Consistent with the principles of sustainable development, Provincial Roads Management Facility (PRMF) is implementing an integrated approach in the

management and sustainability of the environment through the Environmental Management System (EMS). The EMS sets the overall framework for assessing and managing environmental issues arising from the activities of the PRMF. The EMS outlines the requirements for assessing and managing environmental issues arising from PRMF activities through environmental assessment, mitigation, implementation, monitoring and evaluation.

THE FRAMEWORK Policy and Legal Setting


The structure and requirements of the EMS are consistent with AusAIDs Environmental Management Guide for Australias Aid Program (2003) and the requirements under the Programmatic Environmental Compliance Certificate (ECC) issued by the Environmental Management Bureau, Department of Environment and Natural Resources (DENR) for the PRMF. Environmental Compliance Monitoring (ECM)


The EMS incorporates a construction-phase environmental monitoring process, procedures and requirements prescribed in the environmental procedural manuals such as the DENR (DAO 2003-30). The specific tasks/activities include: Monitor project compliance with the conditions set in the Environmental Compliance Certificate (ECC). Monitor compliance with the Environmental Management Plan (EMP) for the construction project and with other applicable laws, rules and regulations. Monitor compliance with the specific safety, health and environmental provisions in the Civil Works Contract for the construction project. Report and communicate monitoring results to provide a basis for timely decisionmaking and effective planning and management of environmental measures through the monitoring of actual project impacts vis--vis the predicted impacts in

About PRMF
PRMF is a five- year (20092014), Php4.3 billion (A$100-million) development initiative of the Governments of the Philippines and Australia. Through PRMF, the Australian Government helps provincial governments to put in place the governance systems that will enable them to maintain their roads over time, while rehabilitating and maintaining a core road network in up to 10 provinces in Mindanao and the Visayas. PRMF aims to boost the local economy by improving road transport so that more people will have better access to rehabilitated and maintained road networks, economic activity and public infrastructure and services that will improve their livelihoods.
