TASK ORGANIZATION: Annex A 2. Situation a) General

The opening of classes on June 2011 for the School Year 2011-2012 for public and private schools will start on June 01, 2011. This school year will again bring huge volume of student from different places/provinces to various schools and learning institutions throughout Cebu Province. The influx of people utilizing public and private transport will increase the volume of traffic in the metropolis. Possibility of accidents along major thoroughfares and highways is imminent. Cebu Police Provincial Office, concurrent with its mission and in coordination with other law enforcement agencies, local CHED and DepEd Officials, BPATs, Radio Clubs and other CVOs, shall establish Police Assistance Centers (PACs) in different public and private schools in order to provide appropriate security for the students and their accompanying parents at the school premises, intensified traffic direction and control, render maximum assistance to motorists and commuters along major thoroughfares, highways and bridges utilizing its available resources. 4. EXECUTION: a) Concept of Operation:

This operation involve the maximum deployment of mobile and foot patrols along major routes of travel and ensure intensified police visibility patrols particularly within the immediate vicinity of school premises and other areas wherein the students, especially the pupils have been reported to be victimized in the past by bad elements of society. Conduct a province-wide implementation of 24/7 rotating and synchronized checkpoint operations to prevent and control crimes and neutralize threat groups by preventing their easy access or movement in our area of responsibility. b) This plan shall be implemented in three (3) phases Before, During and After opening of classes for SY 2011-2012: BEFORE - Preparation and Organization (Intelligence Build Up/Identification & Resource Allocation). This phase entails the following activities: 1. 2. 3. 4. Identification of probable targets of criminal elements/organized crime groups and gangsters. Identification of local contacts of criminal groups involved in robbery, kidnapping and the like. Identification of primary and secondary thoroughfares, especially in metropolitan areas, in order to conduct chokepoint blocking force of the possible escape routes once hot pursuit operations are conducted or in progress and deployment of traffic enforcers to ensure smooth flow of traffic. Organized resources by detailing personnel, mobility and communication assets that could block the identified chokepoints/possible escape routes while other police units are pursuing the suspects. Police Stations and/or mobile patrol groups could man the chokepoints while the SWAT and/or Mobile Patrol Group are the pursuing or interdiction elements. Coordination with the School heads and teachers for security arrangements inside the School premises among the PNP, Security Guards, CSUs, Barangay Tanods and other Civilian Volunteers. Check and ensure the inter-operability of communication equipment. All adjacent units must be able to monitor the ongoing incident in order to implement appropriate action. CPPO TEXT Hotline 09188277600 and PATROL 117 and other emergency hotlines must be operational. Coordination with the LGU, PCG, PPA, Management of Bus terminals and Shipping Industries in AOR for this purpose. During - Actual Operations Phase (Opening of classes). The following activities are conducted: All City/Municipal Police stations will conduct 24 hours checkpoints to all PUB/PUJ and shall be inspected at terminals. 2. Detail of PNP Personnel, BPATs and BINs at the Schools for the purpose of Police visibility and crime prevention. 3. Police Assistance Center shall be established at main gate of the school for Police assistance and emergency purposes. 4. Intensify the conduct of Mobile and Foot patrols within the vicinity of the School. 5. In case of emergency continuous gathering of information/development on the pursuit operations must be relayed to other units/police stations especially those adjacent for the culprits direction.`````````` 6. Primary and secondary thoroughfares shall be manned by traffic enforcers to ensure smooth flow of traffic. 7. All units/police stations must maintain deployment positions until the CALL-OFF or termination of the implementation of this IMPLAN is sounded. 1. After - Post Operation Phase (After the opening of classes). The following activities should be conducted: 1. Assessment/Debriefing on the result of the operations as basis for plan adjustment/improvement.

All COPs City and Municipal Police Stations a) In order to prevent and/or suppress the occurrence of such incidents and to protect the students from criminal elements who may take advantage of the situation to conduct their nefarious and illegal activities, the COPs are directed to undertake the following activities: 1) Intensify intelligence gathering activities on threat groups to address terrorist attacks, kidnapping and gangster. 2) Implement the Police Containment Ring System (PCRS), with emphasis on police visibility/presence at bus terminals, seaports and airports; malls and bookstores, particularly during Last Minute Shopping or close to the regular opening of classes; and in the immediate vicinity of universities/colleges/schools.

3) 4) 5) 6) Establish Police Assistance Centers (PACs) in the strategic areas and at the main gates of the schools. Determine which schools are to be prioritized in the allocation of deployment of police personnel. Conduct special operations against criminal elements victimizing students/parents, such as pick pocketing, snatching, and drug peddling. Ensure the safety and orderly movement of the motorist/commuters and the smooth flow of traffic by maximizing the deployment of traffic enforcers leading to and from schools/universities, bus/jeepney stops and terminals. Conduct dialogue/coordination with the school heads and the concerned Barangay Chairwoman/Chairman/Officials on their security issues and concerns. Review and improve security plans based on the experiences in the past security operations. Further, update the school-based crime prevention program. Undertake public information drive through television, print & broadcast media on safety tips. Maintain mobile reaction teams from immediate response to emergency cases. Undertake contingency measures during emergency situation such as fire, typhoon, floods and other forms of human and natural hazards. Other tasks as necessary.

Be reminded that while some of the personnel are deployed in Police Assistance Center and public safety operations to assist commuters and motorists, the normal operations against criminals elements and dissident terrorists should not be overlooked. c) Maintain sufficient number of reserve personnel ready for deployment when needed. d) Perform other tasks on orders. 5.
