CATEGORIES OF ACCIDENTS

SAFETYMANAGEMENT
Accident: - Means any occurrence in the course of working of a railway which affects or may affect the

safety

of

the

railways

engine,

rolling

stock,

permanent way, normal works, passengers, servants or which affects the safety of the others or which

causes or may causes delay to trains or loss to the

DUTIES OF OFFICIALS

PROVITION OF EMERGENCY TELEPHONE AT ACCIDENT SITE


As soon as the information of accident is received from the test room or any other sources, the nearest telecom staff of the accident site or incharge immediately move to the accident site either in Railways transport or in privet vehicle with the following emergency items: 1. Emergency telephone(RE or Non RE)

2. Emergency four pairs switch board cable of 500meters


3. Torch cells 4. Torch

5. Proper tools for connection of telephone


6. Mobile Radios of 5W(Fully charged). 7. Auto telephone

The staff will connect the Emergency telephone to the nearest sockets or to the over head lines of section CNL and he should speak with on duty controller and test room for primary information about the accident by mentioning the KM No. of accident spot , gravity of accident , probability of human loss or damage of Railways property, need

of Medical aid, manpower and materials required.

All the emergency materials are kept in ART. Some times there is a delay in reaching the ART in accident

site. Therefore to avoid any delay, the sectional


incharge maintain a emergency store to deploy the emergency material to the accident site. The Test room should be noted down the timing of communication provided accident site. and a log book for

he is supposed to call the higher official to speak


with the intended calls. The on duty staff should not leave the accident spot until and unless the permission is given by the accident controller. When the ART is available, the Satellite telephone connection, Video conference and VHF communication can be provided .

One thousand seventy four- Accident relief medical vans (ARMV). One hundred eighty five Accident relief trains (A- Class, B- Class and Self propelled ARTS).

HIGH LEVEL COMMITTEE REPORT


The following recommendations are implemented in phased manner. SP- ART Self propelled ARTS and ARMVS to be bundled into a three coach train. One SPART per division (Cost 5Cr). Total SPART 47 Nos. (Cost 235 Cr).

Each ARMV can be stationed at intervals not


exceeding 100Kms.

Government, the state government may provide

necessary medical/paramedical support for the


manning and deployment. Zonal H/Q and

Divisional headquarter should have one such Road mobile accident rescue and relief van.

One digital video and still camera with five or six floppy discs may be provided in each division to be kept for each ART/ARMV/SPART. Provision of Laptop computer for accident relief operation with Sr. DME.

Charging facility of cell phone, laptop and camera may be provided in all SPARTS and A&B class ARTS /ARMVS. Walkie-talkie and VHF sets Arts at divisional head quarters to be provided with thirty walkietalkie sets and two-25W VHF sets.

Videoconferencing facilities from the site of accident. It is proposed to provide

videoconferencing facility from disaster site to Railways Board and zonal Railways headquarter. Initially the videoconferencing equipment will be provided in Railway Board and transportable units

will be kept in one Railway head quarter at a cost of


Rs.- 1.3 Cr.

Mobile Inmarsat-phone (Mini M Terminal) The necessary requirements to operate a satellite Telephone

are given bellowThe terminal is registered by a service provider (i.e.

A satellite covers the location where the telephone is located. There is free line of sight from the antenna of the terminals to the satellite.

MES Mobile earth station (i.e. Cap sat telephone) LES Land Earth Station: - The LES is located at the Other end of the MESs satellite link. The LES connects to the local telephone network and manages calls to and from MES. NCS Network co-ordination station: - The NCS is responsible for assigning communication channels to the MES. In case of NCS failure the MES will switch to stand - alone mode. In standalone mode designated LES in each ocean region

Patch antenna: - It can be fixed on the electronic unit with the antenna cable of 0.15m lengths or it can be fixed away from the electronic unit with the 5.00m cables. The orientation of the antenna is

fixed with the help of the compass so that lone of


sight with the satellite is established. Terminal operation: - The cap sat telephone has three modes of operations relating to its power consumption.

Power off mode: - No massage received or sent. Power on mode: - The incoming and outgoing is possible. When the terminal is left unused for

60sec.it will automatically go into sleep mod.


Sleep mode: - In this mode the terminal will power

up in short interval to check for incoming call the


green LED lights up in short bursts.

CAPSAT TELEPHONE
SIMCARD: - The Cap sat Telephone may require an Inmarsat SIM card inserted before it will be

operational. The SIM CARD contains IDS and


additional information (phone book). Power On: - Power up the terminal by pressing the key - Squire.

The LCD displays: - Search for satellite

Move the antenna /cap-sat telephone until the handset writes, Area accept. Where Area is the name of the Area/Ocean Region wanted. Press key - Horizontal Rectangular.
If the antenna is not connected at all you will get an alarm message. Check that antenna is connected correctly. The alarm message can be removed by pressing key - Vertical Rectangular. The cap-sat telephone is now in idle mode.

Select the area that you want to operate in the


current selected area is marked with (*) in the

area list. To select the area, select the area list by


pressing vertical rectangular and squire keys. Choose an area by pressing two vertical

rectangular keys. Accept selection-by-pressing vertical rectangular key.

If the new area is successfully selected the cap sat telephone will write an acknowledge message. Otherwise an error massage will be displayed. The telephone will perform initial sky scan search and will obtain synchronization with the NCS. Green SYNC Indicator indicates the synchronization.

To Select LES Specifically Enter the main menu by pressing two vertical rectangular keys, Scroll and select default by pressing three vertical rectangular keys, choose a LES by pressing vertical rectangular and squire keys; accept selection by pressing vertical rectangular key

Call types - Voice call; Fax calls; Data calls Numbers Subscriber numbers (Ordinary telephone numbers of subscriber; Short codes; Service codes; local numbers Hand shake to AUX/Fax Telephone).

Subscriber number format: Hand set: - Network ID / LES / Phone number. The phone number field specifies the subscriber number to be called including call prefix for automatic call (00) and country code (e.g. 45 for

Denmark). It holds up to 22 digits.
