WHEREASTheCityofOttawasOfficialPlanstatesClimatechangeisoneofthecriticalenvironmental challengesfacingtheworldandmeasurestobothreduceGHG[greenhousegas]emissions(mitigation) andpreparefortheimpactsofclimatechange(adaptation)needtobeincorporatedintoalllevelsof CitydecisionmakingTheCityhasmadeacommitmenttoreducegreenhousegasemissionsinboth corporateoperationsandatthecommunitylevel;and WHEREASOnJuly13,2011,CouncilapproveditsTermofCouncilprioritieswhichincludethepriorityof EnvironmentalStewardship:Promotelongtermsustainability,reducetheCitysenvironmental footprint;and WHEREASbasedontherecentlycompleted2004and2008CorporateandCommunityGreenhouseGas InventoriesfortheCityofOttawa,corporateGHGemissionsgeneratedbytheCityofOttawasown operationswerefoundtohavebeenreducedby12.

5%overthefouryearperiod;and WHEREASbasedonthatsameCorporateandCommunityGreenhouseGasInventoriesstudy, communityGHGemissionsrepresentapproximately95%oftotalemissionscausedbyactivitieswithin Ottawasboundaries;and WHEREASinJanuary2005CouncilapprovedGHGreductiontargetsof20%incommunityemissionsby 2012from1990levels;and WHEREASbasedonthatsameCorporateandCommunityGreenhouseGasInventoriesstudy,plusother earlierinventorystudies,communityGHGemissionreductionsareshowntobeveryunlikelytoachieve Councilapprovedreductiontargetsinfactinallcaseswerecalculatedtohaveincreasedovertime,not reduced;and WHEREASin2011theFederationofCanadianMunicipalitiesindicatedthatlocalgovernmentshave directorindirectcontrolover45%ofGHGemissions; WHEREAScitystaffaretobecongratulatedfortheimportantGHGreductionsfromcorporatesourcesas documentedforthefouryearperiodoftheGHGinventory;and THEREFOREBEITRESOLVEDthatthecityhostastakeholdersRoundTable,includingmembers representingbusinessgroupssuchastheOttawaChamberofCommerceEnvironmentCommittee, InvestOttawa,aswellascommunitygroupsandorganizations,etc.toengagethecommunityonthe matterofGHGreductionsbyexaminingthefollowingquestionsandpromotingsolutions: Whatstrategiesaccordingtocost/benefitanalysisresultinthegreatestreductionofGHG; WhatsolutionsofferthefastestpaybackintermsofGHGreductions; Whatsolutionshavethelowestbarrierstosuccess; Whatutilitiesandcompaniescanprovidesynergiesthroughenergyreduction&efficiency programs; 5) Howcanefficientappliancesand/orbuildingfeaturesbepromotedtoagreaterdegree(e.g., lowflushtoilets);and BEITFURTHERRESOLVEDthattheEnvironmentCommitteeselect2CouncillorstosponsortheRound Table;and BEITFURTHERRESOLVEDthattheCityofOttawamaintainorexceeditscurrentlevelunderthe FederationofCanadianMunicipalitiesPartnersforClimateProtectionprogram. 1) 2) 3) 4)
