Qualification criteria for EOI


Must be class A or B bank Must have 5 years experience in banking business, In case of JV at least one JV must have 5 yrs of experience, The bank(s) must not have applied for any Lender of Last Resort facility from NRB in the 12 months prior to the date of publication of this call for expression of interests. The bank(s) should have a ABBS enabled bank branch in the cluster

Must have experience in delivering financial services to the under-banked in rural areas. Joint Venture Agreement in case of applying as a joint venture, with one Bank identified as the lead Bank.

Total number of years of experience in Core Banking Solution (CBS) for Any Branch Banking Services (ABBS) Total number of Branchless banking/Mobile Banking accounts maintained by the Bank Average monthly Branchless banking/Mobile Banking transactions over the last six months No. of years of Branchless Banking/Mobile Banking experience

Main responsibilities of banks contracted to deliver cash


Deliver payments to beneficiaries on-time and with a minimum of inconvenience to beneficiaries. Verify beneficiary identity through fingerprint matching or other two factors at the time of payment Address issues raised by beneficiaries or MLD Submit reports and other data to MLD Maintain close contact with VDC and DDC staff

During enrolment, banks will gather basic data from beneficiaries and provide them with PIN or payment instrument Banks will be provided electronic list of beneficiaries

Enrolment must be conducted in each VDC VDC will provide suitable location for enrolment Beneficiaries may nominate other person to collect cash on their behalf. If beneficiary unable to travel to enrolment point, VDC secretary may nominate other person to collect cash on beneficiarys behalf. All data must be shared with MoFALD

Payments must be made three times a year as per MoFALD guidelines Payment must be made at central point in VDC Each staff / agent can cover maximum of 2 VDCs Basic details of each transaction should be recorded and transactions should be searchable

Process for replacing lost card or other instrument should be established (nominal fee may be charged) Bank must promptly respond to complaints from beneficiaries, VDC, DDC, and MoFALD Bank solely responsible for conduct of agents (In case of fingerprint based payment system) Beneficiary fingerprints should be compared to ensure that a single person has not registered as more than one beneficiary
