CCMRF: Purpose, Design, and Considerations


Purpose: To assist the incident commander by augmenting State (including National Guard) and Federal response efforts and capabilities Design:
Provide critical capabilities (medical, extraction, incident awareness and assessment, etc) and enablers to responders until no longer required Maximize capabilities while minimizing burden on affected area Integrate additional DOD support if requested

USNORTHCOM provides assistance when requested; not a moment too soon or a second too late

Hot Zone Extraction


Purpose: Conduct agent detection, casualty search, Technical Rescue, Hot Zone Extraction, Personnel DECON, and Time Critical Medical Care Design:
DECON 75 non-ambulatory or 225 ambulatory patients/hour Rapid Extraction Team - Level A extraction Non ambulatory (6-12 casualties per hour); Ambulatory (direct or lead out) Search Extract Team Level A, B, C 11 2-man Extract Teams; 9 2-man Skirmisher Teams Level C

Aviation
Purpose: Transportation, External Load Lift, CASEVAC, MEDEVAC Design: Perform these tasks within 150 mile radius for 30 days

RECON/DECON
Purpose: Provide CBRNE reconnaissance and decontamination Design:
RECON - Conduct Route, Zone, Area, and point reconnaissance; monitor DECON Conduct personnel and equipment DECON (60 personnel/hr or 18 vehicles/hr)

Medical
Purpose: Mass casualty triage; advance trauma life support; emergency dental; mental health; Design: 40 patient triage holding center at two forward locations; 25 bed hospital

Logistics/Transportation
Purpose: Receive, Store, Issue, and Transport any type of supply or commodity; perform vehicular maintenance Design: Support DOD and other response forces as well as affected population

Purpose: Engineering construction support, debris clearance, and supplement infrastructure damage assessment Design: Prepare land for temporary structures/sites, open traffic routes

Incident Awareness & Assessment


Purpose: To provide situational awareness of the affected area to responders; provide information to affected population Design: To fill information gaps and verify environmental assumptions

Fatality Management
Purpose: Augment civilian remains processing, administration, and storage of remains Design: Process 80 non-contaminated (or 40 contaminated) remains per day

Summary
DOD supports domestic consequence management by augmenting the federal response in accordance with the NRF When requested by civil authorities, USNORTHCOM executes this mission in every state except Hawaii (US Pacific Command), Puerto Rico, and the US Virgin Islands The CCMRF is designed around time-sensitive capabilities and can adjust as required
