Conclusion:
- Most houses of surveyed families were not applied storm resistant techniques and not safe in natural disaster (some of them were reinforced by old methods with experience of people) - 85,6% surveyed households expressed interest in a credit-for-housing program which help poor people have chance to repair and reconstruct their houses, ensuring a safe shelter.
1. Main objectives - Increasing resilience through establishing a revolving fund for housing reinforcement and construction with storm resistant techniques; - Building capacity of the Da Nang Womens Union on climate change;
2. Specific objectives - 320 households over 3 years and 430 households over 6 years access loans; - 20 very poor households receive support from the Da Nang Fatherland and the loan program to ensure constructing a storm resistant houses; - Building capacity of Womens Union on CBDRM training, Climate Change resilience and financial management;
- Building capacity of all people who participate in the program; - Training local contractors at 8 vulnerable wards/communes on storm resistant housing techniques;
- Ensuring additional support after the three year of RF funding to continue the revolving fund; - Building a successful credit for- housing model and replicating it in other provinces of Viet Nam.
4. Benefits of loan structure: - Loan size and loan term are suitable for conditions of poor and near-poor households; - Preferential interest rate for poor people, ensure using the interest for the project after 3 years and using for other risks; - Capital and interest are divided into small parts and refund gradually during borrowing period; easier for people than repayment at once; - Participation in savings groups will help people build savings habits and they will have a small amount when the project stops or it can be used in case of risks; - Show responsibility of people through their contribution to build houses.
5. Savings groups - A group has 10-15 members from residential community, mostly women. - Purpose: Help members access loan source; help together during repayment process; establish a savings account ; collect monthly principal and interest and send to credit officials of the Project Management Board. Group members guarantee the individual loans.
- Capital and interest are divided into small parts and refund gradually during borrowing period; - Reduce difficulties for members if they have to refund a big amount at the end of loan cycle because of risks; - Monthly repayment requires members to be dynamic to earn money to refund monthly; - Help members have plan and saving habits.
* For the WU: - Contribute to increase loan source and increase number of women borrowing - Limit loss of loan source if risks take place. - Enhance capacity of loan management for officials of levels;
8. Challenges and Risks - Repayment rate: especially if disaster strikes; - Keeping stable and increasing project scale after 3 years; - WU operates many credit programs but not housing credit program for the poor people; they do not have knowledge of climate change;
