Management and Administration

Objectives
1) Improves library collection thru adherence to the EFLC Library collection management and development policy; 2) Enhance competency level of all librarians thru adherence to the requirement set by the Philippine Regulatory Commission and the Training Needs Assessment; 3) Augment workforce based on the approved plantilla to meet library workloads; 4) Sustain customer satisfaction of at least 4.0; and 5) Sustain ISO 9001:2000 certification

Policy
1.) Commits to deliver exemplary Library Services by providing the best possible access to relevant information in all areas of central banking and continually improve library collections and infrastructure and 2.) Commits to comply with legal and statutory requirements, continually improve the effectiveness and efficiency of the QMS, communicate this policy to all personnel and review this policy for continuing suitability.

Administration
The EFLC Library is being managed by professional librarians possessing the required expertise, subject specialization, education, experience and other qualifications provided for under R.A. 9246 otherwise known as Philippine Librarianship Act of 2003 to ensure effective, efficient and reproductive operation of the library at all times.

Administration
Social Responsibility - As center of information the EFLC Library provide its users equal access to library collection, equipment and technologies in accordance with the EFLC existing rules and regulations. A wide collection of reference are made available to scholarly research and studies to encourage and enable everyone to make use of information and learning resources through information and communication technology.

Collection Management
In order to ensure growth of the collection and maintain the EFLCs high standards of quality, the library collection is regularly evaluated and updated in order to maintain accuracy, relevance and timeliness of materials, and also to ensure compliance with the Collection Development Policy.

Collection Management
The EFLC Director and staff are primarily responsible for the selection of library materials including print and non print formats relevance of each specific subject areas. Periodicals are selected jointly by the library staff with inputs from different departments. In line with this, the EFLC continues to work with new and existing publishers to acquire quality content.

Materials must be relevant to the existing collection of the library; Materials must be useful and of value to the collection; Materials must be clear and accurate with the scope of text or audiovisual presentation appropriate to the needs of the users; and Materials must be of quality format and value, commensurate with cost and/or need

Procedure for Selection (Print/Non-print)


Solicit/evaluate recommendations for acquisitions from other department/patrons; Assess based on needs; Examine the materials; Evaluate gift/complimentary materials; and Remove obsolete materials from the collection since selection is an ongoing process.

EFLC Collection
We have a total collection of 45,000.00 volumes including books, periodicals and other resources. As a special library, the Library operates primarily to service the research and information need of the BSP officers and staff. However, as a special public service, BSP publications and other collections on specialized topics which are not available in school and other libraries are made accessible to the public with proper endorsement from the school library head or office.

EFLC Collection
Our book collection covers subjects on general economics, international economics, monetary economics, banks and banking, business and finance, fiscal theory and institutions, urban and general economics, manpower, accounting, management and general works. Scope is dependent on the mission/vision, function of the library service.

Organization
Collection are systematically organized using the Library of Congress classification scheme; Journal properly articles were indexed and All BSP Publications were digitized in full text from 1949 up to the present.

We encourage resource sharing to enrich our collections with other special libraries in Metro Manila. We see to it that the EFLC region/branch can access the HO library collection.
