While in Europe
In Europe only 39.8% of solid waste is placed in landfills, while in Ukraine - 93%. (Eurostat Data ,2008; Ministry of Energy and Construction of Ukraine, 2010.) Canadian companies have changed direction of a waste flow by 7080% in 6 months via introduction of a simple system of separate waste collection.

Problem of Solid Waste Storage in Landfills

Contamination of groundwater by filtrate, high rates of air polluting substances, spontaneous waste combustion Pollution of surrounding areas with light fractions, creating a favorable environment for spread of insects, rodents, stray animals Location of landfill sites on a distance from the cities Failure of effective control over the negative influence of landfills on the environment, especially after their closure

Goals
According to the Law of Ukraine On General Principles (strategy) of State Environmental Policy of Ukraine before 2020 one of the main objectives is to increase the volume of procurement and disposal of waste as secondary raw materials in 1.5 times by 2020, introducing new technologies of solid waste management.

Functions
Resolution No. 915 entrusts to SE Ukrecoresursy the execution of the functions concerning development and implementation of the system for collecting, storing and disposal of waste, including used containers and packaging materials, domestic and imported as secondary raw materials.

Perception of the Resolution

Many companies operating in Ukraine (including worldwide brands) do not follow the Ukrainian legislation in the field of managing packaging as recyclable materials and ignore their own negative impact on the environment of Ukraine. Meanwhile, in Western Countries the same companies follow the law without parallel para

Benefits from the cooperation

Companies using domestic or imported packing materials in Ukraine must conclude an agreement with the SE Ukrecoresursy concerning organization of packing waste collection, storage and disposal or perform these activities independently.
Thus, you Follow the legislation of Ukraine; Contribute to creation of a national system for collection, storage and disposal of used containers and packaging materials; Obtain guarantees for further utilization of packaging.

Implementation of a separate waste collection is planned to start :

In the regional centers In the cities with the population over 100 000 people

Constraints for the implementation of progressive technologies

Lack of sufficient financial resources at the national and local level; Ignoring of the legislation in the field of management of waste and packaging as secondary raw materials by the manufacturers, which use packaging in production; Lack of the effective control system of existing legislation in the field of used packaging management ; Low rates for disposal of solid waste; Lack of the effective monitoring system for solid waste streams; Low interest of local governments in solid waste problem solving; Lack of financial and economic mechanisms to provide incentives to build capacity for processing and disposal of waste; Existence of a shadow sector in sorting of components of solid waste in landfills with their burial.
