Legislative and Policy Frameworks
LEGISLATIVE FRAMEWORK
The following frameworks support the Department in the execution of its mandate:
Tshwane Open Space Framework (TOSF) Inner City Local Open Space Plan Streetscape Design Guideline Document City of Tshwane Metropolitan Municipality By Laws pertaining to public amenities
Blue Network
All water courses within the city irrespective of their character and order Apies River, Steenhoven Spruit and Walkerspruit.
Grey Network
Open Space with services and urban utilities such as water reservoirs, holding area, quarries, landfill sites and cemeteries Skinner street taxi holding area, Marabastad and Boom Street taxi rank.
RED NETWORKS
The Most important placemaking (symbolic elements) moments in the city structure (Church Square) Ceremonial routes and boulevards that link symbolic elements (Church Street)
BROWN NETWORKS
Predominantly informal and formalised recreational Open Spaces resorts, recreational parks and sports facilities (Jazz Square) Movement Spaces corridors, linkages, activity streets and e.t.c. (West Park, Jazz Square)

CONCLUSION
Need for protection and development of open spaces within the Inner City
Innovative funding approaches required to enhance development of landscape and streetscape developments within the City. Key to the above is involvement and partnerships private sector.
