PROJECT II: COMPREHENSIVE MELA PLAN FOR SIMHASTHA 2016 AT UJJAIN

Project background
Kumbha of Ujjain is also known as the Simhastha. Simhastha festival is organized every 12 years at Ujjain near the bank of holy river Shipra. Last time it was organised in year 2004. It will now be organised in 2016. During last Simhastha, the State Government had notified about 2150 hect. of land for the organization of Kumbha Mela which includes Government and private land. Keeping in mind that during Simhastha (Kumbh) mela, the place receives a large influx of people, a well planned strategy will be required to tackle the large number of visitors.

SCOPE OF THE STUDY


The present study goals include: Development of a comprehensive, cohesive and an integrated Mela Plan for Simhastha-

Delineation of the key interventions to be undertaken by respective stakeholders to enable Plan implementation. Optimal Utilization of funds, human and institutional resources to affect project

implementation (towards efficient & effective Mela Plan).


The study objectives are as follows: To accomplish a successful Mela Event including all Shahi Snnans To provide sufficient physical and social infrastructure facilities to the pilgrims

To improve the traffic situation in case of special events and traffic disturbances
(incidents) To promote intermodality in the context of big events such as Puja, Snaan etc.

SCOPE OF THE STUDY


To reduce congestion in road traffic To reduce emissions and travel times through optimal information and guidance of the road users To provide a safe and secure environment for the visitors and staff To prevent the disruption of the event activities/ services To protect property against damage or loss To safe evacuation in case of emergency To enhance coordination in view of the increasing importance of integrating the various aspects of Master Plan from a spatial planning and execution perspective To strengthen human resource development in view of the changing role of the local bodies from developer to manager To improve transparency and accountability in order to facilitate an effective and efficient implementation of projects and spatial strategies.

Following are the detailed scope of work to be fulfilled at different phases of the Mela Master Plan throughout the above two stages of submission:
Data collection pertaining to Simhastha area as well as Ujjain city. Case studies of past Simhastha/ Kumbh Mela and literature review. Preparation and updating of the base map. Conducting site surveys pertaining to soil testing and water testing. Analysis and interpretation of studies. Preparing Conceptual Comprehensive Mela Plan. Attending stakeholder conferences and incorporating their suggestions. Preparing Detailed Comprehensive Mela Plan including scale drawing of Mela Plan as appropriate. Approval of drawings and Comprehensive Mela Plan by the Client.

A concept and vision for the Simhastha area has been developed on the basis of the pre-design study undertaken by IMaCs. Then a Site Plan for the Simhastha area was prepared, which is essential for event planning and management. The checklist below has been prepared to determine what must be shown on the site map.

CITY PROFILE
Ujjain is an ancient city of central India, in the Malwa region of Madhya Pradesh state. Situated on the eastern bank of the Shipra River, the city was called Ujjayini in ancient times and is referred to as Ozene by Ptolemy. It is one of the seven important religious centers in India, the others being Ayodhya, Mathura, Gaya, Kashi, Kanchi and Puri.

DEMARCATION
The development plan adopted for Ujjain city had provision of land allocation for Simhastha Mela along the Badnagar Road area and Mangalnath area. Whereas the prime focus of Simhastha Mela lies upon the Mahakal Temple and Shipra River. As a result of which the centrally located Mahakal Temple and the adjacent religious, cultural and open spaces are highly affected.

This mela area includes government and private lands. This allocated Simhastha
area and the city public and semi public area total 2645 hectare land comes under Simhastha area. Within this 2645 hectare land at present total usable land for Simhastha is 1500 hectare. Whereas to accommodate Simhastha-2016 projected influx as 5 crore, total required land is 2000 hectare.

Since most of the area within the Mahakal Zone has been developed, the southern additional land is planned for rehabilitation of the Akharas from there.

On the basis of the availability of maps for Simhastha Region, Ujjain City Area, features for the Base Map and the availability of other sources of information; a well structured process was adopted for the preparation of the Base Map. Key steps adopted for the preparation of the Base Map are:

Based on the existing map a plan was proposed for the utilization of land including basic land use, plot demarcation, transport facilities and routes.

PHYSICAL INFRASTRUCTURE CONCEPT


Water Supply Ujjain is situated on the bank of river Kshipra from where the city used to obtain its water. The major stages identified for the development of water supply services are shown below:

The first step to plan for water supply for Simhastha region will be the identification of water sources from which water can be supplied to the mela region.

After identifying the sources, comes the stage for location of treatment and storage tanks. These facilities should be so located so that the whole mela region is covered.
Once the storage tanks and treatment plants are finalised, then comes the stage for designing distribution network.

