NEW DELHI: To keep an eye on maritime security around the Malacca Straits and to gain strategic supremacy in the area, India will in about a fortnight from now open a new airbase, aptly named as Baaz (Hawk), in the Andaman and Nicobar Islands, and said defence sources. The new naval base, which will get an upgraded air base too, will soon be operating heavier military planes from the Indian air eet including the US-made Special Forces plane, C130Js that was inducted last year. INS Baaz will come up at Campbell Bay, Indias southeasternmost fringe in the Andaman and Nicobar Islands chain, which is actually closer to Indonesia than the Indian mainland. It straddles a strategically key location in the Indian Ocean/ Bay of Bengal overlooking the mouth of Malacca straits, from across Aceh in Indonesia. This move by India comes even as the US spelt out its future strategy to focus on the Asia-Pacic in in rebalancing its military strategy earlier this year, while American Defense Secretary Leon Panetta said at the Shangri La Dialogue in Singapore last month that the US will base at least 60 percent of its naval assets in the AsiaPacic region. Malacca Straits is a key maritime chokepoint that acts as a link between the Indian Ocean and the Pacic Ocean, connecting East Asia, Australia and the US with Asia and Africa, which are the key oil resources of the world. At least a quarter of the worlds trade passes through Malacca Straits and more importantly, at least 80 percent of Chinas oil requirements pass through this choke point. India already operates naval bases at Port Blair and Car Nicobar in the Andaman and Nicobar Islands chain. It also has at least three air strips at Diglipur in north Andamans, Port Blair, and at Carnic in Nicobar Islands. The new base will signicantly increase Indias strategic reach in the region, considering that Campbell Bay is about 300 nautical miles from Carnic, till now a major forward operating base of the countrys navy in its southeastern fringes. Thats the distance between Delhi to Bhopal and now Indias navy and air force will be able to launch its operations from that far away deep inside Bay of Bengal and the Indian Ocean.

95% schools dont comply with RTE guidelines


NEW DELHI: Over two years after the Right of Children to Free and Compulsory Education Act (RTE) was notied by the central government, more than 95 per cent of schools in the country do not comply with its guidelines, a study by an NGO has found. Data compiled by RTE Forum with inputs from its members from across the country points out that only one out of 10 schools in 2010-11 had drinking water facilities, while two out of every ve schools lacked a functional toilet. The report also shows lack of training facilities for teachers, adversely affecting the quality of primary education in India. Nearly 36 per cent of all sanctioned posts of teachers in the country are lying vacant. Of this, the national capital alone accounts for 21,000 vacancies, while 1,000 posts are vacant in Odisha, RTE Forums report says. The guidelines under the RTE act specify that schools established, owned, controlled or substantially funded by the government or local authorities must ensure that the vacancy of teachers shall not exceed 10 per cent of the total sanctioned strength. The study also found teachers in Haryana being engaged in non-teaching activities like construction work or working as contractors in the mid-day meal programme. No teacher shall be deployed for any non-educational purpose other than the decennial population Census, disaster relief duties or duties relating to elections to the local authority or the state legislature or Parliament, according to the guidelines of the RTE act. The data shows that the national average for pupil to teacher ratio is worryingly high at 1:80, against the prescribed ratio of 1:30 for primary and 1:35 for upper primary level under the act. There is an urgent need to mobilise people who can demand that the government do its part in implementing the Act. As a civil society organisation, we will create awareness among people and monitor the implementation of the Act, convener of RTE Forum Ambarish Rai said.

CHENNAI: There was a funny side to a protest demonstration organised by the Tamil Nadu Youth Congress on Tuesday to condemn an article published in the US-based Time News Magazine, criticising Prime Minister Manmohan Singh. About 30 Youth Congress members assembled in front of the US Consulate in the city and tore up some pages of Times of India, under the impression that Time Magazine was part of the Times of India Group of publications. The agitation was led by Youth Congress Central Chennai District Secretary Ramkumar, in which YC workers from South and North Chennai districts also participated. Despite being a wing of the National Party, the Congress, they were not aware that Time Magazine was a US-based weekly. Mediapersons and photographers drew the attention of the agitators that the magazine was published from the US and did not belong to the Times of India Group. But it only fell in deaf ears. They were arrested by the police and released later. Their protest was against an article in Time magazine Asia edition of 10-17 July 2012 week that described Dr Singh as an underachiever. The magazine claimed that the Prime Minister appears unwilling to stick his neck out on reforms that will put the country back on growth path. In 2010, the magazine listed Dr Singh among the 100 most inuential people in the world.

TRAI issues quality of mobile internet service standards


NEW DELHI: Telecom regulator TRAI today issued guidelines on minimum quality benchmark for mobile internet services, which among other things makes it mandatory for operators to activate such services within three hours of receiving the request from a customer. Earlier, TRAI had issued quality benchmarks for broadband services but there were no quality of service standards for the mobile data services. It is necessary to benchmark and monitor the quality of service offered by the service providers of mobile data services with various options open to the implementing agencies so that the interests of consumers are protected, Telecom Regulatory Authority of India said in explanatory note. Under the Standards of Quality of Service for Mobile Data Services Regulations, 2012 issued by TRAI today, operators will have to activate mobile internet service within three hours of receiving request from customer. TRAI will monitor quality of mobile internet service on nine parameters, including minimum download speed, successful data transmission download and upload attempts and latency among others. The regulator has specied the success rate that operators should have in delivering mobile internet services using 2G, 3G or 4G technology.

