But our country has a decentralized Provincial Council System. There is some significant difference between Provincial Council System and Federal Government System. It is, Provincial Council System has not the power to influence to the international matters. Such as national security, foreign affaires, foreign trade, harbors and ports, territory rights. But Federal governments have those powers also.
