MITIGATING MEASURES

(1) Runoff and Flood Risk


An internal detention trench along the center of the site will be built; dimension 520 meter length, 4.5 meter width and about 3.68 meter depth.

(2) Air Pollution


Air pollutants emitted by the aluminium recovery and recycling plant are total suspended particulate matter, sulphur dioxide, nitrogen dioxide, hydrogen fluoride, hydrogen chloride and metals chromium, copper and manganese. Ambient air concentrations of these pollutants were simulated using the ISCST3 Model based on input data provided by the project proponent and actual metereological data near the project site.

(3) Control of fugitive dust
Control of scrap source to eliminate heavy metals before smelting using floating separation process, dust collectors will be connected with screw feed conveyor to packing silo located inside residue storage building to minimize wind effects. The sitting of the chimneys was determined base on consideration on height and relative locality within 1000 meters of other present and future structures. The tallest structures within 50 meters are the smelting buildings located within the site of proposed aluminium scrap recycling plant. Online gas detector sensors for TSP will be installed in each chimney.

Perform Performance Monitoring Program according to Technical Guidance on Performance Monitoring of Air Pollution Control Systems DOE-APCS-5. Proponent shall be committed to continuous improvement on reduction of overall cumulative pollution loading. Technologies available continuously evolved and need to be acquired, understood and integrated into the existing unit operations.

Manpower skills will be trained and upgraded.

(4) Water Pollution
The primary sources of water pollution are from scrap yard, ingot cooling system, dross cooling machine, maintenance area, floating system and drainage.
The scrap yard, driveway will be paved and perimeter drins will channel surface water to grease traps. The ingot cooling water will be equipped with oil skimmer. All liquid waste shall be disposed by licensed scheduled waste management company.

Dross cooler maintenance will be done. Floating system will be equipped with wastewater treatment plant to separate the debris from the water to allow water. A sewage treatment plant for 150 P.E. will be built to comply with Standard A of the Environmental Quality (Sewage) Regulations 2009.

(5) Landscaping The proposed layout allocated 10% of the land for green belt around the proposed site inside the boundary fence. A setback of at least 1 meter all round will be provided. The green belt will be planted appropriate with appropriate rain trees, flowers and turfing. (6) Utilities and Services Rain harvesting should be done for cooling. If the gutters must be installed, there shall be provision for cleaning to prevent mosquito breeding. (7) Decommissioning and Abandnment The intended life of the plant is 60 years. There is no plan to decommission the plant at this stage and if the plant becomes obsolete it will be replaced.

(8) Odour
The aim is to prevent contact between water and aluminium dross which generate ammonia. Industrial vacuum cleaner will be used to remove fugitive dust settled on the floor on regular basis. Roof shall be designed and installed with suitable sheet material. There shall be regular preventive maintenance to free the gutters of bird dropping, bird nest, leaves, dusts, corroded roof sheets materials. The factory shall be designed with full height all round walls.

All the ventilation and lighting features shall be designed to prevent side rain from being blown into the building.
The concrete floor shall be designed to allow for sufficient loading capacity to withstand the weight of the machineries and storage materials.

(9) Noise
The perimeter noise impact assessment was conducted. The worst case scenario will be the noise from the shredder. The blowers will cause occupational noise and silencers proposed will be adequate. The shredder is not expected to pose significant perimeter noise with mitigation measure. The shredder shall be equipped with properly designed sound proofing to control noise emission within occupational and perimeter limits.

(10) Solid Waste
The proposed development will generate substantial non-hazardous recovered resources and will be sold to scrap collectors. Proponent shall also generate aluminium residue SW104 and will be recycled into Aluminium ingot SOW. Proponent shall generate secondary aluminium residue (Almix) SW104 which shall be recycled in advanced recovery processing at proponents licensed scheduled waste recovery of aluminium residue plant at PLO 456, Jalan Keluli. Proponent shall generate aluminium residue dust SW501, greasy rubbish SW312, wipes SW410 and empty drums SW409 for disposal by licensed scheduled waste container recycling company, i.e. Kualiti Alam

The proposed mitigating measures had been presented and will be expected to mitigate most of the impacts as best practical. Unrecoverable scheduled waste will be sent to licensed schedules waste disposal company for final disposal. No outstanding issues remain.
