HISTORY OF ILO
THE ILO WAS ESTABLISHED ON 19 APRIL,1919 BY

VERSAILLES PEACE CONFERENCE AS AN AUTONOMOUS BODY ASSOCIATED WITH THE LEAGUE OF NATIONS. INDIA BECAME MEMBER OF ILO IN 1919 ,AS AN ORIGINAL SIGNATORY TO THE TREATY OF PEACE. IT BECAME SPECIALISED AGENCY OF UNITED NATION (UN) IN 1946. IT IS A NEW SOCIAL INSTITUTION TRYING TO MAKE THE WORLD CONSCIOUS THAT WORLD PEACE MAY BE AFFECTED BY UNJUST CONDITIONS OF ITS WORKING POPULATION,DEALS WITH INTERNATIONAL LABOUR PROBLEMS.

THE HEADOFFICE OF ILO IS LOCATED IN GENEVA. THE FIRST DIRECTOR OF ILO WAS FRANCES ALBERT .

UNIQUE FEATURES OF ILO


IT IS A TRIPARTITE BODY CONSISTING OF

REPRESENTATIONS OFEMPLOYERS,LABOUR & GOVERNMENT.THERE ARE THREE CONSTITUENTS NAMELY THE GOVT. WHICH FINANCE IT ,WORKERS ,FOR THOSE BENEFIT IT IS CREATED & THE EMPLOYERS WHO SHARE RESPONSIBILITY FOR THE WELFARE OF THE WORKERS.

TO PROMOTE OPPORTUNITIES FOR WOMEN &

MEN TO OBTAIN DECENT & PRODUCTIVE WORK,IN CONDITIONS OF FREEDOM , EQUITY, SECURITY.

FINANCE OF ILO
THE BUDGET IS PREPARED &FIXED ON THE

RECOMMENDATION OF THE GOVERNING BODY &MEMBER STATES MAKE THEIR CONTRIBUTION. CONTRIBUTIONS ARE FIXED ON AN AD HOC BASIS FROM YEAR TO YEAR . INDIA CONTRIBUTES 2.77% OF THE ANNUAL BUDGET OF THE ILO.

DECLARATION OF PHILADELPHIA
DURING THE 2ND WORLD WAR A CONFERENCE OF

ILO WAS CONVENED AT PHILADELPHIA.IN THIS CONFERENCE THE AIM OF ILO WERE REDEFINED.THIS WAS TERMED AS DECLARATION OF PHILADELPHIA. THE CONFERENCE REAFFIRMED THE PRINCIPLES OF ILO NAMELY: 1. LABOUR IS NOT A COMMODITY. 2. FREEDOM OF EXPRESSION & OF ASSOCIATION ARE ESSENTIAL TO SUBSTANTIAL PROGRESS.

THE WAR AGAINST WANT REQUIRES TO BE CARRIED ON WITH UNRELENTING VIGOUR WITHIN EACH NATION,& BY CONTINUOUS & CONCERTED INTERNATIONAL EFFORT IN WHICH THE REPERSENTATIVES OF WORKERS & EMPLOYEES ENJOYING EQUAL STATUS THOSE OF GOVT. IN FREE DISCUSSION & DEMOCRATIC DECISION WITH A VIEW TO PROMOTION OF THE COMMON WELFARE.

PROCEDURE FOR ADMISSION AS A MEMBER OF ILO


THE CONSTITUTION OF ILO PROVIDES THAT ALL THE

STATES ,WHO WERE MEMBERS OF ILO ON 1ST NOV.,1945 & ANY ORIGINAL MEMBER OF UN CAN BECOME MEMBER OF ILO BY ACCEPTING ITS OBLIGATIONS OF ITS CONSTITUTION. FORMAL ACCEPTANCE OF THE RULES & OBLIGATIONS OF THE ILO BY ORIGINAL MEMBER OF UN. IF A STATE IS NOT A MEMBER OF UN,THE ILO CONFESS ON THE( ILC-PARLIAMENTARY WING OF THE ILO),THE RIGHT TO ADMIT THAT STATE TO MEMBERSHIP,WHICH IT HAD ASSUMED DEFECTS DURING THE PERIOD OF RELATIONSHIP OF THE ILO WITH THE LEAGUE.

ILC
IT IS THE POLICY MAKING ORGAN OF THE ILO. IT INCLUDES 3 GROUPS GOVT.,EMPLOYERS,& WORKERS IN

RATIO OF 2:1:1. ILC HOLDS ITS SESSIONS ONCE IN A YEAR. EXAMINE SOCIAL PROBLEMS & ADOPETS CONVENTIONS FOR RATIFICATION BY GOVT. IT IS THE ELECTORAL COLLEGE OF CONFERENCE THAT ELECTS THE GOVERNING BODY. THE GOVT. DELEGATES ARE MOSTLY MINISTERS,DIPLOMATS OR GOVT. OFFICIALS. AS PER CONSTITUTION ,EMPLOYERS & WORKERS DELEGATES TO CONFERENCE ARE NOMINATED BY GOVT. OF THAT STATE IN AGREEMENT WITH THEM.

