Long-term unemployed workers who are hired as an employee of the applicant business. Full-time (35 or more hours per week) Minimum $10 per hour Must take place at the employers physical location in NYS. Training newly hired workers that come from the ranks of the long-term unemployed and who need skill upgrade training for their job responsibilities immediately after hire.
Long term unemployed workers. Full-time (35 or more hours per week) Minimum $7.25 (or minimum wage) Must take place in a classroom setting. Occupational skill training of long-term unemployed workers. The need for training must be justified by a commitment from the applicant business, or, if a training provider is applying, other specific businesses, to interview and consider trainees for employment. (Note: The number of trainees cannot exceed the number of potential job openings by these businesses.) The cost of training providers to provide classroom training. The cost of textbooks and training materials directly associated with the training. The cost of software required to deliver the program of training.
Allowable Costs
Outside vendors or in-house trainers to provide on-site or off-site classroom training. (Notes: training by inhouse staff must be for a minimum of three trainees per course. For training by in-house staff, DOL will only reimburse for the actual hourly wage rate of the trainer, excluding fringe costs.) Textbooks or training materials directly associated with the training.
Reimbursement for up to 50 percent of the employees wages, excluding fringe benefits, for the periods during which they are being trained. No funds available for any other costs.
Distance learning fees (the fee for the training slot and software that is required to deliver the program of training). $100,000 is the maximum amount an applicant can be awarded for a single program or any combination of programs.
The per trainee cost (actual, not average) for this program cannot exceed $5,000. . Training contracts will be awarded for a period of up to one year. Participating employers must list job openings with the New York State Job Bank during the duration of this program. The date of an award letter is the earliest date for awardees to begin training. Any costs incurred prior to the date of the award letter will not be reimbursed. Grant funds cannot be used to purchase hardware or other equipment needed to access instruction. Funding is provided to awardees on a cost reimbursement basis, and reimbursements of training costs can only commence upon execution of a contract with DOL.
