5.1 Introduction

DESIGN DRAWINGS

The Columbia County Transmission Project includes the creation of a new 115-kV switching station (Ghent Switching Station) in the town of Ghent and approximately 11.1 miles of new 115-kV transmission lines (Circuit #726 & extension of the National Grid Trunk #15). Additionally, system protection upgrades will be required at NYSEG Corporations Klinekill Substation. 5.2 Design Standards

The structures will be designed in accordance with applicable national and state codes and regulations and the Applicants own standards. The most significant regulation is the National Electrical Safety Code (NESC). The NESC specifies both the minimum structural loads to determine the required structural capacity and minimum clearances to energized parts and wires, to ground, to adjacent transmission lines, to railroad lines, to buildings, and to a host of other facilities. The NESC, as well as other, more stringent criteria that may be imposed by NYSEG, will govern the structural loading. Eight basic load conditions are considered by NYSEG for all new lines on the transmission system. 1) NESC Heavy Loading Grade B Construction, Rule 250B which is the application of -inch radial ice and 4 psf wind at a wire temperature of 0F. 2) NESC Extreme Wind Loading, Rule 250C which is the application of 90 mph wind at a wire temperature of 60F. 3) NESC Extreme Ice with Concurrent Wind Loading, Rule 250D which is the application of 1-inch radial ice and 4 psf wind at a wire temperature of 15F. 4) Heavy Ice Loading which is the application of 1 -inch radial ice with no wind at a wire temperature of 0F. 5) High Wind Loading which is the application of 20 psf wind pressure at a wire temperature of 60F. 6) Wire Stringing Loading which is the application of 6 psf wind pressure at a wire temperature of 60F (with whatever spans, tension, and number of wires attached as may

be required for each structure at various construction stages of wire installation and associated construction activity). 7) Structure Deflection Loading which is no application of wind and a bare wire at a temperature of 30F to define the deflection of the structure top and davit arms as appropriate. 8) Structure Loading which is the application of a 13 psf wind pressure from any horizontal direction to the erected structure, with no wires attached. The wire in each load case is in the initial condition before the effects of creep or other loads influence the wire tension. The required electric line ratings will be in accordance to New York Power Pool Tie-line Ratings Report dated November 1995. There will be several different structures and structure materials used for the 115-kV line (Circuit #726). In general, the line will be supported primarily with wooden single pole structures with porcelain suspension insulators. Galvanized steel single pole structures will be used at the dead end locations. Circuit #726 will be built with a 477 ACSR 18/1 (Pelican) conductor, and the shield wire will be Optical Ground Wire (OPGW) electrically equivalent to 3/8 inch (EHS) galvanized steel wire. A detailed description of the proposed new transmission structures is included in Exhibit E-1, Description of Proposed Transmission Facilities, and will be included in the EM&CP. Figures 5-1 through 5-4 are cross-section diagrams of the proposed transmission structures. Preliminary engineering indicates that the typical height of the structures will be approximately 70 feet tall. While the average height of structures is approximately 70 feet a few individual structures that are significantly taller will be required to maintain required clearances to existing transmission lines and other features. Profiles 1 through 4 show profiles of the right-of-way. Figure 5-5 depicts the centerline elevation of both Circuit #726 and the extension of Trunk #15 at exaggerated vertical scale.
