Remarks:

Ang Nagkakaisang Mamamayang Kostal ng Balayan [ANAKBALAYAN], Inc.

*Dissolved oxygen in Navotas station fell within the
borderline level. Acceptable continouos level for
DO must be greater than 5.0 ppm.
Chemical parameters e.g. nitrite, ammonia and
hyfrogen sulfide that may cause stress or death to
aquatic organisms were not detected and probably
not present.
Other physico-chemical parameters like
temperature, pH, transparency and carbon dioxide
have levels favorable for fish culture.
Recommendations:
Remove plastic and other solid wastes present in
the coastal shores.
Regulate wastes coming from agriculture and
poultry or livestocks that may be carried by
Binambang River to Balayan Bay.
Regular monthly monitoring of water quality must
be conducted during the duration of the seaweed
farming and mariculture project.

Overview of the Mariculture
Zone

Ang Nagkakaisang Mamamayang Kostal ng Balayan [ANAKBALAYAN], Inc.

MARICULTURE ZONE

 Mariculture Zone is an area from 100 to 400 has. or more

encompassing coastal waters of several barangays ……

 Mariculture area are chosen because of its diverse and

productive environment suitable for commercial mariculture
development, access to existing infrastructure support in
terms of fish port, ice plants; BFAR training and laboratory
facilities and accessibility to input supply and markets…..

 The mariculture zone is projected to produce different target

finfishes for sea cage culture, such as: bangus, siganid,
grouper, red snappers, seaweed farming, aquasilviculture,
mussel culture, pearl oyster culture and searanching of
lobsters and seahorses in coral reef & sea grass areas.

Concept

 Industrial estate concept

 Investors only has to pay for annual lease which amount is
less than the cost to acquire and develop raw areas for its
need.
 Participatory involving LGUs, Fisherfolk Organizations,
NGAs & NGOs
 Fisherfolk focused
 Holistic – all concerns are being addressed to include
infrastructure, capability building, production, marketing
and other ancillary industries

Ang Nagkakaisang Mamamayang Kostal ng Balayan [ANAKBALAYAN], Inc.

The Republic Act 8550 (Philippine Fisheries Code
of 1998) advocates paradigm shifts on:
FROM TO
1. Open access Limited access
2. Production focus Resource conservation
and management

3. Productivity programs Coastal resource

management programs
4. Stakeholders as Stakeholders as resource
resource users managers
5. Highly centralized Decentralized
management management

(RA 8550) Chapter 2 , Article 1,
 Section 22.
Demarcated Fishery Rights.- The LGU concerned shall
grant demarcated fishery rights to fishery
organizations/cooperatives for mariculture operation
in specific areas identified by the Department

 Section 22.1
Identification of Mariculture Areas. The Department,
through BFAR, in cooperation with the LGUs
concerned, shall identify municipal waters suitable for
mariculture operations and establish the linear
boundaries of the area to be declared as demarcated
fishery area.

Ang Nagkakaisang Mamamayang Kostal ng Balayan [ANAKBALAYAN], Inc.

Rationale
 Yield from capture fisheries is unpredictable
and widely accepted to have reached a point
of declining productivity
 With problems of over fishing, destructive
fishing, pollution and loss of marine habitat
 Municipal fisheries production will continue to
decline- as the increasing population continue
to even exert more pressure on dwindling
marine resources
 In the future our costal villages will find capture
fisheries an increasingly difficult source of food
and livelihood.

Ang Nagkakaisang Mamamayang Kostal ng Balayan [ANAKBALAYAN], Inc.

Rationale

 Mariculture zone development is a novel

BFAR-LGU initiated economic enhancement
strategy-that is private sector led, involving
key infrastructure development and
technology transfer that will equip fishermen
cooperatives, associations and investors to
venture cost effectively, securely and
sustainably different mariculture proejcts.