PHYSICAL INFRASTRUCTURE CONCEPT


Sewerage and Sanitation Collection of sewage and wastewaters from the inhabited areas and then transporting it to treatment site with minimal amount of energy and resources is the need of the modern day society. The major stages identified for the development of sewerage services are shown below:

The first stage will be the division of area into smaller zones. It is proposed that the Simhastha entire area can be divided into a number of zones so that these zones can be managed easily and can be attended to efficiently.

The second stage will then focus on the type of sewer treatment system to be installed and accordingly to plan a network for laying sewer pipe lines.

The final stage will be to select a proper disposal system of the treated effluent. For this stage, it is suggested that efforts should be made to bring down the quantity and toxicity of wastewater as low as possible and then discharging it at the downstream side of Kshipra river.

PHYSICAL INFRASTRUCTURE CONCEPT


Electricity Making provisions for supplying uninterrupted power supply to Simhastha region is a challenge in itself. For this the following proposals were given:
It has been estimated that approximately 75% of the total demand will be for illumination purpose and the rest 25% will be required for other electrical appliances.

A number of locations have to be identified where electric sub-stations can be located. In the northern area, Bherugad will be ideal for providing a substation. Other locations which can be considered for locating substations are Mangalnath and Vallabhnagar.

There will be requirement of control rooms spread in the mela region. These control rooms can be located at Vallabhnagar, Dat Akhada and Bherugadh area.

PHYSICAL INFRASTRUCTURE CONCEPT


Solid Waste Management Human activities create waste, and the ways that waste is handled, stored, collected, and disposed of can pose risks to the environment and to public health. Solid waste management (SWM) includes all activities that seek to minimize health, environmental, and aesthetic impacts of solid waste. A typical waste management system will include the following elements: Waste generation and storage Segregation, reuse, and recycling at the site, if possible Primary waste collection and transport to a transfer station or community bin Street sweeping and cleansing of public places Management of the transfer station or community bin Secondary collection and transport to the waste disposal site Waste disposal in land-fills Collection, transport, and treatment of recyclables at all points on the solid waste pathway (collection, storage, transport, and disposal)

In order to tackle and manage the issues and problems of solid waste management during the Simhastha 2016, Clean Tech Ventures AES Pvt. Ltd has been appointed as consultants.

Classified traffic volume count at the 36 identified locations. Verification of the intersection and mid- block traffic counts on the major travel corridors. This data was otherwise also required to expand the O-D Survey sample to the total population of traffic in O-D location.

It is also necessary to estimate the number of passengers traveling in passenger vehicles.


This was achieved by enumerating number of passengers traveling by passenger vehicles. The TVC and the Occupancy Survey data was analyzed to obtain:

Passenger Terminal Volume Count Surveys


Passenger Volume Count Surveys were conducted at various railway stations, bus terminals, taxi stands etc. falling in the city area.

This was undertaken to establish the number of passengers using these infrastructural facilities.
For Train Passenger Terminal Surveys, passenger volume count for train passengers for each location was carried out at entry/ exit of the major railway stations. Similarly, all the bus terminals/ depots taxi stands etc. were covered.

Passenger Terminal OD Surveys & Workplace Inventory Survey

Passenger Terminal OD Surveys were carried out at the identified bus, train terminals in order to establish the traveling pattern of the passengers which are using the terminal facilities. Details like trip origin, destination, length, time taken, cost of the trip, propose etc were collected from the passengers captured through random sampling. Workplace Inventory Surveys were carried out in order to establish the major work centers located in the city

Work Place OD Survey


Workplace Origin Destination (OD) survey was conducted for establishing the travel pattern of the working population in the city. Origin destination survey of the workers was conducted after the identification of major workplaces in the city. The surveys were conducted on working days using systematized sampling method/s. Workers were surveyed for their trip origin, destination, trip length, time, cost, purpose, mode of travel etc.

Collection of relevant Secondary Data


The basis for secondary data collection is that it helps to fill the gaps that have not been able to be collected through primary surveys. Also, this data is required for establishing trends and development patterns of the city. Past studies and reports related to traffic and transportation, if available were reviewed. This would majorly include plans like City Development Plan, Structural Plan, Past Traffic Survey reports etc, any other which is relevant in understanding the traffic pattern and trends.

Basic Analysis
Computerization of Raw Data & Digitization of Road Network Maps: The first step of the analysis included the computerization of the raw data. Simultaneously, a digitized map of the city network with a fair degree of accuracy was prepared.
