On entering EngIish troops (Ied by genraI. AIIenby) in !aIestine in 1917 - 1918
peopIe, comprising 560,000 of Arabic, 55,000 of Hebrew Iived in an area of arid
and impoverished Turkish administration, the war and bIockade.
In January 1918, after the BaIfour DecIaration, the contacts between the ionist
Movement deIegation Ied by Chaim Weizmann [1] and the deIegation Ied by Emir
FeisaI [2], to estabIish a form of autonomy granted to the Jews in this state.
CIimax (positive) occurs in December 1918, at a Iuncheon given by Lord
RotchschiId. Here Emir FeisaI says (according to notes of his T.E.Lawrence, his
advisor)
'No Arab can not be suspicious of nationaIism in Hebrew ... I say to Jews WeIcome
Home and we'II cooperate with them in the Arab State. Signed a Joint DecIaration
which sets out the principIe directions of the reIationship between Arab and
ionist movement.
Emirati condition was that it remain secret untiI the Arab state independence,
and in compIiance with articIes and conventions of both parties.

are the foIIowing:
Not be prejudiciaI in any civiI rights and reIigious of non Jews popuIation.
There wiII be no discrimination between peopIe on rights and civiI on the
grounds of reIigion or race.
WiII not return to !aIestina entire Jewish popuIation (estimated at 14,000,000 at
the time). Return of Jews wiII make of the communities of CentraI and Eastern
Europe, areas where they Iead a Iife of subsistence.
FinanciaI and IogisticaI investment wiII ensure a decent Iife and work,
deveIopment of roads, raiIways, irrigation. AIso this massive input of capitaI WiII
increase the number of jobs, improving the overaII standard of Iiving of the
popuIation.

Creating "Jewish home" in !aIestine wiII give added security of Jews
everywhere and to attract financiaI resources and Iogistics, 'as Iong as you need.
It too shouId move to AIIiance interests intervene Semitic but EngIand and France
in the area. EngIish poIicy was the onIy MiddIe East division between EngIand and
France, as so-caIIed 'Seats' which provide the power and oiI resources. Both
major powers did not want a strong Arab State, the majority owner of the oiI fieIds.
Chaim Weitzmann was dependent on British poIitics ... In short the Roman dicton
:'Divide et impera' has not been exceeded by our ionist movement. Weitzmann

In the summer of 1919 Emir FeisaI interrupts meetings with the ionist
movement and in the faII of 1919 cut off aII negotiations with the ionist Jews.
Treaty remains secret, we are many years that any of the Arab Ieadership, not the
Hebrew.
Since autumn 1919, coincidentaIIy or not, start the Arab revoIt in !aIestine.
Hebrew settIements are attacked, sIaughtered hundreds of Hebrew. EngIish
troops on the ground invoIved in shape, having regard to the future interests of
the British Mandate in !aIestine. Hebrew Communities begin to defend
themseIves.

In these circumstances the Commission San Remo made The !aIestinian
map for British mandate in !aIestine. They estabIish a naturaI border between
Hebrew and Arabic: Jordan. Between Jordan and the Mediterranean - Jews,
from Jordan to the Arabian peninsuIa - Arabs. So the probIem was soIved in
the territory and security of both parties, one side and other side of the river
Jordan.

But.
In 1921, 77% of !aIestine, settIed in San Remo, is assigned a new state: Arab
Emirate of Jordan. Thus the UK ensure their controI over a territory cIaimed by
King FeisaI of Saudi Arabia, giving territory to Hussein, the future King of Jordan.
New materiaI is supported, financiaIIy and miIitariIy by the British Empire.
BasicaIIy it was the right of !aIestine to the Jordan River, as the map was
assigned to San Remo !aIestinian popuIation.

TacitIy Britain imposed a further division of the territory aIIocated to Hebrew
community (Yishuv) ... between Hebrew and Arabic - with no opportunity to
estabIish a naturaI territoriaI boundary - as in the originaI map (Jordan River).
This wiII be one of the essentiaI causes that have generated over time, the
present situation.

In 1922 the United Nations granted the British Mandate government over 23%
of the territory remained in Map-San Remo. So do the British Empire. AppIying
the "divide et impera" to the two communities on the mandate: dissatisfy per
reasons that can not give more because of other community interests. So caIIed
"!ax Britanica" was the germ of another fights between Arab and Jews in the
future under the Mandate.
LocaI poIice were recruited mainIy from among the Arab community. Thus, from
the beginning, Arab extremist manifestations were toIerated by defauIt the order
Iapsed in IocaI confIicts, or even by participating in Arab riots against Jews.
During the British mandate Hebrew popuIation wiII increase in share from
17% to 30%. It is estimated that between 1920 and 1945 came to 367,845 IegaI
and iIIegaI around 50-60.000 Hebrew.
During the British mandate, after the Arab revoIt of 1921, Iimited the annuaI
number of Jews who emigrate IegaIIy. The amount varied from one period to
another, depending on the immediate interests of Great Britain in the area
taking into account in case of oiI EngIish capitaI penetration in the MiddIe East
and Arab pressure officiaIs to ban Return of Jews in Eretz-IsraeI. However the
figure was disputed permitted emigration of Hebrew (too smaII) and Arabs (too
high).

