Important Detection by IGI Airport

Two Nepali female traffickers-cum- agent alongwith two Nepali citizens held with forged Nepali Passport. With the arrest of two Nepali Citizens with fake Nepali Passport obtained fraudulently who were trying to travel to Afghanistan, the IGI Airport Police has unearthed an international trafficking racket having bases in Kathmandu, Delhi and Afghanistan. On 15.7.2010 two Nepali Citizens were detected with forged Nepali passports while they were trying to pass through the immigration. Accordingly two criminal cases were registered against both the Nepali citizens at PS-IGI Airport and investigation was taken up under the leadership of Inspr. S.P.Gupta, SHO/PS-IGIA under the overall supervision of Sh. M.I. Haider, ACP/Palam. The further questioning of both the passengers revealed their real names as Tek Bahadur Rana Magar and Ram Bahadur Thapa. While Tek Bahadur was travelling on the passport of Dem Bahadur Katka, Ram Bahadur was travelling on the passport of Diga Bahadur Basnet. The close scrutiny of their travel documents revealed that the real passport holders photo was substituted with that of the passengers in question. During sustained interrogation and investigation it emerged that both the passengers were brought from Kathmandu by

a female agent Pumpa Lama aged 35 years. Pumpa Lama has done primary school in Nepal. She is married and having five children. Her husband is Buddhist Monk currently in Kathmandu. She and her brother Kumar Babu Lama who was earlier in manpower export came to India with intention to send Nepalies abroad and for this purpose rented a house in Punjabi Bagh. She alongwith her brother has sent several Nepalies to Dubai and Kabul on fictitious experience certificates and documents. It also emerged that both the passengers were kept at a transit location in Delhi by another Nepali female agent Pooja Sharma aged 30 years who had managed visa and other formalities related to the passengers. Pooja Sharma is a native of Kathmandu, Nepal. She is Commerce Graduate from Nepal. She is married and having three children. Her husband is also in a business of manpower export in Nepal. She keeps on changing rented accommodation to avoid being caught by the police. Now she is staying at Patel Nagar address since the last 12 days. In case her client passenger is caught she immediately changes to some other rented house. Further searches at her resident led to recovery of 3 Nepali and 4 Indian Passports. Pen Drive containing list of 125 passengers and some scanned visa application forms and four foreign SIM Cards were also recovered. Agent had charged $ 6000 as package deal from each passengers for facilitating their journey till Afghanistan and subsequent job.

During the interrogation of the detained passengers, it emerged that they were promised job of a security guard and catering with Allied International Forces based in Afghanistan. This is the second such case which the local police has registered with a similar modus operandi. First such case was registered in the month of June, 2010 in which two Nepali Citizens were arrested with fake Indian Passports going to Afghanistan for job of Security Guard with the Allied International Forces. The local police is scrutinizing the seized incriminating documents from the possession of the agents. All the four persons

were produced in the Dwarka Courts today. Further investigation of the case is in progress.

MBA swindler arrested who used to write IELTS Tests for those who wanted permanent residency in foreign Country.
IGI Airport police has arrested three persons including an MBA from Canada for involvement in an international Syndicate of human trafficking. On 20.06.10, one Rupinder Singh of Ludhiana Punjab, who intended to go to Australia, was detained by immigration on the suspicion of his passport being re-stitched. In this regard a case vide FIR No. 341/10 dated 21.06.10 u/s 420 IPC & 12 PP Act PS I.G.I. Airport was registered and investigation was taken up by a special team comprising of SI Satender Mohan, HC Suraj Bhan and Ct. Gyaneshwar to find out reasons and purpose of re-stitching of the passport. During followup investigations and search, an IELTS certificate which was issued in the name of Rupinder Singh was also recovered at his instance. Further questioning revealed that a passport holder who has passed IELTS Test (International English Language Testing System) gets more points and weightage for permanent residency in Australia. Rupinder Singh intended to get permanent residency in Australia. However, he did not clear IELTS Test twice. Rupinder Singh in order to seek permanent residency in Australia, on the basis of IELTS grade, approached one Gulshan of Uttam Nagar, Delhi. He knew one Mohit of Rohini, Delhi who was MBA from Canada and used to write IELTS for those who could not make it by themselves.

Modus Operandi

To avoid easy detection by the invigilator Mohit used to take out the bio-data sheet with photograph of the original passport holders and replace it with that of his own photograph without changing the particulars of the original passport holder. Once he cleared the IELTS test, he would re-stitch the original bio-data alongwith photo in the passport. He used to impersonate and appear in the test for others. He used to charge Rs.2 Lac for clearing the test. Following persons have been arrested in this case.

1. Rupinder Kumar s/o Sukhwinder Singh r/o B-34, H.No. 2482/1, Rajesh Nagar, Chander Nagar, Ludhiana, Punjab, age-27 years. He is a graduate. He was in Australia for further studies since 2007. He wanted IELTS clearance certificate to become a Permanent Resident in Australia. 2. Gulshan s/o Bishambar Nath r/o G-1/153 Uttam Nagar, New Delhi, age-42 years. He has his transport business in Uttam Nagar. He introduced Rupinder to Mohit. 3. Mohit s/o Jagbir Singh r/oC-171, Millennium Apartments, Sector-18, Rohini, New Delhi, age-30 years. He went to Canada in 2002 and after completing MBA returned to India in 2005. Now, for the last 6 months he is appearing in IELTS for others and charging money.

On the basis of disclosure and recovery of incriminating documents other relevant sections of impersonation and forgery were added. All the accused persons were produced in the court and remanded to judicial custody. Further investigation of the case is in progress.

