These included: o Capture of a $34M five-year waste management services contract with B&WY-12; o Attainment of a NNSA Blanket Purchase Agreement to provide nuclear/technical services through task orders to sites nationwide (valued at $42M); and o Rebid of Navarros Environmental Management contract at NV National Security Site to provide characterization, remediation, ground water modeling, waste management and environmental compliance (a $66M contract). Reviewed and arranged for SMEs to review major project technical deliverables that ensured accuracy, quality and compliance with contract requirements. Performed special assignments that included coordinating departmental and subcontractor input in preparation of a Health & Safety Program Plan to meet new 10CFR851 requirements for Navarros major environmental remediation contract. Conducted engineering portion of the readiness review for start-up of remote-handled operations at the Transuranic Waste Progressing Center. Revised from the ground up a $200M budget for a DOE Environmental Management Program that reflect new priorities and consented order requirements.

PARALLAX, INC./ LOS ALAMOS TECHNICAL ASSOCIATES (LATA), Oak Ridge, TN/Portsmouth, OH 2004 2005 Privately-held engineering company specializing in nuclear and environmental services. Parallax and LATA formed a limited liability company to bid on the DOE environmental restoration contract at Portsmouth
Environmental Restoration Contract, Project Manager LATA/Parallax Portsmouth, LLC (2005; 12 months) Led proposal effort and secured role as first-ever small business contractor to take over a prime environmental management contract at a DOE site. Led team in transitioning operations to start-up and management of this new $200M/5-yearcontract. Served as primary liaison with DOE and the LPP corporate executives, as well as site contractors, stakeholders and labor unions. Ensured cost/schedule and performance objectives, met all ISMS/EMS requirements, and achieved all critical milestones, fulfilled contract provisions, with zero violations. Contract encompassed operations of 96 facilities including 7 nuclear category 2 and safety basis documents; environmental restoration; regulatory monitoring/reporting; D&D of inactive facilities; storage, shipment and disposition of hazardous, low-level, and mixed radioactive wastes; and oversaw uranium management center. Managed 60+ transition team members through 950 actions to hire 242 personnel. Conducted due diligence of all facilities and operations, addressed 8 major findings, prepared 21 interim deliverables, blue-sheeted 100+ procedures, negotiated 30 subcontracts and updated project baseline to reflect new contract scope/site conditions. Developed new waste management program to address special process wastes and accelerate disposition of legacy wastes in alignment with DOEs Gold Chart metrics. Closed out storage areas to be turned over to the American Centrifuge Project by the end of the first year. Implemented innovative oxidant injection methodology that remediated Tc99 contaminated groundwater and reliably achieved regulatory requirements years ahead of schedule (~ $20M in cost savings). Obtained Ohio EPA concurrence and started up the activities in parallel with contract transition. Vice-President for Environmental Engineering and Services Parallax, Inc. (2004 2005) Executive-in-charge of corporate business development for environmental engineering and management services. Hired to lead environmental proposal efforts, create company strategy and partnerships, as well as contract negotiations. Led joint LATA and Parallax proposal team that was awarded the Environmental Restoration prime contract for the DOE Portsmouth Site. Provided oversight of the proposal and wrote technical and management approaches Safely executed Parallaxs environmental remediation contracts including those for DOE-ORO and EPA Region IV. Developed cost, schedule and technical approach for completion of work and oversaw project managers. Served as corporate sponsor for the ESH&Q services contract with Parsons for the Salt Waste Processing Facility design/build contract at the DOE-SRS. Developed policies, procedures and training for requirement implementation.

BECHTEL JACOBS COMPANY LLC (BJC), Oak Ridge, TN 2000 2003 BJC was the environmental management contractor for the DOE-ORO. Contract scope included environmental restoration, D&D and waste management responsibilities performed as five projects across the Oak Ridge National Laboratory (ORNL), the Y-12 Plant Site, the East Tennessee Technology Park (ETTP) and the Portsmouth and Paducah Gaseous Diffusion Plants.
Program Manager Reservation Cleanup/Waste Management Project (2002 2003) Following contract reorganization, promoted to provide strategy and leadership for this project with a $200M/yr budget, 15 subcontractors, and responsibility for 813 facilities and associated safety basis documents, as well as surveillance and maintenance of inactive waste sites and facilities slated for D&D, liquid, gaseous and PCB contaminated waste treatment operations, and storage, shipment and disposition of hazardous, low-level, mixed and transuranic radioactive waste.

