Hail eyDate: Signature:SUBMISSION:The USSC Special CRC is requested to advise on the following proposal involvingfinancial commitment:TITLE: Blanket supplementary fe eding program in Hiran region IMPLEMENTINGPARTNER:WARDICONTEXT ANDJUSTIFICATION High rates of acute malnutrition persist in the Region of Hiran since 2011 and c ontinue threatening thelives of large numbers of children. Programs devoted to t he treatment of severe acute malnutrition areoperational and aim at reducing mor tality associated with acute malnutrition but efforts remained to bedone for pre vention of severe acute malnutrition. Targeted supplementary feeding programs cu rrentlybeing run in the district of Belet Weyne have supported these preventativ e efforts but a scale up isseen necessary through the implementation of blanket supplementary feeding program (BSFP). Thisprogram consists in provision of 25kg of CSB and 5 liters of oil for all households in the targeted area. The BSFP prog ram will be effective from February 1st, 2012 to August 31st, 2012.In this distr ict of Belet Weyne, Wardi has been an active partner for UNICEF since more than a yearthrough the running of TSFP activities. Wardi has shown high levels of rel iability and strongconnexions with the communities in the area it targets.DISTRI BUTION PACKAGE 25 kg of CSB per month per registered household 5 Liters of oil per month for each registered householdNote: UNICEF is working aggressively to secur e supplies to support the enhanced blanket feedingprogram. Should the supply of CSB be insufficient during the initial phase of the feeding program,UNICEF will supply 25 kg of rice OR 25 kg of maize flour per month per household to avoid de lays infood delivery. The implementing partner will be notified in advance about any changes to the supplypipeline.BENEFICIARYSELECTIONCRITERIA Due to resource constraints, it is critical that implementing partners target their support and ensuredelivery to those most in need. In general, the program will apply the fol lowing criteria for registration: Households should have at least one child under the age of five (as verified by height stick of115 cm WHO standards) 2 Households should not already be receiving support from another blanket feedingp rogrammeNote: All children under the age of five will be screened for malnutriti on during the distributions.Children found to be suffering from Severe Acute Mal nutrition (SAM) will be referred to the regularOut-patient centres (OTP) or hosp ital (if with medical complications).PROPOSEDSITE, BENEFICIARIES,ANDCOMMODITYREQ UIREMENTS Region DistrictDistributionSitesEstimatedHH/MonthNeeds for 1 Month(kg) **Needs for 6 Months(kg)CSB Oil CSB OilGedo garbahareyWardaadooy 210 5,250 1,050 31,500 6,300Biitaale 210 5,250 1,050 31,500 6,300Raangaabo 450 11,250 2,250 67, 500 13,500Burjada ciinta 180 4,500 900 27,000 5,400Doonbireed 127 3,175 635 19,0 50 3,810Dhataq 181 4,525 905 27,150 5,430Xuseen Raage 180 4,500 900 27,000 5,400 Buurkabaali 291 7,275 1,455 43,650 8,730Jaadle 230 5,750 1,150 34,500 6,900Xudur boor 450 11,250 2,250 67,500 13,500Qarsooni bari 305 7,625 1,525 45,750 9,150Gam barlaawe 580 14,500 2,900 87,000 17,400Tuul raaxo 292 7,300 1,460 43,800 8,760Ba argaduud 370 9,250 1,850 55,500 11,100Dhagaxleey 360 9,000 1,800 54,000 10,800Qu racley 210 5,250 1,050 31,500 6,300Badbaado 371 9,275 1,855 55,650 11,130Wardhab eel 289 7,225 1,445 43,350 8,670Macaanqaale 510 12,750 2,550 76,500 15,300Doonsu bagle 430 10,750 2,150 64,500 12,900Ayaan 520 13,000 2,600 78,000 15,600Baargaca nloow 410 10,250 2,050 61,500 12,300Dayax 330 8,250 1,650 49,500 9,900Xalane 380 9,500 1,900 57,000 11,400Juquf 150 3,750 750 22,500 4,500Bisle 270 6,750 1,350 40,500 8,100Tawakal 330 8,250 1,650 49,500 9,900Dooli 375 9,375 1,875 56,250 11, 250Doonkakoy 300 7,500 1,500 45,000 9,000Wiiro wiiro 440 11,000 2,200 66,000 13, 200Jiiqaay 269 6,725 1,345 40,350 8,070Total10,000 250,000 50,000 1,500,000 300, 000* Sites will be determined in consultation with UNICEF once approved; the det ailed distribution list will be attached to this document 3**Needs (MT) are based on 25kg CSB and 5 liters of oil per month for each house hold.
