UN CONFERENCE ON WATER RESOURCE, 1977


The United Nation Water Conference was held in 1977 in Mar Del Plata, Argentina addressed the needs for wise management and development of water resources as a prerequisite for improving economic and social conditions, particularly in developing countries.

This conference was first global meeting of its kind on water, at a high policy making level.

It

was attended by representatives of 116 states, 21 UN organizations and specialized agencies, and over 80 intergovernmental and non-governmental organizations.

RECOMMENDATIONS COVERED 8 MAJOR AREAS


1. Assessment of water resources. 2. Water use and efficiency. 3. Environment, health and pollution control. 4. Policy planning and management.

5. Natural hazards.
6. Public information, education, training and research. 7. Regional co-operation. 8. International co-operation.

RESOLUTION WERE AGREED UPON1. Assessment of water resources. 2. community water supply.

4. Research and development of industrial technologies. 5. Technical co-operation among developing countries in the water sector. 6. River commissions. 7. Water policies in the occupied territories.

Since

1977 progress in tackling different needs, as conceived in the MPAP has been assessed by several agencies of UN system
WMO & UNESCO have been responsible for issues regarding WATER RESOURCE ASSESSMENT FAO has been looking after AGRICULTURAL water use. WHO responsible for WATER QUALITY issues. the economic aspects are been looked after UNITED NATIONS.

The results of these assessment have been utilized for the formulation of action proposals at the national regional and global levels.

MAR DEL PLATA ACTION PLAN statesThe United Nations Water Conference, Realizing that the accelerated development and orderly administration of water resources constitute a key factor in efforts to improve the economic and social conditions of mankind, especially in the developing countries , and that it will not be possible to ensure a better quality of life and promote human dignity and happiness unless specific and concerted action is taken to find solutions and to apply them at the national, regional and international levels. Recognizing the paramount role played by the Republic of Argentina as host to this historic conference in the city of Mar Del Plata and its great contribution to the success of the conference.

1. URGES strongly that the recommendations of this conference be effectively implemented in good faith by all States 2. DECIDES that these recommendations be known as the MAR DEL PLATA ACTION PLAN.

INTER GOVERNMENTAL CONFERENCE ON ENVIRONMENTAL EDUCATION

THE CONFERENCE The first intergovernmental conference on Environmental

Education was convened by UNESCO was held Tbilisi (


Georgia, USSR) from 14to 26 October 1977. Was organized by UNESCO in co-operation with the United Nations Environment Programme (UNEP). Altogether 265 delegates and 65 representatives and observers took part in the conference.

The conference had following main points on its agenda-Major environmental problems in contemporary society.

-Role of education in facing the challenges of environmental


problems. -Current efforts at the national and international levels for the development of environmental education. -Strategies for the development of environmental education at

the national level.


-Regional and international co-operation for the development of environmental education.

DECLARATIONS OF THE CONFERENCE


The conferenceAppeals to member states to include in their educational policies measures designed to introduce environmental concerns, activities and contents into their education systems, on the basis of the above objectives and characteristics;

Invites educational authorities to promote and intensify thinking, research and innovation in regard to environmental education;

Urges Member States to collaborate in this field, in particular by exchanging experiences, research findings, documentation and materials and by making their training facilities widelry available to

teachers and specialists from other countries; and


Appeals, lastly, to the international community to give generously of

its aid in order to strengthen this collaboration in a field which


symbolizes the need for solidarity of all peoples and may be regarded as particularly conducive to the promotion of international understanding and to the cause of peace.

RECOMMENDATIONS
Considering the challenge that environmental problems present to the contemporary society and having regard for the role that education can and must play in solving such problems. Recommends the adoption of certain criteria which will help to guide efforts to develop environmental education at national, regional and international levels. Environmental education should be provided for all ages , at all levels and in both formal and non formal forms of education. The mass media have a great responsibility to make their immense resources available for this educational mission.

Environmental specialists as well as those whose actions and decisions can have a marked effect on the environment, should be provided in the course of their training with the necessary knowledge and skills and be given a full sense of their responsibilities in this respect. Environmental education can make a powerful contribution to the renovation of the educational process.

It should involve the individual in an active problem-solving process within the context of specific realities, and it should encourage initiative, a sense of responsibility and commitment to build a better tomorrow.