WITH DIFFERENT MATTERS DURING EACH SESSION,EXCEPT FINANCE COMMITTEE, THESE ARE1. THE SELECTION COMMITTEES. 2. THE CREDENTIAL COMMITTEE . 3. THE RESOLUTION COMMITTEE. 4. THE DRAFTING COMMITTEE. 5. THE COMMITTED ON STANDING ORDERS. 6. A COMMITTEE FOR APPLICATION OF THE CONVENTIONS & RECOMMENDATIONS. 7. THE FINANCE COMMITTEE.

TO FORMULATE INTERNATIONAL LABOUR STANDARDS. TO FIX AMOUNT OF CONTRIBUTION BY THE MEMBER

STATES. TO DECIDE THE BUDGET ESTIMATE PROPOSED BY THE DIRECTOR GENERAL & SUBMITTED TO THE GOVERNING BODY. TO CONSIDER THE REPORT OF THE DIRECTOR GENERAL GIVING LABOUR PROBLEMS & ASSIST IN THEIR SOLUTION. TO APPOINT COMMITTEEES TO DEAL WITH DIFFERENT MATTERS DURING EACH SESSION. TO ELECT ITS PRESIDENT.

INTERNATIONAL COMMITTEE OF JUSTICE. TO CONFIRM THE POWERS ,FUNCTIONS & PROCEDURE OF REGIONAL CONFERENCE. TO SELECT ONCE IN 3 YEARS MEMBERS OF THE GOVERNING BODY. TO MAKE AMENDMENTS TO THE CONTITUTION SUBJECT TO SUBSEQUENT RATIFICATION OF THE AMENDMENTS BY 2/3 MEMBER STATES INCLUDING 5 OF THE 10 STATES OF INDUSTRIAL IMPORTANCE.

THE GOVERNING BODY


. IT IS NON-POLITICAL ,NON-LEGISLATIVE PARTITE BODY. IT IMPEMENTS DECISIONS OF THE ILC WITH HELP OF INTERNATIONAL LABOUROFFICE. . OUT OF THE 56 MEMBERS IN IT,28 REPRESENT THE GOVT., 14 EMPLOYERS & 14 LABOUR. . THE TENURE OF OFFICE OF THIS BODY IS 3 YEARS.IT MEETS SEVERAL TIMES IN A YEAR TO TAKE DECISIONS ON THE PROGRAMMES OF THE ILO . . INDIA IS ONE OF THE TEN STATES OF INDUSTRIAL IMPORTANCE.

1. TO CO-ORDINATE WORK OF ORGANISATION. 2. TO APPOINT THE GENERAL DIRECTOR. 3. TO SECRUTINISE THE BUDGET. 4. TO PREPARE AGENDA FOR EACH SESSION & SUBJECT TO DECISION OF THE ILC TO DECIDE WHAT SUBJECT SHOULD BE INCLUDED IN AGENDA OF ILC. 5. TO FIX THE DATE, DURATION,&AGENDA OF THE REGIONAL CONFERENCE. 6. TO SEEK ADVISORY OPINION FROM INTERNATIONAL COURT OF JUSTICE WITH THE CONSENT OF ILC. 7. TO FOLLOW UP THE IMPLEMENTATION OF CONVENTIONS &RECOMMENDATIONS ADOPTED BY ILC BY MEMBER STATES.

INTERNATIONAL LABOUR OFFICE


IT FUNCTIONS AS THE SECRETARIAT OF THE ILO IN GENEVA. THE DIRECTOR OF GENERAL OF ILO IS THE CHIEF EXECUTIVE OF THE SECRETARIAL,APPOINTED BY THE GOVERNING BODY & ALSO ACTS AS THE SECRETARY GENERAL OF ILO.HIS TENURE IS FOR 10 YEARS WHICH CAN BE EXTENDED BY THE GOVERNING BODY. DIRECTOR GENERAL IS ASSISTED BY2 DEPUTY DIRECTOR GENERALS, 6 ASSISTANT DIRECTOR GENERALS, 1 DIRECTOR OF INTERNATIONAL INSTITUTES OF LABOUR STUDIES, 1 DIRECTOR OF INTERNATIONAL CENTRE OF ADVANCED TECHNICAL & VOCATIONAL TRAINING,& THE STAFF DRAWN FROM 100 NATIONS.

TO PREPARE DOCUMENTS ON THE TIMES OF THE

AGENCY FOR THE CONFERENCE. TO ASSIST GOVT. IN FORMING LEGISLATION ON THE BASIS OF THE DECISIONS OF THE ILC . TO CARRY OUT ITS FUNCTIONS RELATED TO THE OBSERVANCE OF THE CONVENTIONS. TO BRING OUT PUBLICATIONS DEALING WITH INDUSTRIAL LABOUR PROBLEMS OF INTERNATIONAL INTERST. TO COLLECT & DISTRIBUTE INFORMATIONS OF INTERNATIONAL LABOUR & SOCIAL PROBLEMS.