Major assignments included: Project Champion, Integrated Safety Management System (ISMS) Re-verification Led planning and implementation of all project activities. Tracked and reported on critical efforts including closure of actions, proforma flow down to 19 subcontractors and training of 300+ staff. Ensured all the logistics were performed and presentations completed for the DOE-HQ Assessment successfully conducted in June 2003. Acting Project Nuclear Facility Safety (NFS) Manager Led development of 10 CFR 830 compliant safety basis documents (SBD) for 200+ nuclear and radiological facilities. Hired NFS staff and coordinated NFS training. Ensured flow down of NFS technical specifications to subcontractors. Reviewed and approved USQDs, EMHAs, and FHAs. Participated in senior management and DOE reviews. Worked with QA to prepare closure packages for SBD related issues. Submitted 10 compliant DSAs for nuclear category 2 and 3 facilities on time. Project Manager, Transition of Newly-Generated Waste Management Scope For the $40M annual work scope performed by 5 subcontractors, planned and coordinated preparation of draft transition plans, schedules and budgets with multiple functional and waste management personnel. Prepared updates to DOE EM on progress and issues for resolution, as well as presentations and white papers for DOE-HQ. Project Champion for the DOE-HQ Nuclear Criticality Safety (NCS) Assessment Planned and implemented all project NCS preparation activities. Prepared responses to the DOE lines of inquiries. Closed anomalous condition reports. Handled logistics for implementation reviews of 21 NCSEs covering work performed by 4 subcontractors at all 3 ORR sites. Identified NCS resources and developed presentations and status reports. Project Interface with waste management staff at UT-Battele and BWXT Y-12. Significantly reduced backlog of unresolved issues and improved working relations between prime contractors and subcontractors. Deputy Manager of Projects Waste Disposition Project (2000 2002) Charged with managing the project managers and leading the complete overhaul of the lifecycle baseline for the characterization, repackaging, transportation, treatment and disposal of all the legacy waste at three ORR sites. Disposed, within 4 years, 85%+ of the hazardous, radioactive and mixed waste that had been in storage for up to 15 years, enabling compliance with DOE orders and D&D of aging facilities. Managed the preparation of the FY01 & FY02 lifecycle baselines that improved quality of scope statements, timeliness of submittals for review and development of subcontractor and staff planning worksheets. Conducted monthly project status reviews with the project managers and project controls staff, evaluating project performance providing monthly project input to the management evaluation fee report. Directed preparation of monthly Project Status Reports and prepared monthly presentation for the DOE. Established an action-tracking process with QA staff that closed out overdue actions and highlighted overdue responses to specific DOE requests.

FOSTER WHEELER ENVIRONMENTAL CORPORATION (FWENC), FORMERLY EBASCO ENVIRONMENTAL, Oak Ridge, TN 1983 2000 FWENC was a wholly-owned subsidiary of Foster Wheeler, a major international design engineering company. Following Ebasco Environmental acquisition by Foster Wheeler in 1996, environmental and engineering operations were merged. Personally led large complex remediation and engineering projects that addressed environmental regulations under CERCLA, RCRA, and CWA for industrial clients, state and federal agencies.
Assistant Vice President of Engineering / Oak Ridge Operations Manager FWENC (1996 2000) Directed all resources of the FWENC Oak Ridge office. Managed $16M budget and 60 professionals. Transitioned office from a solely DOE workload to performance of new contracts with USACE, private clients and other corporate offices (design work). Re-engineered staff to meet new project requirements. Completed 33% of DOE-ORO ERWM A/E services contract task orders ahead of schedule with remainder on schedule and 46% of task orders under budget. Maintained an exemplary safety record and history of a compliance with ESH&Q requirements, with zero OSHA citations and zero violations. Earned maximum award fee for all incentive task order projects, as well as an overall excellent performance rating for 2nd half of FY96. Streamlined remedial design process that reduced labor costs for the ERWM contract by 25% and achieved the 1996 Tennessee Quality Commitment Award. Operations Manager USDOE, Oak Ridge Operations, Environmental Restoration and Waste Management (ERWM) Program, Ebasco Environmental (1992 1996) Directed 12 project managers with overall responsibility for 382 project orders with cumulative funding of $90M. Managed seven design subcontractors performing 40% of the contract value with 20% to SB/SDB firms, as well as 14

Program encompassed all engineering and designrelated scope for the Baseline estimates, nuclear facility upgrades, RCRA corrective actions, and CERCLA and D&D efforts at all five ORO sites. Acted as interim program manager and served as project manager for three projects: 1) the ORNL and Y-12 ER Program Life Cycle Baseline Reports project; 2) the Pond Waste Project (reevaluation of the MLLW treatment, storage and disposal program at the K-25 site); and 3) the ORNL WAG 5 Seeps Project, which received the Tennessee Society of Professional Engineers Outstanding Engineering Achievement Award in 1994. Acting Deputy Program Manager USEPA Region II ARCS Contract, Ebasco Environmental (1991) Completed a short-term special assignment in the Lyndhurst, NJ office on Ebascos ARCS Contract for USEPA Region II. Specifically hired to improve the quality of technical documents and train 15 site managers on CERCLA requirements and project management procedures. Work assignments ranged from $5K to $2.68M. Performed environmental engineering and hazardous waste remediation assignments.
