NIST SIT Workshop August 27-31, 2007

HVAC Update p
Market has grown from 725K Units in 2002 to 1.9M(est.) in 1 9M( t ) i 2007 Low Penetration of A/cs (~2%) High Growth expected for the next 5 y g p years Currently no Standard is mandatory Voluntary Labeling program Launched in 2007
6 Manufacturers. A total of ~115 Models. 115

Independent Test Lab with NABL accreditation for check and challenge Testing Manufacturers aligned for a MEPS regime BIS Standard for Unitary and Split Air Conditioners reviewed & amended in Dec 2006 to harmonize with ISO 5151 for rating conditions

Verification & Challenge Testing g g

Verification of Label Data by BEE using two samples. y g p One from Manufacturers facility and one from retail. Samples selected sealed and shipped to independent NABL accredited test facility. y Challenge test can be initiated by any person. If BEE is satisfied by the request, the samples are picked up and tested as above above. Failure leads to an optional re-test with twice the no. of samples. Repeat failure leads to re-classification. Manufacturer liable for correcting the label or removing the defect/deficiency for new products as well as products for sale in market.

Harmonization of Indian Standards

Amendments to the Indian Standard IS 1391 (Dec 2006)
Heat and cooling capacity units changed from Kcal/Hr to Watts Measurement of Wet bulb Temp surrounding the Balanced ambient room calorimeters with a vapor barrier is not required

NIST SIT Workshop August 27-31, 2007

Open Issues p
The Capacity rating test conditions require a review to p y g q factor higher ambient temperatures in North & Central India
ISO5151 T3 condition is an option p Alternatively a study of Weather data of India may suggest a unique condition for incorporation into the Standards

Max Operating Test Conditions require a review. p g q

IS1391specifies 35/24oC for Room Temp & 46/27oC for Outdoor. Weather data suggests need for review

Test Voltage 230V-1Ph-50Hz is specified for Indian 230V 1Ph 50Hz Standards. Products optimized for 220V or 240V may not deliver comparable energy efficiency at 230V

Definition of Terms
Tested Energy Consumption (Et) This is calculated for a period of 24 hours. (Units: Wh) Projected Annual Energy Consumption (PAEC) The estimated energy used by a single unit during one years use. This is calculated from Tested Energy Consumption (Et) (Units: kWh/Year) Comparative Energy Consumption (CEC) The nominal energy consumption of a model of refrigerating appliance. It is based on the PAECav of the model. The CEC appears on the energy label. (Units: kWh/Year) Total Adjusted Storage Volume for No Frost (Vadj_tot_nf) The rated storage volume of a compartment adjusted to compensate for heat loadings on spaces which are at temperature other than that of fresh food type space. The adjusted volume shall be calculated on the basis of the STORAGE VOLUME of each compartment.