WASHINGTON: It may not be too far when you could just blink your eyes and snap a photo. Mimi Zou, Royal College of Art in London alum, has developed a camera prototype that tracks a persons eye movement and uses it to snap photographs, Discovery News reported. The camera uses biometric detection (the same kind used to scan irises for security purposes) to track the movement of the eye. When a user squints, the lens zooms in and when the person opens her eyes wide, the lens zooms out. To take a picture, a person stares at the desired area and blinks twice quickly.

Because the camera uses a biometric technology, personal user data can be recorded and saved and then used to automatically set the cameras preferences before its used. For example, Zou is near-sighted, so as soon as the camera recognizes its her, it adjusts the focus to accommodate her vision so that she can see clearly. The camera is about the size of a normal one, but shaped just like a lens. Instead of a standard lens however, it has a digital display that sits behind the cameras shutter and sensor. Zou hopes that Iris will usher in a new type of device that adapts to users, rather than making users adapt to them.

LONDON: India has purchased a rich archive comprising of thousands of letters and documents related to Mahatma Gandhi, including those on his controversial relationship with architect Hermann Kallenbach. Auctioneer Sothebys said the deal was concluded in a private transaction. However, it did not disclose the amount the Indian government paid for the documents. Sothebys is pleased to announce that the Gandhi-Kallenbach archive, which had been scheduled for auction in Sothebys English Literature, History, Childrens Books and Illustrations Auction on July 10, 2012, has been sold in a private transaction to the Indian government, a statement by the auctioneer said on Monday. The archive was to be auctioned today, but after a contract was signed between the auctioneer and Indias Ministry of Culture on Friday, the auction was cancelled. Since the BAHA surgery is the only alternative for the girl, the BAHA surgery consisting of a imported titanium implant an externa detachable sound processor, was advised to the parents of the girl, in which they agreed for that. He said the long term predictability and success of the BAHA surgery is based on the fact that an active band between tissue and implant is created without capsule formatoo. In the absence of external ear canals and pinnae on both sides by birth, the sound could neither enter the ear not travel to the middle ear and inner ear. As the sound was not travelling through the canal to reach the middle inner ear, they opted for an alternative route that is skill bone, he added. Dr Nagasundaram further said they have have done a surgery on the skull, put an titanium implant which transmits clear quality sound without any loss from the skull bone directly in to the inner ear and the sound is processed in the inner ear and sent to brain, so that the ear canal and the middle ear is totally by passed. Asked about the cost of the surgery and hospitalisation for this rare surgey, he said the cost would be around Rs 2.5 lakhs and the hospitalisation is only for ten days. There after the patient should comes under regular medication and check up and she should be very care that her head should not be involved any attack, he added. To a question, he said this BAHA surgery could be performed for hose who suffering chronic otitis , external otitis congenital atresia anotia, and single sided deafness, unilateral conductive hearing loss. The girls father Ravi and her mother Ms Vani who were also presented the press conference thanked the Dr Nagasundaram and his team with folded hands for set righting their daughters hearing problem.

MUMBAI: The BSE benchmark Sensex fell by over 101 points in early trade Wednesday as funds and retail investors booked prots amid a weakening trend on the other Asian bourses. The 30-share index, which gained 226.37 points in the previous session, fell by 101.65 points, or 0.58 percent, to 17,516.70 with stocks of FMCG, auto, realty and oil and gas sectors succumbing to prot-booking. Similarly, the wide-based National Stock Exchange index Nifty declined by 29.00 points, or 0.54 percent, to 5,316.35. Brokers said prot-booking by speculators after yesterdays strong gains and a weak trend on Asian bourses following overnight losses in the US markets amid renewed worries over eurozone efforts to stem the debt crisis, led to a fall in the domestic market. Meanwhile, in Asian region, Japans Nikkei Index fell by 0.48 percent, while Hong Kongs Hang Seng shed 0.13 percent. The US Dow Jones Industrial Average ended 0.65 percent lower in yesterdays trade.

