CHAPTER 2: MANAGEMENT ORGANIZATION OF PHYSICAL EDUCATION

Physical Education Objectives


Physical education objectives is divided into three distinct

learning domains:
Cognitive Affective Psychomotor

Physical fitness development Motor skill development

Overall objectives of Physical Education Design of education for the future Empowers individuals to learn about their world and

be active participants within it


To create an environment that stimulates selected

movement experiences resulting in desirable

responses that contribute to the optimal development


of the individuals potentialities in all phases of life

Developing Management Structure


Structure refers to the framework that includes title of

positions, role assignments, task allocations, functions, and relationships.


Planning, developing, organizing, and reengineering

the structure for a physical education program are

important management responsibilities

Guidelines for developing a management blueprint: 1. Review the program and its objectives at least

twice a year because realignments in duties and


responsibilities may be necessary
2. Design each position so that a short label describes

its primary responsibilities


3. Assign each position clear cut duties,

responsibility, and authority, so that each position holder will possess freedom to act

4. Establish line and staff positions that will enable

management to realize the advantages of functional departmentalization as well as centralization and

decentralization
5. Design each position so that the position holder can

make maximal use of his or her knowledge, understanding, talents and skills
6. Design positions so that decision-making authority is

as close as possible to the scene of the action


7. Give managerial staff responsibility for as many

positions as possible

Principles for Management Organization and Structure


Clarify the delegation of authority and responsibility To avoid overlapping authority Management work may be most effectively organized by

function
Unity of command maintains that all personnel engaged in a

particular type of work should function under a single authority or supervisor

Span of control should be considered in organizational structure


The number of subordinates who can be supervised

adequately by one individual


Successful management depends on communication Saves time, helps avoid waste and duplication, and promotes

cooperation among departments and staff


Coordination and cooperation among various departments in

organization
Keeps each subsystem well informed and working together in

complementary and synergistic manner

The manager must be an effective leader


Staff or task specialization aids effective management

Organization must perform many different tasks that

require the abilities of various area specialists (marketing, sport information, etc.)
Duties and rights of personnel Each employees should have a precise job

description and a current policy and procedure manual or have guidelines readily accessible

Authority must be commensurate with responsibilities, and lines

of authority must be clearly drawn

often determine the most appropriate organizational structure

Procedure for The Development of Organizational Charts


Identify the objectives of the organization Objectives determine the structure that must be

developed
Arrange objectives into meaningful functional units
Requires assessing the organization with its

differentiated parts and units and organizing it


Reduces friction and fragmentation and brings about a

closely coordinated, smoothly functioning organization

Arrange the identified functional units into appropriate

management units, such as department


Represent the most effective and meaningful

relationships for achieving the goals of the organization


Prepare a model of the structure of the organization and

perform a trial run


To make sure that the model represents the best

management structure for the organization, it should be used initially on a trial basis

Revise the model in light of input received Views from personnel within and outside the

organization should be sought and the model revised


Evaluate the final design and assign staff who work within

the organization to appropriate functional units


Each member of the organization can see where and how

he or she fits into the total organizational structure
