3.1 UNDERSTAND THE CONCEPTS OF SAFETY MANAGEMENT 3.1.1 Define the concepts of safety management

The development of systems to prevent accidents, injuries, and other adverse occurrences in an institutional setting. The concept includes prevention or reduction of adverse events or incidents involving employees, patients, or facilities. Examples include plans to reduce injuries from falls or plans for fire safety to promote a safe institutional environment.

3.1.2 Explain the objective of safety and health in the workplace


Workplace Safety The Workplace Safety program objectives include improving the safety of the work environment through the recognition, evaluation, and control of hazardous conditions; reducing the numbers and severity of injuries to faculty, students, and staff through training and implementation of safe work practices; and complying with regulatory requirements of the Occupational Safety and Health Administration (OSHA) and various state and local codes. These objectives are accomplished through: safety training to management, staff and students on a variety of topics such as electrical safety, slips and falls, back care, computer workstations ergonomics, and safe maintenance practices; investigations of workplace accidents; regular safety surveys of various workplaces and the campus grounds and walkways; a wide variety of safety programs such as construction safety, computer workstation ergonomics, electrical safety, accident prevention, summer youth camp safety, and emergency action planning.

3.2 UNDERSTAND THE ESTABLISHMENT OF SAFETY AND HEALTH COMMITTEE


3.2.1 Explain section 30(1) 1 regulation 1996

Prohibition re scene of accident 30(1) Unless expressly authorized by statute or by subsection (2), no person shall, except for the purpose of saving life or relieving human suffering, interfere with, destroy, carry away or alter the position of any wreckage, article, document or thing at the scene of or connected with an accident causing a death until an officer has completed an investigation of the circumstances surrounding the accident.

3.2.1 Explain section 30(1) 1 regulation 1996


(2) Where an accident causing a death occurs and an officer is not able to complete an investigation of the circumstances surrounding the accident, an officer may, unless prohibited by statute, grant permission to move the wreckage, articles and things at the scene or connected with the accident to any extent that may be necessary to allow the work to proceed, if: (a) graphics, photographs or other evidence showing details at the scene of the accident are made before the officer grants permission; and (b) the co-chairpersons of a committee or the representative for the place of employment at which the accident occurred or their designates have inspected the site of the accident and agreed that the wreckage, article or thing may be moved.

3.2.2 Determine composition of committee.

a) Employer to establish committee if : 1) 40 or more persons employee 2) Director General direction b) The composition,election or appointment of persons,the powers of the members and any other matter shall be as prescribed : * chairman (manager), secretary (safety officer), employer member (*), employee member (**) <= 100 employee, 2 member each > 100 employee, 4 member each c) Employer consult the committee to the making and maintenance of arrangements in promoting and developing measures and checking the effectiveness of such measures

3.2.3 Classify specific function of committee


a) Shall keep under review the measures taken to ensure the safety and health of persons at the place of work.

b) Shall investigate any matter at the place of work : which a member of the committee or a person employed thereat considers is not safe or is a risk to health. which has been brought to the attention of the employer.
c) Shall have such other functions as may be prescribed.