Indias widely grown rice variety helps keeping diabetes at bay


WASHINGTON: Scientists have found that the glycemic index (GI) of rice varies a lot from one type of rice to another, with most varieties scoring a low to medium GI. And they have revealed that rice varieties such as Indias most widely grown rice variety, Swarna, have a low GI. The ndings of the research, which analyzed 235 types of rice from around the world, is good news because it not only means rice can be part of a healthy diet for the average consumer, but it also means people with diabetes, or at risk of diabetes, can select the right rice to help maintain a healthy, low-GI diet. The study found that the GI of rice ranges from a low of 48 to a high of 92, with an average of 64. The research team from the International Rice Research Institute (IRRI) and Australias Commonwealth Scientic and Industrial Research Organisation (CSIRO) Food Futures Flagship also identied the key gene that determines the GI of rice, an important achievement that offers rice breeders the opportunity to develop varieties with different GI levels to meet consumer needs. Future development of low-GI rice would also enable food manufacturers to develop new, low-GI food products based on rice. Dr. Melissa Fitzgerald, who led the IRRI team, said that GI is a measure of the relative ability of carbohydrates in foods to raise blood sugar levels after eating. Understanding that different types of rice have different GI values allows rice consumers to make informed choices about the sort of rice they want to eat, she said.Rice varieties such as Indias most widely grown rice variety, Swarna, have a low GI and varieties such as Doongara from Australia and Basmati have a medium GI, Dr. Fitzgerald noted. Dr. Tony Bird, CSIRO Food Futures Flagship researcher, said that low-GI diets offer a range of health benets: Low-GI diets can reduce the likelihood of developing type 2 diabetes, and are also useful for helping diabetics better manage their condition. This is good news for diabetics and people at risk of diabetes who are trying to control their condition through diet, as it means they can select the right rice to help maintain a healthy, low-GI diet, he added. Low-GI foods are those measured 55 and less, medium-GI foods are those measured between 56 and 69, while high-GI foods measure 70 and above. When food is measured to have a high GI, it means it is easily digested and absorbed by the body, which often results in uctuations in blood sugar levels that can increase the chances of getting diabetes, and make management of type 2 diabetes difcult. Conversely, foods with low GI are those that have slow digestion and absorption rates in the body, causing a gradual and sustained release of sugar into the blood, which has been proven benecial to health, including reducing the chances of developing diabetes. Eating rice with other foods can help reduce the overall GI of a meal and, when combined with regular exercise, can reduce the chances of getting diabetes. In addition, people who exercise need more carbohydrates in their diet and can take advantage of low-GI foods for sustained activity. Rice plays a strong role in global food security. Being the staple for about 3.5 billion people, it is important to maximize the nutritional value of rice. Low-GI rice will have a particularly important role in the diets of people who derive the bulk of their calories from rice and who cannot afford to eat rice with other foods to help keep the GI of their diet low. Low-GI rice could help to keep diabetes at bay in these communities. This is the rst of several studies the group plans to carry out based on investigating the role of rice in mitigating chronic diseases such as type 2 diabetes.

SP fast tracks preparations for LS polls
LUCKNOW: Samajwadi Party (SP) in Uttar Pradesh Tuesday decided to fasttrack its preparations for the Lok Sabha 2014 polls and appointed 58 observers for the 58 parliamentary constituencies it was defeated in the last general elections. At a meeting held under the chairmanship of the partys national president the party leadership also decided that no ministers of the state government and legislators would be allowed to contest the Lok Sabha polls. At a two-hour-long meeting, the party also asked the newly-appointed observers to travel to the constituenseats it holds presently, later. Insiders in the party said that Mulayam asked his party men to be prepared for the LS polls anytime in 2013 and gave them a target of 50 seats. He also asked the leaders to fan out in the constituencies and try to tell them what all the government had done for them in the last three months tenure of Akhilesh Yadav. Yadav senior, an ofce bearer of the SP informed, was a little miffed at the failure of the party cadres to take to the masses the good work of the state government.

CHENNAI: Opposition DMK President M Karunanidhi claimed as a lie, the police version that a theft case accused, arrested by them had committed self-immolation in a police station on Monday. Replying to a set of questions, Mr Karunanidhi, referring to the incident of the accused Humayun committing self-immolation inside the station, was not to be believed. The government has asked cable operators across the country to refrain from screening promos and reviews of ETT as it feels that the ISI has been showcased in a bad way in the lm. A letter issued by the Pakistan Electronic Media Regulatory Authority, the country`s media regulatory watchdog, to all satellite TV channels and cable networks said, Ek Tha Tiger, set for world release on August 15, is reportedly based on the activities of ISI and RAW. Besides, basic theme of the story revolves around Inter-Services Intelligence (ISI) agency with the objective to tarnish the image of state owned institution, the

NASHIK: A team of Mumbai Police crime branch and ATS, that were conducting search operations in Igatpuri to trace Bollywood starlet Laila Khan and her relatives, have found dismembered body parts near Khans bungalow. Police had launched the search after accused Parvez Tak told the Jammu and Kashmir Police that Laila Khan and her relatives were murdered and bodies were buried around her farm house in Untdari behind Ghatan Devi Temple in Igatpuri. Four kilometers of area around the farm house was cordoned-off and barricades were put up since Tuesday morning in the presence of top police of-

cials and heavy bandobast. Over 250 policemen are on operation along with 25 digging labourers, 3 Forensic teams, 3 dog squads. The accused, Parvez Tak and Asif Shaikh, have been brought to Igatpuri and as per their directions digging operations bagen to search for their bodies. Police are also interrogating Laila Khan`s car drivers Jony Gilder and Mehboob Shaikh (both from Igatpuri) in connection with the case. The search operations are on and it is yet to be ascertained whether the body parts are of Lailas or any of her family members. Laila was last seen in a movie `Wafaa` with actor Rajesh Khanna in 2008.