DATED : 07.06.2010 NEPALESE WORKING AS SECURITY GUARDS WITH ALLIED INTERNATIONAL FORCES IN KABUL ON FAKE INDIAN PASSPORT APPREHENDED AT IGI AIRPORT.

With the arrest of two Nepalese Citizens who had procured fake Indian passports through fraudulent means to get job as security guards in Afghanistan the IGI Airport police has unearthed an international trafficking racket having bases in Kathmandu, Delhi and Afghanistan. The police has also arrested a key agent involved in the racket.

A complaint was received on 06.06.10 from immigration in which two Nepali citizens were detected with suspected Indian passports. Two criminal cases were registered against both the Nepali citizens who were later identified as Vishnu Nath Gurung S/o Khadga Bahadur R/o Pakhri Basti, Ward No. 3, Dhankuta, Nepal and Krishna Bahadur Rai S/o Man Bahadur Rai R/o Village Pahire-1, P.S. Shital Pati, Distt. Shankhuwassaba, Nepal. The initial interrogation of both the passengers revealed that they had procured fake Indian passports in their names issued by Regional Passport office, Guwahati. Passport was arranged by an agent based in Kathmandu, who had further got their visa and ticketing formalities A special team was arranged through another travel agent based in Delhi.

apprehend the agent who facilitated their departure and arranged other formalities.

Sustained raids carried out at various places in Delhi helped the team in nabbing the travel agent Ramesh Prasad Yadav from Shakarpur area. The investigation has revealed that the agent had charged an amount of Rs. 1,60,000/from each passengers for their journey as well as employment in Kabul. Both the passengers are already working as security guards at various camps of Allied International forces based in Afghanistan since Dec. 2009. The police has also recovered a visiting card of a manpower services based in Afghanistan owned by a Nepali travel agent who facilitates jobs for these people in various parts of Afghanistan. The investigating team has also been able to recover a list of Nepali citizens who are suspected to have fraudulently procured Indian passports and are currently employed in Afghanistan as security guards. Several incriminating documents like copies of e-tickets, pass books, Visa application forms and copies of passports were also recovered from the possession of the agent. The detailed interrogation of both passengers has revealed that they did not file any application form for getting Indian passport. They had simply provided their photographs to the travel agents who got their Indian passports made from Guwahati.

Both the passengers and agents were produced in the Dwarka Courts today. Further investigation of the case is in progress.

Dated : 15.07.09 Two arrested for blind murder at PS IGI Airport. An unidentified dead body had been recovered on 01.07.09.

THE INCIDENT On 01.07.09, an unidentified dead body had been recovered inside the boundary wall of IGI Airport Terminal III in the vicinity of Samalkha Road. The deceased had been strangulated and stabbed. He was of about 57 in height, fair complexioned and aged about 30 years. The deceased had three rings on his left hand and was wearing a golden colour TIMEX wrist watch. A case u/s 302 IPC was registered at PS IGI Airport on 01.07.09. THE TEAM A team under Inspector Vinod Narang, Inspector Investigation PS IGI Airport and consisting of SI Vinod kumar, HC Parkash, Ct. Raj Kumar and others was formed to identify the deceased and workout the murder case. IDENTIFICATION OF THE DECEASED Several steps were taken to identify the deceased including checking of missing person reports in the nearby police stations, updating the unidentifying dead body information on ZIPNET, issue of hue and cry notice, showing the body to nearby residents, publication of photograph in the newspapers, etc. Sustained efforts to identify the deceased culminated in the deceased being identified on 8.7.09 as Kamlesh Sharma, aged 32 year r/o Bhind District in Madhya Pradesh, recently living in Sector-18 police station of Gurgaon. INVESTIGATIONS During investigations it was ascertained that the deceased Kamlesh Sharma was in money lending business and used to give money on loan to his known persons. The deceased had given loan of Rs. 80,000/- to his distant relative Avdesh Sharma, aged 30 years also from Bhind of Madhya Pradesh. Investigations revealed that the deceased had been pressurizing Avdesh Sharma for return of his money but Avdesh Sharma was not in position to do so because he left his job about 2 months back. As the deceased insisted on return of money, the accused Avdesh Sharma along with his associate made a plan to eliminate Kamlesh Sharma. THE PLAN When Avdesh Sharma was not in position to return the money, he along with Dinesh, aged 28 years r/o Mujjafar Nagar District of U.P., presently working as Mechanic Fitter in Gurgaon to eliminate Kamlesh Sharma. Avdesh Sharma told Kamlesh that as he was not in positon to return his money, he has planned to join an inter-state underworld gang which is in kidnapping for ransom

business to repay his loan. Avdesh Sharma told Kamlesh that he wanted his opinion regarding the gang as he has called the gang members in Delhi. On the day of incident, accused Avdesh Sharma along with Kamlesh came on motorcycle of the deceased near the place of incidence and took unsuspecting Kamlesh inside the boundary wall of Airport. Dinesh, an associate was already waiting at the place of incident and once Kamlesh and Avdesh got inside the outer boundary of Airport at a convenient place the two strangulated the deceased. The deceased was also stabbed by the accused and then dragged to a nearby drain. During investigations, the role of Avdesh Sharma was ascertained. Initially, he denied his involvement but on sustained interrogation and investigations, he revealed his plan and act of murder. Incidentally, Avdesh Sharma had joined the family when the family started his search and had gone to Sector-18 police station, Gurgaon to lodge a missing report as well. RECOVERY During investigations, the motorcycle of the deceased, his purse and two mobile phones have been recovered. A country made pistol with five cartridges were also recovered at the instance of accused Avdesh Sharma.
