Goal

Establishment of e - Government in the Directorate General of Civil Registration.

Provide an efficient governmental service of civil registration for Mission Paraguayan citizens that permit them access to their civil rights, democratic governance and social services.
Establish an interconnected system procedure between Governmental Institutions, ONGs, and Citizens to facilitate and protect their rights. Provide technological infrastructure and tools for efficient service coverage in all the territory of the country. Promote a Legal reform to facilitate and ensure a sustainability public service.

The Directorate has 17 personal procedures, t he citizens have to pre sent all the documenta tion required dependin g of the procedure, to obtain the certification of change in their civil identification, some of them long lasting. Normally document qu antities are duplicated. This certifications provi ded are used to realize another public proced ures.

Digitalization of existing do cuments that comprise the historical heritage.

To-be
Secure digital procedur es for the fulfillment of civil obligations, simple , fast and at the lowest cost.

Information system standardiz ation, manage security policie s according to pre-established for the exchange, logging and auditing all operations done.

Currently the system fil e is printed documenta ry, physical space is widely used for the file of papers, most of the m are in poor conditio n, not readable, some are lost and must be r econstructed the infor mation, based on copi es of documents provi ded by citizens.

Action Items
Build a Single Data Base for historical heritage. Digitization of all paper documents since 1889.
Reduce the use of paper, sp ace and risk events, that co uld make lost information li ke fire, insects and rot.

To-be
Have a historical collection of civil documents that allow citizens to perform their civic obligations, social assistance and legal registra tion of their civil events for the protection of their property and rights.

The archiving system is poor and risky.
