Planning, in general, can best be described as the

function of selecting the enterprise objectives and


establishing the policies, procedures, and programs necessary for achieving them.

Planning in a project environment may be described as establishing a predetermined course

of action within a forecasted environment.

Project planning must be systematic, flexible enough


to handle unique activities, disciplined through reviews and controls, and capable of accepting multifunctional inputs

One of the objectives of project planning is to


completely define all work required so that it will be readily identifiable to each project participant.

To eliminate or reduce uncertainty To improve efficiency of the operation To obtain a better understanding of the objectives To provide a basis for monitoring and controlling work To optimize the use of scarce resources To avoid imbalance on the economy

To save time

It is important to have proper strategies for planning.

Following are some of the important facets of project planning;


Strategies vary depending upon the body who is planning. Timing From the point of view of the financing institutions, they would like to choose projects which would give , enough incremental income to pay principal or interest

leave surplus to improve standard of living of farmers/borrowers

Quicker return to the borrower

Will be able to function within the overall currency and

credit situation or policy framed by RBI/GOI

Have to consider the cost of funds or resources which are to be employed in the implementation of the projects or

programmes

have to lend within the repaying capacity of the borrowers

In the case of public bodies ,policy makers are concerned about how scarce resources can best be directed to maximize economic growth

Strategies in planning agricultural projects should also be guided by national priorities projects with better distribution effect gives return rapidly selecting project areas which are suffering from imbalances between different areas projects which benefit the most vulnerable section of the community projects which have better employment potential Strategy to chose the project uni-directional project Multi-directional project

Planning is one of the important factor for successful project completion It is a road map to the success.
