article 15 of the Constitutions of the Pakistan Cricket Board. iii) That he/she shall not give any press statement, interview or write articles, columns etc. in any newspapers, regarding Cricket, the functioning of the PCB, any decision taken by or any thing connected or ancillary with the authority of the PCB including elections, working of Association, the conduct of office bearers of Association or officers of the Board, holding or non-holding of cricket matches selection etc., without formal sanction of the Chief Executive of the Pakistan Cricket Board. iv) That he/she shall also not give any interview, comment or participate in nay discussion, program or appear in any interview, debate or discussion aired by any Television Network, Radio broadcasting Channel, Audio or Video Network or Terrestrial Channel, without formal sanction of the Chairman Pakistan Cricket Board. v) That he/she shall also not hold any press conference, meeting, protest or participate in any procession, display any ply card etc. against PCB or Association etc. in any private or public place, individually or collectively. vi) That he/she shall abide by the directions of the Board and ensure that all payments are made to the Board as defined in Section 15(b) of the Constitution of the PCB. vii) That he/shall not approach any Court of Law in case of dispute of any kind with the Region, City, District Association (s) or the Board; 2) If the undertaking is violated, the Pakistan Cricket Board SUO-MOTO or on the application of any individual, person or body, aggrieved of this action, issue a show cause notice to the accused persons(s). The accused persons(s) shall respond to this notice within three days in writing explaining his viewpoint, in case the designated officer is not satisfied with the explanation, he shall conduct an inquiry.

Not an office bearer of any political party including legislators, office bearers, elected representative, Minister, Senator, MNA, MPA, Nazim, Councilor or a person who has contested or is contesting elections on the platform symbol, flag or draws financial or material support from a political, Religious, Ethnic or Sectarian party. Are not eligible to hold any office.

No office bearer of the District Cricket Association shall be permitted to play in domestic cricket tournaments, except club cricket. 10. At the time of Elections if a defaulter candidate clears his dues and presents his NDC (No Demand Certificate) then he will be eligible to contest elections.
