Guidelines on Transfer of Technical Supervisors

The cadre of Technical Supervisors, which is controlled by ASD(MB), caters for Mumbai located units(Naval Dockyard, MO, DGNP,WOT, SOT etc) and outlying units like INS Shivaji, INS Valsura, NSRY(Karwar) etc. There is a need to have an uniform policy for transfer and placement (on promotion) of supervisors among all local and outstation units. While the above policy is required to primarily meet organizational requirements, it should also be sensitive to requirements of personnel. Transfer of Supervisory Cadre personnel are normally effected on account of the following:(a) Placement on promotion to the cadre or within the cadre, as per DPC. (b) Request of personnel for a transfer to a particular station on extreme compassionate grounds. (c) Administrative requirements. Process of Transfer- The transfers, which are either in station or out station are normally finalized/approved during the period of March-June which also coincides with the commencement of the academic year. Therefore, the personnel seeking any compassionate ground transfers will be considered along with the personnel empanelled for promotion by DPC which also normally conducted during Mar/Apr of the year. Guidelines for finalizing Transfer- The following guidelines are to be implemented:(a) Compassionate Transfer- Requests for compassionate transfers are admissible for following: (i) Where the supervisor seeking transfer to a station on compassionate grounds of medical treatment for parents, wife or children, suffering from fatal diseases like Cancer, Tuberculosis or a virulent skin disease, where specialist treatment is required but is not available in the present station. (ii) Where the applicant is a widow and does not have anybody to look after her at the station where she is presently serving.

(iii) Where the applicant is physically handicapped person and does not have anybody to look after him/her at the station where he/she is serving. (iv) Where the applicants wife has expired leaving behind one or more small child/ children (of less than 12 years) and nobody is available to look after the children. (b) Promotion cum Transfer- The personnel empanelled by DPC are against clear vacancies (existing at the beginning April of the year) as well as those subsequently anticipated due to superannuation and those due to Chain of promotion. (i) Personnel empanelled will be promoted as per seniority first against clear vacancies in the same unit followed by clear vacancies in same station. Thereafter, outstation clear vacancies will be filled up. In case an individual refuses promotion on transfer either to outstation or in same station, he will be debarred for one year. In exceptional cases, the refusal for promotion may not be accepted and the individual would be transferred on promotion to the new unit. (ii) As regards anticipated chain vacancies, either in station or outstation, panel seniority would be followed. In case more than one vacancy arises in both in-station and out-station on same date, in-station vacancies are given priority for appointment of personnel as per seniority in panel. (iii) Personnel retiring from Service within a span of 12 months may not be transferred out of the present unit, if an anticipated/ clear vacancy arises in the period of DPC, subject to no objection by individual, of juniors on panel being promoted prior to him. If the individual, however desirers to be promoted on transfer on due date, then the transfer may be attached.

(c) Transfer on administrative requirement The transfers whether in station or outstation shall be subject to specialization/ trade and suitability of employment of the supervisors. In case any specialist training has been imparted to the individual in India or abroad, his posting/transfer will be considered as per the suitability of job. (d) Request for Transfer on personnel grounds- The personnel posted on promotion to outstation units/ establishments in Mumbai other than the Dockyard, on completion of 06 months of physical service at the new unit, the individual may submit a request for transfer on personnel grounds duly recommended by the unit. The request of the individual will be considered

subject to exigencies/ operational requirement in public interest and in such case the seniority from the date of receipt of application at ND(Mb) will be taken into consideration prior to effecting transfers. (e) Request for Transfer of Direct Recruited Supervisors- In case of supervisors recruited under Direct Recruitment, the initial appointment may be given at outstation where vacancies exist and in such cases the individual may apply for transfer on completion of minimum five years service. (However, the Direct Recruits who have completed minimum two years of physical service may be considered for transfer against the subsequently appointed Direct recruits.)

Inter-se priority to the type of cases mentioned above i.e. sub para 4a (i) to (iv) would be accorded in the order mentioned therein for the purpose of operation of such transfers. In case no applicant belonging to any of the above four categories is available for vacancies at any particular station, such vacancies would go to the applicants as referred in para 4 (b) and 4(c) above.

The sequence of priority accorded for consideration of transfer would be as follos:(a) (b) (c) (d) (e) Transfer on Administrative requirement as per para 4(c) Compassionate transfer as per para 4(a) Request for transfer as personnel grounds as per para 4(d) Promotion cum transfer as per para 4(b) Request transfer of Directly Recruited supervisors as per para 4(e)