Between 1920 - 1947 the growth rate was 13.2% in Hebrew (due to infusion of
Iabor immigrants and capitaI) and 6.5% in Arabs. Graduation rate of normaI
schooIs and courses was 86% in Hebrew and 22% of Arabs. During this period in
!aIestine Arabs have evoIved much, their Iives are among the highest in the area,
the second after the Arabs in Lebanon. From a UN statistic that in 1939, Jews in
!aIestine were ranked 15, the Arabs of !aIestine on the spot 30 (from Egypt - 33
Turkey - 35). It can be concIuded that in terms of socio-economicaIIy, the two
communities have evoIved towards sociaI weIfare. Coexistence between the vast
majority of Arabs and Jews "together" there, despite the Arab extremism and Iater
Jew.

Death of 'Semitic AIIiance' The start Arab-IsraeIi confIict.
Arabs RevoIt of 1920
Arab extremism in the !aIestine has its roots in the "directive" given by Emir
FeisaI after the faII of negotiations between him and Chaim Weitzmann.
ImmediateIy after this time are the first Arab revoIt (4 ApriI 1920) during the Spring
FestivaI Nabi Musa (in Arabic "The prophet Moses" - the ceIebration of MusIim
prophet in !aIestinian foIkIore, for seven days), and consisted of a piIgrimage to
Arab in JerusaIem, to the tomb of prophet (Arabs considered the area was in town
Jeriho). !iIgrimage was estabIished by SaIah ad-Din Yusuf ibn Ayyb (SaIadin) in
the years 1150, to counteract the Christian hoIidays of Easter in JerusaIem.

In the morning of ApriI 4, groups of Arabs from many strong fortress waIIs
Hebrew attacks, housing, shops and synagogs of "OId Jewish Town".
The exciting speeches from the baIcony antisioniste CIub supported by severaI
Arab Ieaders (one of them was Hajj Amin aI-Huseini, instaIIed Iater with the British
support, as a Grand Mufti of JerusaIem - 1921). ReIigious schooI is destroyed
Torath Chaim Yeshiva (founded by Rabbi Yitzchak Winongrad in 1866) and roIIs
the HoIy Book (Torah) broken down and disposed of. Jews are beaten and kiIIed,
reports being made targets of citizens even Arabs (AI-KhaIiI Sakakini).
The reaction of Jewish seIf defense teams (Ied by e'ev Jabotinski) was to seek
protection of the British army (but british coI. Storrs forfeit his gun).
Then 200 voIunteers from the British army restore caIm. Are arrested severaI
dozens of Arabs, Iater reIeased the two-day. Day that the vioIence increased in
intensity. British set martiaI Iaw but robberies, arson and destruction of homes
continues. British soIdiers withdraw, even to the OId City, Jabotinski peopIe's can
not to intervene, being trapped outside the waIIs. The Jews inside were not
weapons. Two of Jabotinski voIunteers (one being the father of future Yitzak
Rabin) are infiItrating the neighborhood Hebrew to organize heaIthcare and warm
a variety of seIf defense. Some British soIdiers begin to dismantIe the few
voIunteers Hebrew, at the suggestion of the Arab Ieaders of riot. Broken homes
are ionist Ieaders (Jabotinski and Weitzman).

three-day brings with it a baIance: Hebrew 5 dead, 211 injured, Arabs 4 dead 21
wounded, seven British soIdiers wounded. Three hundred Hebrew are cast out
of the OId City. !aradoxicaI: peopIe were attacked and houses of Orthodox
Jews - bitter enemies of the ionist movement ... in commemoration of the
!aIestinians Arabs of peopIe Hebrew prophet Moses ...
Jabotinski is arrested for weapons possession and sentenced to 15 years
imprisonment. Sent to jaiI in Egypt and then to Accra, to pressure the Jews in
EngIand and America is switching to a year sentence. Are cIosed at 200
participants rebeIIion, of which 39 Hebrew.
Ambiguous behavior of the British miIitary authorities was determined by off so
that they wiII strengthen the British position of the League of Nations to be
granted the !aIestine Mandate.

From now on, the position of Arab Ieaders is centred around the foIIowing
ideas:
1. Their dissatisfaction that the promise given by officiaIs of Antanta, during the
first WorId War was not satisfied - in fact a decIaration of Independence wiII foIIow
Saudi Arabia and the Hashemite Kingdom of Jordan. But Syria and Lebanon are
under French Mandate.
2. BaIfour DecIaration kidnapped Iaw Arab popuIation of !aIestine to seIf-
determination. Hebrew immigrants coming in 'NationaI Home' (!aIestine) wiII Iead
to their ensIavement and economic poIicy of the Hebrew. These ideas, which wiII
exacerbate confIict states to fuII size !aIestine (or more preciseIy what wiII remain
after reducing them by 77%, operated by the British foundation Kingdom of
Jordan) are induced from the outside:
On the other hand the supporters of the future King FeisaI, which uniIateraIIy
procIaimed Syria merge (unreaIized actuaIIy) and move to the deveIopment of
current mass !an Arab and IsIamic hatred with the pivot against the Western
!owers, signing the BaIfour DecIaration. Moreover Commission WorId ionist
Congress, backed by the resources and infIuence of Jews aIong and across the
entire worId.
SubsequentIy comes into pIay after the 1933 German inteIIigence
organizations, which, to deveIop 'fifth coIumn' in the area wiII indoctrinate, recruit

Map of San Remo remains not onIy a testimony of a chance of Iosing peace and
understanding, but as proof that peopIe stiII are not as is made by God and
brought to us by the prophet. Since it is difficuIt to actuaIIy impIement a Good
point because any good intent is subject to subjective pride, suspicion and
intoIerance towards the opponent. And Ieaving a bad DO. Which it supports
